Xi joins Biden as a Hashemite Kingdom of Palestine-denier

 

Chinese President Xi Jinping has joined USA President Biden in disqualifying both their countries from playing any mediating role in ending more than 100 years of conflict between Arabs and Jews over the territory once called Palestine.

Both Biden and Xi refuse to jettison the failed - Saudi Arabian-inspired - two-state solution unsuccessfully pursued by the 2002 Arab Peace Initiative:

1. Full Israeli withdrawal from all the territories occupied since 1967, including the Syrian Golan Heights, to the June 4, 1967 lines as well as the remaining occupied Lebanese territories in the south of Lebanon.
2. Achievement of a just solution to the Palestinian refugee problem to be agreed upon in accordance with U.N. General Assembly Resolution 194.
3. The acceptance of the establishment of a sovereign independent Palestinian state on the Palestinian territories occupied since June 4, 1967 in the West Bank and Gaza Strip, with East Jerusalem as its capital

Biden made his position clear on December 29, 2022:

“And as we have throughout my Administration, the United States will continue to support the two state solution and to oppose policies that endanger its viability or contradict our mutual interests and values.”

Xi has now joined Biden--according to Chinese state media – stating on June 14, 2023:

“The fundamental solution to the Palestinian issue lies in the establishment of an independent Palestinian state based on the 1967 borders with East Jerusalem as its capital,”

Biden and XI have clearly rejected an alternative solution – The Hashemite Kingdom of Palestine solution (HKOPS) – which emanated from Saudi Arabia on 8 June 2022.

HKOPS (as subsequently amended) calls for Jordan, Gaza and part of the West Bank to be merged into one territorial entity called “The Hashemite Kingdom of Palestine”--to be ruled by the Hashemites--with its capital in Amman – not Jerusalem--which will be recognized as Israel’s capital only.

Custodianship of the Islamic Holy sites in Jerusalem will remain vested in the Hashemites as currently exists.

Biden and Xi’s support for the failed Arab Peace Initiative--and not HKOPS--will encourage fellow HKOPS-deniers--the United Nations and the European Union--to continue pushing a solution whose use by date has long expired.

HKOPS author--Ali Shihabi--is a confidant of Saudi Crown Prince Mohammed Bin Salman (MBS) and member of the Board advising MBS on building the US$500 billion mega-city Neom.

MBS has not rejected HKOPS since its publication – even though its successful implementation will shred the 2002 Arab Peace Initiative.

MBS wants the Jewish-Arab conflict ended – as he transforms Saudi Arabia under his Vision 2030 to become an integral driver of international trade connecting three continents: Africa, Asia and Europe

This requires a new solution to replace the failed Arab Peace Initiative – which HKOPS delivers.

Israeli Prime Minister Benjamin Netanyahu made his position clear on the Arab Peace Initiative and Vision 2030 in Al Arabiya News on 15 December 2022:

“Look, the Arab Peace Initiative of 2002 was an indication that there is a willingness, in those days, to think about how to get out of the straitjacket and to get to a comprehensive peace. I think things have changed, things have moved. But the need to have this kind of new thinking is important. And again, if we stick to the old grooves, we’ll be stuck in the old groove. If we think about new ways, then I think the sky’s the limit.”

Current Secret MBS-Netanyahu negotiations could see this decades-old straitjacket cast aside – averting a major humanitarian crisis threatening to envelop the West Bank and Gaza.

HKOPS-deniers – Biden, Xi, UN and EU - should hang their collective heads in shame.

Google ends UN burying Hashemite Kingdom of Palestine solution

 

Google has ended the United Nations (UN) continuing effort to ignore the existence of the Hashemite Kingdom of Palestine solution (HKOPS) as an alternative solution to replace the failed UN two-state solution contained in UN Security Council Resolution 2334 passed on December 23, 2016 (UNSCR 2334).

A Google search of “Hashemite Kingdom of Palestine” reveals the following information — available since June 8th:

HKOPS challenges the current solution—UNSCR 2334— being unsuccessfully pursued by the United Nations—urging:

intensification and acceleration of international and regional diplomatic efforts and support aimed at achieving, without delay a comprehensive, just and lasting peace in the Middle East on the basis of the relevant United Nations resolutions, the Madrid terms of reference, including the principle of land for peace, the Arab Peace Initiative and the Quartet Roadmap and an end to the Israeli occupation that began in 1967; and underscores in this regard the importance of the ongoing efforts to advance the Arab Peace Initiative, the initiative of France for the convening of an international peace conference, the recent efforts of the Quartet, as well as the efforts of Egypt and the Russian Federation;”

After seven years of such intensive international and regional diplomatic efforts — the UN has achieved nothing. The conflict continues to intensify and the threat of a looming humanitarian crisis of major proportions continues to become more likely if the conflict is not resolved.

Out of the blue from literally nowhere — HKOPS was published in the Saudi Government-controlled Al-Arabiya News on June 8, 2022. Its author Ali Shihabi is a confidant of Saudi Crown Prince Mohammed Bin Salman (MBS) — who had been internationally shunned since his suspected involvement in the assassination of Jamal Ahmad Khashoggi — a dissident Saudi journalist who entered the Saudi consulate in Istanbul on October 2, 2018 and never came out.

HKOPS would have needed MBS’s endorsement before its publication in Al Arabiya News — since it trashed the Arab Peace Initiative — first proposed in 2002 — which demanded Israel affirm:

• “Full Israeli withdrawal from all the territories occupied since 1967, including the Syrian Golan Heights, to the June 4, 1967 lines as well as the remaining occupied Lebanese territories in the south of Lebanon.
• Achievement of a just solution to the Palestinian refugee problem to be agreed upon in accordance with U.N. General Assembly Resolution 194.
• The acceptance of the establishment of a sovereign independent Palestinian state on the Palestinian territories occupied since June 4, 1967 in the West Bank and Gaza Strip, with East Jerusalem as its capital”.

Including the Arab Peace Initiative in UNSCR 2334 has enabled the United Nations and many of its various agencies to become the epicentre of the world’s increasing Jew-hatred — spewing out mantras that allege:

• Jews have no legal right to live in their ancestral and biblical homeland of Judea and Samaria (West Bank)
• Jews are oppressing another people and stealing their land
• Jews have to share their eternal capital Jerusalem with another people

Successfully implementing HKOPS will end this UN-engendered Jew-hatred.

The UN needs to support the implementation of HKOPS or trash it — but can no longer simply ignore its existence as an alternative game changing solution to end 100 years of unresolved conflict between Arabs and Jews.

Continuing to deny the existence of HKOPS now represents a real threat to the United Nations credibility, its very own existence and world peace.

MBS: Is Hashemite Kingdom of Palestine solution dead or alive?

 

Following the announcement that Saudi Arabia and Iran intend resuming diplomatic relations within the next two months - Saudi Arabia’s Crown Prince and Prime Minister - Mohammed Bin Salman (MBS) - needs to urgently answer this one question: 

“Is the Hashemite Kingdom of Palestine solution published on  June 8, 2022 by your confidant Ali Shihabi dead - or is it still alive?”

Saudi Arabia severed ties with Iran after two of its diplomatic posts were attacked in Tehran and Mashhad in 2016 by demonstrators protesting Saudi Arabia’s executions of 47 people convicted of terrorism - including Shia preacher Nimr al-Nimr and al-Qaeda ideologue Fares al-Shuwail.

MBS’s answer will help give meaning to the final sentence intriguingly included in the Joint Trilateral Statement by the People's Republic of China, the Kingdom of Saudi Arabia, and the Islamic Republic of Iran issued on March 10th:

“The three countries expressed their keenness to exert all efforts towards enhancing regional and international peace and security.”

Has Iran’s Supreme Leader Ali Khamenei decided to abandon Iran’s call for the elimination of Israel and accept Israel’s reality as expressed in the Hashemite Kingdom of Palestine solution?

“Israel is a reality firmly implanted on the ground that has to be accepted, however grudgingly, by the region around it.”

Is Paramount Leader Xi Jinping of China - a permanent member of the UN Security Council - ready to consider replacing the UN’s failed 2016 two-state solution with the Hashemite Kingdom of Palestine solution?

MBS’s response will also confirm or reject the claim by Saudi Arabia's former intelligence chief - Prince Turki Al-Feisal - that the Kingdom was sticking to the terms of the failed 2002 Arab Peace Initiative in its drive to normalise relations with Israel:

"The terms are well-known. The creation of a sovereign Palestinian state with recognised borders and Jerusalem is its capital, and the return of Palestine refugees."

"What I have said was not my opinion, but it was declared by officials. I trust the officials when they say anything, and anything made by media is nonsense."

The 2002 Arab Peace Initiative has been rejected by every Israeli government in the past 20 years. Its use by date has long expired.

Several Arab states have bypassed it and forged ties with Israel under the Abraham Accords. The Aqaba Summit seeks horizons for peace.

The Hashemite Kingdom of Palestine solution shreds the 2002 Arab Peace Initiative by calling for:

• The merger of Jordan, Gaza and part of Judea and Samaria (West Bank) into one sovereign territorial entity
• Having its capital in Amman and not Jerusalem
• Being governed by the current rulers of Jordan for the last 100 years - the Hashemites - not the PLO or Hamas.

The Hashemite Kingdom of Palestine solution would have needed MBS’s approval before its publication in the Government-controlled Al Arabiya News - given it was trashing Saudi Arabia’s foreign policy for the previous 20 years.

No Saudi Arabian citizen could expect to be walking Riyadh’s streets the day after making such a public statement without MBS consent. Yet its author - Ali Shihabi - remains a member of the Board advising MBS on the construction of a US$500 billion futuristic mega city called Neom in north western Saudi Arabia - covering an area the size of Israel.

Significantly MBS has not rejected the Hashemite Kingdom of Palestine solution in the 10 months since its publication. Neither have the leaders of those Arab parties most affected: Jordan’s King Abdullah, PLO leader Mahmoud Abbas and Hamas chief Ismail Haniyeh - whose policies for the past 25 years will also become ancient history.

Time for MBS to break his silence by answering this one pressing question definitively and without further delay.

Secret talks paving way for Hashemite Kingdom of Palestine

 

The bombshell revelation that senior aides of Israeli Prime Minister Benjamin Netanyahu and Palestinian President Mahmoud Abbas have been holding secret talks for almost two months further confirms the Palestine Liberation Organisation’s (PLO) acceptance of the Saudi-based Hashemite Kingdom of Palestine solution (Saudi Solution) as the basis for negotiating an end to 100 years of conflict between Arabs and Jews.

Such talks indicate the PLO has seemingly returned to its 1964 founding-Charter’s roots by no longer claiming sovereignty in Judea and Samaria (West Bank) - a position the PLO only reversed in 1968 after Jordan’s loss of that territory to Israel in the 1967 Six Day War.

The Saudi Solution is breathtaking in the outcomes it promises - if implemented:

• Jordan, Gaza and part of Judea and Samaria (West Bank) will be merged into one territorial entity governed by the current Hashemite rulers of Jordan - with its capital being located in Amman -not Jerusalem
• The total shredding of the failed two-state solution adopted by the United Nations since the passage of Security Council Resolution 2334 on December 23, 2016
• The end of the 2002 Saudi Arabian proposal announced by Saudi Crown Prince Abdullah bin Abdul Aziz and subsequently adopted as the 2002 Arab Peace Initiative - calling for full Israeli withdrawal from all the territories occupied since June 1967 and Israel's acceptance of an independent Palestinian state with East Jerusalem as its capital - in return for the establishment of normal relations in the context of a comprehensive peace with Israel
• Recognition of Israeli sovereignty in part of Judea and Samaria (West Bank) for the first time in 3000 years.

Since its publication on June 8, 2022 in the Saudi Government-controlled Al Arabiya News - the Saudi Solution - authored by Ali Shihabi - a confidant of Saudi Crown Prince Mohammed Bin Salman - has not been rated newsworthy or significant enough to be mentioned by:

• the international media,
• only two other political analysts - one of them after my urging
• any international think tanks and
• the United Nations

Amazingly - Jordan’s King Abdullah, Hamas’s Ismail Haniyeh, PLO Leader Mahmoud Abbas and Saudi Crown Prince - now Prime Minister - Mohammed Bin Salman - have not rejected the Saudi Solution in the last nine months - even though it clearly departs from the policies each of them has been espousing for decades.

These secret back-channel talks appear to have been deliberately leaked at this particular point of time for one reason: The threat posed to Netanyahu and Abbas concluding successful negotiations on implementing the Saudi Solution caused by Israel’s High Court of Justice demanding the Israeli Government produce a plan by April 2 for the demolition and evacuation of Khan al-Ahmar - an illegal Bedouin herding encampment in Area C of Judea and Samaria (West Bank) presently under Israel’s full security and administrative control.

Demolition of thousands of other illegally built Arab structures in Area C could follow - triggering violent PLO-Arab outrage causing a complete breakdown in negotiations to implement the Saudi Solution.

Netanyahu needs to persuade the Court to extend its April 2nd deadline to free himself from the negotiating straightjacket into which the Court has placed him.

The tenth adjournment of the Khan al-Ahmar case since 2018 will be easier for Netanyahu to obtain when the Court is informed that negotiations are being held with Abbas to prevent the demolition and evacuation of Khan al-Ahmar. 

PLO-Arab fears will also have been publicly assuaged.

Allocating sovereignty in part of Area C to the Hashemite Kingdom of Palestine would spare most of those presently-illegal Arab buildings from demolition.

The Saudi Solution remains on track … the media and the UN remain dumbstruck

Jordan PLO & Hamas revise Hashemite Kingdom of Palestine Plan

 

The Saudi-based Hashemite Kingdom of Palestine plan (Saudi Plan) - initially published in Al Arabiya News on 8 June 2022 - has been revised in a later document containing amendments that appear to have been made at the request of and agreed to by Jordan, the Palestine Liberation Organisation (PLO) and Hamas - the three parties most affected if the Saudi Plan is successfully implemented. 

The revised version has not been published in Al Arabiya News or on any other news site. It is written in Arabic - but an English translation - a copy of which is in the writer’s possession - is very informative in clarifying certain parts of the original version which were apparently vague or unacceptable to Jordan, the PLO and Hamas.

The Saudi Plan calls for Jordan, Gaza and part of Judea and Samaria (West Bank) to be merged into one territorial entity to be called the Hashemite Kingdom of Palestine. This plan trashes the creation of an independent Palestinian Arab State between Israel and Jordan - the solution proposed by:

• The 2002 Arab Peace Initiative, 
• The United Nations - after adopting Security Council Resolution 2334 in 2016, 
• The 2020 Trump Peace Plan - and 
• Jordan and the PLO since the signing of the 1993 Oslo Accords

The major changes to the published version of the Saudi Plan made in the revised version are:

• The area of Judea and Samaria (West Bank) to be included in the Hashemite Kingdom of Palestine - approximately 70% in the published version - has been reduced to about 30% in the revised version. 

This concession would purportedly weaken Israel’s claim to sovereignty in the Jordan Valley - 87% of which is situated in Area C - currently under Israel’s full administrative and security control.

The possibility that Israel could regain sovereignty in up to 90% of Judea and Samaria (West Bank) for the first time in 3000 years - with Jordan, PLO and Hamas consensus - is a potential game changer.

• The Hashemite Kingdom of Palestine - will be under Hashemite rule. The original version did not designate who would be its ruler. 

• Important changes have been made in relation to Jerusalem:

The original version states: 

"The formal relinquishment of any claims to Jerusalem (with an appropriate arrangement for the holy places)" will be "a key bargaining chip in Palestinian hands".

The revised version states:

"The formal renunciation of Jerusalem (while giving the Holy Places special status)" will be a major bargaining chip in the hands of the Palestinians."

Sole Israeli sovereignty in Jerusalem is now promised - if agreement on all other issues can be resolved. 

Under the radar contact already commenced between Israel and Saudi Arabia will certainly focus on implementing the revised version - not the published version. 

I reached out to the author of both the original and revised versions - Ali Shihabi - asking him to explain why his original published plan was substantially revised and not published. 

I offered to publish his reasons verbatim in an article which I would submit to him to approve before publication. Shihabi has not replied to my request. 

Shihabi might be more forthcoming if contacted by any of the following - who have not even acknowledged the existence of the Saudi Plan since its original publication:

• Joe Biden, 
• UN Secretary-General Antonio Guterres, 
• New York Times Op Ed writer Thomas Friedman 
• Any reporter with Shihabi’s cell phone number.
• Private think tanks, 
• Israeli Non-Government Organisations, 
• Investigative journalists 

The failure of Jordan, the PLO or Hamas to reject the Saudi Plan since its initial publication seven months ago is explained by their agreement to the changes made in the revised version.

Security Council should adopt Hashemite Kingdom of Palestine

 

The United Nations Security Council needs to urgently consider adopting  the Hashemite Kingdom of Palestine solution - following the warning delivered on December 19th by Tor Wennesland – UN Special Coordinator for the Middle East Process. 

Addressing the Security Council Wennesland advised:

“Clashes, protests, attacks, Israeli security operations, including in Area A, and settler-related violence have continued. In 2022 to date, over one hundred and fifty Palestinians and more than twenty Israelis have been killed in the West Bank and Israel, the highest numbers of fatalities in years”

Wennesland was concerned that  Security Council Resolution 2334 passed on December 23, 2016 had failed to achieve its objective six years later: the creation of an independent Palestinian Arab State between Israel and Jordan (two-State solution).

 Wennesland unwisely chose to blame Israel:

“Israeli settlement expansion in the occupied West Bank, including East Jerusalem, remains deeply concerning. Settlements constitute a flagrant violation of United Nations resolutions and international law. They undermine the prospects of achieving a two-State solution by systematically eroding the possibility of establishing a contiguous, independent, viable and sovereign Palestinian State.”

He reminded the Security Council:

"As I told the Council in my briefing last month, seeking to freeze this conflict or manage it in perpetuity are not viable options. There is no substitute for a legitimate political process that will resolve the core issues driving the conflict."

Wennesland was correct but his proposed recommendation for “a legitimate political process” fell far short of what is required:

“In line with the recommendations that I made to this Council in November, I urge the parties, along with regional States and the broader international community to take concrete steps that will change the negative trajectory on the ground and have an immediate impact on Palestinian and Israeli lives, while, at the same time, ensuring these steps are anchored in a political framework that moves the parties forward towards the establishment of two States.”

Clinging to the failed two-State solution 6 years after its endorsement by Security Council Resolution 2334 and 20 years after first being proposed by the 2002 Arab Peace Initiative – is a futile exercise.  

Wennesland’s recommendation will only see the conflict being indefinitely perpetuated – not ended.  

The Saudi-based Hashemite Kingdom of Palestine solution published on June 8, 2022 (Saudi Solution) has amazingly never been mentioned or discussed in the Security Council. 

It will dramatically  “change the negative trajectory on the ground “:

• It challenges the Security Council’s pointless pursuit of the two-State  solution by calling for the merger of Jordan, Gaza and part of the West Bank into one territorial entity to be called the Hashemite Kingdom of Palestine having its capital in Amman and being ruled by Jordan’s current Hashemite ruler – King Abdullah
• The 2002 Arab Peace Initiative and 2003 Oslo Accords are superseded.
• Arab populations living in Gaza, the West Bank and the refugee camps in Syria, Jordan and Lebanon will become citizens of the Hashemite Kingdom of Palestine.
• Sovereignty in the West Bank will be divided between Israel and the Hashemite Kingdom of Palestine
• Its author – Ali Shihabi – is a confidant of Saudi Arabia’s Crown Prince and Prime Minister – Mohammed Bin Salman.
• Publication of the plan in the Saudi Government–controlled Al-Arabiya News overrules current Saudi policy - strongly suggesting Mohammed Bin Salman’s approval was first obtained.
• King Abdullah (Jordan), Mahmoud Abbas (Palestinian Authority), Ismail Haniyeh (Hamas) Mohammed Bin Salman (Saudi Arabia) and Benjamin Netanyahu (Israel) have not expressly rejected the solution in the six months since its publication.
• Its successful implementation can end the 100 years-old Arab -Jewish conflict.

Adopting the Saudi Solution to replace the failed two-State solution is needed to arrest this worsening humanitarian nightmare.

Israel set to uncork Hashemite Kingdom of Palestine genie at UN

 

Israel is readying to uncork the Hashemite Kingdom of Palestine genie at the United Nations - ending UN Secretary-General Antonio Guterres and UN Special Coordinator for the Middle East Process Torr Wennesland’s efforts to keep the Hashemite Kingdom of Palestine Solution (Saudi Solution) from being discussed as a replacement for the failed UN 20 years-old two state solution. 

The Saudi Solution was published on 8 June 2022 in the Saudi Government-controlled Al Arabiya News. Its author - Ali Shihabi - advises Saudi Arabia’s King-designate, Crown Prince and Prime Minister - Mohammed Bin Salman - on the development of Neom - a new $500 billion mega city the size of Israel

The Saudi Solution calls for the merger of Jordan, Gaza and part of Judea and Samaria (West Bank) into one territorial entity to be called The Hashemite Kingdom of Palestine - having its capital in Amman -not Jerusalem. 

It supersedes the 2002 Arab Peace Initiative - spawned by Saudi Arabia and embraced by the UN -which calls for:

"the establishment of a sovereign independent Palestinian state on the Palestinian territories occupied since June 4, 1967 in the West Bank and Gaza Strip, with East Jerusalem as its capital."

The UN stands to become totally irrelevant if it continues to refuse to discuss the Saudi Solution following Danny Danon - Israel's former ambassador to the United Nations - claiming at the first Abraham Accords Global Leadership Summit - that Saudi Arabia may be one of the next nations to normalize relations with Israel.  

Danon stated:

"We have been in contact with the Saudis for years. I worked personally with them at the United Nations on matters of regional stability and security. It’s just a matter of time before courageous leaders step out of the shadows and full peace is achieved between all the children of Abraham. .. I expect we’ll see an agreement between Israel and Saudi Arabia this year"

This was good news for those seeking an end to the 100 years-old Jewish/Arab conflict - but bad news for the UN which continues to stubbornly support the two-state solution whilst refusing to even acknowledge the existence of the game-changing Saudi Solution since its publication six months ago.  

It beggars belief that on 30 November the UN General Assembly adopted five resolutions on the questions of Palestine and the Middle East without one speaker uttering the words - "Hashemite Kingdom of Palestine Solution" - whose successful implementation would see the Arab populations in Gaza, part of the West Bank and the wretched UNRWA camps in Lebanon and Syria becoming citizens of that newly-created territorial entity. 

Cheikh Niang (Senegal)- Chair of the Committee on the Exercise of the Inalienable Rights of the Palestinian People - introduced its annual report containing developments relating to the question of Palestine between 1 September 2021 and 31 August 2022 - which contained not one reference to the Saudi Solution in its 27 pages. 

Israeli Prime Minister designate Bibi Netanyahu has made his intentions crystal-clear:

"I think the big prize is peace with Saudi Arabia, which I intend to achieve if I go back into office… The rise of Israeli power facilitated the Abraham Accords, and the continual nurturing of Israeli power will also nurture a broader peace with Saudi Arabia and nearly all of the rest of the Arab world. The 2022 Saudi Solution offers Israel:

• sole sovereignty in Jerusalem, 
• sovereignty in part of Judea and Samaria (West Bank) and 
• abandonment of the 74 years-old Arab claim to return to Israel

MBS & King Abdullah keep Hashemite Kingdom of Palestine alive

 

Non-participation by Saudi Arabia’s Crown Prince and Prime Minister – Mohammed Bin Salman (MBS)  – and Jordan’s King Abdullah at the 31st Summit of the Arab League held in Algiers on 1 and 2 November – even via Zoom  - was highly significant – signalling that the Saudi-based plan to merge  Jordan, Gaza and part of the West Bank into one territorial entity to be called the Hashemite Kingdom of Palestine (HKoP solution) still remains a viable solution to replace the failed 20 years-old two-state solution proposed by the 2002 Arab Peace Initiative (API) - endorsed yet again in Algiers. 

Saudi Arabia, the EU, and the Arab League had previously held a closed ministerial meeting on 21 September to activate the API - given the absence of any prospect for a political resolution to end the Israeli-Palestinian conflict.

This September meeting followed publication of the HKoP solution in Al Arabiya News on 8 June – amazingly attracting no mention at the UN and scant attention in the international media and more importantly within Israel and Israel’s media. 

The HKoP solution was certainly newsworthy since it offered Israel:

• Sole sovereignty in Jerusalem
• Abandonment of the right of Palestinian Arabs to return to Israel
• No separate Palestinian State between Israel and Jordan
• The shelving of the API 
• Sovereignty in part of the West Bank for the first time in 3000 years.

The HKoP solution also offered the Arab populations of Gaza, the West Bank and Palestinian Arab refugees in other locations:

• “a legal identity—a globally respected citizenship that allows a person to operate in the modern world. Labor in this day and age is mobile and having citizenship in a country that facilitates such mobility is critical to human development.”
• “Palestinians in Arab countries like Lebanon can then become citizens of this enlarged kingdom while also getting full residency rights in Lebanon, equivalent to what an EU citizen has in the European Union outside his or her home country. This would allow the Palestinians to gain full civil rights as legal foreign residents without impacting the local political or sectarian balance in these countries. The GCC, the EU, the US, Canada, and others can also help support this solution by granting this Jordanian–Palestinian passport easier access to their labor markets.”

The Saudi proposal’s author - Ali Shihabi – is a confidant of MBS and a member of the Advisory Board  appointed by MBS to report to him on the building of a new US$500 billion mega city – Neom - in northern Saudi Arabia bordering Israel. 

Shihabi had lamented on the absence of a response from any Israeli politician to his plan on 14 August. This lack of Israeli interest was ongoing when the 21 September meeting agreed:

“to work with regional and international partners to shed light on the tragic situation of the Palestinians in light of the deadlock in the peace process and the absence of any glimmer of hope and to urge them to take practical steps to support the resumption of dialogue on the basis of the Arab Peace Initiative, United Nations resolutions and relevant peace references, in addition to reviving the diplomatic track to overcome the despair and lack of a vision toward achieving the legitimate rights of the Palestinian people and establishing their state with Jerusalem as its capital.”

MBS was not at this meeting but was subsequently appointed Saudi Arabia’s Prime Minister on 27 September. MBS, 

King Abdullah, PLO Leader Mahmoud Abbas and Hamas Leader Ismail Haniyeh have not rejected the HKoP solution. 

MBS and King Abdullah’s non-participation at Algiers offers the glimmer of hope that the Hashemite Kingdom of Palestine can soon become a conflict-ending reality.

Roth confounds UN, USA & Australia: Two-State solution 'is gone'

 

Kenneth Roth – recently retired Executive Director of Human Rights Watch – has undermined the continuation of the policy espoused by the UN, USA and Australia for the last 20 years supporting the the creation of a new Palestinian Arab State between Israel and Jordan for the first time in recorded history (two-state solution). 

Addressing a recent discussion hosted by the Washington-based think-tank - Arab Center - Roth declared:

"The two-state solution is great but it's gone”

Roth’s bombshell admission was followed by this statement made by Hady Amr - US deputy assistant secretary for Israeli and Palestinian affairs: 

"We remain committed to rebuilding our bilateral relationship with the Palestinian people, with the US president's goal of a two-state solution to the Israeli-Palestinian conflict along the 1967 lines with mutually agreed swaps," 

In reversing Australia’s decision to recognise West Jerusalem as the capital of Israel – Australia’s Foreign Minister Penny Wong said:

“Australia is committed to a two-state solution in which Israel and a future Palestinian state coexist, in peace and security, within internationally recognised borders. We will not support an approach that undermines this prospect.”

UN Secretary-General Antonio Guterres has been repeating this mantra since 2017:

“A two-state solution that will end the occupation and, with the creation of conditions, also the suffering even to the Palestinian people, is in my opinion the only way to guarantee that peace is established and, at the same time, that two states can live together in security and in mutual recognition,”

This blinkered approach by the UN, USA and Australia has seen each of them refusing to acknowledge – let alone discuss – the merits of a new alternative solution emanating from Saudi Arabia in June: Shredding the failed two-state solution and calling for the merger of Jordan, Gaza and part of the West Bank into one territorial entity to be called The Hashemite Kingdom of Palestine - whose capital will be Amman – not Jerusalem (Saudi Solution). 

The Saudi Solution supersedes the 1981 and 2002 Saudi Peace Plans – subsequently incorporated in the Arab Peace Initiative adopted in Beirut in 2002. 

Significantly – no rejection of the Saudi Solution has been expressed since its release by:

• Saudi Arabia’s recently appointed Prime Minister: Crown Prince Mohammad Bin Salman
• Jordan’s King Abdullah 
• PLO leader Mahmoud Abbas
• Hamas leader Ismail Haniyeh
• The Arab League

Roth’s reality call sees the UN, US and Australia exposed as three Emperors with no clothes – paddling furiously against a growing tide of opinion that is destined to consign the two-state solution to the diplomatic graveyard with other failed plans proposed over the last 74 years.

The Saudi Solution is the lifeline the UN, US and Australia need to grab if they wish to see the 100-years old conflict between Arabs and Jews finally resolved. 

The Saudi Solution points the new way forward:

“The Palestinian problem can only be solved today if it is redefined. The issue in this day and age for people should be not so much the ownership of ancestral land but more the critical need to have a legal identity—a globally respected citizenship that allows a person to operate in the modern world. Labor in this day and age is mobile and having citizenship in a country that facilitates such mobility is critical to human development.”

Israeli Prime Minister – Yair Lapid – continues to support the two-state solution. 

With Israeli elections set for 1 November - no other Israeli politician has yet told Israeli voters whether they:

• agree with Lapid 
• would back exploring the Saudi Solution and its implementation or 
• what their alternative policy would be for ending the long running conflict.

Flogging a dead horse is in no one’s interest.

Jordan - PLO - Hamas - UN - EU coy on Hashemite Kingdom of Palestine

 

Jordan, Palestine Liberation Organisation (PLO), Hamas, United Nations (UN) and the European Union (EU) now have to choose between two very different two-state solutions to end the 100 years old Arab-Jewish conflict.

The first:

 

Unsuccessfully pursued by the United Nations for the last 19 years – was renewed again at the sidelines of the 77th Annual Meeting of the General Assembly on 21 September:

"The Ministers of Foreign Affairs of Egypt, France, Germany and Jordan met in New York today in the presence of special guests Josep Borrell, High Representative of the European Union for Foreign Affairs and Security Policy and the United Nations Special Coordinator for the Middle East Peace Process [UNSCMEP –ed] Tor Wennesland, to consult and coordinate their policies with a view to advancing the Middle East Peace Process towards a just, comprehensive and lasting peace on the basis of the two-state solution..."

..."We emphasize that the resolution of the Israeli-Palestinian conflict on the basis of the two-state solution is indispensable for comprehensive peace in the region. We remain firmly committed to enabling and supporting all efforts aimed at achieving a just and lasting peace in the Middle East based on international law, relevant United Nations Security Council resolutions and agreed parameters, including the Arab Peace Initiative. 

We reiterate our conviction that only a negotiated two-state solution based on June 4, 1967 lines, and consistent with relevant UN Security Council resolution ensuring an independent, contiguous and viable Palestinian state living side by side in peace and security with Israel, can fulfil the legitimate aspirations of both Israelis and Palestinians."

The second:

Far murkier in its provenance - was published in Al Arabiya News on 8 June 2022:

"The Palestinian problem can only be solved today if it is redefined. The issue in this day and age for people should be not so much the ownership of ancestral land but more the critical need to have a legal identity—a globally respected citizenship that allows a person to operate in the modern world. Labor in this day and age is mobile and having citizenship in a country that facilitates such mobility is critical to human development.

The most logical vehicle for this redefinition and hence for the solution to the Palestine problem is the kingdom of Jordan. Over the last seventy-five years, Jordan has developed into a relatively well-governed state, although the impact of regional political turmoil has caused it to fail economically and become heavily reliant on foreign aid for its survival. It is this Jordanian governance infrastructure that needs to be captured and put to productive use in integrating the millions of Palestinians and Jordanians into a modern, reasonably well-functioning state that would, in an era of real peace and economic integration with Jordan's neighbors, have a much higher chance of growth and prosperity.

This proposed enlarged kingdom would include present-day Jordan, Gaza, and the West Bank (areas populated by Palestinians attached in a contiguous manner and physically connected to Jordan, i.e., not broken up into islands)."

The author Ali Shihabi is a close confidante of Crown Prince Mohammad Bin Zalman – Saudi Arabia's next King designate. Al Arabiya News is reportedly 60% owned by the Saudi Government. 

This plan shreds the 1981 and 2002 Saudi Peace Plans and 1980 EU Venice Declaration.

Jordan's King Abdullah, PLO Leader Mahmoud Abbas, Hamas leader Ismail Haniyeh, Crown Prince Mohammad Bin Salman and the EU have not uttered one word rejecting this Saudi alternative plan since its publication.

UN Secretary-General Antonio Guterres and UNSCMEP Tor Wennesland have refused to discuss or even acknowledge the Saudi Plan's existence.

Israeli politicians: choose either - or neither. Being coy is no longer an option.

Action - not platitudes - required from Jordan’s King Abdullah

 

Jordan’s King Abdullah continues to engage in platitudes - rather than concrete action - as he pontificates but does nothing to help resolve the 100 years-old Arab-Jewish conflict.

Jordan — called Transjordan between 1922 and 1949:

• Comprises 78% of the territory of the League of Nations Mandate for Palestine
• Is the key to resolving the long-running conflict.

Abdullah recently repeated one of his favourite mantras - insisting that peace should be:

“based on the two-state solution that guarantees the establishment of an independent, sovereign, and viable Palestinian state on the 4 June 1967 lines, with East Jerusalem as its capital, living in peace and security alongside Israel, in accordance with international law, recognized terms of reference, and the Arab Peace Initiative.”

This solution could have been implemented at any time between 1948 and 1967 after Transjordan had conquered and occupied East Jerusalem and Judea and Samaria (renamed the West Bank in 1950):

• Driving out all the Jews living there and refusing to allow their return and
• Unifying those territories with Transjordan into a single territorial entity - renamed “Jordan”.

That 19 years window of opportunity was squandered after Jordan lost those territories to Israel in the 1967 Six Day War. That opportunity is not going to return — no matter how many times Abdullah continues to repeat it as the solution.

Abdullah also asserts:

“The Palestinian cause is central to Jordan, and we continue to stand alongside our Palestinian brethren with all our power and capabilities as they seek to gain their just and legitimate rights. We are constantly communicating and coordinating with them in this regard”

Talk is cheap — action is necessary.

Abdullah could with the stroke of a pen — preferably with Palestine Liberation Organisation (PLO) approval - restore Jordanian citizenship to his “Palestinian brethren” living in the West Bank — a status they enjoyed from 1950 until Jordan revoked their citizenship on July 28, 1988 under article 2 of the Jordan: Disengagement Regulations for the Year 1988:

“Every person residing in the West Bank before the date of 31/7/1988 will be considered as Palestinian citizen and not as Jordanian.”

Restoring Jordanian citizenship to West Bank Arabs opens the way to a far more realistic and attainable solution than creating another Arab State between Jordan and Israel: The territorial subdivision of Judea and Samaria (West Bank) between Israel and Jordan as the two successor States to the Mandate for Palestine.

This solution would accord with the policy of the PLO enunciated in its founding 1964 Charter:

“Article 24. This Organization does not exercise any regional sovereignty over the West Bank in the Hashemite Kingdom of Jordan, on the Gaza Strip or the Himmah Area. Its activities will be on the national popular level in the liberational, organizational, political and financial fields.”

The present special role of the Hashemite Kingdom of Jordan in Muslim Holy shrines in Jerusalem under Article 2 (3) of the 1994 Washington Declaration signed between Israel, Jordan and the United States would become permanent.

Distinguishing between Arabs living in the West Bank and Arabs living in Jordan is an artificial construct that has no basis in history, geography or demography. They are one and the same people—not two separate nations.

Abdullah should stop sermonizing, roll up his sleeves and continue the work of Arab-Jewish reconciliation which has now seen Peace Treaties or diplomatic engagements between Israel and:

• Egypt
• Jordan
• United Arab Emirates
• Bahrain
• Morocco
• Sudan

Compromise between Israel and Jordan on the future sovereignty of the West Bank is the achievable way forward. The finishing line could be coming into sight if King Abdullah keep his eyes — and mind— open to this solution.

Trump triumphs as PLO continues to dig its own grave

President Trump’s announcement on September 11 that Israel would shortly be signing a peace treaty with a fourth Arab State—Bahrain—and possibly several others very soon—has triggered a spiteful response from Saeb Erekat, Secretary of the Executive Committee of the Palestine Liberation Organization (PLO).

“Bahrain has agreed to join Israel and the United Arab Emirates … at the White House on Tuesday [September 15 –ed]. So they’ll be here on Tuesday for the signing of the Abraham Accords. The significance of the signing will be elevated from an already historic breakthrough to one representing a previously unthinkable regional transformation. And that’s exactly what it is. It’s unthinkable that this could happen, and so fast."

Trump emphasized his considerable achievements:

"When I took office, the Middle East was in a state of absolute chaos. I’ve restored trust with our regional partners, and together we’ve eliminated the ISIS caliphate 100 percent; isolated the radicals who pervert Islam and sow instability. Today, nations across the region and throughout the world are joining together, united in their determination to build a better future, free from the evils which perpetuate terror. And I think you see that. I think you see that happening very, very strongly."

Trump offered the Palestinians this lifeline:

“I think the Palestinians are going to end up doing something that’s going to be very smart for them. And all their friends are coming into this, and they want to come into it—they want to come into it very badly.

And I can see a lot of good things happening with respect to the Palestinians, which would be really wonderful. Whether you are on their side or not on their side, people want to see it all brought to an end, and brought to an end quickly. So that’s going to be very important.

Erekat’s reply - reported by the Palestine News and Information Agency - was reprehensible:

”[Erekat] said that this free normalization is bizarre as it comes through Jared Kushner, senior advisor to US President Donald Trump, who is a mixture of ignorance and an extremist Zionist who believes that the historic land of Israel is from the Jordan River to the Mediterranean Sea and that the Arab regimes are bound by a peace treaty even though they are not at war with Israel, rather only the Palestinian people are at war with Israel.”

Erekat’s vitriolic personal attack on Trump’s son-in-law Kushner has got Jew-hatred written all over it and will backfire badly.

Erekat clarified the PLO was still pushing the outdated 2002 Arab Peace Initiative and rejecting Trump’s 2020 deal of the century:

”[Erekat] stressed that what is required is to drain the occupation quagmire as stipulated in the Arab Peace Initiative. As for normalization before this is done, then it is accepting that Jerusalem, Al-Aqsa Mosque, and the Church of the Holy Sepulcher remain under Israeli sovereignty, which was what came in the so-called “deal of the century.” This is a major treachery.

Regarding what happened in the meeting of Arab foreign ministers held virtually on Wednesday, Erekat said that the Arab League approved all the decisions except the one that condemns those who deviate from the Arab Peace Initiative, which some countries have objected to, and therefore it was dropped by Palestine so that no one will go to Washington to participate in the normalization steps or support them and say they went with an Arab or Palestinian cover.”

Trump is rapidly advancing peace between the Arabs and the Jews at a pace never before seen in the last 100 years.

Whilst Trump triumphs—the recalcitrant and rejectionist PLO continues to dig its own grave.

Saudi Arabia and Bahrain use soft diplomacy to placate Trump

Saudi Arabia and Bahrain’s decisions to allow their airspace to be used by commercial Israeli planes flying the Israel-United Arab Emirates (UAE) route are the first of what could be termed continuing acts of soft diplomacy by Arab and other Islamic states to help end the 100 years old Jewish-Arab conflict.

Soft diplomacy avoids Arab loss of face in having to jettison the 2002 Arab Peace Initiative in favour of President Trump’s 2020 deal of the century — allowing peace to evolve without peace treaties being signed now.

Israeli Prime Minister Netanyahu has welcomed Saudi Arabia and Bahrain’s historic air space concessions which are highly significant stepping stones on the path to Arab-Jewish reconciliation.

Saudi Arabia’s General Authority of Civil Aviation (GACA) broke the ice on 2 September when approving the request from the UAE General Civil Aviation Authority to allow flights coming to and departing from the UAE to all countries to pass through the Kingdom of Saudi Arabia’s airspace.

Saudi Arabia’s announcement meant that commercial flights by Israeli airlines to the UAE and return would be allowed over Saudi air space for the first time in history — reducing flying time between Israel and the UAE from seven hours to about three and a half hours.

However Saudi Arabia’s Foreign Minister Faisal bin Farhan warned that:

“The Kingdom’s firm and established positions towards the Palestinian cause and the Palestinian people will not change by allowing the passage of the Kingdom’s airspace for flights coming to and departing from the United Arab Emirates to all countries, and the Kingdom appreciates all efforts aimed at achieving a just and lasting peace in accordance with the Arab Peace Initiative.”

Bahrain quickly followed suit on September 3, with an official source at the Ministry of Transportation and Telecommunications announcing that Bahrain had approved the request from the UAE General Aviation Authority to allow all flights coming to and departing from the UAE to all countries to cross Bahrain’s airspace.

Bahrain’s King Hamad bin Isa Al-Khalifa reportedly told US Secretary for State Mike Pompeo in August that — contrary to the Trump Peace Plan — Bahrain remained committed to the Arab Peace Initiative — which calls for Israel’s complete withdrawal from all the territories captured in 1967 —including the Golan Heights and East Jerusalem — in exchange for peace and the full normalization of relations.

Trump needs the Arab states to continue making more concessions to persuade Israel continuing its major concession: postponing the immediate application of Israeli sovereignty in 30% of Judea and Samaria (West Bank) designated in Trump’s peace plan.

Concessions by Arab States could include:

• Attending the signing of the Israel-UAE Peace Treaty at the White House—which seems certain to occur before the US Presidential election on 3 November.
• Participating in a follow-up Conference similar to the historic one held in the White House on  — attended by Israel, Bahrain, Egypt, Jordan, Saudi Arabia, Oman, Qatar and the UAE — that discussed solutions to the worsening humanitarian and economic conditions in Gaza. That Conference became the catalyst leading to the Israel-UAE peace deal and greatly improved political and personal relationships between Jews and Arabs today. Representatives from the United Nations, European Union, Office of the Quartet, Canada, Cyprus, France, Germany, Ireland, Italy, Japan, Netherlands, Norway, Sweden, Switzerland and the United Kingdom also attended the Gaza Conference.
• Following the UAE lead in ending Boycott, Divestment, and Sanctions against Israel.

Arab States building mutual trust with Israel by incrementally advancing the peace process will keep Trump’s Peace Plan alive whilst placating Trump’s desire to see its implementation concluded.

Saudi Arabia impeding Trump effort to end Arab-Jewish conflict

Saudi Arabia’s refusal to accept President Trump’s 2020 peace plan to replace the 2002 Arab Peace Initiative (API) was the decisive factor in Secretary of State Pompeo’s unsuccessful attempts to convince Sudan, Bahrain and Oman to follow the United Arab Emirates (UAE) and sign peace treaties with Israel.

Saudi Arabia’s late King Abdullah was the architect of the API which requires Israel’s total withdrawal from Gaza, Golan Heights, East Jerusalem and the West Bank (Judea and Samaria).

Sudan, Bahrain and Oman closed ranks behind Saudi Arabia — refusing to jettison a plan drawn up 18 years ago that has since been overtaken by the following two major events:

• The April 14, 2004 letter from President Bush to Israeli Prime Minister Ariel Sharon —overwhelmingly endorsed by the House of Representatives 407-9 on 23 June 2004 and the Senate 95-3 the next day.

Bush’s letter—given to back Israel’s unilateral disengagement from Gaza - made it clear that America did not consider it realistic for Israel to have to comply with the API’s territorial demands:
“In light of new realities on the ground, including already existing major Israeli populations centers, it is unrealistic to expect that the outcome of final status negotiations will be a full and complete return to the armistice lines of 1949, and all previous efforts to negotiate a two-state solution have reached the same conclusion.”

• The 2007 Annapolis International Conference convened by President Bush and attended by Russia, China, the European Union, the United Nations, the Organization of the Islamic Conference, the Palestinian Authority, the Arab League, Saudi Arabia, Bahrain, Sudan, Oman, the UAE, another 7 Arab States and about another 30 non-Arab states.

Israel’s then Prime Minister Ehud Olmert announced Israel’s readiness to resume negotiations with the Palestinian Authority ” based on previous agreements between us, U.N. Security Council Resolutions 242 and 338, the road map and the April 14, 2004 letter of President Bush to the Prime Minister of Israel.”

No mention was made of the API forming part of those renewed negotiations — nor could it be - since its total territorial withdrawal demands were undercut by the Bush Congress-endorsed letter.

Those Arab nations and entities — indeed all parties present at the Conference - failed to object or demur to the new territorial reality of partial Israeli withdrawal which the Bush letter had engendered.

The release of President Trump’s peace plan in January 2020 has built on President Bush’s 2004 letter - allocating sovereignty in about 30% of the West Bank to Israel with sovereignty in the remaining 70% to be negotiated between Israel and the PLO to enable the creation of a democratic Palestinian Arab state between Israel and Jordan for the first time in recorded history.

Saudi Arabia’s insistence on Israel’s total territorial withdrawal stipulated by the API as the price to be paid for Saudi Arabia signing a peace treaty with Israel has been seemingly backed by Sudan,Bahrain and Oman to prolong the 100 years-old Arab-Jewish conflict.

The Trump vision for peace is a plan that can end that conflict. It needs to be embraced by all who attended the Annapolis Conference — especially by Saudi Arabia, Sudan, Bahrain and Oman now joining the UAE as real trailblazers for peace.

Trump did not present his meticulously detailed deal of the century to see it rejected by the Arabs before its implementation was even attempted.

Changing Saudi Arabia’s mind can be expected as top Trump aides fly to the region this week.

Failure to do so could see Trump administering his proven shockwave therapy to jolt Sudan,Bahrain and Oman from backing Saudi Arabia’s continuing rejection of Trump’s plan.

Palestine - France Farce And Folly

France embarked on a journey to nowhere when it hosted 28 delegations in Paris for a ministerial meeting on 3 June marking the first phase of its initiative aimed at promoting peace in the Middle East.

Amid the pomp and ceremony, photo opportunities and handshakes - the final communique revealed:

1. Support was reaffirmed for a just, lasting and comprehensive resolution to the Israeli-Palestinian conflict.

The conflict actually requiring resolution is the Jewish-Arab conflict going back to 1917—well before Israel’s creation in 1948 — which still sees 20 Arab States today denying the Jews the legal rights vested in them by the Mandate for Palestine to reconstitute the Jewish National Home in its ancient biblical and historical homeland.

Only Jordan and Egypt have recognised and signed peace treaties with Israel.

The “Palestinians” were regarded as part of the “existing non-Jewish communities in Palestine” by the League of Nations in 1922 and not recognized as a people by the United Nations in the 1947 Partition Plan.

The 1964 PLO Covenant is their birth certificate.

PLO Chairman Mahmoud Abbas’s claim on 6 June that the “Palestinians” had a 5000 years old history is farcical.

Paris remained blinded.

2. A negotiated two-state solution was reaffirmed as the only way to achieve an enduring peace, with two states, Israel and Palestine, living side by side in peace and security.

That “two-state solution” - first proposed in 1947 - was available at any time between 1948 and 1967, was again offered in 2000/1 and 2008 but was always rejected by the Arabs.

Flogging that dead horse is a waste of time.

The “two- state solution” envisioned by the League of Nations in 1922 and the Peel Commission in 1937 provides the best opportunity for peacefully resolving Jewish and Arab territorial claims in Judea and Samaria (West Bank) and Gaza.

Guess the delegates were too busy quaffing champagne and tasting canapes to focus on other solutions than the artificially contrived, totally failed and utterly discredited 1947-2016 “two-state” solution.

3. Rebuilding trust and creating the conditions for fully ending the Israeli occupation that began in 1967 and resolving all permanent status issues through direct negotiations based on resolutions 242 (1967), 338 (1973), and also recalling relevant United Nations Security Council resolutions and highlighting the importance of the implementation of the Arab Peace Initiative.

"Fully ending” the 1967 occupation means kicking 650000 Jews out of their homes. What were they thinking — and drinking?

Israel agreed to negotiate with the PLO under the 2003 Bush Roadmap only on the basis of Security Council Resolutions 242 and 338.

Introducing new negotiating parameters now is incredibly fanciful.

4. Possible ways in which the international community could help advance the prospects for peace, including by providing meaningful incentives to the parties to make peace.

Direct negotiations between Israel, Jordan and Egypt would fit these objectives.

5. The participants highlighted the key role of the Quartet.

The Quartet lost its key role in July 2015 when:
(i) The Quartet’s representative Tony Blairstood down with no replacement

(ii) Blair’s office — the Office of the Quartet Representative (OQR) - was renamed the Office of the Quartet (OQ) and its stated mandate was expressed:

“to support the Palestinian people on economic development, rule of law and improved movement and access for goods and people, as they build the institutions and economy of a viable and peaceful state in Gaza and the West Bank, including East Jerusalem.”

(iii) Jews became persona non grata overnight as the Quartet’s previously independent non- partisan role was superseded.

France’s follow-up international conference being organised before the end of the year promises further farce and continuing folly.

European Union Becomes Irrelevant In Resolving The Jewish-Arab Conflict

The Council of the European Union (EU) has disqualified itself from influencing any resolution of the 100 years old Jewish-Arab conflict following the release of its “Council conclusions on the Middle East Peace Process” on 18 January.

Continuing its partisan support of Arab demands the EU has reaffirmed its July 2014 position:

“The EU recalls its willingness to engage further with regional partners on the basis of the Arab Peace Initiative which provides key elements for the settlement of the Arab-Israeli conflict as well as the opportunity for building a regional security framework.”

Key elements of the 2002 Arab Peace Initiative included:

1. “Full Israeli withdrawal from all the territories occupied since 1967, including the Syrian Golan Heights to the lines of June 4, 1967 as well as the remaining occupied Lebanese territories in the south of Lebanon.”

2. “The acceptance of the establishment of a Sovereign Independent Palestinian State on the Palestinian territories occupied since the 4th of June 1967 in the West Bank and Gaza strip, with east Jerusalem as its capital”

Israel’s agreement to negotiate with the PLO on the basis of the 2003 Bush Roadmap was contingent on the removal of all references to the Arab Peace Initiative from the Roadmap along with 13 other detailed reservations.

American Secretary of State Colin Powell and National Security Advisor Condoleezza Rice gave the following assurances to Israel on 23 May 2003:

“The roadmap was presented to the Government of Israel with a request from the President that it respond with contributions to this document to advance true peace. The United States Government received a response from the Government of Israel, explaining its significant concerns about the roadmap. The United States shares the view of the Government of Israel that these are real concerns and will address them fully and seriously in the implementation of the roadmap to fulfil the President’s vision of June 24, 2002.”

This fundamental disconnect between the EU and Israel over the Arab Peace Initiative continues to detrimentally impact on their relationship.

Full Israeli withdrawal from these territories - or even equivalent land swaps as suggested by the EU in its July 2014 manifesto - is a pipe dream - given that the creation of Islamic State since then has seen it:

1. conquer an area of Syria and Iraq larger than Great Britain - resulting in millions of Arabs being brutally slayed, injured, traumatised and physically displaced into Turkey, Jordan, Lebanon and even the EU.

2. become a distinct security threat to Israel and its Arab neighbours

The Arab Peace Initiative has been effectively consigned to the dustbin of history as a result.

Stubbornly continuing to support these key elements of the Arab Peace Initiative has led a clearly frustrated EU to take action to unilaterally end Israel’s total lawful control of Area “C” in Judea and Samaria (West Bank) by instigating the following intemperate actions:

1. Requiring Israel to specifically identify goods, products and services originating from Jewish settlements in Judea,Samaria,the Golan Heights and East Jerusalem

2. Funding and actively supporting illegal Arab housing construction in Area “C”

Israel reportedly considers that such actions by the EU give the Palestinian Arabs false hope that if they just hold out long enough - the EU will somehow be able to “deliver” Israel.

EU policy and its conduct since July 2014 has exacerbated the Jewish-Arab conflict rather than playing a constructive role in its resolution.

In reaffirming that policy in 2016 - despite total chaos occurring among Arab States in the region - the EU has clearly become irrelevant and can no longer have any meaningful role in resolving the Jewish-Arab conflict.
