Islamic Jihad eases way for Hashemite Kingdom of Palestine

 

The decapitation of Islamic Jihad’s senior leadership in Gaza should help facilitate negotiations to successfully implement the creation of the Hashemite Kingdom of Palestine and end 100 years of conflict between Jews and Arabs.

The current conflict between Israel and Islamic Jihad was initiated when 100 rockets and mortars were fired into Israel from Gaza by Islamic Jihad following the death of a senior Islamic Jihad figure – Khader Adnan - after an 87 day hunger strike in an Israeli jail.

A targeted counter-response by Israel killed three Islamic Jihad commanders. A further 1000 missiles fired into Israel saw another three Islamic Jihad leaders eliminated by Israel.

A fragile ceasefire now exists.

Hamas stayed out of this current conflict – but has threatened to enter the fray if Israelis hold a Flag March through Jerusalem on 19 May to commemorate the reunification of Jerusalem following the 1967 Six Day War.

Israel and Islamic Jihad last clashed in August 2022 – when Hamas also did not become involved.

The Saudi-based Hashemite Kingdom of Palestine solution published on 8 June 2022 – and subsequently amended – provides:

“The proposal for this expanded kingdom includes Jordan with its current borders, the Gaza Strip, and the West Bank (areas inhabited by Palestinians that border Jordan, which means that they are not divided into islands). Hence the Israeli arguments about the need to preserve the Jordan Valley and other areas will become weak since these lands will then be under the control of a Jordanian government that has the credibility of keeping the peace with Israel. And the usual Israeli claim that it has no "peace partner" will also end."

Neither the PLO nor Hamas shall govern the new entity - whose capital will be located in Amman – not Jerusalem – which will become the capital of Israel only.

Israel’s Prime Minister Benjamin Netanyahu has made it very clear that Israel alone will be seeking complete security control over all territory west of the Jordan River in any peace agreement:

“...West of the Jordan River ... Israel and Israel alone controls security. We control the airspace, we control the ground security, underground security in case they want to do tunnels... We’re not going to commit suicide for a favourable op-ed in the New York Times”

Islamic Jihad has demonstrated once again how it and other similar terrorist groups can freely exist in Gaza – smuggling in weapons from Iran through Sudan and Sinai and target Israel without any attempt being made by Hamas to stop them.

The Hashemites could hardly be expected to fare any better.

Jordanian Member of Parliament Imad al-Adwan’s arrest on April 22 - while carrying 12 rifles and 194 pistols in his car - at an Israeli-controlled border crossing - will strengthen Netanyahu’s demand for total security control of all territory west of the Jordan River – including the Arab population of the newly-created Hashemite Kingdom of Palestine living there.

The failure of:

• Jordan’s King Abdullah
• PLO Chairman Mahmoud Abbas
• Hamas Leader Ismael Haniyeh
• Saudi Crown Prince Mohammed Bin Salman and
• Benjamin Netanyahu

to reject the Saudi Plan since its publication 11 months ago – could see Israel’s security concerns being agreed to - allowing the Hashemite Kingdom of Palestine to become a reality.

Expediting negotiations to implement the Saudi Plan will reduce increasing tension in Gaza and Judea and Samaria (West Bank) that could trigger a major humanitarian disaster.

Netanyahu’s decision to delay demolishing an illegal Bedouin encampment – Khan al-Ahmar – indicates Israel’s willingness to end – not perpetuate - conflict.

It would be a tragedy if this game-changing Saudi-based solution was consigned to the garbage bin of history before negotiations to successfully implement it have been fully exhausted.

Biden needs to back Hashemite Kingdom of Palestine solution

 

US National Security Adviser Jake Sullivan’s visit to Saudi Arabia this weekend for talks with Saudi leaders - including Crown Prince Mohammed bin Salman – will offer Sullivan an excellent opportunity to discuss with the Crown Prince the Saudi –based Hashemite Kingdom of Palestine solution published on June 8, 2022.

Sullivan told the Washington Institute the US was still working toward a deal to normalize relations between Israel and Saudi Arabia.

“Ultimately, getting to full normalization is a declared national security interest of the United States. We have been clear about that. Now as a sign of my seriousness about how much we’re focused on this, and how seriously we are taking this, I am not going to say anything further lest I upset the efforts we are undertaking on this issue.”

The pathway to such full normalization involves a resolution of the conflict between Israel and the Palestinians.

However this does not necessarily involve the creation of a new State between Israel and Jordan – as the New York Times reported on March 9th:

“Saudi officials have said they cannot forge normal relations with Israel — a step that would include formal diplomatic interactions and likely also trade and travel agreements — before a Palestinian state is established. But some people familiar with the discussions said they believe the Saudis, who have been building closer unofficial ties to Israel, would settle for less than that. “

The “less than that” could involve implementing the Saudi-based Hashemite Kingdom of Palestine solution published in the Saudi Government-controlled Al Arabiya News on June 8, 2022 - calling for the merger of Jordan, Gaza and part of the West Bank into one territorial entity to be called “The Hashemite Kingdom of Palestine” – to be ruled by the Hashemites – with its capital being in Amman – not Jerusalem (Saudi Solution).

The Plan was authored by Ali Shihabi – a confidant of Crown Prince Mohammed Bin Salman and a member of the Crown Prince’s advisory board on Neom – a $500 billion megacity of the future being constructed in north-western Saudi Arabia on an area of land the size of Israel.

This Saudi Solution:

• Trashes the creation of a new state between Israel and Jordan – pursued by both the Palestine Liberation Organisation (PLO) and Hamas for decades – and still by the Biden administration
• Shreds Saudi Foreign Policy adopted for the last 20 years – and adopted by the Arab Peace Initiative - calling for Israel to totally withdraw from Judea and Samaria (West Bank) and enable the creation of a Palestinian state there - with its capital being in Jerusalem
• Involves the Hashemites – not the PLO or Hamas - returning to govern part of Judea and Samaria (West Bank) – as the Hashemites did between 1950 and 1967.
• Recognizes Israeli sovereignty in part of Judea and Samaria (West Bank) for the first time in 3500 years.

Remarkably Saudi Crown Prince Mohammed Bin Salman, PLO leader Mahmoud Abbas, Hamas Leader Ismail Haniyeh, Jordan’s King Abdullah and Arab League Secretary Ahmed Aboul Gheit have not rejected this Saudi-solution in the eleven months since its publication – despite its reversal of their respective long-pursued policies.

Sullivan told the Washington Institute:

“And we are working to strengthen and expand the Abraham Accords, supporting Israel’s ultimate, final, complete integration into the Middle East region and the world. And this will be an area of continuing emphasis and focus for us over the coming period as we look to add more countries and to bring Israel even more deeply into the web of relationships in the Middle East and beyond.”

Biden’s backing for the Saudi Solution could be the circuit breaker and game changer needed to make this happen.

May 1 showdown threatens Hashemite Kingdom of Palestine & havoc

 

A showdown between Israel’s Government and High Court of Justice on May 1, 2023 concerning the demolition and evacuation of an illegal Bedouin encampment – Khan al-Ahmar - is threatening to shred the implementation of the Hashemite Kingdom of Palestine solution, cause an international uproar and create a humanitarian crisis in Judea and Samaria (West Bank) and Gaza.

Three judges of the High Court of Justice on May 24, 2018 unanimously rejected a final appeal by the 200 residents of Khan al-Ahmar to demolish and evacuate its residents – finding the Government had that right “under the letter of the law”.

Two sites for their evacuation have been rejected by the residents:

• A relocation site 8.5 km. away
• Relocation to an area adjoining Abu Dis – where Israel has reportedly invested some 80 million shekels ($23.7 million) preparing infrastructure, roads, electricity, water, sewage, a health clinic and school - all on state land

Nine adjournments had been granted since 2018 until February 1st of this year when these three Judges refused to grant the newly-installed Netanyahu Government a tenth adjournment for a further four months - creating an immediate political crisis by ordering the Government to come up with a plan of evacuation by April 2, 2023 and relisting the matter for final hearing on May 1.

The Judges were oblivious apparently to the political ramifications they were causing for the Government by refusing another adjournment and demanding a timetable for demolition.

That plan of evacuation was apparently not provided by the Government to the Court by April 2.

Instead a submission has been filed in the Court by the Government arguing that only the Government should decide on the timing of any demolition – not the Court:

“The petitioners have not proven any cause which would justify court intervention in the broad discretion the political echelon has regarding the manner and timing of the implementation of the demolition orders in the [Khan al-Ahmar] compound ... the question of timing and method of implementation the [demolition] orders are influenced by wide and varied political and security considerations. As such, and bearing in mind the classified information on which these considerations are based, the position of the political echelon is that the decision regarding the question should be left in their hands...is a complex and sensitive question, the consequences of which exceed mere construction and planning laws,” and could have consequences “for Israel’s foreign relations and security.”

Up to 445,000 protestors demonstrating throughout Israel every Saturday night for the last thirteen weeks have been demanding no suggested reforms be made by the Government to the High Court’s jurisdiction to hear and determine cases brought before it.

They have now been joined by two of the demonstrators’ most-hated politicians - Finance Minister Bezalel Smotrich and National Security Minister Itamar Ben-Gvir – who both unsuccessfully argued that the Government in its submission should allow the Court to make an order for Khan al-Ahmar’s demolition on May 1 – the last thing these protestors would want to see – resulting in continuing further demonstrations to prevent.

How is this looming showdown going to be avoided?

My humble opinion: Israeli Prime Minister Netanyahu needs to confirm to the Court that one of his senior officials has been discussing implementing the Saudi-based Hashemite Kingdom of Palestine solution or alternative solutions in alleged secret back channel meetings with a senior PLO official for the last three months.

This disclosure should be sufficient for the Court to grant a further adjournment – avoiding any damaging confrontation between the Government and the Court – leaving those secret negotiations to determine the fate of Khan al-Ahmar and thousands of other illegally-built Arab structures.

LinkedIn blots out comments on Hashemite Kingdom of Palestine

 

LinkedIn operating systems have seemingly enabled 10 of my published comments to be erased during a discussion with a Geopolitical Risk Analyst requesting his assessment of the threat to world peace posed by the continuing failure of the United Nations (UN) to acknowledge the existence of the Hashemite Kingdom of Palestine solution published on June 8. 2022.

Hopefully LinkedIn can explain how this could happen without first obtaining my consent.

Many letters written by me to UN Secretary-General Guterres in the last 8 months seeking to know why a complete blanket of silence has descended over the UN following publication of the Saudi-based Plan remain unacknowledged and unanswered.

The UN needs to urgently consider the Hashemite Kingdom of Palestine solution as an alternative to the failed two-state solution first proposed in the 2002 Arab Peace Initiative - which celebrated New York Times political analyst Thomas Friedman has described as being “in hospice”.

This LinkedIn incident occurred on the site of a private special interest group comprising 125000+ members - called the International Relations (IR) and Affairs Group [IRAG]

Operating worldwide since 2009 - the objectives of the Group are highly commendable:

“At the International Relations and Affairs Group we research foreign affairs and global issues among states within the international system, including the roles of states, inter-governmental organizations (IGOs), non-governmental organizations (NGOs), and multinational corporations (MNCs). We focus on geopolitical analysis, globalization, international policy issues and apply qualitative and quantitative analysis.

Our focus is analyzing, as well as formulating solutions to issues with foreign policy, cultural interaction, crisis and others. We also work to globally network members and collaborate for consulting.”

I applied to join the group and was accepted as a member on January 10, 2023.

I had been a member of another LinkedIn special interest group - International Relations Professional Discussions - with 24748 members - until the Administrator booted me from it on September 21, 2022 after I posted this final plea to retain my membership:

“The KSA [Kingdom of Saudi Arabia] has not voiced one word of disapproval since [author] Shihabi’s plan [The Hashemite Kingdom of Palestine] was released three months ago. Why - when one word would have consigned Shihabi’s plan to the diplomatic shredder.

The publication of Shihabi’s plan in Al-Arabiya news - 60% owned by the Saudi Government could have easily been refused - but was not. Why?

Jordan, the PLO and Hamas have not expressly rejected Shihabi’s Plan. Why?

Are you really going to prevent any discussion on the UN possibly replacing its failed 19 year solution to ending the Arab-Jewish conflict with Shihabi’s Plan?

UN Secretary General Antonio Guterres has welcomed the Confederation Plan of Yossi Beilin and Hiba Husseini as a "useful contribution to try and achieve a lasting solution to the conflict"

Why does Guterres not accord Shihabi's plan the same recognition?

I am not on my own in questioning the UN continuing to push its failed 19 years-old policy.

Secret talks paving way for Hashemite Kingdom of Palestine

 

The bombshell revelation that senior aides of Israeli Prime Minister Benjamin Netanyahu and Palestinian President Mahmoud Abbas have been holding secret talks for almost two months further confirms the Palestine Liberation Organisation’s (PLO) acceptance of the Saudi-based Hashemite Kingdom of Palestine solution (Saudi Solution) as the basis for negotiating an end to 100 years of conflict between Arabs and Jews.

Such talks indicate the PLO has seemingly returned to its 1964 founding-Charter’s roots by no longer claiming sovereignty in Judea and Samaria (West Bank) - a position the PLO only reversed in 1968 after Jordan’s loss of that territory to Israel in the 1967 Six Day War.

The Saudi Solution is breathtaking in the outcomes it promises - if implemented:

• Jordan, Gaza and part of Judea and Samaria (West Bank) will be merged into one territorial entity governed by the current Hashemite rulers of Jordan - with its capital being located in Amman -not Jerusalem
• The total shredding of the failed two-state solution adopted by the United Nations since the passage of Security Council Resolution 2334 on December 23, 2016
• The end of the 2002 Saudi Arabian proposal announced by Saudi Crown Prince Abdullah bin Abdul Aziz and subsequently adopted as the 2002 Arab Peace Initiative - calling for full Israeli withdrawal from all the territories occupied since June 1967 and Israel's acceptance of an independent Palestinian state with East Jerusalem as its capital - in return for the establishment of normal relations in the context of a comprehensive peace with Israel
• Recognition of Israeli sovereignty in part of Judea and Samaria (West Bank) for the first time in 3000 years.

Since its publication on June 8, 2022 in the Saudi Government-controlled Al Arabiya News - the Saudi Solution - authored by Ali Shihabi - a confidant of Saudi Crown Prince Mohammed Bin Salman - has not been rated newsworthy or significant enough to be mentioned by:

• the international media,
• only two other political analysts - one of them after my urging
• any international think tanks and
• the United Nations

Amazingly - Jordan’s King Abdullah, Hamas’s Ismail Haniyeh, PLO Leader Mahmoud Abbas and Saudi Crown Prince - now Prime Minister - Mohammed Bin Salman - have not rejected the Saudi Solution in the last nine months - even though it clearly departs from the policies each of them has been espousing for decades.

These secret back-channel talks appear to have been deliberately leaked at this particular point of time for one reason: The threat posed to Netanyahu and Abbas concluding successful negotiations on implementing the Saudi Solution caused by Israel’s High Court of Justice demanding the Israeli Government produce a plan by April 2 for the demolition and evacuation of Khan al-Ahmar - an illegal Bedouin herding encampment in Area C of Judea and Samaria (West Bank) presently under Israel’s full security and administrative control.

Demolition of thousands of other illegally built Arab structures in Area C could follow - triggering violent PLO-Arab outrage causing a complete breakdown in negotiations to implement the Saudi Solution.

Netanyahu needs to persuade the Court to extend its April 2nd deadline to free himself from the negotiating straightjacket into which the Court has placed him.

The tenth adjournment of the Khan al-Ahmar case since 2018 will be easier for Netanyahu to obtain when the Court is informed that negotiations are being held with Abbas to prevent the demolition and evacuation of Khan al-Ahmar. 

PLO-Arab fears will also have been publicly assuaged.

Allocating sovereignty in part of Area C to the Hashemite Kingdom of Palestine would spare most of those presently-illegal Arab buildings from demolition.

The Saudi Solution remains on track … the media and the UN remain dumbstruck

Wennesland and Guterres stay mum on Hashemite Kingdom of Palestine

 

Tor Wennesland – UN Special Coordinator for the Middle East Peace Process and Personal Representative to the Palestine Liberation Organization (PLO) and the Palestinian Authority (PA) - and UN Secretary-General Antonio Guterres – continue to ignore the existence of the Hashemite Kingdom of Palestine solution (Saudi Solution) at their peril.

Neither Wennesland nor Guterres has mentioned the Saudi Solution once in their frequent meetings and briefings with the General Assembly and Security Council or in public comments since the Saudi-Solution was published on 8 June 2022.

The Saudi Solution calls for Jordan, Gaza and part of Judea and Samaria (West Bank) to be merged into one territorial entity – shredding the failed two-state solution proposed by the United Nations Security Council in Resolution 2334 on 23 December 2016

Jordan, the PLO and Gaza have agreed to major revisions to the Saudi Solution - as I have recently revealed

I first drew Wennesland's attention to the Saudi Solution on 29 August 2022 in an email to two of Wennesland's staff: Murad Bakri Strategic Communications & Public Information Officer and Dvora Friedman Strategic Communications & Public Information Assistant:

"Following please find link to a peace proposal emanating from Saudi Arabia and published on 8 June 2022 calling for the merger of Jordan, Gaza and part of the West Bank into one single territorial entity to be called The Hashemite Kingdom of Palestine.

Mr Wennesland has not to my knowledge made any comment on this proposal since its release. Is this correct? If not - could you please refer me to any statement he has made.

Mr Wennesland has not included any mention of this Saudi proposal in his last three monthly briefings to the Security Council on the situation in the Middle East. Could Mr Wennesland please comment on why he has failed to do so?

I am a journalist and intend using Mr Wennesland's reply to these questions in an article I am writing on the Saudi Plan.

I would appreciate receiving a response within the next 72 hours.

Kindly acknowledge receipt of this email."

No response or acknowledgment of this email was received – a fate that has similarly befallen many emails I have sent to Guterres relating to the Saudi Solution

Now Wennesland has done it again – failing to make any mention of the Saudi Solution at his quarterly briefing with the UN Security Council on 18 January.

Instead Wennesland had the gall to continue telling the Security Council:

"The United Nations remains committed to supporting an end to the occupation and establishing a two State solution, with an independent and sovereign Palestinian State based on the 1967 lines, with Jerusalem as the capital of both States in line with UN resolutions, international law and bilateral agreements."

Not a word about the Saudi Solution – whose successful implementation could see the Jewish-Arab conflict ended and the UN two State solution consigned to the diplomatic graveyard after six years of going nowhere. 

No mention that Jordan, the PLO and Hamas have already agreed to revised terms of the Saudi Solution that could possibly expedite a signed peace agreement in 2023.

Wennesland issued the following warning:

"Absent a collective effort by all, with strong support from the international community, spoilers and extremists will continue to pour more fuel on the fire and we will move still further from a peaceful resolution of the conflict."

The United Nations' continuing failure to replace its own failed two-state solution with the Hashemite Kingdom of Palestine solution - as revised by Jordan, the PLO and Hamas-– is now the greatest threat to a peaceful resolution of the conflict.

 

UN continues obscene silence on Hashemite Kingdom of Palestine

 

My latest article revealing that Jordan, the Palestine Liberation Organisation and Hamas have seemingly agreed to the creation of the Hashemite Kingdom of Palestine - trashing the failed two-State solution proposed by the UN since 2016 - has brought no response from UN Secretary General Antonio Guterres. 

On 10 January I forwarded my article to Stephane Dujarric - Guterres' spokesperson - asking him:

"For how much longer can the Secretary-General refuse to acknowledge even the existence of this alternative solution to the UN's failed two-state solution?"

On January 3, 2023 I had written to Mr Dujarric:

"I note the Secretary General stated on 19 December: ‘We owe it to people to find solutions, to fight back, and to act", said Secretary-General António Guterres. "At times, discreetly but always with determination, we will fight back."  

I certainly hope the Secretary General has finally decided to bring the Hashemite Kingdom of Palestine solution to the General Assembly and Security Council for consideration as an alternative to the two-State solution unsuccessfully pursued by the UN since the passing of UNSCR 2334 in 2016. I hope that I might receive an acknowledgement of this email by return and a considered statement from the Secretary General that I can publish in response to this latest article within the next 72 hours."

Both emails - along with many others enclosing earlier articles - were not even acknowledged by Mr Dujarric. 

Guterres should rename Dujarric: The Non-Spokesperson for the Secretary General.

Guterres heads the following massive UN anti-Israel administration that vilifies and denigrates Israel on a daily basis - that would disintegrate if the Hashemite Kingdom of Palestine solution was successfully implemented:

• Committee on the Exercise of the Inalienable Rights of the Palestinian People (CEIRPP):

Established in 1975 to enable the 1964-invented "Palestinians" to exercise falsely –claimed inalienable rights to self-determination, national independence and sovereignty without external interference; to return to their homes and property from which they had been displaced. 

• United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA):

Established in 1949 carrying out direct relief and works programmes solely for Palestinian Arab refugees involving expenditure of US$2.048 billion in 2022-2023

• Special Rapporteur - Francesca Albanese:

Assessing the human rights situation in the UN-falsely-designated "Occupied Palestinian Territories", reporting publicly about it, and working with governments, civil society and others to foster international cooperation

• The Special Coordinator for the Middle East Peace Process and the Secretary-General's Personal Representative to the Palestine Liberation Organization and the Palestinian Authority - Tor Wennesland: 

Focal point on the ground for UN support in all political and diplomatic efforts related to the peace process and for coordinating the activities of more than twenty UN agencies, funds and programmes on humanitarian and development assistance to a name-changed "Palestinian Authority" and falsely-claimed "Palestinian people".

• Department for Political and Peacebuilding Affairs' Division for Palestinian Rights: The Secretariat of CEIRPP  providing the following core functions:
• Organising meetings of CEIRPP and its Bureau at UN Headquarters;
• Monitoring political and other relevant developments;
• Organising programmes of international meetings, conferences and CEIRPP delegation visits;
• Implementing a publications programme;
• Developing and maintaining the United Nations Information System on the Question of Palestine (UNISPAL) and managing CEIRPP's outreach efforts including via social media;
• Cooperating with civil society organizations active on the Palestinian issue;
• Organising the annual International Day of Solidarity with the Palestinian People

Maurice Hirsh's recent article headlined "The UN is cancerous and should not be allowed in Israel" expresses Israel's increasing frustration with the UN.

Secretary-General Guterres' continuing failure to recognise the existence of the Hashemite Kingdom of Palestine solution indicates he is apparently more concerned with preserving this UN Jew-hating behemoth than ending the 100 years-old Arab-Jewish conflict.

Jordan PLO & Hamas revise Hashemite Kingdom of Palestine Plan

 

The Saudi-based Hashemite Kingdom of Palestine plan (Saudi Plan) - initially published in Al Arabiya News on 8 June 2022 - has been revised in a later document containing amendments that appear to have been made at the request of and agreed to by Jordan, the Palestine Liberation Organisation (PLO) and Hamas - the three parties most affected if the Saudi Plan is successfully implemented. 

The revised version has not been published in Al Arabiya News or on any other news site. It is written in Arabic - but an English translation - a copy of which is in the writer’s possession - is very informative in clarifying certain parts of the original version which were apparently vague or unacceptable to Jordan, the PLO and Hamas.

The Saudi Plan calls for Jordan, Gaza and part of Judea and Samaria (West Bank) to be merged into one territorial entity to be called the Hashemite Kingdom of Palestine. This plan trashes the creation of an independent Palestinian Arab State between Israel and Jordan - the solution proposed by:

• The 2002 Arab Peace Initiative, 
• The United Nations - after adopting Security Council Resolution 2334 in 2016, 
• The 2020 Trump Peace Plan - and 
• Jordan and the PLO since the signing of the 1993 Oslo Accords

The major changes to the published version of the Saudi Plan made in the revised version are:

• The area of Judea and Samaria (West Bank) to be included in the Hashemite Kingdom of Palestine - approximately 70% in the published version - has been reduced to about 30% in the revised version. 

This concession would purportedly weaken Israel’s claim to sovereignty in the Jordan Valley - 87% of which is situated in Area C - currently under Israel’s full administrative and security control.

The possibility that Israel could regain sovereignty in up to 90% of Judea and Samaria (West Bank) for the first time in 3000 years - with Jordan, PLO and Hamas consensus - is a potential game changer.

• The Hashemite Kingdom of Palestine - will be under Hashemite rule. The original version did not designate who would be its ruler. 

• Important changes have been made in relation to Jerusalem:

The original version states: 

"The formal relinquishment of any claims to Jerusalem (with an appropriate arrangement for the holy places)" will be "a key bargaining chip in Palestinian hands".

The revised version states:

"The formal renunciation of Jerusalem (while giving the Holy Places special status)" will be a major bargaining chip in the hands of the Palestinians."

Sole Israeli sovereignty in Jerusalem is now promised - if agreement on all other issues can be resolved. 

Under the radar contact already commenced between Israel and Saudi Arabia will certainly focus on implementing the revised version - not the published version. 

I reached out to the author of both the original and revised versions - Ali Shihabi - asking him to explain why his original published plan was substantially revised and not published. 

I offered to publish his reasons verbatim in an article which I would submit to him to approve before publication. Shihabi has not replied to my request. 

Shihabi might be more forthcoming if contacted by any of the following - who have not even acknowledged the existence of the Saudi Plan since its original publication:

• Joe Biden, 
• UN Secretary-General Antonio Guterres, 
• New York Times Op Ed writer Thomas Friedman 
• Any reporter with Shihabi’s cell phone number.
• Private think tanks, 
• Israeli Non-Government Organisations, 
• Investigative journalists 

The failure of Jordan, the PLO or Hamas to reject the Saudi Plan since its initial publication seven months ago is explained by their agreement to the changes made in the revised version.

Netanyahu gives nod to Hashemite Kingdom of Palestine solution

 

Israel's Leader of the Opposition Benjamin Netanyahu has finally broken his silence - giving his nod of approval to adopting the Saudi-proposed Hashemite Kingdom of Palestine solution (Saudi Solution) :

"I think the big prize is peace with Saudi Arabia, which I intend to achieve if I go back into office… The rise of Israeli power facilitated the Abraham Accords, and the continual nurturing of Israeli power will also nurture a broader peace with Saudi Arabia and nearly all of the rest of the Arab world. I intend to bring the Arab-Israeli conflict to a close."

Peace with Saudi Arabia and ending the Arab-Israeli conflict will require Netanyahu to successfully  implement the Saudi Solution - published in June - that would see:

• Jordan, Gaza and part of Judea and Samaria (West Bank) being merged into one territorial entity to be called The Hashemite Kingdom of Palestine - with its capital in Amman - not Jerusalem 
• Abandonment of the 74 years-old Palestinian Arab demand to return and live in Israel 
• Recognition of  Jewish sovereignty in part of Judea and Samaria (West Bank) for the first time in 3000 years
• No new Palestinian Arab state between Israel and Jordan

Yesh Atid Party Leader - Yair Lapid,  Blue and White Party Leader - Benny Gantz - and Labor Party Leader - Merav Michaeli - have all rejected the Saudi Solution - aligning their respective parties policies with President Biden's to continue pursuing the failed two-state solution first dreamt up by the European Union in 1980 and endorsed by the United Nations in 2003. 

The leaders of all other Israeli political parties have yet to comment on the Saudi Solution.

Netanyahu indicated his thinking was clearly in sync with the Saudi Solution's game-changing proposals.

On the touchy question of Israeli sovereignty in part only of Judea and Samaria (West Bank)--Netanyahu said:

"The reality is that a third, which includes biblical sites, strategic sites, and Jewish suburbs of our major cities, they're going to stay in Israel no matter what. We'd like more—possibly everything—but that's not the point. The point is everybody recognized this part will stay, so why not recognize it the way Trump recognized Jerusalem as our capital? And it's been that way for 3,000 years since King David; so why not recognize this reality too?" 

On the sensitive issue of Jerusalem remaining solely the capital of Israel - Netanyahu declared:

"As long as [the Palestinians] cling to the unrealistic assumption that we're going to dismantle half of Jerusalem and dismantle these suburbs, you ain't gonna get peace. You're going to get nothing. You cannot build peace in the Middle East on fantasy. Any peace built on lies and fantasy will founder on the rocks of Middle Eastern realities. It's about time to recognize what is going to be. What is [currently] there, and what is going to be."

The Saudi Solution maintains the current reality of Jerusalem remaining the capital of Israel only. 

So do Hamas and the PLO - as their four-months self-imposed silence in failing to oppose or reject  the Saudi Solution testifies. 

The main remaining issue to be negotiated is security control over the newly merged entity – where Netanyahu told Ben Shapiro in an earlier interview:

"...West of the Jordan River ... Israel and Israel alone controls security. We control the airspace, we control the ground security, underground security in case they want to do tunnels... We're not going to commit suicide for a favourable op-ed in the New York Times"

If Netanyahu becomes Israel's next Prime Minister – the end of the 100 years old Arab-Israeli conflict and peace with Saudi Arabia could well be realised.

Jordan - PLO - Hamas - UN - EU coy on Hashemite Kingdom of Palestine

 

Jordan, Palestine Liberation Organisation (PLO), Hamas, United Nations (UN) and the European Union (EU) now have to choose between two very different two-state solutions to end the 100 years old Arab-Jewish conflict.

The first:

 

Unsuccessfully pursued by the United Nations for the last 19 years – was renewed again at the sidelines of the 77th Annual Meeting of the General Assembly on 21 September:

"The Ministers of Foreign Affairs of Egypt, France, Germany and Jordan met in New York today in the presence of special guests Josep Borrell, High Representative of the European Union for Foreign Affairs and Security Policy and the United Nations Special Coordinator for the Middle East Peace Process [UNSCMEP –ed] Tor Wennesland, to consult and coordinate their policies with a view to advancing the Middle East Peace Process towards a just, comprehensive and lasting peace on the basis of the two-state solution..."

..."We emphasize that the resolution of the Israeli-Palestinian conflict on the basis of the two-state solution is indispensable for comprehensive peace in the region. We remain firmly committed to enabling and supporting all efforts aimed at achieving a just and lasting peace in the Middle East based on international law, relevant United Nations Security Council resolutions and agreed parameters, including the Arab Peace Initiative. 

We reiterate our conviction that only a negotiated two-state solution based on June 4, 1967 lines, and consistent with relevant UN Security Council resolution ensuring an independent, contiguous and viable Palestinian state living side by side in peace and security with Israel, can fulfil the legitimate aspirations of both Israelis and Palestinians."

The second:

Far murkier in its provenance - was published in Al Arabiya News on 8 June 2022:

"The Palestinian problem can only be solved today if it is redefined. The issue in this day and age for people should be not so much the ownership of ancestral land but more the critical need to have a legal identity—a globally respected citizenship that allows a person to operate in the modern world. Labor in this day and age is mobile and having citizenship in a country that facilitates such mobility is critical to human development.

The most logical vehicle for this redefinition and hence for the solution to the Palestine problem is the kingdom of Jordan. Over the last seventy-five years, Jordan has developed into a relatively well-governed state, although the impact of regional political turmoil has caused it to fail economically and become heavily reliant on foreign aid for its survival. It is this Jordanian governance infrastructure that needs to be captured and put to productive use in integrating the millions of Palestinians and Jordanians into a modern, reasonably well-functioning state that would, in an era of real peace and economic integration with Jordan's neighbors, have a much higher chance of growth and prosperity.

This proposed enlarged kingdom would include present-day Jordan, Gaza, and the West Bank (areas populated by Palestinians attached in a contiguous manner and physically connected to Jordan, i.e., not broken up into islands)."

The author Ali Shihabi is a close confidante of Crown Prince Mohammad Bin Zalman – Saudi Arabia's next King designate. Al Arabiya News is reportedly 60% owned by the Saudi Government. 

This plan shreds the 1981 and 2002 Saudi Peace Plans and 1980 EU Venice Declaration.

Jordan's King Abdullah, PLO Leader Mahmoud Abbas, Hamas leader Ismail Haniyeh, Crown Prince Mohammad Bin Salman and the EU have not uttered one word rejecting this Saudi alternative plan since its publication.

UN Secretary-General Antonio Guterres and UNSCMEP Tor Wennesland have refused to discuss or even acknowledge the Saudi Plan's existence.

Israeli politicians: choose either - or neither. Being coy is no longer an option.

Israel, Jordan, PLO pave way for Hashemite Kingdom of Palestine

 

Israeli Prime Minister Yair Lapid’s meeting with King Abdullah on July 27th could see negotiations being announced shortly between Israel and Jordan to create a single territorial entity encompassing Jordan, Gaza and parts of the West Bank. 

This newly created entity - designated The Hashemite Kingdom of Palestine – together with Israel – will constitute the elusive and previously unattainable two-state solution – pursued by:

• the Mandate for Palestine (1922)
• The Peel Commission (1937)
• UN Resolution 181 (III) (1947)
• Venice Declaration (1980)
• Oslo Accords (1993)
• Saudi Peace Plan (1982)
• Revised Saudi Peace Plan (2002)
• Bush Roadmap (2002)
• The UN (2016)
• Trump Peace Plan (2020)

- finally ending the conflict over the division of former Palestine between Arabs and Jews begun with the defeat of Turkey in World War I. 

The plan to create The Hashemite Kingdom of Palestine was first announced in Al-Arabiya news –owned by the Saudi Royal family – on June 8, 2022 in an article written by Ali Shihabi – a close confidante of Crown Prince Mohammed Bin Salman – Saudi Arabia’s heir apparent to the Saudi throne and the driving force behind Neom – a $500 billion megacity of the future to be built from the ground up in an area of northern Saudi Arabia equal to the size of Israel. 

A tweet issued by King Abdullah’s Palace (see below) confirms that the King and Lapid discussed the subject of a two-state solution and it seems inconceivable that they would have discussed any plan other than this Saudi solution.

It would appear that back channel negotiations have been going on since the release of the Saudi plan on 8 June to refine it to reflect - with more precision - the starting positions of Jordan, Israel and the PLO in any negotiations. 

Those agreed starting positions include:

1. The Hashemite Kingdom of Palestine will be ruled by Jordan’s current Hashemite ruler King Abdullah – which Hashemite dynasty has ruled Jordan for the last 100 years.
2. The right of return to Israel by Palestinian Arab refugees will not be pursued. Instead The Hashemite Kingdom of Palestine will integrate those refugees within its borders
3. The borders of the Hashemite Kingdom of Jordan will include:

• Jordan with its current borders
• The Gaza Strip
• Areas of the West Bank inhabited by Palestinian Arabs and bordering Jordan that are contiguous and not divided into islandsThe retention by Israel of the Jordan Valley and other areas of the West Bank will be resolved in the negotiations

4. Neither the Arabs nor the Muslims will seek to expel Israel from Jerusalem. However it remains as a bargaining chip in the hands of the Palestinian Arabs in securing any agreement and giving the Holy Places in Jerusalem a special status. 

5. Any agreement will need to be ratified by a free popular referendum by all Jordanians and residents of the West Bank and Gaza Strip and those who are stateless such as the residents of the refugee camps in Lebanon and Syria. Palestinian Arabs who are settled in other countries and who enjoy full citizenship will have no vote.

6. The rationale for creating The Hashemite Kingdom of Palestine is based on the fact that Jordanians and Palestinians are Sunni Arabs from the same region and integrating them will not cause any ethnic or sectarian fault lines in the long run. 

Jordan has received a flurry of visits from Mohammed Bin Salman, PLO Leader Mahmoud Abbas and Israel’s President Herzog, since the Saudi Plan was published. 

Lapid’s visit now when he is only caretaker Prime Minister is highly significant. It could indicate the commencement of negotiations is supported by the majority of Israel’s political parties. 

Let the negotiations begin.

PLO & Hamas give silent nod to Hashemite Kingdom of Palestine

 

The first meeting in six years between PLO chief Mahmoud Abbas and Hamas leader Ismail Haniyeh in Algeria this week saw these two protagonists for leadership of the Palestinian Arabs failing to take the opportunity to condemn a Saudi Arabian proposal to unify Jordan, Gaza and parts of the West Bank into one territorial entity.

 The justification for this ground- breaking merger was eloquently expressed by its author – Ali Shihabi – a close confidante of Saudi Arabia's next King – Crown Prince Mohammed Bin Salman – in a recent article headlined " The Hashemite Kingdom of Palestine" published in Al Arabiya News - owned by the Saudi Royal Family:

"Jordanians and Palestinians are as similar as any people can be. They are Sunni Arabs from the same neighbourhood. Merging them will not create any long-term ethnic or sectarian fault lines."

The Saudi proposal made the following hard-hitting truths that would have previously attracted outright condemnation and rejection by both the PLO and Hamas:

• "Israel is a reality firmly implanted on the ground that has to be accepted, however grudgingly, by the region around it
• Justice, however, does not make history; hard power does—and Palestinians must reconcile themselves to this painful reality and move forward with their lives without being held back by false hopes and illusions.
• [The] illusion of "return" has served some Arab regimes' interests by giving them a  powerful excuse to avoid integrating Palestinian refugees as citizens, particularly in Lebanon and even Jordan, both of which have millions of disenfranchised Palestinians in their camps. These regimes feared that these refugees-cum-citizens would alter their demographics and threaten their ruling order. Consequently, the excuse given was that since the Palestinians would eventually return to Palestine, giving them citizenship would technically undermine their "right of return" and hence they should be denied citizenship. Palestinian leaders actively colluded in perpetuating this tragedy.
• The Palestinian problem can only be solved today if it is redefined. The issue in this day and age for people should be not so much the ownership of ancestral land but more the critical need to have a legal identity—a globally respected citizenship that allows a person to operate in the modern world. Labor in this day and age is mobile and having citizenship in a country that facilitates such mobility is critical to human development."

It seems truly amazing that such accusations pulling out the rug from under both the PLO and Hamas should have been allowed to pass unmentioned and unchallenged by both Abbas and Haniyeh in Algeria. 

Their silence was indeed palpable and can – in the absence of any express denials - be construed as PLO and Hamas acceptance of the Saudi way forward - that could see any newly-created Hashemite Kingdom of Palestine: 

• Being demilitarized west of the Jordan River and in Gaza – adopting similar parliamentary and governance systems there used by Jordan when it occupied the West Bank between 1950 and 1967.
• The PLO and Hamas Charters calling for Israel's destruction revoked and their organisations being disarmed under international supervision 
• A new peace treaty with Israel replacing the 1994 Israel-Jordan Peace Treaty
• The tunnels under Gaza leading into Israel being redirected to unite Gaza with other parts of the new State
• All citizens of the newly-created State enjoying common citizenship and freedom of  movement within the State
• The refugee camps in Jordan, the West Bank, Gaza and neighbouring Arab States being closed and their occupants offered citizenship in the new State or other host Arab states.

Abbas and Haniyeh's silence could indeed be the catalyst for the commencement of Jordan-Israel negotiations to make the Hashemite Kingdom of Palestine a reality.

UN, EU, Jordan & USA keep mum on Hashemite Kingdom of Palestine

 

The United Nations (UN), European Union (EU) Jordan and America (USA) continue to keep mum by refusing to comment on the Saudi Arabian proposal to unify Jordan, Gaza and part of Judea and Samaria (West Bank) into one territorial entity to be named "The Hashemite Kingdom of Palestine"  

The detailed Saudi proposal was set out in an article published on 8 June written by Ali Shihabi – a confidante of Crown Prince Mohammed Bin Salman - designated to be Saudi Arabia's next King.

The Saudi plan directly challenges UN, EU, Jordan and US positions argued for decades that the only solution to ending the conflict between Arabs and Jews is the creation for the first time in history of a 23rd Arab State between Israel and Jordan.  

Despite their unrelenting and determined efforts to bring this solution to fruition since its adoption by the EU at the Venice Summit on 13 June 1980 – that goal has proved incapable of being achieved. 

On 31 July 1988 Jordan's King Hussein hopped on the EU bandwagon and:

• Terminated Jordanian citizenship enjoyed by all West Bank Arab residents for the previous 38 years. 
• Renounced all Jordanian claims to the West Bank annexed by Jordan between 1950 and 1967

• Dissolved the Jordanian parliament (half of whose members were West Bank representatives), 
• Ceased salary payments to 21,000 West Bank civil servants, and 
• Ordered that West Bank Palestinian passports be converted to two-year travel documents. 

Jordan left the fate of the West Bank and its abandoned Jordanian-citizen population in the hands of the Palestine Liberation Organisation (PLO). 

The PLO subsequently rejected offers of a separate state proposed by the: 

• 1993 Oslo Accords
• 2003 Bush Roadmap 
• 2020 Trump Plan and 
• Israel in July 2000, September 2008 and June 2009

The EU and Jordan push for this separate-state solution between Israel and Jordan was made as recently as 2 June 2022:

"[The EU and Jordan] reiterated that the only path to a just, lasting and comprehensive resolution of the Israeli-Palestinian conflict is the two-state solution that ends occupation and leads to the establishment, of an independent contiguous, sovereign and viable Palestinian State, on the lines of 4 June 1967, with East Jerusalem as its capital, living side by side with the State of Israel in peace, in accordance with international law and UN Security Council resolutions"

Their failure to address the Saudi initiative - made 6 days later - could see the Hashemite Kingdom of Palestine solution being renamed the State of Palestine solution – with the Hashemites possibly losing their custodianship of the Islamic Holy sites in Jerusalem. 

President Biden has followed the EU and Jordan - Deputy Ambassador Richard Mills telling the UN Security Council on 27 June 2022 – without mentioning the Saudi proposal: 

"The current U.S. administration continues to affirm its strong support for a two-state solution, which remains the best way to ensure Israel's future as a democratic and Jewish state alongside a sovereign, viable Palestinian state." 

The UN and its agencies repeat this failed mantra ad nauseum.

Not one of these four major players has yet uttered one word specifically addressing Shihabi's plan to unify Jordan, Gaza and part of the West Bank – which Shihabi justifies on one indisputable fact: 

"Jordanians and Palestinians are as similar as any people can be. They are Sunni Arabs from the same neighbourhood. Merging them will not create any long-term ethnic or sectarian fault lines." 

No groups were defined and identified as:

• "Jordanians": Before 1950.
• "Palestinians": Until 1964.

Two States – Israel and the Hashemite Kingdom of Palestine - not three states – is the Saudi key that can finally bring peace to the Middle East.

Biden should push for Jordan & Israel to divide Judea & Samaria

 

President Biden's proposed visit to the "West Bank" is promising to end up becoming a fruitless trip to an artificially-coined destination supposedly inhabited by a mythical ancient "Palestinian people". 

This scenario is far removed from the biblical and historic realities that had existed for 3000 years prior to April 24, 1950 - when Biden's destination was called "Judea and Samaria" – the ancient and biblical heartland of the Jewish people. 

Biden's Press Secretary - Karine Jean-Pierre – exposed Biden's – and her--apparent ignorance of these indisputable facts when announcing the President's forthcoming visit in these terms: 

"The President will also visit the West Bank to consult with the Palestinian Authority and to reiterate his strong support for a two-state solution, with equal measures of security, freedom, and opportunity for the Palestinian people.

United Nations resolutions and Palestine Liberation Organisation (PLO) propaganda has used Jean-Pierre's faux narrative since 1967 in a concerted effort to deny the Jewish people have any right to reconstitute the Jewish National Home in Judea and Samaria and East Jerusalem under article 6 of the 1922 League of Nations Mandate for Palestine and article 80 of the 1945 United Nations Charter. 

This post-1967 narrative differs from that used on 1 December 1948 when a conference organized in Jericho and attended by numerous Arab delegations including mayors of Hebron, Bethlehem, Ramallah, the Arab Legion Military Governor General and military governors from all districts, and other notables adopted the following resolution:

"Palestine Arabs desire unity between Transjordan and Arab Palestine and therefore make known their wish that Arab Palestine be annexed immediately to Transjordan. They also recognize Abdullah as their King and request him proclaim himself King of new territory."

The Jericho Conference came after:

• The Mandatory Power – Great Britain – had granted independence on June 27, 1946 to Transjordan – 78% of the territory comprised in the 1922 Mandate for Palestine located East of the Jordan River
• Transjordan had invaded Judea and Samaria and East Jerusalem– 4% of the Mandate territory located West of the Jordan River – on May 15, 1948--driving out all the Jews living there as it assumed control of these areas.

The Jericho resolution confirms:

• There was then no identifiable "Palestinian people" – only "Palestine Arabs".
• The leaders of the "Palestine Arabs" were not calling for the creation of a second Arab State in the territory formerly comprised in the Mandate for Palestine with East Jerusalem as its capital –in addition to Transjordan.

Despite International and Arab League objections - unification of these two exclusively-occupied Arab territories - comprising some 82% of the territory of the Mandate for Palestine located on both sides of the Jordan River - was achieved on April 24, 1950 – resulting in:

• "Judea and Samaria" being designated the "West Bank"
• The newly-unified entity being named "Jordan"
• "Palestine Arabs" living in the "West Bank" becoming "Jordanian citizens"
• A two-state solution in former Palestine:  one Jewish State called Israel in 18% of former Palestine and one Arab State called Jordan in the remaining 82% of Palestine.

The Palestinian people were only identified for the first time in the 1964 PLO Charter - but the PLO expressly did not claim to exercise regional sovereignty over the "West Bank of the Hashemite Kingdom of Jordan" under article 24,

 Unification lasted until Jordan's loss of Judea Samaria and East Jerusalem to Israel in the 1967 Six Day War – although its Arab inhabitants enjoyed Jordanian citizenship until 31 July 1988. 

Dividing Judea and Samaria between Israel and Jordan in direct negotiations aimed at redrawing their existing international border is certainly attainable. 

Biden should push for this two-state solution that accords with history, geography and demography.

UN set to pillory Israel whilst condoning PLO & Hamas apartheid

 

The appointment of a new Special Rapporteur on the situation of human rights in the Palestinian territories occupied since 1967 - Francesca Albanese - serves to highlight the anti-Israel bias that dominates the United Nations (UN) to its eternal shame. 

Albanese was appointed Special Rapporteur by the UN Human Rights Council in March 2022 - taking up her role on May 1, 2022. Albanese’s mandate as Special Rapporteur derives from Resolution 1993/2 passed by the UN Committee of Human Rights on February 19, 1993: 

“To investigate Israel's violations of the principles and bases of international law, international humanitarian law and the Geneva Convention relative to the Protection of Civilian Persons in Time of War, of August 12, 1949, in the Palestinian territories occupied by Israel since 1967;"

Albanese is limited to only investigating Israel - not Hamas or the Palestine Liberation Organisation (PLO). 

Albanese is not a neutral appointment as her announcement makes clear: 

“She has widely published on the legal situation in Israel and the State of Palestine and regularly teaches and lectures on international law and forced displacement at universities in Europe and the Arab region.”

Albanese will therefore not be examining or reporting on apartheid policies being implemented by the PLO and Hamas in Gaza and the West Bank - where both the PLO and Hamas currently:

• Keep 27 refugee camps open which house 800000 Palestinian Arabs: 600000 in 8 camps in Gaza administered and policed by Hamas and 200000 in 19 camps in the West Bank administered and policed by the PLO --and
• Take no steps to close and resettle their camp populations within the villages and towns the PLO has controlled in the West Bank since 1995 and Hamas has controlled in Gaza since 2007.

Israel’s attempts to close these camps and resettle their occupants had been denied under UN General Assembly Resolution A/RES/39/99 (A-K) passed on December 14, 1984 in which the General Assembly:

• Under article E 1: “Reiterates its demand that Israel desist from the removal and resettlement of Palestine refugees in the Gaza Strip and from the destruction of their shelters”;
• Under article J 1: “Calls upon Israel to abandon its plans and to refrain from the removal, and from any action that may lead to the removal and resettlement, of Palestine refugees in the West Bank and from the destruction of their camps;”

Fast forward to 2022 and the UN still does not show the slightest interest in seeing these camps closed by their host authorities - the PLO in the West Bank since 1995 and Hamas in Gaza since 2007. 

In failing to call for the camps to be closed - the UN is condoning the continuation of those Palestinian Arabs living in Gaza and the West Bank being divided into two different groups living in two very different environments:

• One group: confined to these 27 camps suffering severe overcrowding problems, poor personal safety, high unemployment and poor infrastructure which are breeding grounds for planning and launching terrorist attacks on Israel and
• The other group: living normal lives in Gaza and West Bank towns and villages 

Even their classification as refugees is questionable as they continue to reside in a different part of former Palestine to where they or their families previously lived. 

The UN’s failure to condemn and demand an end to this apartheid being practised in Gaza and the West Bank is disgusting.  

UN Secretary General Antonio Guterres’ continuing silence makes a mockery of everything the UN claims it stands for. 

Albanese will continue to pursue the UN’s anti-Israel agenda whilst 800000 Palestinian Arabs continue to suffer confinement in these degrading and dehumanizing camps.

UN & UNRWA should demand end to refugee camps in Gaza & West Bank

 

The tragic death of Palestinian Arab-USA journalist – Shireen Abu Akleh – caught in crossfire between Israeli security forces and armed Palestinian Arabs in Jenin--should serve as a clarion call to the United Nations (UN) and the United Nations Relief and Works Agency (UNRWA) to demand:

• the closure of the 27 UNRWA-funded Palestinian Arab refugee camps in the West Bank and Gaza Strip – currently housing about 800,000 Palestinian Arabs and 
• their resettlement in towns and villages throughout Gaza and areas A and B of the West Bank among their own Palestinian Arab brethren.

No Palestinian Arab should have ever been classified as a refugee after having moved from one part to another part of former Palestine – whether voluntarily or not. 

UNRWA stands condemned for allowing this fictitious refugee status to continue for over 70 years. 

UNRWA's flawed policy has led to discrimination and a gross abuse of human rights for those Palestinian Arabs forced to live in these over-crowded and degrading camps separated from their fellow Palestinian Arabs. 

That human rights organisations such as the UN Human Rights Committee and Amnesty International remain silent on the plight of these penned in Palestinian Arabs and the conditions in which they live is equally reprehensible. 

UNRWA makes clear that it has no say in the camps being closed or remaining open:

"UNRWA does not administer or police the camps, as this is the responsibility of the host authorities."

But UNRWA does have the power to force their closure by withholding financial assistance to those PLO and Hamas-administered camps unless their residents are progressively moved out and resettled among the general Palestinian Arab populations in Gaza and the West Bank. 

UNRWA itself readily admits the shocking conditions existing in these camps which have also become breeding grounds for planning and implementing violence and murderous attacks against Israel's civilian population.

Jenin Camp on the West Bank:

• borders the Jenin municipality and was established in 1953
• has a population of 14000 that lives on just 0.42 sq. km of land
• according to UNRWA: 

"experiences one of the highest rates of unemployment and poverty among the 19 West Bank refugee camps... Unemployment and poverty has affected the youth especially, resulting in widespread dissatisfaction and frustration and contributing to higher school dropout rates among younger children.

Jabalia Camp in the Gaza Strip:

• Is the closest camp to the Erez border crossing with Israel
• Has a population of 114,000 that lives on 1.5 sq. km of land and is one of the most densely populated places on Earth.
• UNRWA concedes:

"Overcrowding and a lack of living space characterize Jabalia camp. Shelters are built in close vicinity and there is a general lack of recreational and social space. In many cases, residents have had to add extra floors to their shelters to accommodate their families, in some cases without proper design. Many live in substandard conditions." 

Closing Jenin and Jabalia and resettling their 128000 inmates would be a good start. 

UNRWA donors need to pressure UNRWA to demand that Hamas and the PLO close all 27 camps -threatening to reduce their pledges if this does not happen.

The marked absence of wealthy Arab-donor countries in the following list of the top 20 donor countries to UNWRA in 2021 makes depressing reading.

Those missing wealthy Arab donor countries have: 

• the political and financial clout to force the PLO and Hamas to close these camps and
• the potential to make substantial pledges to UNRWA to fund the successful resettlement of their long-suffering fellow Arabs.

This humanitarian disaster being perpetuated by the PLO and Hamas on their own people must be ended.

Jordan & Israel can end the 100 years old Jewish-Arab conflict

 

It took Jordan's King Abdullah II just a 10 minutes helicopter flight from Jordan to Ramallah on 26 March to meet Palestine Liberation Organisation (PLO) leader Mahmud Abbas in Ramallah - itself only 15 minutes' drive from Jerusalem - Abdullah's first trip to Judea and Samaria (West Bank) since 2017.  The Arab Weekly reported on Abdullah's visit:

"Well-informed Jordanian sources have linked the previously unannounced visit of the Jordanian king to Ramallah, the seat of the Palestinian Authority, to the Negev Summit. They said that Jordan was uncomfortable with the new "Abrahamic" peace process between Israel and Arab countries. It particularly resents being marginalised and losing control over its most important card, the Palestinian issue."

Abdullah has only himself to blame for Jordan's growing marginalisation--abandoning the policy pursued by his great-grandfather King Abdullah I and his father King Hussein  of unifying the two Arab populations living on both sides of the Jordan River into one State between 1950 and 1967. 

Abdullah instead has been supporting the PLO demand for the creation of an independent Arab state west of the Jordan River - in addition to Jordan east of the Jordan River: two Arab states and one Jewish state within the territory comprised in the 1922 League of Nations Mandate for Palestine (Mandate). 

Abdullah needs to rethink supporting the PLO's demand if he wishes to regain control of decisions to be made west of the Jordan River affecting Arabs and Jews in the last 5% of former Palestine where sovereignty still remains unallocated between Jordan and Israel after 100 years of conflict. 

Abdullah's marginalisation also risks Jordan losing its role as the custodian of the Muslim Holy Shrines in Jerusalem conferred on Jordan in 1994 by the Washington Declaration and Israel-Jordan Peace Treaty.  

Between 1950 and 1967: 

• Judea and Samaria (West Bank) - which included Ramallah - was part of Jordan - and its residents were Jordanian citizens
• The PLO did not claim regional sovereignty "over the West Bank in the Hashemite Kingdom of Jordan" or the "Gaza Strip" on its founding in 1964 - claiming only that "Palestine with its boundaries at the time of the British Mandate is a regional indivisible unit"
• Abdullah's father King Hussein - at page 118 of his published memoirs Uneasy Lies the Head (1962) - justified  continuing Jordanian rule on both sides of the Jordan River against international condemnation:

"Palestine and Jordan were both under British Mandate, but as my grandfather pointed out in his memoirs, they were hardly separate countries. Transjordan being to the east of the River Jordan, it formed in a sense, the interior of Palestine" 

Jordan comprises 78% of the territory of former Palestine whilst Judea and Samaria (West Bank) comprises just 4%.

Abdullah's visit to Ramallah took place at the same time as the Negev Summit was putting life into the Abraham Accords - Israel's Foreign Minister working with his counterparts from Bahrain, Egypt, Morocco and the United Arab Emirates on shared challenges and interests--along with US Secretary of State Antony Blinken's encouragement and support. 

Ending the 100 years-old conflict between Arabs and Jews has become increasingly urgent with no movement in sight to create an additional Arab State west of the Jordan River after almost 30 years of failed political and diplomatic attempts and pressure from the United Nations. 

The reunification of the Arab populations living on both sides of the Jordan River - as existed between 1950 and 1967 - by re-drawing the current international border between Israel and Jordan in direct negotiations - is the kiss of life that can end the Arab-Jewish conflict.

Jordan-PLO-Egypt negotiations with Israel could be key to peace

 

The Negev Summit (Summit) taking place on 27 and 28 March - hosted by Israel’s Foreign Minister Yair Lapid– could be the catalyst for promoting the beginning of direct negotiations - without preconditions - between Israel, Jordan, the Palestine Liberation Organisation (PLO) and Egypt - on the allocation of sovereignty in Judea and Samaria (West Bank) and Gaza.

Summit attendees will include:

• US Secretary for State Antony Blinken
• Minister of Foreign Affairs of the United Arab Emirates H.H. Sheikh Abdullah bin Zayed
• Minister of Foreign Affairs of Bahrain Dr. Abdullatif bin Rashid Al Zayani, 
• Minister of Foreign Affairs of Morocco Nasser Bourita, and 
• Minister of Foreign Affairs of Egypt Sameh Shoukry.

Jordan’s Foreign Minister Ayman al-Safdi will be meeting PLO leader Mahmoud Abbas in Ramallah during the Summit. However - according to Israel’s Channel N12 - al-Safdi may join the Summit before the event is concluded. 

On March 18 Principal Deputy Spokesperson in the US State Department--Jalina Porter--had announced Blinken’s visit to the Middle East without mentioning the Summit.   

Porter articulated the Biden Administration’s views on creating a second Palestinian Arab State in former Palestine--in addition to Jordan:

... "the Biden-Harris administration believes that there should be a viable and democratic Palestinian state living in peace alongside a Jewish and democratic state. We believe that a negotiated two-state solution is the best way to resolve the Israeli-Palestinian conflict, and the administration has also made clear on numerous occasions that Israelis and Palestinians alike equally deserve to live in security, prosperity, and freedom."

Porter’s choice of the term "Israeli-Palestinian conflict" was unfortunate. 

A more appropriate term would have been the "Arab-Jewish conflict" which has been raging unresolved in former Palestine for more than 100 years - long before the terms "Israelis" and "Palestinians" were created in 1948 and 1964 respectively. 

In this long-running conflict - every word counts. 

United Nations General Assembly Resolution 181- passed in 1947 - had called for Western Palestine - today called Israel, Judea and Samaria (West Bank) and Gaza - to be partitioned into one Arab State and one Jewish State.  This area comprised 22% of the territory in the 1922 League of Nations Mandate for Palestine.  Jerusalem was to become a separate entity to be governed by a special international regime.  

The remaining 78% of former Palestine - Transjordan - today called Jordan - had already achieved its independence in 1946. This area was exclusively populated by Arabs - having been excluded from Jewish settlement in 1922 by article 25 of the Mandate for Palestine. 

The Jews accepted Resolution 181 - but it was rejected by the Arabs - resulting in the invasion of Western Palestine by the armies of six Arab States - Egypt, Syria, Transjordan, Lebanon, Saudi Arabia and Iraq. 

Transjordan conquered East Jerusalem, Judea and Samaria and unified those areas with Transjordan to form a new territorial entity - renamed Jordan in 1950 - until these areas were lost to Israel in the 1967 Six Day War.  

Egypt conquered Gaza and administered it between 1948 and 1967.  

Summit participant - Egypt’s Sameh Shoukry - held talks in Cairo three weeks ago  with Ziad Abu Amr — the Palestinian Deputy Prime Minister and PLO Executive Committee Member — and Palestinian Minister of Social Development Ahmad Majdalani. 

Shoukry then reportedly expressed the importance of continuing contact with various regional and international parties concerned in order to create the appropriate atmosphere for reviving the negotiations between the Palestinian and Israeli sides at the earliest opportunity. 

The Summit could well be creating that appropriate atmosphere which eventually sees Jordan-PLO-Egypt negotiations with Israel to finally complete the solution first contemplated in 1922 - the division of former Palestine between Arabs and Jews.
