Hashemite Kingdom of Palestine Solution: Alive or Dead?

 

Two seemingly contradictory news reports within the space of 48 hours have thrown into doubt the possible implementation of the Hashemite Kingdom of Palestine Solution (HKOPS) to end the unresolved 100-year conflict between Jews and Arabs.

HKOPS emanated in Saudi Arabia and was published in the Saudi-Government controlled Al Arabiya News on 8 June 2022 – and was subsequently amended – but the amended version was not published by Al Arabiya.

HKOPS called for the merger of Jordan, Gaza and part of Judea and Samaria (West Bank) into one territorial entity - to be governed by Jordan’s current Hashemite rulers – with its capital located in Amman – not Jerusalem.

The plan’s author - Ali Shihabi – a confidant of Saudi Crown Prince and Prime Minister Mohammed Bin Salman (MBS) – is a member of the advisory board set up by MBS to advise MBS on building a US$500 billion mega city – Neom - the size of Israel - in northwestern Saudi Arabia.

HKOPS is a potential game changer and circuit breaker since its features include:

• Trashing 21 years of Saudi Arabian and Arab League policy since 2002 calling for the creation of an independent Palestinian Arab state between Israel and Jordan on all of Judea and Samaria (West Bank) - with its capital in East Jerusalem
• Recognition of Jerusalem as the sole undivided capital of Israel
• Recognition of Jewish sovereignty in part of Judea and Samaria (West Bank) for the first time in 3500 years.
• Citizenship in the newly-created entity for all Palestinian Arab refugees no matter where they currently live.

HKOPS has not been rejected in the eleven months since it was published by:

• MBS
• Jordan’s King Abdullah
• PLO Leader Mahmoud Abbas
• Hamas leader Ismail Haniyeh
• Arab League Secretary-General Ahmed Aboul Gheit
• Israeli Prime Minister Benjamin Netanyahu

Back-channel secret talks between Israel and the PLO have fueled speculation that implementing HKOPS was included in their meetings.

On 18 May an article headlined “Biden admin pushing for Saudi-Israeli peace deal by end of year, officials say” - came as a bolt from the blue with Biden’s bold call.

The article claimed:

“Two senior U.S. officials said it's in Saudi Arabia's interest to get a normalization agreement with Israel while President Biden is in office because it would receive more bipartisan political support and legitimacy in Washington, especially when it is likely to include U.S. steps toward Saudi Arabia that would be unpopular.”

The article however contained a caveat:

“Any deal will likely include a “Palestinian component” that Israel will have to agree to. The Saudis said publicly that normalization with Israel will take place only if there is progress on the Israeli-Palestinian peace process. It is unclear what the Saudis and the U.S. will ask for and how far Netanyahu’s far-right government will go to secure a deal.”

Successfully implementing HKOPS seemed the obvious deal that Israel would be asked to negotiate to gain a full peace with Saudi Arabia.

48 hours later that expectation was dashed when the 32nd Regular Session of the Arab League Council - held in Jeddah at the Summit Level under the Chairmanship of MBS - repeated its failed 21 years- old mantra:

“We stress the importance of intensifying efforts to achieve a comprehensive and just settlement to the Palestinian issue and find real grounds for achieving peace based on the two-state solution in accordance with international references, mainly the Arab Peace Initiative, relevant international resolutions and the principles of international law, to ensure the establishment of an independent and sovereign Palestinian state on Palestinian territory on the 1967 borders with East Jerusalem as its capital.”

Ditching HKOPS will only serve to perpetuate the Jewish-Arab conflict – not end it.

Biden needs to back Hashemite Kingdom of Palestine solution

 

US National Security Adviser Jake Sullivan’s visit to Saudi Arabia this weekend for talks with Saudi leaders - including Crown Prince Mohammed bin Salman – will offer Sullivan an excellent opportunity to discuss with the Crown Prince the Saudi –based Hashemite Kingdom of Palestine solution published on June 8, 2022.

Sullivan told the Washington Institute the US was still working toward a deal to normalize relations between Israel and Saudi Arabia.

“Ultimately, getting to full normalization is a declared national security interest of the United States. We have been clear about that. Now as a sign of my seriousness about how much we’re focused on this, and how seriously we are taking this, I am not going to say anything further lest I upset the efforts we are undertaking on this issue.”

The pathway to such full normalization involves a resolution of the conflict between Israel and the Palestinians.

However this does not necessarily involve the creation of a new State between Israel and Jordan – as the New York Times reported on March 9th:

“Saudi officials have said they cannot forge normal relations with Israel — a step that would include formal diplomatic interactions and likely also trade and travel agreements — before a Palestinian state is established. But some people familiar with the discussions said they believe the Saudis, who have been building closer unofficial ties to Israel, would settle for less than that. “

The “less than that” could involve implementing the Saudi-based Hashemite Kingdom of Palestine solution published in the Saudi Government-controlled Al Arabiya News on June 8, 2022 - calling for the merger of Jordan, Gaza and part of the West Bank into one territorial entity to be called “The Hashemite Kingdom of Palestine” – to be ruled by the Hashemites – with its capital being in Amman – not Jerusalem (Saudi Solution).

The Plan was authored by Ali Shihabi – a confidant of Crown Prince Mohammed Bin Salman and a member of the Crown Prince’s advisory board on Neom – a $500 billion megacity of the future being constructed in north-western Saudi Arabia on an area of land the size of Israel.

This Saudi Solution:

• Trashes the creation of a new state between Israel and Jordan – pursued by both the Palestine Liberation Organisation (PLO) and Hamas for decades – and still by the Biden administration
• Shreds Saudi Foreign Policy adopted for the last 20 years – and adopted by the Arab Peace Initiative - calling for Israel to totally withdraw from Judea and Samaria (West Bank) and enable the creation of a Palestinian state there - with its capital being in Jerusalem
• Involves the Hashemites – not the PLO or Hamas - returning to govern part of Judea and Samaria (West Bank) – as the Hashemites did between 1950 and 1967.
• Recognizes Israeli sovereignty in part of Judea and Samaria (West Bank) for the first time in 3500 years.

Remarkably Saudi Crown Prince Mohammed Bin Salman, PLO leader Mahmoud Abbas, Hamas Leader Ismail Haniyeh, Jordan’s King Abdullah and Arab League Secretary Ahmed Aboul Gheit have not rejected this Saudi-solution in the eleven months since its publication – despite its reversal of their respective long-pursued policies.

Sullivan told the Washington Institute:

“And we are working to strengthen and expand the Abraham Accords, supporting Israel’s ultimate, final, complete integration into the Middle East region and the world. And this will be an area of continuing emphasis and focus for us over the coming period as we look to add more countries and to bring Israel even more deeply into the web of relationships in the Middle East and beyond.”

Biden’s backing for the Saudi Solution could be the circuit breaker and game changer needed to make this happen.

Hashemite Kingdom of Palestine key to end conflict in Middle East

 

Visits to Saudi Arabia this past week by Jordan’s King Abdullah, PLO President Mahmoud Abbas and Hamas leader Ismail Haniyeh could be the prelude to negotiations with Israel to implement the Saudi-based 2022 Hashemite Kingdom of Palestine solution (Saudi Solution) and end 100 years of unresolved conflict between Jews and Arabs.

These three visits - coming within days of each other - have taken place amidst dizzying diplomatic and economic activity over the last six weeks that have seen an easing of tension in the Middle East - including:

• Saudi Arabia and Iran agreeing in March to re-establish diplomatic relations after a 7 years break - promising:

“keenness to exert all efforts towards enhancing regional and international peace and security”

• Saudi Arabia’s foreign minister meeting with Syrian President Bashar al-Assad in Damascus on April 18  - coming days after Syrian Foreign Minister Faisal Mekdad visited Saudi Arabia on the first such trip since the Syrian civil war broke out in 2011.

• Qatar and Bahrain announcing on April 12 that they would resume diplomatic relations

• Saudi Arabia’s Crown Prince Mohammed bin Salman launching four new special economic zones in Saudi Arabia on April 14 - offering opportunities for knowledge-sharing and creating tens of thousands of jobs.

Israeli Prime Minister Netanyahu believes these Abbas and Haniyeh visits to Saudi Arabia and the rapprochement with Syria and Iran are:

“Maybe to tell them they are going to have to prepare themselves - maybe to try to tell them to stop doing the kind of terror they foment”

The Saudi Solution achieves that outcome - calling for:

• The merger of Jordan, Gaza and part of Judea and Samaria (West Bank) into one territorial unit under Hashemite rule to be called The Hashemite Kingdom of Palestine - with its capital to be Amman - not Jerusalem.

• Citizenship in the new entity being granted to all stateless Palestinian Arabs no matter where they presently reside.

• Jerusalem being recognised as Israel’s sole capital and

• Sovereignty in part of Judea and Samaria (West Bank) being vested in the Jewish people for the first time in 3500 years.

The common denominator existing between King Abdullah, Abbas, Haniyeh and Saudi Crown Prince Mohammed Bin Salman (MBS) since the publication of the Saudi Solution on June 8, 2022 has been their failure to expressly reject the Saudi Solution - even though it trashes separate policies and agendas espoused by each one of them for decades.

For MBS in particular - the Saudi Solution:

• Shreds Saudi policy pursued since 2002 and adopted as the Arab Peace Initiative: Creating an independent Palestinian State between Israel and Jordan with its capital located in East Jerusalem (two-state solution)

• Terminates Saudi Arabia’s endorsement of United Nations Security Council resolution 2334 in 2016 seeking a two-state solution.

Successfully implementing the Saudi Solution will establish a conflict-free zone in Israel, Gaza and Judea and Samaria (West Bank)  - complementing MBS’s amazing economic plans for Saudi Arabia -dubbed Vision 2030 - including trillion-dollar investments in mega-developments Neom and Diriyah.

King Abdullah, Abbas and Haniyeh have also unsuccessfully pursued the two-state solution since the 1993 Oslo Accords. Implementing the Saudi solution offers them a return to what actually existed  - and worked - between 1950 and 1967.

Three major hurdles to implementing the Saudi Solution have been resolved in principle in the Saudi Solution:

• Who governs the newly-merged entity
• Where the capital of that new entity will be located
• Recognition of Israeli sovereignty claims to part of Judea and Samaria (West Bank)

Security control of all the territory west of the Jordan River is the last major issue requiring resolution.

Ending conflict in the Middle East - not perpetuating it - has become Saudi Arabia’s diplomatic agenda.

Hashemite Kingdom of Palestine threatens conflict industry

 

Ten months have passed since the Saudi-based Hashemite Kingdom of Palestine solution was published in Al-Arabiya News on 8 June 2022 (Saudi Solution) – yet not one word has appeared in the major international or any other news services – my publishers excepted – scarcely subjected to any analysis by the multiple think tanks, non-Government organisations [NGOs] and analysts around the world or been mentioned at the United Nations even once.

The perplexing question that needs to be answered is: 

Why this silence worldwide about a solution whose implementation promises:

• The merger of Jordan, Gaza and part of Judea and Samaria (West Bank) into one territorial entity to be named the Hashemite Kingdom of Palestine – to be ruled by the Hashemites with its capital in Amman – not Jerusalem
• Jerusalem to be the undivided capital of Israel only
• The Hashemites to retain control over the Islamic Holy Sites in Jerusalem
• Israel to regain sovereignty in part of Judea and Samaria (West Bank) after 3500 years
• Stateless Palestinian Arabs living anywhere in the world gaining citizenship in the Hashemite Kingdom of Palestine
• An end to the 100 years-old unresolved Arab-Jewish conflict

Not newsworthy enough to report for 400 foreign media representatives from 32 countries stationed in Israel?

Not sufficiently intriguing for any reporter in the past ten months to ask the following leaders at their regular press conferences for their opinion of the Saudi Solution – given none of them has voluntarily issued a media statement or comment rejecting it:

• King Abdullah of Jordan,
• Palestine Liberation Organisation President Mahmoud Abbas
• Hamas head Ismail Haniyeh
• Saudi Crown Prince and Prime Minister Mohammed Bin Salman
• UN Secretary-General Antonio Guterres
• UN Special Coordinator for the Middle East Peace Process Tor Wennesland
• Israeli Prime Minister Benjamin Netanyahu?

My only explanation for the veil of silence covering this international conglomerate – that I have dubbed “the conflict industry” – is the threat they all see to their own existence if the Saudi Solution is successfully implemented and the Arab-Jewish conflict is ended.

Norman Finkelstein – a former professor famous for defending the Palestinian cause and fierce critic of Israel – admitted recently this phenomenon also exists in Ramallah – the de facto administrative capital of the Palestinian National Authority:

“Whenever a cause has gone on so long as this one has, people develop an investment in its perpetuation. There are 10,000 NGOs in Ramallah now. That means 10,000 organizations which are paid for by foreign countries, mostly European, to ‘facilitate’ the peace process. And if you’re in an NGO, compared to the salaries of ordinary Palestinians, it’s quite good.”

“Ramallah is a pretty impressive lifestyle now. And so you develop a stake in perpetuating the situation. And so you don’t even want to think about realistic solutions, because part of you doesn’t even want it to end.”

“I have to admit myself – let’s say it ended tomorrow, what am I going to do tomorrow? I have to fight that.”

These culprits apparently cannot find anything to criticise in the Saudi Solution. If they did – they would have trashed it long ago in lengthy articles and detailed analysis – ridiculing it as a non-starter.

So they pretend the Saudi Solution does not exist – give it no oxygen – keep their readers in the dark about its potential to end the conflict.

A revolutionary game changer and circuit breaker – negotiations to implement the Saudi Solution are desperately needed to arrest the surging violence in Jerusalem, Gaza, Judea and Samaria (West Bank) – stoked by Syria, Iran and Lebanon.

The conflict industry stands condemned for breathlessly reporting the humanitarian disaster unfolding before its very eyes – whilst totally ignoring the Saudi Solution that could end it.

Shameful and disgusting.

Secret talks paving way for Hashemite Kingdom of Palestine

 

The bombshell revelation that senior aides of Israeli Prime Minister Benjamin Netanyahu and Palestinian President Mahmoud Abbas have been holding secret talks for almost two months further confirms the Palestine Liberation Organisation’s (PLO) acceptance of the Saudi-based Hashemite Kingdom of Palestine solution (Saudi Solution) as the basis for negotiating an end to 100 years of conflict between Arabs and Jews.

Such talks indicate the PLO has seemingly returned to its 1964 founding-Charter’s roots by no longer claiming sovereignty in Judea and Samaria (West Bank) - a position the PLO only reversed in 1968 after Jordan’s loss of that territory to Israel in the 1967 Six Day War.

The Saudi Solution is breathtaking in the outcomes it promises - if implemented:

• Jordan, Gaza and part of Judea and Samaria (West Bank) will be merged into one territorial entity governed by the current Hashemite rulers of Jordan - with its capital being located in Amman -not Jerusalem
• The total shredding of the failed two-state solution adopted by the United Nations since the passage of Security Council Resolution 2334 on December 23, 2016
• The end of the 2002 Saudi Arabian proposal announced by Saudi Crown Prince Abdullah bin Abdul Aziz and subsequently adopted as the 2002 Arab Peace Initiative - calling for full Israeli withdrawal from all the territories occupied since June 1967 and Israel's acceptance of an independent Palestinian state with East Jerusalem as its capital - in return for the establishment of normal relations in the context of a comprehensive peace with Israel
• Recognition of Israeli sovereignty in part of Judea and Samaria (West Bank) for the first time in 3000 years.

Since its publication on June 8, 2022 in the Saudi Government-controlled Al Arabiya News - the Saudi Solution - authored by Ali Shihabi - a confidant of Saudi Crown Prince Mohammed Bin Salman - has not been rated newsworthy or significant enough to be mentioned by:

• the international media,
• only two other political analysts - one of them after my urging
• any international think tanks and
• the United Nations

Amazingly - Jordan’s King Abdullah, Hamas’s Ismail Haniyeh, PLO Leader Mahmoud Abbas and Saudi Crown Prince - now Prime Minister - Mohammed Bin Salman - have not rejected the Saudi Solution in the last nine months - even though it clearly departs from the policies each of them has been espousing for decades.

These secret back-channel talks appear to have been deliberately leaked at this particular point of time for one reason: The threat posed to Netanyahu and Abbas concluding successful negotiations on implementing the Saudi Solution caused by Israel’s High Court of Justice demanding the Israeli Government produce a plan by April 2 for the demolition and evacuation of Khan al-Ahmar - an illegal Bedouin herding encampment in Area C of Judea and Samaria (West Bank) presently under Israel’s full security and administrative control.

Demolition of thousands of other illegally built Arab structures in Area C could follow - triggering violent PLO-Arab outrage causing a complete breakdown in negotiations to implement the Saudi Solution.

Netanyahu needs to persuade the Court to extend its April 2nd deadline to free himself from the negotiating straightjacket into which the Court has placed him.

The tenth adjournment of the Khan al-Ahmar case since 2018 will be easier for Netanyahu to obtain when the Court is informed that negotiations are being held with Abbas to prevent the demolition and evacuation of Khan al-Ahmar. 

PLO-Arab fears will also have been publicly assuaged.

Allocating sovereignty in part of Area C to the Hashemite Kingdom of Palestine would spare most of those presently-illegal Arab buildings from demolition.

The Saudi Solution remains on track … the media and the UN remain dumbstruck

Under the radar negotiations on Hashemite Kingdom of Palestine

 

Israel and Saudi Arabia have reportedly begun US-brokered peace negotiations that will be conducted far away from the media and public gaze.  Israel’s Prime Minister Netanyahu made that perfectly clear in his 50 minute interview on Saudi Government-controlled Al Arabiya TV on 15 December:

“You know, I’m sort of a champion of a slight twist in what Woodrow Wilson said in the Versailles Peace Conference. He said he believed in open covenants, openly arrived at. I believe in open covenants, secretly arrived at or discreetly arrived at. There we will have to have discussions about all the questions that you asked today and see how we can advance this. If you try to sort it out in advance you get stuck. That’s what happens. In Israel, we say “climb the tree.” Everybody climbs on their own tree and says, “I’m here, and I’m not climbing down and no matter how many ladders you give me.” I’m stuck in my tree, the other guy is stuck in his tree, and we just shout at each other across tree trunks and we never get to a meeting of the minds or an actual meeting on the ground. I think we have to take a different position. All these things need to be discussed discreetly, responsibly and, within the confines of closed meetings, openly. And once we get an agreement, then we can come out. I don’t need the public fanfare, I don’t need it. You know, if you come to an agreement, it will be publicized. If you don’t come to an agreement, nothing happens. I think we can come to amazing agreements.”

One topic for discussion will assuredly involve the implementation of the Saudi-based Hashemite Kingdom of Palestine solution published in Al Arabiya News on 8 June 2022. Its author – Ali Shihabi – is a confidant of Saudi Crown Prince and Prime Minister – Mohammed Bin Salman (MBS) and also a member of MBS’s advisory board on Neom – a US$500 billion megacity being built in north-western Saudi Arabia covering an area equal to the size of Israel.

Shihabi’s plan calls for the merger of Jordan, Gaza and part of Judea and Samaria (West Bank) into one territorial entity to be called “The Hashemite Kingdom of Palestine”  Shihabi's plan is both revolutionary and ground breaking - the best plan yet presented to end the Jewish-Arab conflict. Shihabi’s plan has not been rejected by King Abdullah (Jordan), Mahmoud Abbas (PLO) Ismail Haniyeh (Hamas) or MBS in the seven months since its publication. Yet incredibly virtually all:

• the international media, 
• Op-Ed writers, 
• University professors heading up Middle East faculty departments 
• Well-endowed private think tanks, 
• foreign-funded Israeli NGO's, 
• investigative journalists and 
• the United Nations 

have ignored acknowledging even the existence of Shihabi's plan. Their credibility is in tatters – their opinions and decisions fatally flawed without factoring in Shihabi’s plan.

The UN is now seeking an advisory opinion from the International Court of Justice - when supporting the implementation of Shihabi’s Plan would have rendered that highly-divisive decision unnecessary. 

Trashing Shihabi’s plan was a UN option - but burying this game changing plan - an alternative to the failed two-state solution proposed by the 2002 Arab Peace Initiative, the 2003 Oslo Accords and Security Council Resolution 2334 (2016) - requires explanation and justification. 

Had this misguided group of bedfellows treated Shihabi’s Plan with the seriousness and analysis it deserved – they might have also discovered one other critically important document: A revised version of Shihabi’s 8 June 2022 plan. 

Burying Shihabi’s plan has ironically given Israel and Jordan the freedom to negotiate under the radar amendments to Shihabi’s plan - long before their US-brokered negotiations commenced.

MBS & King Abdullah keep Hashemite Kingdom of Palestine alive

 

Non-participation by Saudi Arabia’s Crown Prince and Prime Minister – Mohammed Bin Salman (MBS)  – and Jordan’s King Abdullah at the 31st Summit of the Arab League held in Algiers on 1 and 2 November – even via Zoom  - was highly significant – signalling that the Saudi-based plan to merge  Jordan, Gaza and part of the West Bank into one territorial entity to be called the Hashemite Kingdom of Palestine (HKoP solution) still remains a viable solution to replace the failed 20 years-old two-state solution proposed by the 2002 Arab Peace Initiative (API) - endorsed yet again in Algiers. 

Saudi Arabia, the EU, and the Arab League had previously held a closed ministerial meeting on 21 September to activate the API - given the absence of any prospect for a political resolution to end the Israeli-Palestinian conflict.

This September meeting followed publication of the HKoP solution in Al Arabiya News on 8 June – amazingly attracting no mention at the UN and scant attention in the international media and more importantly within Israel and Israel’s media. 

The HKoP solution was certainly newsworthy since it offered Israel:

• Sole sovereignty in Jerusalem
• Abandonment of the right of Palestinian Arabs to return to Israel
• No separate Palestinian State between Israel and Jordan
• The shelving of the API 
• Sovereignty in part of the West Bank for the first time in 3000 years.

The HKoP solution also offered the Arab populations of Gaza, the West Bank and Palestinian Arab refugees in other locations:

• “a legal identity—a globally respected citizenship that allows a person to operate in the modern world. Labor in this day and age is mobile and having citizenship in a country that facilitates such mobility is critical to human development.”
• “Palestinians in Arab countries like Lebanon can then become citizens of this enlarged kingdom while also getting full residency rights in Lebanon, equivalent to what an EU citizen has in the European Union outside his or her home country. This would allow the Palestinians to gain full civil rights as legal foreign residents without impacting the local political or sectarian balance in these countries. The GCC, the EU, the US, Canada, and others can also help support this solution by granting this Jordanian–Palestinian passport easier access to their labor markets.”

The Saudi proposal’s author - Ali Shihabi – is a confidant of MBS and a member of the Advisory Board  appointed by MBS to report to him on the building of a new US$500 billion mega city – Neom - in northern Saudi Arabia bordering Israel. 

Shihabi had lamented on the absence of a response from any Israeli politician to his plan on 14 August. This lack of Israeli interest was ongoing when the 21 September meeting agreed:

“to work with regional and international partners to shed light on the tragic situation of the Palestinians in light of the deadlock in the peace process and the absence of any glimmer of hope and to urge them to take practical steps to support the resumption of dialogue on the basis of the Arab Peace Initiative, United Nations resolutions and relevant peace references, in addition to reviving the diplomatic track to overcome the despair and lack of a vision toward achieving the legitimate rights of the Palestinian people and establishing their state with Jerusalem as its capital.”

MBS was not at this meeting but was subsequently appointed Saudi Arabia’s Prime Minister on 27 September. MBS, 

King Abdullah, PLO Leader Mahmoud Abbas and Hamas Leader Ismail Haniyeh have not rejected the HKoP solution. 

MBS and King Abdullah’s non-participation at Algiers offers the glimmer of hope that the Hashemite Kingdom of Palestine can soon become a conflict-ending reality.

PLO & Hamas give silent nod to Hashemite Kingdom of Palestine

 

The first meeting in six years between PLO chief Mahmoud Abbas and Hamas leader Ismail Haniyeh in Algeria this week saw these two protagonists for leadership of the Palestinian Arabs failing to take the opportunity to condemn a Saudi Arabian proposal to unify Jordan, Gaza and parts of the West Bank into one territorial entity.

 The justification for this ground- breaking merger was eloquently expressed by its author – Ali Shihabi – a close confidante of Saudi Arabia's next King – Crown Prince Mohammed Bin Salman – in a recent article headlined " The Hashemite Kingdom of Palestine" published in Al Arabiya News - owned by the Saudi Royal Family:

"Jordanians and Palestinians are as similar as any people can be. They are Sunni Arabs from the same neighbourhood. Merging them will not create any long-term ethnic or sectarian fault lines."

The Saudi proposal made the following hard-hitting truths that would have previously attracted outright condemnation and rejection by both the PLO and Hamas:

• "Israel is a reality firmly implanted on the ground that has to be accepted, however grudgingly, by the region around it
• Justice, however, does not make history; hard power does—and Palestinians must reconcile themselves to this painful reality and move forward with their lives without being held back by false hopes and illusions.
• [The] illusion of "return" has served some Arab regimes' interests by giving them a  powerful excuse to avoid integrating Palestinian refugees as citizens, particularly in Lebanon and even Jordan, both of which have millions of disenfranchised Palestinians in their camps. These regimes feared that these refugees-cum-citizens would alter their demographics and threaten their ruling order. Consequently, the excuse given was that since the Palestinians would eventually return to Palestine, giving them citizenship would technically undermine their "right of return" and hence they should be denied citizenship. Palestinian leaders actively colluded in perpetuating this tragedy.
• The Palestinian problem can only be solved today if it is redefined. The issue in this day and age for people should be not so much the ownership of ancestral land but more the critical need to have a legal identity—a globally respected citizenship that allows a person to operate in the modern world. Labor in this day and age is mobile and having citizenship in a country that facilitates such mobility is critical to human development."

It seems truly amazing that such accusations pulling out the rug from under both the PLO and Hamas should have been allowed to pass unmentioned and unchallenged by both Abbas and Haniyeh in Algeria. 

Their silence was indeed palpable and can – in the absence of any express denials - be construed as PLO and Hamas acceptance of the Saudi way forward - that could see any newly-created Hashemite Kingdom of Palestine: 

• Being demilitarized west of the Jordan River and in Gaza – adopting similar parliamentary and governance systems there used by Jordan when it occupied the West Bank between 1950 and 1967.
• The PLO and Hamas Charters calling for Israel's destruction revoked and their organisations being disarmed under international supervision 
• A new peace treaty with Israel replacing the 1994 Israel-Jordan Peace Treaty
• The tunnels under Gaza leading into Israel being redirected to unite Gaza with other parts of the new State
• All citizens of the newly-created State enjoying common citizenship and freedom of  movement within the State
• The refugee camps in Jordan, the West Bank, Gaza and neighbouring Arab States being closed and their occupants offered citizenship in the new State or other host Arab states.

Abbas and Haniyeh's silence could indeed be the catalyst for the commencement of Jordan-Israel negotiations to make the Hashemite Kingdom of Palestine a reality.

Carter Causes Consternation With Election Call For Palestinian Arabs

Former US president Jimmy Carter has created a stir with his call for Palestinian Arabs to hold elections to end the internecine struggle between Hamas and the PLO in Judea and Samaria (the West Bank) and Gaza.

Speaking at a joint news conference with PLO Chairman Mahmoud Abbas in Ramallah - after cancelling his stop in Gaza where he was supposed to meet Hamas leader Ismail Haniyeh – Carter – now a member of the independent Elders Group of global leaders - declared:.

“We hope that sometime we’ll see elections all over the Palestinian area and east Jerusalem and Gaza and also in the West Bank,”

No Palestinian Legislative Council (PLC) elections have been held in over a decade - even though Abbas’s term in office as President expired in January 2009 – a position he continues to fill without any constitutional authority to do so.

In 2006 - a year after Abbas was elected as President - Hamas overwhelmingly won the one and only election ever held in Judea and Samaria. The PLO refused to accept its electoral defeat and a year afterwards Hamas violently ousted Abbas’s Fatah faction from Gaza and seized control there.

Carter’s call can be seen as timely – given the current stalemate in the negotiations between Israel and the PLO and the distinct likelihood they will not be resumed.

Indeed one could see Carter’s election call as the most constructive contribution he has made to peace in the Middle East since his following statement in Time Magazine on 11 October 1982 concerning Jordan and Jordan’s late monarch - King Hussein:

“Hussein is personally courageous but an extremely timid man in political matters. That timidity derives almost inevitably from the inherent weakness of Jordan. As a nation it is a contrivance, arbitrarily devised by a few strokes of the pen”

This viewpoint would be just as applicable in 2015 to Jordan’s current monarch - King Abdullah – who is trying to distance himself from any involvement in the future of Judea and Samaria even though Jordan was the last Arab country to occupy those territories between 1948-1967..

Elections would enable the long-suffering Arab populations in Gaza, Judea and Samaria to have a say in their future after having been under the tyrannical dictatorships of Hamas and the PLO for almost ten years.

Ironically there are those who argue against holding such elections because they are worried that Hamas will again be triumphant – resulting in greater upheaval and unrest than currently exists.

Respected commentator Khaled Abu Toameh puts it thus:

“Free and democratic elections are the last thing the Palestinians need now. Such elections would only pave the way for a Hamas takeover of the Palestinian Authority and plunge the region into chaos and violence. As long as Abbas’s Fatah faction is not seen as a better alternative to Hamas, it would be too risky to ask Palestinians to head to the ballot boxes.”

Toameh presumes that only Hamas and the PLO will contest any such new elections.

Given their woeful performances over the last ten years - any such new elections would hopefully spawn the emergence of political parties other than Hamas and the PLO with markedly differing viewpoints and policies – perhaps even parties calling for Jordan to enter into negotiations with Israel to allocate sovereignty of Judea and Samaria and even Gaza between their respective States.

Keeping people in a perpetual state of silence by denying them any say in their future is a guaranteed recipe for disaster.

When people vote – they bear the consequences of the Government they elect.

Palestine In Tatters - Obama's Obsolescent Opinion Hardly Matters

The much vaunted reconciliation between Hamas and Fatah has become yet another missed opportunity and non-event following revelations by the Palestinian Central Elections Commission (CEC) chief electoral officer - Hisham Kuhail - that the May 4 date set for presidential and parliamentary elections in the West Bank and Gaza will not eventuate.

There has been no parliamentary poll in Gaza since 2006 - and Palestinian Authority President Mahmoud Abbas has continued in the role of President illegally after the expiration of his term in 2009.

In an interview with The National - Mr Kuhail said the commission cannot stage the elections primarily because Hamas will not allow it to make the necessary preparations in Gaza - such as updating the voting registry and installing voting centres. The West Bank voter register was updated last August.

Mr Kuhail reportedly said his team was denied permission to do this in Gaza during a meeting there last month with aides to Hamas Prime Minister in Gaza - Ismail Haniyeh

Mr Kuhail said the problem could only be resolved by real reconciliation between Hamas and Fatah.

Under Palestinian law - Palestinian Authority President - Mahmoud Abbas - must issue a decree instructing the CEC to begin preparing for the elections. This process takes 90 days.

Mr Kuhail said:

“But to this moment, that has not happened, The earliest feasible date to organize an election would be after June”

A Hamas-Fatah agreement signed in Cairo last year was supposed to have led to an interim government that would govern both Gaza and the West Bank until elections took place. This has yet to materialise.

Islamic Jihad’s Secretary-General - Ramadan Abdullah Shallah - has lamented on the continuing differences of opinion between Hamas and Fatah that have prevented the implementation of any deal:

“Each side has its defense and pretexts, but the loser is our people because its interests are being ignored ... “

Regrettably those interests have been ignored for the last 75 years since the Peel Committee first recommended the partition of Palestine into an Arab State and a Jewish State.

Meanwhile American Secretary of State Hillary Clinton - speaking in New York after a meeting of the impotent Quartet - America, Russia, The European Union and the United Nations - could only repeat the following tired mantra repeatedly invoked by President Obama:

“President Obama and I have been consistent in our belief that the Palestinian people – like their Arab neighbors, Israelis, and all people – deserve dignity, liberty and the right to decide their own futures. They deserve a viable,independent Palestine,alongside a secure Israel.”

Clearly the idea of creating such a new Arab state between Israel and Jordan for the first time in recorded history - and the threats any such state would pose to Israel’s security - has become passé.

This solution - which may have looked attractive when recycled in 1993 with the signing of the Oslo Accords - has been fatally impacted by events in the region and in Iran during the past twelve months - not to mention the 200 rockets fired from Gaza into Israeli civilian population centres this past week.

Even if Hamas and Fatah were to miraculously embrace in a genuine show of fraternal respect - how could Israel be expected to deal with any Government in which Hamas is a member - when Haniyeh openly declared on 14 December last:

“Today, we say, in a clear and unambiguous fashion: The armed resistance and armed struggle are our strategic choice and our path to liberate the Palestinian land, from the [Mediterranean] Sea to the [Jordan] River, and to drive the usurping invaders out of the blessed land of Palestine.”

This battle cry is overshadowed by Fatah and the PLO’s more strident demand - that Jordan be included in the Palestinian Arab State it seeks to create.

Time waits for no man - and in the case of the Palestinian Arabs they have spurned many opportunities to gain for themselves - in the West Bank and Gaza - a second independent and exclusively Arab state in former Palestine - in addition to Jordan - in

(i) 1947
(ii) Between 1948-1967
(iii) 2000
(iv) 2008

President Obama needs to fully comprehend what well known Israeli dove Yossi Alpher recently wrote:

“The Israeli-Palestinian peace process, as we have known it since the 1993 signing of the Oslo accords, essentially died more than three years ago with the demise of the final status talks between then-Israeli Prime Minister Ehud Olmert and Palestinian President Mahmoud Abbas”

Continuing to pretend there is any life left in the Oslo Accords and President Bush’s 2002 Roadmap is the height of folly and recklessness. Believing it can ever be implemented is with respect - gross stupidity.

Maybe President Obama might find it easier to adopt a new mantra based on the following remark recently made by an apparently intelligent 18-year-old girl from Ramallah - who told the person interviewing her for a scholarship to a college in America:

“... the [Jewish] “settlers” [in the West Bank] are really refugees. They, too, are returning to their ancestral homelands. It wouldn’t be fair to tell them to leave.”>

Maybe there is a message for President Obama in these few well chosen words - stop engaging in fiction - come back into the real world - and face the following facts:

1. The Jewish-Arab conflict over Palestine has been ongoing for 130 years - long before there were “Israelis”, Palestinians”, “Transjordanians” and “Jordanians”.

2. Jews have their sovereign State in 17% of former Palestine - now called Israel.

3. Arabs have their sovereign state in 77% of former Palestine.- now called Jordan

4. Just 6% of former Palestine - the West Bank and Gaza - remains to be allocated between Jews and Arabs - who both are claiming sovereignty in these areas.

5. Attempts between Israel and the PLO to resolve sovereignty in the West Bank and Gaza have irretrievably broken down.

6. New Arab negotiating partners are now needed to replace the PLO and sit down with Israel to try and resolve the allocation of sovereignty in the West Bank and Gaza.

7. Those Arab partners should be Jordan and Egypt - the only two Arab States to have signed peace treaties with Israel and the last Arab occupiers of Gaza and the West Bank between 1948-1967.

Facing up to these realities is necessary - if President Obama and America is to become relevant in advancing the resolution of this long-running conflict.

President Obama does not have the luxury of time - because even this window of opportunity - which has remained open since 6 June 1967 - is fast being slammed in his face.

Palestine - Abbas Gets Lost In The Translation

PLO Chairman Mahmoud Abbas has been often criticized for making statements in English that are contradicted by other statements made by him in Arabic. Abbas has continued this art of doublespeak first perfected by his predecessor Yasser Arafat - tailoring his views to the audience that he is addressing.

What is equally as sinister - and indeed should perhaps be regarded with even more alarm - is the apparent attempt by some sections of the media to put Abbas in a favorable light by deliberately mis-translating into English what he says in Arabic.

This is illustrated by considering two differing versions of remarks made by Abbas - when greeting some of the convicted terrorists released in exchange for the captured Israeli soldier Gilad Shalit.

The Guardian reported Mr Abbas as saying:

“Your efforts have not been in vain,” he told a crowd of thousands, which included 133 of the freed prisoners. “You have sacrificed, fought and paid the price.”

This identical quote was also carried by such media outlets as UTV News and NewsRack

Sky News, however, reported Mr Abbas’s speech in different terms:

“Your sacrifices and your efforts and your work has not been in vain. You have sacrificed and fought,”

This version was also carried by Lebanon News and The Australian Newspaper.

The discrepancy between both reports is glaring.

The omission of “your work” in the Guardian story cannot be described as “nitpicking” or “inconsequential.” Such omission could not have been purely accidental or due to the Guardian’s translator having less of a grasp of Arabic than the Sky News translator.

If Abbas was to be seen in Western eyes as openly and publicly condoning and praising the “work” of these released terrorists - it could well have an adverse affect on Abbas’s image as a peace-seeking diplomat presently touring world capitals to enlist support for the PLO‘s application for recognition of the State of Palestine and its admission as a member of the United Nations.

In the absence of a satisfactory explanation as to why he chose to use these clearly inflammatory words - or to deny he ever used them - member States of the United Nations would be entitled to take a strong view against acceding to his request to join them in the United Nations as head of a fellow peace-loving state.

Mr Abbas has signed and made the following Declaration to the United Nations as President of the State of Palestine and Chairman of the Executive Committee of the Palestine Liberation organization:

“In connection with the application of the State of Palestine for admission to membership in the United Nations, I have the honour, in my capacity as the President of the State of Palestine and as the Chairman of the Executive Committee of the Palestine Liberation Organization, the sole legitimate representative of the Palestinian people, to solemnly declare that the State of Palestine is a peace-loving nation and that it accepts the obligations contained in the Charter of the United Nations and solemnly undertakes to fulfill them.”

Can Mr Abbas’s peace loving declaration have any meaning when one considers his praise of the “work” these returning terrorists had done and that he told them had not been in vain - and which remarks the Guardian seems to have been so concerned to conceal from its readers?

The“work” performed by these terrorists included:.

1. Amna Muna - a young woman - who had lured a lovestruck Israeli teenage boy by the name of Ophir Nahum to a Palestinian city over the Internet, only to have him killed by waiting terrorists.

2. Ahlam Tamimi another woman now aged 31 - who was sentenced to 16 consecutive life terms in jail for her involvement in the terrorist attack on the Sbarro pizza restaurant in Jerusalem in August 2001 that claimed the lives of 16 innocent victims, amongst them many Jewish children. Tamimi has never expressed remorse and told reporters in 2006:

“I’m not sorry for what I did. I will get out of prison and I refuse to recognize Israel’s existence. Discussions will only take place after Israel recognizes that this is Islamic land.”

Accepting her statement at face value - it appears clear that Tamimi intends continuing to resume her “work” in the future

3. Abdel Hadi Ghneim - the surviving perpetrator of the Tel Aviv Jerusalem bus 405 suicide attack that killed 16 civilians after he drove the bus down a ravine.

4. Abd al-Aziz Yussuf Mustafa Salehi - photographed in 2000 displaying his blood-soaked hands to a jubilant Palestinian mob after lynching an Israeli soldier and beating him to death

Praising this kind of “work” can be expected from Hamas leader Ismail Haniyeh - not from Abbas.

Abbas’s statement is the very antithesis of seeking peace and reconciliation and makes his declaration to the United Nations a mockery.

Article 9 of the PLO Charter still remains Mr Abbas’s real intention - as his praise of the work done by these terrorists makes clear:

"Armed struggle is the only way to liberate Palestine. This it is the overall strategy, not merely a tactical phase. The Palestinian Arab people assert their absolute determination and firm resolution to continue their armed struggle and to work for an armed popular revolution for the liberation of their country and their return to it.They also assert their right to normal life in Palestine and to exercise their right to self-determination and sovereignty over it."

Murdering innocent civilians and lynching a captured Israeli soldier are still seen by Abbas as not only justifiable - but worthy of praise and commendation.

His peace-loving declaration to the United Nations is not worth the paper it is written on.

Neither is the Guardian’s inaccurate report of what he supposedly said.

Palestine - Forget Reconciliation Between Hamas And Fatah

The much vaunted reconciliation between rival Palestinian Arab groups Hamas and Fatah still remains a mirage almost two months after the widely publicized signing of a reconciliation agreement in Cairo between the two groups on 4 May.

Really no more than a heads of agreement - there has still been no demonstrable progress on any of the matters to be implemented under that agreement.

Ostensibly the logjam has been caused by the parties being unable to agree on a Prime Minister to head the new government of reconciliation until fresh elections are held - supposedly on 4 May 2012.

Fatah has nominated the Palestinian Authority’s current Prime Minister Salam Fayyad - whose appointment has been vehemently opposed by Hamas - and for good reason.

Hamas’s Ismail Haniyeh was nominated as prime minister on 16 February 2006 following the Hamas victory in the elections held on 25 January 2006. He was formally presented to Palestinian Authority President Mahmoud Abbas on 20 February 2006 and was sworn in 29 March 2006.

On 14 June 2007, Abbas dismissed Haniyeh and appointed Fayyad in his place. This followed a bitter internecine struggle between Hamas and Fatah that resulted in Hamas gaining control of Gaza culminating in the ICRC estimating that 118 Gazans had been killed and 550 wounded in just the previous week’s struggle for control of Gaza.

The appointment of Fayyad to replace Haniyeh has been challenged as illegal, because under the Palestinian Basic Law, the President of the Palestinian Authority may dismiss a sitting prime minister, but may not appoint a replacement without the approval of the Palestinian Legislative Council. According to the law, until a new prime minister is thus appointed, the outgoing prime minister heads a caretaker government. Fayyad’s appointment was never placed before, or approved, by the Legislative Council.

For this reason, Haniyeh has continued to operate in Gaza, and been recognised by a large number of Palestinians as the legitimate acting prime minister.

Anis al-Qasem - the Palestinian constitutional lawyer who drafted the Basic Law, is among those who has publicly declared the appointment of Fayyad to be illegal.

Certainly the appointment of a mutually acceptable Prime Minister is an issue - but there are other far more critical problems threatening the likelihood of reconciliation ever being implemented.

A report prepared by the Cairo Institute For Human Rights Studies in December 2009 titled “Bastion of Immunity, Mirage of Reform” details the enormous challenges faced by Hamas and Fatah in reconciling their differences:

“Under the cover of the war in Gaza, Hamas embarked on several repressive measures targeting Fatah members, figures who oppose Hamas’ rule, and suspected collaborators with Israel, and it is suspected that dozens of people were killed, either shot to death or as a result of torture. Hamas personnel also broke the legs and arms of dozens of other people to compel them to stay in their homes. Also, some government employees in Gaza were replaced with Hamas loyalists.

In the West Bank, under the authority of Fatah, hundreds of Hamas sympathizers remain in detention; it is thought that at least two of the detainees have died as a result of torture. The West Bank authorities fired civil servants and teachers suspected of Hamas sympathies, while the salaries of thousands of employees of the Palestinian authority inside the Gaza Strip were suspended. Licensing for associations and companies in both the West Bank and Gaza Strip is now preceded by a security check,and those organizations that have affiliations with the “wrong” party are refused Licenses.”

Rectifying this reprehensible conduct on both sides is virtually only mentioned in passing in Article 4B5 of the 4 May reconciliation agreement in these bland and impersonal terms:

“To resolve the civil and administrative problems that resulted from the division.”

An unknown number of political prisoners held by both sides continue to languish in prisons as a result of Hamas and Fatah being obviously unable to agree on their release.

Matters such as compensating families for the loss of their family members murdered and tortured or who lost their jobs will also need to be resolved if true reconciliation is to be achieved.

Other fundamental doctrinal issues also indicate the unrealistic possibility of reconciliation.

They centre around the provisions of Article 13 and Article 27 of the Hamas Covenant 1988

Article 13 declares:

“There is no solution for the Palestinian question except through Jihad. Initiatives, proposals and international conferences are all a waste of time and vain endeavours.”

Hamas could hardly agree to be part of a Government seeking to approach the United Nations in September to declare a Palestinian Arab State in only 5% of former Palestine. Abandoning its stated goal of securing sovereignty in 100% of former Palestine would defeat the raison d’etre for its very existence.

Article 27 poses even bigger problems for the mooted reconciliation by making it clear that Hamas is opposed to a secular State of Palestine as endorsed by the Palestine Liberation Organization - of which Fatah is the controlling factional member - whilst Hamas is not even a member:

“Secularism completely contradicts religious ideology. Attitudes, conduct and decisions stem from ideologies.

That is why, with all our appreciation for the Palestinian Liberation Organization - and what it can develop into - and without belittling its role in the Arab-Israeli conflict, we are unable to exchange the present or future Islamic Palestine with the secular idea. The Islamic nature of Palestine is part of our religion and whoever takes his religion lightly is a loser. The day the Palestinian Liberation Organization adopts Islam as its way of life, we will become its soldiers, and fuel for its fire that will burn the enemies.”

The struggle for the hearts and the minds of the Palestinian Arabs is set to continue for a long time - whilst these fundamental differences of philosophy divide Hamas and Fatah. Reconciling these two conflicting viewpoints in a united Government seems impossible to achieve.

The dispute about who will be Prime Minister pales into insignificance compared to these fundamental and deeply held positions.

Only an election can clear the air between Hamas and Fatah and determine which should govern. The likelihood of this happening in the current circumstances is very remote.

Palestine - Escaping Egypt's Earthquake And Tunisia's Tempest

Egypt is experiencing increasing civil unrest leading to growing speculation that it will result in the overthrow of its leader for the past 30 years - Hosni Mubarak. Tunisia has already seen the forced flight of its long time President Zine Ben Ali on 14 January following huge demonstrations in that country.

Questions must now be asked as to whether similar popular protests will appear on the West Bank and in Gaza signaling challenges to the rule of Palestinian National Authority President Mahmoud Abbas in the West Bank and Hamas rule in Gaza under Ismail Haniyeh.

On current indications it appears that neither will be subjected to similar calls for their removal by those they each govern within their respective fiefdoms - despite
the lead shown by the unprecedented displays of people power in Egypt and Tunisia and notwithstanding the revelations contained in the ongoing publication of the Palestine Papers by TV broadcaster Al Jazzera and The Guardian.

In many respects Abbas and Haniyeh share much in common with Mubarak and Ben Ali - but the conditions prevailing in the West Bank and Gaza are very different to those in Egypt and Tunisia.

Abbas is an unelected and unconstitutional President whose use by date expired on 9 January 2009 - but was unilaterally extended by him for another 12 months. He still continues in office after the expiry of that deadline with no fresh elections in contemplation. His Government - headed by Prime Minister Salam Fayyad - is also unelected having been appointed by Presidential decree.

Abbas’s position is further complicated by the fact that he is also Chairman of the Palestine Liberation Organization (PLO) and also Chairman of Fatah - the largest faction in the PLO.

The disclosures in the Palestine Papers of Abbas being possibly prepared to forego “red lines” publicly espoused by the PLO for the last 40 years such as

1. the demand that millions of Arabs be allowed to emigrate to Israel and
2. the refusal to recognize Israel’s claim to sovereignty in any part of the West Bank

have been met by vehement denials by Abbas and his chief negotiator Saeb Erekat who have branded such publications as “forgeries”.

Their denials have apparently been accepted by the West Bank Arab population which seems to be satisfied with

1. the economic pace of progress being achieved in the West Bank
2. the Israeli easing of restrictions on travel between various parts of the West Bank and
3. the relative peace and calm existing in the West Bank compared to the turbulence and havoc existing in Gaza

The West Bank population would also see diplomatic progress being achieved by Abbas in the recognition being afforded by many countries to the creation of a Palestinian State within the 1967 armistice lines - even though such recognition is of no legal import and can never occur without the approval of Israel.

Any reason for civil unrest on the scale seen in Egypt and Tunisia therefore seems to be a remote possibility in the West Bank at the present time.

Haniyeh rules in Gaza as the Prime Minister of a Hamas dominated Government following the elections held in the West Bank and Gaza on 25 January 2006. Abbas dismissed Haniyeh from office on 14 June 2007 at the height of the Fatah-Hamas conflict, but Haniyeh did not acknowledge the decree and continues to exercise prime ministerial authority in the Gaza Strip. The Palestinian Legislative Council also continues to recognise his authority.

The European Union Election Observation Mission - which had been present in the West Bank and Gaza since 13 December 2005 to observe the conduct of the elections that swept Hamas and its leader Haniyeh to power - concluded:

“The 25 January [2006] elections to the Palestinian Legislative Council (PLC) have so far marked another important milestone in the building of democratic institutions. These elections saw impressive voter participation in an open and fairly-contested electoral process that was efficiently administered by a professional and independent Palestinian Central Elections Commission (CEC). “

Regrettably this benchmark in the building of democratic institutions was a one-off event that has left the Gazan Arabs with no possibility of rectifying - by another election - the misfortune that has subsequently been heaped on them by the Government of their choice.

Haniyeh shows no inclination to call fresh elections - despite there being no functioning opposition in Gaza to his continuing promotion of policies that are dedicated to the destruction of Israel rather than improving the welfare and social advancement of his own constituency.

The Charter of Hamas unequivocally states:

” When our enemies usurp some Islamic lands, Jihad becomes a duty binding on all Muslims. In order to face the usurpation of Palestine by the Jews, we have no escape from raising the banner of Jihad” (Article 15)

“The Zionist invasion is a mischievous one. It does not hesitate to take any road, or to pursue all despicable and repulsive means to fulfill its desires. It relies to a great extent, for its meddling and spying activities, on the clandestine organizations which it has established, such as the Freemasons, Rotary Clubs, Lions, and other spying associations. All those secret organizations, some which are overt, act for the interests of Zionism and under its directions, strive to demolish societies, to destroy values, to wreck answerableness, to totter virtues and to wipe out Islam… Israel, by virtue of its being Jewish and of having a Jewish population, defies Islam and the Muslims” (Article 28)

It would take acts of inordinate courage to seek to publicly call for the removal of a Government which is increasingly being seen as the standard bearer of the long held Arab dream to eliminate the Jewish State and free any part of former Palestine from Jewish control.

Fear is the dominant condition prevailing in Gaza that will ensure there are no civilian street protests calling for the replacement of Haniyeh. Hamas would be brutal in snuffing out any such protests.

Instead one can expect to see continuing rallies calling for the destruction of Israel and the removal of Abbas as the illegitimate President of the Palestinian National Authority. Maintaining the focus on these issues in Gaza will ensure Hamas and Haniyeh will continue to rule Gaza with an iron fist.

Whilst other Arab states with long serving unelected leaders may be quaking in their boots at what might occur to them - the West Bank and Gaza seem set to escape the public awakening that is fast overtaking the Middle East.

Headhunt Hamas or Heil Haniyeh

What is Israel - and the World - to conclude when Gaza’s Prime Minister Ismail Haniyeh addresses 100000 cheering Gazan Arabs on 14 December 2009 to mark 22 years since the formation of Hamas and tells them:

“We will never give up on Palestine from the [Jordan] river to the [Mediterranean] sea.

It is not enough for Hamas to liberate Gaza, nor to establish an emirate in Gaza, nor a state, nor an independent entity… Hamas strives to liberate all of Palestine.”

Is this the rant of a madman or a leader on a deadly - but seemingly hopeless - mission to get rid of 6.5 million Jews who live in what was formerly 22% of the British Mandate for Palestine - today called Israel and the West Bank?

When Haniyeh talks of liberating “all of Palestine“ does he also include the remaining 78% that is today called Jordan?

Is his territorial conquest only related to “all of Palestine” or does it extend far beyond Palestine’s former boundaries?

One can draw an analogy in Haniyeh’s message with a disbelieving world which blithely ignored Hitler’s warnings in his book “Mein Kampf” - written in 1923 - calling for territorial conquest and a war on the Jews. 16 years later and because of such complacency World War 2 resulted.

Hitler was in 1923 the failed leader of a coup, possibly a future potential leader but without power, land or an army and languishing in prison. His writings in 1923 could have been regarded as no more than expressed fantasies incapable of fulfillment.

Hamas- formed in 1987 - had its own constitution which clearly set out its quest for the identical goals as Hitler wrote about in 1923 - territorial conquest and a war on the Jews - but in addition contained provisions calling for the subjugation of Christianity and Judaism to Islam, the defeat of secularism and the overthrow of secular Arab regimes making peace with Israel.

The major difference from 1923 was that the Jews now had their own country - Israel - and an army to defend them. Israel represented the major obstacle to Hamas achieving all its stated goals.

This made the Hamas fantasy far more difficult to believe as its sights were directed towards the improbable destruction of Israel as the first step in achieving its international ambitions.

Hamas in 1987 - like Hitler in 1923 - was a dream without any foundation of power, land or an army.

Yet today Hamas exercises power and rules over territory which contains 1.5 million citizens. Gaza is home to a large number of terrorist groups many of whom swear allegiance to Hamas and others who are allowed to operate from Gaza with impunity.

Hamas has an army of well trained and disciplined fighters and is steadily building up a huge supply of rockets and armaments in pursuit of its goal to liberate all of Palestine.

The acquisition of nuclear weapons by Hamas cannot be discounted.

Haniyeh’s coup in ousting the Palestinian Authority from political control of Gaza in 2007 did not fail as Hitler did in 1923 - but was achieved in a matter of days with spectacular success.

Whilst the governments of Canada, the European Union, Israel, Japan, Australia, and the United States classify Hamas as a terrorist organization - Haniyeh basks in the international limelight with such persons as Iran’s Ahmadinejad, Syria’s Assad, Britain’s George Galloway and former American President Jimmy Carter beating a path to his door.

Haniyeh hides behind the findings of the Goldstone Report believing Israel’s hands are tied in the actions it can take in future to uproot Hamas from Gaza following its unsuccessful attempt to do so one year ago.

Haniyeh basks in the international opprobrium following Israel’s invasion that sees well meaning but ill informed organizations and members of the public focusing their anger on Israel for seeking to protect its citizens from threats like that being uttered by Haniyeh - instead calling for boycotts of - and divestment from - anything that has to do with Israel.

These sympathisers ignore the provisions of the Hamas Covenant which provide that:

1. Initiatives, and so-called peaceful solutions and international conferences are in contradiction of the principles of Hamas… These conferences are only ways of setting the infidels in the land of the Moslems as arbitrators.
2. There is no solution for the Palestinian question except through Jihad. Initiatives, proposals and international conferences are all a waste of time and vain endeavours.
3. Liberation of Palestine is an individual duty for every Moslem wherever he may be. It is necessary to instill in the minds of the Moslem generations that the Palestinian problem is a religious problem, and should be dealt with on this basis.
4. Freemasons, Rotary Clubs and Lions Clubs, are nothing more than cells of subversion and saboteurs… These organizations operate in the absence of Islam …. The Islamic peoples should perform their role in confronting the conspiracies of these saboteurs. The day Islam is in control of guiding the affairs of life, these organizations, hostile to humanity and Islam, will be obliterated.
5. Jews were behind World War I, when they were able to destroy the Islamic Caliphate,making financial gains and controlling resources. They obtained the Balfour Declaration,formed the League of Nations through which they could rule the world. They were behind World War II, through which they made huge financial gains by trading in armaments, and paved the way for the establishment of their state. It was they who instigated the replacement of the League of Nations with the United Nations and the Security Council to enable them to rule the world through them. There is no war going on anywhere, without having their finger in it.
6. Leaving the circle of conflict with Israel is a major act of treason and it will bring curse on its perpetrators. Egypt has already been cast out of the conflict, to a very great extent through the treacherous Camp David Accords, and she has been trying to drag other countries into similar agreements in order to push them out of the circle of conflict. [Jordan has since signed a peace treaty with Israel in 1994 - author]
7. Israel, Judaism and Jews challenge Islam and the Moslem people.
8. Under the wing of Islam, it is possible for the followers of the three religions - Islam,Christianity and Judaism - to coexist in peace and quiet with each other. Peace and quiet would not be possible except under the wing of Islam.
9. Secular thought is diametrically opposed to religious thought.

These are no longer expressed fantasies being dreamt up by someone powerless to execute them - nor are they limited to hatred of Jews only. Christians, secularists,and Arab States making peace with Israel are also targets.

From the Hamas perspective the time for achieving these goals is rapidly approaching - particularly as consistent efforts are made by many in the international community to delegitimize the State of Israel.

There is no longer any room for complacency - as might have existed in 1987. Appeasement is not an option.

The defeat of Hamas and its hatred filled agenda, its removal from Gaza and the freeing of Gaza’s citizens fed up with the devastation wreaked by Hamas control must be confronted and dealt with before Hamas sucks the world into another unwanted war.

Palestine - Perpetual Pantomime Pursues Peace

Benjamin Netanyahu has finally been given the go-ahead by Israel’s President Shimon Peres to try and form Israel’s next Government. This heralds the next round in the farce that passes for “the peace process” in the Middle East.

The solution to the problem - what to do with the 6% of Palestine that still belongs to no one - needs to take a new direction and Netanyahu intends to do just that.

Gone are most of the old cast - President George Bush, Secretary of State Condoleezza Rice and Israeli Prime Minister Ehud Olmert. They will be replaced by rising new stars President Barack Obama and Secretary of State Hillary Clinton who will be joined this time round by resurrected 90’s star Netanyahu and former bit player George Mitchell - both of whom have a chance to achieve real fame if they perform better than they did so long ago.

The PLO’s Mahmoud Abbas has just managed to hold on to his leading role but is being challenged by Hamas head Ismail Haniyeh - an enterprising upstart who has already assumed a lot of the lines once spoken exclusively by Abbas.

“Explosive and set to rocket to stardom” could be how his captive audience in Gaza might describe Haniyeh.

Haniyeh’s superstar aspirations have been dealt a blow as Paris, London and New York exclude him from centre stage . He had temporarily gone into hiding last month - to escape his Israeli critics. This followed his disastrous performance in Gaza resulting in his unpopularity increasing even further worldwide. Little has been heard from him since. But no doubt he is soon set to make a comeback. Old actors never die - they only put on different clothes and still act out the same roles.

Lurking in the wings are two understudies for the Arab lead roles - Egypt and Jordan. They could soon find themselves starring on the Gazan and the West Bank stages in a repeat of their unbroken record running performances between 1948-1967. They are presently reluctant to return to the stage so intensive negotiations to get them to sign on the bottom line will be required.

Every actor has his price and the bargaining will be hard. Holding on to power and survival in the global economic downturn are two fertile areas to be explored in concluding successful negotiations to get them back on stage again. The royal patronage afforded by Jordan’s King Abdullah could be just the catalyst to spark a real revival in a pantomime that has sadly lost the plot.

The latest attempt to revamp the tired old Roadmap script will prove to be a waste of time, energy and effort.

The Roadmap - a blockbuster written in 2003 in the best traditions of Hollywood and underwritten by America, Russia, the European Union and the United Nations - has turned out to be a damp squib despite billions of dollars being spent to help it - and its principal actors - earning a Nobel Peace Prize.

The Arabs wanted 100% of the happy ending and were not prepared to share it with the Jews.

Now that’s not really negotiating - most would call it insanity . But then again nothing has changed in Arab thinking for the last 90 years.

The Norwegian Nobel Committee was not sucked into awarding the much sought after Prize to Bush’s Roadmap script following the disastrous decision in 1994 to award it prematurely to Shimon Peres, Yitzchak, Rabin and Yasser Arafat for their starring performances in the Roadmap’s forerunner - Oslo.

Born to great acclaim in 1993 on the White House stage before a television audience of billions and a host of VIP’s sitting in the front stalls to witness the performance live - Oslo was to disappear some six years later in a welter of recriminations as the temperamental actors spat their dummies and stormed off the stage.

History has now repeated itself with the demise of the Roadmap. However this time the actors have quietly left the stage with no encores as the curtain descended on yet another failed attempt to create a box office success.

The Arab Peace Initiative - written in 2002 and now enthusiastically promoted by the Arab League and the Organization of the Islamic Conference - has been touted as the new script to get the show on the road again and the crowds through the turnstiles.

This was made very clear by PLO Secretary-General Yasser Abed Rabbo in a press release to Ma’an News Agency on 12 February when he announced:

"Our options are clear toward the coming Israeli Government. [The PLO] will not deal with any new Israeli Government if it does not respond to the Arab Peace Initiative and halt settlement expansion.

US President Barack Obama, his Middle East Envoy, George Mitchell, and Secretary of State Hillary Clinton know full well the obstacles preventing accomplishing a just solution to the establishment of a Palestinian State.

These obstacles were not set up by the Palestinians and we will not accept an alternative economic solution to the political situation.

Anyone who thinks that we, the Palestinians and the Arabs, are out of options - is mistaken “

The Arab Peace Initiative was rejected by Israel five years ago precisely because it mandated Arab sovereign control in 100% of the West Bank and Gaza. It will be rejected again - for the same and many other reasons - not only by Netanyahu but by any new Government eventually formed in Israel.

Until the Arabs agree to divide the West Bank with the Jews, ticket sales to future performances of this ongoing farce will continue to plummet.

President Obama might do well to head off this flop just waiting to happen by introducing a new song (with apologies to Noel Coward) into the next staged production of this long running fiasco:

“Don’t put your plan on the stage dear Yasser Rabbo
Don’t put your plan on the stage
Its a bit of an ugly duckling
You must honestly confess
And the width of the plan would surely defeat
Its chances of success”

If the PLO don’t want to sing this song then the understudies - Egypt and Jordan - might just find themselves center stage in the glare of the spotlights much sooner than they think.

Gaza's Growing Graveyard

Gaza’s slow slide into the network of weapons smuggling tunnels built under its foundations has now turned into a headlong rush into hell.

Heavily armed factions now battle each other in a deadly civil war for political power and control of the billions of dollars in humanitarian aid and reconstruction funds flowing into the territory by courtesy of the European Union and the United Nations.

200 people have been killed and almost 2000 injured so far this year as a result of this rapidly escalating internecine violence that now has sucked Israel in once again, as scores of Kassam rockets continue to be fired indiscriminately into civilian centres in Israel from a well stocked arsenal smuggled into Gaza through Egypt.

Israel’s unilateral evacuation from Gaza in August 2005 was intended to signal Israel’s readiness to find a peaceful solution to competing claims by Jews and Arabs to sovereignty in Gaza and the West Bank.

Instead we are now witnesses to scenes of death and violence in Gaza that no one could have predicted when the world’s broadcasting networks showed their images of thousands of distressed and anguished Israeli soldiers and police removing 7000 crying and in some cases defiant Jews from their homes and livelihoods after a presence of almost forty years.

Certainly the trashing and eradication of the Jewish presence in Gaza, the continued violence against the Jewish State and the hatred and incitement of Gaza’s civilian population against Jews were foreseen by many, as Israel was roundly criticised in many quarters for acting unilaterally as it did.

But no one could have reasonably expected to see Arab killing Arab in Gaza in an unending cycle of violence over the past twelve months.

It is pointless to assign blame for Gaza’s failure to grasp the baton handed to the Palestinian Authority by Israel. Others can and will no doubt do so as the situation continues to worsen.

However, having dropped the baton and allowed Gaza to reach the stage of lawlessness it now has, the Authority has shown itself to be a lame duck without any power or authority to conclude any kind of agreement with Israel on Gaza and the West Bank.

The late Abba Eban, Israel’s first Ambassador to the United Nations, famously said in 1973:

“The Arabs never miss an opportunity to miss an opportunity”

The Palestinian Authority has become the latest example of that most apposite statement.

As the carnage continues, those supporters of the Palestinian Authority and its President Mahmoud Abbas - the 22 Arab League States, America, Russia, the European Union and the United Nations - look on and, as usual, wring their hands, say a lot, but as usual do nothing to stop it.

They continue to promote and cling to the two state solution formulated by them in 2002 and 2003 that remain unimplemented in even the slightest detail and have no prospects of ever being successfully concluded - as if nothing has happened in the meantime.

They place their faith in Abbas being able to deliver the Palestinians on those completely flawed plans - totally ignoring the shift in power caused by the ascension of Hamas in Gaza that calls for Israel’s total destruction.

They still fail to understand that the only negotiating address in Gaza today is Prime Minister Haniyeh of Hamas. No amount of fiction or make believe by the Arab League, the Quartet or Israel for that matter can possibly change that current reality.

Abbas does not have enough power to fill his fountain pen let alone put his signature on any agreement with Israel that he can enforce.

Perhaps as they ponder their next step the Arab League and the Quartet should carefully heed the less quoted words of Abba Eban which appeared in Newsweek on 2 December 1974:

“But in addition to warnings about the futility of war should we not reflect together on the availability of peace? Palestine comes into modern history as a region extending on both sides of the Jordan, comprising the present sovereign territories of Israel and Jordan and the administered areas of the West Bank and Gaza. Of this original Palestine, 80 per cent became an exclusively Arab domain through the separation of Transjordan from Palestine.”

Jordan has always been and still continues to be the only negotiating address for anyone interested in seeking a solution to the West Bank and Gaza between Israel and the Arabs.

Division of the West Bank and Gaza between Jordan and Israel is the only possible outcome that has any reasonable prospect of success.

In an interview published in the Khaleej Times on 11 October 2006, King Abdullah of Jordan declared:

“I really think that by the first half of 2007 we might wake up to reality and realise that the two-state solution is no longer attainable, and then what?”

Until the Arab League and the Quartet understand and act on this reality, the graveyard will continue to grow in Gaza and ultimately and unfortunately extend to the graveyards in the West Bank and Israel.

Israel's Illusion, the Arabs' Abyss

Israel's belief that unilateral withdrawal from Lebanon and Gaza would end Arab intransigence and bring about a resolution of the Arab-Israel conflict has turned out to be an illusion.

Instead it has opened up an abyss, which threatens to swallow up Lebanon and Gaza in its wake and set back the development of their societies and economies by at least 20 years.

Syria is struggling to cope with hundreds of thousands of Lebanese Shiites seeking refuge as Israel continues its determined assault to end Hezbollah's reign of terror in Lebanon.

Emboldened by what was perceived as Israeli weakness and exhaustion, Hezbollah and Hamas quickly asserted their authority within the areas vacated by Israel, claiming this was the first step in the ultimate destruction of the Jewish State.

The Governments of Lebanon and Gaza chose to tolerate rather than confront and root out these terrorist entities.

Both Governments were strongly supported by their civilian populations.

In Lebanon, Hezbollah openly held court in Beirut. Its headquarters were well known to Lebanese authorities and the media had no trouble in locating their leaders for frequent interviews as they took every opportunity to applaud the targeted murder of hundreds of Israeli citizens and foreign nationals.

They lived openly within Lebanese society and were elected to Government and held cabinet portfolios. This could not have happened without popular support.

Large shipments of missiles and weaponry were routinely unloaded at Lebanese ports in full view of customs, military and police authorities and transhipped through Lebanon to launching sites and military depots in South Lebanon for ultimate use against Israel.

In Gaza frequent demonstrations by tens of thousands of men, women and children marching behind hooded and well armed terrorists burning Israeli and American flags and effigies of Sharon and Bush, clearly indicated Hamas was held in awe, not disgust, by the civilian population among whom was hidden the military stockpile of rockets and explosives.

Hamas was elected to power in Gaza by the overwhelming majority of Gazans whilst Hezbollah established an autonomous State within a State in Lebanon, both clearly expressing their continuing refusal to recognise the sovereign existence of Israel.

Hezbollah leader Nasrallah and Hamas Prime Minister Haniyeh believed the time was now ripe to flex their muscles to procure the release of hundreds of convicted terrorists held in Israeli prisons in exchange for a few Israeli soldiers. This had worked very well before with thousands of prisoners being released by Israel in return for the remains of a few dead soldiers and the release of one businessman of dubious reputation.

What better way for Hezbollah and Hamas to retain the support and hopes of their civilian populations than securing the release of husbands and children who could then be enlisted once again to repeat the missions that had led to their imprisonment in the first place.

However kidnapping three Israeli soldiers by incursions into sovereign Israeli territory proved the downfall for these terrorist groups. Such brazenness was the breaking point -- the red line -- that these terrorist groups had not expected their actions would provoke.

Rather than getting expected negotiations by intermediaries to procure the exchange of prisoners, Hezbollah and Hamas unleashed Israel's military might as it entered Lebanon and Gaza in hot pursuit to free its soldiers with the full authority of international law firmly behind it.

Again completely misreading Israel's intentions, both Hezbollah and Hamas started firing rockets into Israel leading to Israel's re-entry into Gaza in force and massive retaliation on Lebanon's infrastructure -- roads, bridges, airports and ports -- which had served as the supply lines for Hezbollah from Syria and Iran

This time international criticism of Israel's right to defend itself has been muted and even Arab countries have been critical of Hezbollah and Hamas.

Israel now carries the world on its shoulders as it alone seeks to implement Resolution 1559 of the United Nations Security Council calling for the disbanding and disarmament of all Lebanese and non-Lebanese militias. This will result in the loss of Israeli lives and many casualties as an impotent United Nations does nothing to assert and enforce its own resolutions.

The civilian populations of Lebanon and Gaza have now paid and will continue to pay a huge price for the trust and belief they placed in their would be Saladdins to remove the Jewish State once and for all.

Some have suggested these civilians are innocent victims who did not have the strength to overthrow their oppressors. If true, one would imagine Israel's actions would have brought forward at least some expressions of support from within Lebanon and Gaza. Not a single word has been heard.

The Arab League has now finally pronounced the Road Map proposed by Bush, Putin, Chirac and Annan as "dead". The League is three years behind the times but at least it now recognises the futility of a plan that never had the slightest chance of getting off the drawing board.

So where does the Middle East go from here?

There is but one avenue now -- the removal of Hezbollah and Hamas followed by trilateral negotiations between Israel, Jordan and Egypt on the future sovereignty of the West Bank and Gaza.

Perhaps the Arab League will at long last realise the folly of trying to wipe Israel off the map and take these positive steps to end the ongoing 120 year conflict that is now bringing suffering on a scale to their constituency that even they could never have contemplated.
