Jordan-PLO-Egypt negotiations with Israel could be key to peace

 

The Negev Summit (Summit) taking place on 27 and 28 March - hosted by Israel’s Foreign Minister Yair Lapid– could be the catalyst for promoting the beginning of direct negotiations - without preconditions - between Israel, Jordan, the Palestine Liberation Organisation (PLO) and Egypt - on the allocation of sovereignty in Judea and Samaria (West Bank) and Gaza.

Summit attendees will include:

• US Secretary for State Antony Blinken
• Minister of Foreign Affairs of the United Arab Emirates H.H. Sheikh Abdullah bin Zayed
• Minister of Foreign Affairs of Bahrain Dr. Abdullatif bin Rashid Al Zayani, 
• Minister of Foreign Affairs of Morocco Nasser Bourita, and 
• Minister of Foreign Affairs of Egypt Sameh Shoukry.

Jordan’s Foreign Minister Ayman al-Safdi will be meeting PLO leader Mahmoud Abbas in Ramallah during the Summit. However - according to Israel’s Channel N12 - al-Safdi may join the Summit before the event is concluded. 

On March 18 Principal Deputy Spokesperson in the US State Department--Jalina Porter--had announced Blinken’s visit to the Middle East without mentioning the Summit.   

Porter articulated the Biden Administration’s views on creating a second Palestinian Arab State in former Palestine--in addition to Jordan:

... "the Biden-Harris administration believes that there should be a viable and democratic Palestinian state living in peace alongside a Jewish and democratic state. We believe that a negotiated two-state solution is the best way to resolve the Israeli-Palestinian conflict, and the administration has also made clear on numerous occasions that Israelis and Palestinians alike equally deserve to live in security, prosperity, and freedom."

Porter’s choice of the term "Israeli-Palestinian conflict" was unfortunate. 

A more appropriate term would have been the "Arab-Jewish conflict" which has been raging unresolved in former Palestine for more than 100 years - long before the terms "Israelis" and "Palestinians" were created in 1948 and 1964 respectively. 

In this long-running conflict - every word counts. 

United Nations General Assembly Resolution 181- passed in 1947 - had called for Western Palestine - today called Israel, Judea and Samaria (West Bank) and Gaza - to be partitioned into one Arab State and one Jewish State.  This area comprised 22% of the territory in the 1922 League of Nations Mandate for Palestine.  Jerusalem was to become a separate entity to be governed by a special international regime.  

The remaining 78% of former Palestine - Transjordan - today called Jordan - had already achieved its independence in 1946. This area was exclusively populated by Arabs - having been excluded from Jewish settlement in 1922 by article 25 of the Mandate for Palestine. 

The Jews accepted Resolution 181 - but it was rejected by the Arabs - resulting in the invasion of Western Palestine by the armies of six Arab States - Egypt, Syria, Transjordan, Lebanon, Saudi Arabia and Iraq. 

Transjordan conquered East Jerusalem, Judea and Samaria and unified those areas with Transjordan to form a new territorial entity - renamed Jordan in 1950 - until these areas were lost to Israel in the 1967 Six Day War.  

Egypt conquered Gaza and administered it between 1948 and 1967.  

Summit participant - Egypt’s Sameh Shoukry - held talks in Cairo three weeks ago  with Ziad Abu Amr — the Palestinian Deputy Prime Minister and PLO Executive Committee Member — and Palestinian Minister of Social Development Ahmad Majdalani. 

Shoukry then reportedly expressed the importance of continuing contact with various regional and international parties concerned in order to create the appropriate atmosphere for reviving the negotiations between the Palestinian and Israeli sides at the earliest opportunity. 

The Summit could well be creating that appropriate atmosphere which eventually sees Jordan-PLO-Egypt negotiations with Israel to finally complete the solution first contemplated in 1922 - the division of former Palestine between Arabs and Jews.

Israel swallows UN, EU and Arab propaganda on Judea and Samaria

United Nations (UN), European Union (EU) and Arab propaganda has perverted the history of the Arab-Jewish conflict. Their heinous conduct enables them to falsely claim that Jews have no legal right to live in Judea and Samaria (West Bank).  Israel’s Ministry of Foreign Affairs (MFA) has seemingly swallowed parts of their disingenuous narrative hook line and sinker. 

Achieving this triumvirate’s sinister agenda has been amazingly simple: Start with the year 1967 —instead of 1920 — when talking about resolving a conflict that has in fact been raging for more than 100 years.

Doing so has seen the UN, EU and Arab propagandists:

• Term the conflict: The “Israel-Arab conflict” or the “Israeli-Palestinian conflict” —instead of what it has always been — the “Jewish-Arab conflict”. 

• Ignore that Arabs living in Palestine in 1922 were only regarded as part of the “existing non-Jewish communities” — that “Israelis” and “Palestinians” did not then exist.

• Paper over that the San Remo Conference and Treaty of Sevres in 1920 decided that: 

(i) Arab self-determination was to occur in 99.99% of the territory captured from the Ottoman Empire in World War 1 — including those territories designated under the Mandate for Syria and Lebanon and the Mandate for Mesopotamia (now Iraq) 

(ii) Jewish self-determination was to occur in the remaining 0.01% — “Palestine” — under the Mandate for Palestine (Mandate) — unanimously adopted by all 51 member states of the League of Nations in 1922 

• Avoid any consideration or discussion that under the Mandate:

(i) The territory of Palestine encompassed what is today called Jordan (78%), Israel (17%), and the West Bank and Gaza (5%) 

(ii) Jews were prevented from reconstituting the Jewish National Home in Jordan under article 25 of the Mandate – but “close settlement by Jews” in Judea and Samaria was to be encouraged under article 6 and that the right of Jews to do so was expressly reserved under article 80 of the UN Charter notwithstanding the subsequent demise of the League of Nations in 1946.

(iii) Self-determination for the Palestinian Arabs was achieved in 78% of Palestine in 1946 when Jordan (then called Transjordan) was granted its independence by Great Britain.

• Not condemn the ethnic cleansing of every Jew living in Judea and Samaria and East Jerusalem between 1948 and 1967.  

• Use the 1950 Arab-coined name “West Bank” to replace the 3000 years old UN-recognised name “Judea and Samaria”  

• Cover up that the “Palestinians” were not identified or defined until 1964 under article 6 of the PLO Charter and that they made no claim to regional sovereignty under article 24 to “the West Bank of the Hashemite Kingdom of Jordan” or “on the Gaza Strip”. 

• Disregard that Transjordan was unified with Judea and Samaria between 1950 and 1967 to form a single Palestinian Arab state — renamed Jordan — and that all its residents were Jordanian citizens.

Falsely claiming Jews have no legal right to live in Judea and Samaria reeks of Jew-hatred.

Israel’s MFA website has given some of this revisionist rewrite of history unwarranted credibility: 

“Israel’s territory according to the agreed 1949 Armistice Demarcation Line encompassed about 78% of the Mandate area, while the other parts, namely the West Bank and the Gaza Strip, were occupied by Jordan and Egypt respectively.”

Israel’s territory only encompassed about 17% — not 78% — of the Mandate Area. The remaining 83% comprised Jordan (78%) - and Judea and Samaria (West Bank) and the Gaza Strip (5%). 

Using the stand-alone term “West Bank” expunges recognition of that territory’s Jewish identity as “Judea and Samaria” — part of the Jewish People’s ancient biblical and historic homeland. 

Words count. 

Israel’s Foreign Ministry needs to correct these monumental gaffes.

Jewish People reclaiming sovereignty in biblical heartland after 3000 years

The United Nations is disgracefully trying to prevent a miracle happening 100 years after the world first gave its historic imprimatur to an impossible dream becoming a possible reality: 

The restoration of Jewish sovereignty in 1697km² of the Jewish People’s biblical heartland in Judea and Samaria (West Bank)

The defeat of the 400 years-old Ottoman Empire in World War I revived the Jewish People’s 3000 years-old dream of regaining nationhood in their ancient homeland—which had extended across both banks of the River Jordan where the twelve tribes of Israel had finally settled 40 years after their exodus from Egypt.

The San Remo Resolution signed by Great Britain, France, Japan and Italy on April 25, 1920 promised the Jews real hope.

The Treaty of Sevres involving the international community quickly followed on August 10, 1920.

The British Empire, France, Italy and Japan (“Principal Allied Powers”) were joined by Armenia, Belgium, Greece, the Hedjaz, Poland, Portugal, Romania, The Serb-Croat Slovene State and Czechoslovakia (“Allied Powers”) in this peace treaty signed with Turkey.

Signatories for the British Empire were representatives for:

His Majesty the King of the United Kingdom of Great Britain and Ireland
The Dominion of Canada
The Commonwealth of Australia
The Dominion of New Zealand
The Union of South Africa
India

Article 95 provided that Palestine — within such boundaries as might be determined by the Principal Allied Powers — be administered by a Mandatory to be selected by them. The Mandatory was to be responsible for putting into effect the Balfour Declaration made on November 2, 1917 by the British Government — and adopted by the Allied Powers — in favour of the establishment in Palestine of a national home for the Jewish people — it being clearly understood that nothing would be done which might prejudice the civil and religious rights of existing non-Jewish communities in Palestine — or the rights and political status enjoyed by Jews in any other country.

The League of Nations 51 member states unanimously appointed Britain as Mandatory and approved the terms of the Mandate for Palestine on July 24, 1922.

Intervening political events in Syria between 1920 and 1922 involving France and Britain saw the Mandate’s provisions deny the Jewish People the right to reconstitute the Jewish National Home on the East Bank of the Jordan River where two and a half of the twelve tribes had settled after reaching the Promised Land.

Judea and Samaria was reserved however for the Jews under the Mandate — that right being preserved under article 80 of the 1945 United Nations Charter notwithstanding the demise of the League of Nations in 1946.

After Britain handed its Mandate back to the United Nations in 1948 — every Jew living in Judea and Samaria was driven out by the invading army of Transjordan which itself comprised 77% of the Mandate territory and had achieved independence in 1946.

Judea and Samaria was unified with Transjordan to become “The West Bank in the Hashemite Kingdom of Jordan” from 1950 to 1967 — recognized only by Great Britain, Iraq and Pakistan. Jordanian citizenship was extended to all its Arab citizens from 1954 to 1988.

Jordan’s loss of Judea and Samaria to Israel in the 1967 Six Day War saw some 450,000 Jews returning to reclaim their patrimony over the next 53 years — but the international community’s seal of approval soon changed to outright condemnation. President Trump’s 2020 Peace Plan has confirmed those vested legal rights acquired 1920-1922 by the Jewish People in Judea and Samaria.

An amazing miracle is about to occur on July 1st without any parallel in world history.

Trump consigning Russia-PLO collusion to dustbin of history

President Trump’s inexorable march towards releasing his “deal of the century” has seen his decisions on Jerusalem, the Golan Heights and the PLO undermining 55 years of Russia-PLO collusion aimed at eliminating the State of Israel and establishing Russian supremacy in the Middle East.

Russia-PLO collusion has caused the deaths of millions of Jews and Arabs, leaving millions more with permanent and debilitating injuries deeply impacting their lives and the lives of their families.

Front-line states seeking Israel’s elimination - Lebanon, Egypt, Syria Jordan, Libya and Iraq - have seen their societies and public assets adversely affected by war and civil insurrection.

Claire Berlinski has detailed how Russia-PLO collusion began:

“Following the defeat of the Egyptians in the Six Day War, the Soviets came to a second realization: A conventional military confrontation with Israel, and by extension the West, carried too great a risk of escalating into nuclear war. A change of tactics was required. Gen. Alexander Sakharovsky, then head of the KGB’s intelligence arm, explained this to his East European colleagues: “[T]errorism should become our main weapon.” Sakharovsky boasted that airplane hijackings were his own invention; he decorated his office with a world map, covered in flags, each marking a successful hijacking. Though the PLO managed to unite various terrorist organizations, “the supreme headquarters of the whole network was, of course, the Kremlin,” Stroilov writes, and “the evidence accumulated at this point leaves no doubt that the whole system was invented by Moscow as a weapon against the West, and the PLO was a jewel in their crown.”

The PLO – born in 1964 – expressly disavowed any separate claims to sovereignty in Judea, Samaria, East Jerusalem and Gaza. In 1968 the PLO reversed its position – claiming statehood in these very same areas that had been unified with TransJordan in 1950 and renamed Jordan - remaining part of Jordan until their loss to Israel in the 1967 Six Day War.

Jordan and Israel were identified by the PLO in 1964 as one indivisible territorial unit to be liberated by the PLO. The PLO unsuccessfully tried to takeover Jordan in September 1970.

Terrorist attacks by the PLO against Israel included:

1. November 1969 - armed attack on the El Al office in Athens, leaving 1 dead and 14 wounded;

2. May 1972 - Ben Gurion Airport attack, leaving 22 dead and 76 wounded;

3. December 1974 - Tel Aviv movie theatre bomb, leaving 2 dead and 66 wounded;

4. March 1975 - Tel Aviv hotel attack leaving 25 dead and 6 wounded;

5. May 1975 - Jerusalem bomb, leaving 1 dead and 3 wounded;

6. July 1975 - bomb in Zion Square, Jerusalem, leaving 15 dead and 62 wounded;

Berlinski explains:

“The code-name for this operation against Israel, according to Gen. Ion Mihai Pacepa, the highest-ranking defector from the Soviet Bloc, was “SIG” — Sionistskiye Gosudarstva, or “Zionist Governments.” In a National Review article, Pacepa recalls a conversation he had with KGB chairman Yuri Andropov, who envisioned fomenting “a Nazi-style hatred for the Jews throughout the Islamic world. … We had only to keep repeating our themes — that the United States and Israel were ‘fascist, imperial-Zionist countries’ bankrolled by rich Jews.”

The Jew-hating PLO has forced itself undemocratically on the Palestinian Arabs for five decades except for one vote in 2006 – which the PLO refused to accept.

International support and recognition afforded the PLO by the United Nations and UNESCO has exacerbated the 100 years old Jewish-Arab conflict – not help resolve it.

President Trump will be doing the cause of world peace a great service if his peace proposals finally consign this demonic Russia-PLO cabal to the dustbin of history.

Trump triumphs as Oman and Brazil step up and PLO bows out

Oman has broken ranks with the Palestine Liberation Organisation (PLO) by endorsing President Trump’s efforts to resolve the Arab-Jewish conflict.

The PLO has made it crystal-clear on many occasions that it wanted nothing to do with Trump’s upcoming proposals. The PLO Central Council also threatened on 30 October to suspend its recognition of the State of Israel and halt security coordination with Israel.

Addressing the 14th Middle East Security Summit in Manama, Bahrein, Yousef Bin Alawi – Oman’s Minister Responsible for Foreign Affairs declared:

“I would like to tell you very clearly that we call, we request and we affirm and confirm that the main role is mainly relying on the role of the US and what the US president will be doing regarding the deal of the century, because we want this effort to be very successful and to lead to getting rid of all the problems that we have faced recently or during the last 40/50 years.”

Oman had in the previous week hosted separate visits within days of each other by PLO Chairman Mahmoud Abbas and Israeli Prime Minister Benjamin Netanyahu.

Alawi still continued to utter the following Arab mantra to the Summit – which would not have impressed Trump:

“We consider that the Palestinian issue is the core of all the problems that we have seen during the second half of the last century and the 18 years of the 21st Century. We have to see how we can solve this problem and find a future for a new generation of young persons in this area who can really live with the other generations of this world into the future.”

Conflicts in Syria, Egypt, Yemen, Libya, Iraq, Iran, Afghanistan and Kuwait and the rampage by Islamic State – all having nothing to do with the Palestinian issue - strangely seem to have escaped Alawi’s purview.

The Palestinian issue had not even been referred to once in an earlier keynote address to the Summit by US Secretary for Defense – James Mattis.

Alawi returned to reality when answering a question posed to him:

“How can we involve Israel and prompt it to contribute to the affairs of the region? I am going to say something that I say for the first time. Israel is a state that is present in this region. We all understand this, we know this; the world is also aware of this fact. But despite that, Israel is not being treated by the other countries as it is treating the other countries. Maybe it is time for Israel to be treated the same and it should also bear the same obligations as other countries. Why? Those are really facts. History says that the Torah saw the light in the Middle East, that the prophets of Israel were born in the Middle East, and that the Jews also used to live in this area of the world.”

Building on this reality is key to ending the Jewish-Arab conflict.

Meanwhile Brazil’s President-Elect - Jair Bolsonaro - announced Brazil was moving its Embassy from Tel Aviv to Jerusalem – tweeting:

“Israel is a sovereign state and we shall duly respect that”

Balsonaro – echoing the Trump administration’s stance - also announced he will close the Palestinian embassy in Brasilia stating:

“Is Palestine a country? Palestine is not a country, so there should be no embassy here.”

The 22-member Arab League includes Oman, the “State of Palestine” and Brazil as an observer state - whilst the 134 members of the G77 include all three. Some soul-searching by fellow-members is urgently required.

Trump’s focus on reality – not fantasy – is bearing fruit.

PLO dumps Trump easing way for Jordan-Israel negotiations

President Trump’s soon-to-released proposal on resolving the Jewish-Arab conflict will be more readily achievable following the Palestine Liberation Organization (PLO) confirming it will not participate in implementing Trump’s peace plans.

Secretary General of the PLO Executive Committee Saeb Erekat led the charge:

“No one will deceive us and we will not fall into the illusion that the United States can have any balanced ideas that could lead to the achievement of a real and just peace. Washington has become part of the problem and not the solution”

PLO Chairman Mahmoud Abbas backed-up Erekat a few days later — censuring Trump’s recognition of Jerusalem as Israel’s capital and stating Palestinians believe the US can no longer be the sole mediator in the decades-long conflict with Israel due to America’s pro-Tel Aviv bias.

Abbas declared Trump’s plan would be:

“an end to the peace process in the Middle East.”

Erekat and Abbas’s acts of political hara-kiri coincided with Trump’s newly-appointed Secretary of State - Mike Pompeo - visiting Jordan

Jordanian Foreign Minister — Ayman Safadi — welcomed Pompeo with the decades-old Arab mantra:

”[The Palestinian -Israeli conflict] is, we believe, the main cause of instability in the region, and its resolution is the key to achieving the lasting and comprehensive peace that we want. The two-state solution remains the only path to that peace, as we believe in Jordan, and it is the solution that would allow for the emergence of an independent, sovereign Palestine state with East Jerusalem as its capital in the lines of June 4, 1967.

Yes, that the two-state solution is being challenged. Yes, there are many obstacles. But I think what is — what is the alternative? We cannot give up in our efforts to achieve peace, nor can we say that there is any viable alternative that we can sustain.”

Pompeo begged to disagree:

” We’re certainly open to a two-party solution. That’s a likely outcome.”

Another likely outcome will doubtless be revealed in Trump’s proposal.

Pompeo deferred answering whether the Israeli-Palestinian conflict was the most serious threat to stability in the region. He would have been derided had he agreed —given the conflicts in Syria, Iraq, Yemen, Lebanon and Libya.

On Trump’s "ultimate deal" — Pompeo asserted:

“We understand that ultimately this deal will be agreed to between the Israelis and the Palestinians, but certainly it’s the case that as America continues to be involved in facilitating such an arrangement, we’re doing so in close alignment with Jordan and the Jordanian people so that we’re working together ...”

Any PLO refusal to agree to the deal will receive the Trump treatment meted out to Trump-defiers - reduced funding and diplomatic downgrading. Jordan - working in close alignment with Trump - will reap substantial dividends.

Pompeo referred to the five-year Memorandum of Understanding signed by the United States and Jordan in February committing the US to provide over $6.3 billion in bilateral foreign assistance to Jordan over the next five years — a powerful incentive for Jordan to help Trump bring his proposals to fruition.

Pompeo — significantly — provided two additional substantial sweeteners:

“We’ll continue to work with Jordan to help the Kingdom defend its borders, always.”

Pompeo was signaling that any PLO attempt to overthrow 95 years of unbroken Hashemite rule in Jordan — unsuccessfully attempted by the PLO in September 1970 — would be rebuffed by American military force.

Protecting the Hashemite regime and Jordan’s borders — coupled with massive injections of American financial aid — could see Jordan replacing the PLO as Israel’s Arab partner in implementing Trump’s peace proposals.

Trump — the master deal-maker - may have just pulled another rabbit out of his magic hat.

Arab Summit helps Trump break Jordan-PLO-Israel impasse

The 29th Arab Summit - concluded in Dhahran on 15 April - has presented President Trump with a wonderful opportunity to circumvent the Palestine Liberation Organisation’s (PLO) refusal to consider Trump’s eagerly-awaited proposals to end the Arab-Jewish conflict.

Conflicts in Syria, Iraq, Yemen, Libya, Bahrain and Sudan received scant attention - the Summit’s final communique declaring::

“We reaffirm that the Palestine Cause is the entire Arab nation’s main priority, stressing the Arab identity of occupied East Al-Quds as the capital of the State of Palestine.”

Using the term “Palestine Cause” rather than “Palestinian cause” indicates the Arab world now intends focusing on recovering territory lost in the 1967 Six Day War without necessarily creating another Palestinian Arab state – in addition to Jordan - in former Palestine.

The communique further reinforced this interpretation when adding:

“The conflict could be ended through a two-state solution that guarantees the establishment of an independent Palestinian state on the borders of 4 July 1967 with East Al-Quds as its capital.”

Using the words “could be ended” rather than “can only be ended” is highly significant in the context of this long-running conflict where every word uttered is invariably scrutinised and analysed in great detail.

The Summit’s declared “two-state solution” - pressed for the last 25 years by the PLO and the Arab League and endorsed by the United Nations and the European Union as the only solution to end the Arab-Jewish conflict – is now being seen by the Arab world as just one possible solution.

The Dhahran Communique downgraded the PLO’s sole-spokesman status:

“We consider the Jordanian authorities as the only body in charge of the administration, maintenance and access to Al-Aqsa Mosque”.

This unequivocal Arab endorsement of Jordan challenges the PLO having any future control or influence in the most sensitive area of crucial concern to the Islamic world in Jerusalem - the Moslem holy sites.

Jordan has maintained its presence in Jerusalem as Islamic Holy Shrines Custodian for the last 24 years as a result of the 1994 Peace Agreement between Jordan and Israel – article 9 declaring:

"1.​ Each Party will provide freedom of access to places of religious and historical significance"
2.​ In this regard, in accordance with the Washington Declaration, Israel respects the present special role of the Hashemite Kingdom of Jordan in Muslim Holy shrines in Jerusalem. When negotiations on the permanent status will take place, Israel will give high priority to the Jordanian historic role in these shrines.
3.​ The Parties will act together to promote interfaith relations among the three monotheistic religions, with the aim of working towards religious understanding, moral commitment, freedom of religious worship, and tolerance and peace.”

The Washington Declaration - signed by His Majesty King Hussein and Israeli Prime Minister Yitzhak Rabin at the White House on July 25, 1994 in the presence of President Clinton - formally ended the 46-year state of war between Jordan and Israel.

The Washington Declaration is testament to America’s role as the only power possessing the prestige and clout to change Arab and Jewish perceptions on resolving their long-running conflict.

Jordan’s special role in Jerusalem recognised by the Summit closely follows PLO Chairman Mahmoud Abbas’s recent assertion that Jordanians and Palestinians are indeed one people.

Resolving the “Palestine Cause” remains more easily achievable in negotiations between Israel and Jordan within the framework of their existing peace treaty - rather than resuming fruitless negotiations pursued over the last 25 years between Israel and the PLO.

Ending the 100 years old “Palestine Curse” which has so terribly afflicted both Jews and Arabs could well be within Trump’s grasp thanks to the Dhahran Summit.

Mainstream American media’s obsession with groping allegations against Donald Trump going back twenty years or more has papered over public discussion of major policy differences between Trump and Hillary Clinton on defeating Islamic State and ending the horrific sexual violence perpetrated on women and children in Syria and Iraq for the last two years.

In a stark report to the UN Security Council on 30 September — UN Secretary General Ban ki-Moon warned:

“ISIL [Islamic State] continues to systematically use sexual violence against Yazidi women and girls in Iraq and the Syrian Arab Republic, as well as against other minorities caught up in the conflict. Even though some women have managed to escape their captors, around 3,800 abducted Yazidis were still missing at the time of writing. This is a matter of grave concern. Those who have escaped have described the appalling conditions under which they were bought, sold, traded and abused. Both girls and boys are advertised online and traded for weapons, suicide vests, cars and a range of other commodities. Thus far, no formal mechanisms have been established to secure the release of those held captive by ISIL. Those who have managed to escape have done so with the help of their families and smugglers or by taking advantage of other opportunities. Some have resorted to suicide as their only escape. The children of women who commit suicide, or who attempt to escape, are beaten or killed as punishment”

You have to search high and low to find any American media discussion of these highly disturbing revelations.

America and Russia have become embroiled in these conflicts raging in Syria and Iraq and both bear a major role in ending this ongoing dehumanisation of women and children. Yet American media has not critically examined Trump or Clinton’s views on what each would do under their Presidency to defeat Islamic State and end such reprehensible sexual violence.

Co-operation with Russia to achieve these objectives — as espoused by Trump — has been rejected by Clinton - who promises to follow President Obama’s resolute refusal to co-operate with Russia in defeating Islamic State in Syria since November 2015.

Clinton made her policy crystal clear in the second Presidential debate:

“It’s also important I intend to defeat ISIS, to do so in a coalition with majority Muslim nations.”

Who these Muslim nations are and how Clinton intends to defeat Islamic State in Syria without Russian co-operation remains unexplained. It is a pipedream the American media should be grilling her on every day until they get an answer.

Trump however indicated in the same Presidential debate that he would welcome co-operation rather than confrontation with Russia:

“I don’t know Putin. I think it would be great if we got along with Russia because we could fight ISIS together, as an example.”

Trump and Putin acting in concert or going hand in hand to the Security Council jointly sponsoring a commonly agreed plan of action to eradicate Islamic State represent two possible ways forward.

Meanwhile new allegations of decades-old sexual transgressions by Trump surface in the American media accompanied by sanctimonious expressions of indignation to justify his unfitness to be America’s next President.

Makes for salacious reading — but keeps voters in the dark on whether Trump or Clinton is the best candidate to:

1. See Islamic State defeated

2. End the ongoing sexual violence in Syria and Iraq

3. Extricate America from Obama’s disastrous forays in the Middle East that continue to cause American military casualties and bankrupt America both morally and financially.

Trump may not be perfect but America’s media should hang its head in shame.

United Nations loses the plot in ignoring Israel-Jordan reality

29th November 2017 marks the 70th anniversary of United Nations General Assembly Resolution 181 (II) (Resolution) calling for the creation in Western Palestine of independent Arab and Jewish States and a Special International Regime for the City of Jerusalem (Partition Plan).

The Resolution did not mention:

1. the “West Bank” (a term dreamed-up in 1950) — using instead the terms “Judea” and “Samaria” - their correct geographical place names for the previous 3000 years

2. a “Palestinian State” - only an “Arab State”

3. one Arab State had already been created in Eastern Palestine on 25 May 1946 named the Hashemite Kingdom of Transjordan covering 78% of the territory comprised in the 1922 League of Nations Mandate for Palestine (Mandate).

The Partition Plan was accepted by the Jews but vehemently rejected by the Arabs.

H. R. H. Amir FAISAL AL SAUD (Saudi Arabia) fulminated:

"We have felt, like many others, the pressure exerted on various representatives of this Organization by some of the big Powers in order that the vote should be in favour of partition. For these reasons, the Government of Saudi Arabia registers, on this historic occasion, the fact that it does not consider itself bound by the resolution adopted today by the General Assembly. Furthermore, it reserves to itself the full right to act freely in whatever way it deems fit, in accordance with the principles of right and justice"

Mr. JAMALI (Iraq) protested:

"In the name of my Government, I wish to state that it feels that this decision is antidemocratic, illegal, impractical and contrary to the Charter. It contradicts the spirit and letter of the Charter. Therefore, in the name of my Government, I wish to put on record that Iraq does not recognize the validity of this decision, will reserve freedom of action towards its implementation, and holds those who were influential in passing it against the free conscience of mankind responsible for the consequences"

Amir ARSLAN (Syria) joined the chorus:

"Gentlemen, the Charter is dead. But it did not die a natural death; it was murdered, and you all know who is guilty.

My country will never recognize such a decision. It will never agree to be responsible for it. Let the consequences be on the heads of others, not on ours"

H. R. H. Prince Seif El ISLAM ABDULLAH (Yemen) was just as condemnatory:

"The Yemen delegation has stated previously that the partition plan is contrary to justice and to the Charter of the United Nations. Therefore, the Government of Yemen does not consider itself bound by such a decision for it is contrary to the letter and spirit of the Charter. The Government of Yemen will reserve its freedom of action to-wards the implementation of this decision."

This implacable Arab rejectionism was the catalyst for the 1948 invasion of Western Palestine by six Arab armies and the perpetuation of the Arab-Jewish conflict for the next 70 years.

2017 sees:
1. Iraq, Syria and Yemen as failed states - with Saudi Arabia in danger of joining them.

2. The General Assembly sinking in quicksand of its own making after creating “The Committee on the Exercise of the Inalienable Rights of the Palestinian People” in 1975 and adopting countless resolutions using emotive and artificially-contrived terms such as:

“West Bank”
“Occupied Palestinian Territory”
“historic Palestine”
“Palestinian People”
“Palestinians”
“Palestinian State”
“two-state solution”

The United Nations continues to lose the plot whilst it:

1. Uses such deceptive and misleading language

2. Fails to recognise that Jordan and Israel are the two successor states currently exercising sovereignty in 95% of former Palestine.

The United Nations must resurrect 1947 reality and abandon 2017 fiction.

Trump should move Pollard to Jerusalem

President Trump’s delay in moving the US Embassy from Tel Aviv to Jerusalem presents the President with a wonderful opportunity to commute Jonathan Pollard’s sentence - freeing Pollard to move from New York to Jerusalem.

Trump made his unequivocal Embassy pledge on 22 March 2016:

“We will move the American embassy to the eternal capital of the Jewish people, Jerusalem.”

A White House statement on 1 June put this brave face on Trump ‘s decision delaying the Embassy move:

“While President Donald J. Trump signed the waiver under the Jerusalem Embassy Act and delayed moving the U.S. Embassy in Israel from Tel Aviv to Jerusalem, no one should consider this step to be in any way a retreat from the President’s strong support for Israel and for the United States-Israel alliance. President Trump made this decision to maximize the chances of successfully negotiating a deal between Israel and the Palestinians, fulfilling his solemn obligation to defend America’s national security interests. But, as he has repeatedly stated his intention to move the embassy, the question is not if that move happens, but only when.”

Negotiations between Israel and the Palestinian Arabs have so far extended over a period of 23 years without any real success - so one can only wonder when the Embassy move is likely to occur.

Israeli Prime Minister Netanyahu’s response was quite philosophical:

“Though Israel is disappointed that the embassy will not move at this time, we appreciate today’s expression of President Trump’s friendship to Israel and his commitment to moving the embassy in the future,”

Trump’s friendship would be confirmed were he to commute Pollard’s life sentence and harsh parole conditions to enable Pollard’s move to Jerusalem,

Pollard - an intelligence analyst with the US Government - received his life sentence for passing classified information to an American ally - Israel. No other American has received such a crushing sentence.

Pollard - released in 2015 after serving 30 years penal servitude - was placed on harsh parole conditions requiring him to wear an electronic tracking device, obey a curfew and allow his computers to be monitored. He must remain in the United States until November 2020.

Pollard’s appeal to relax his parole conditions was recently rejected.

Pollard’s treatment can be contrasted to that meted out to Bradley (now known as Chelsea) Manning - who leaked more than 700,000 documents to WikiLeaks in 2010 whilst serving as an intelligence analyst in Iraq.

Manning was sentenced to 35 years in prison.

President Obama commuted Manning’s sentence in January - three days before vacating the White House - from 35 years to just over 7 years, the majority of which Manning had already served. Trump said Manning should never have been released from prison.

Manning was freed from federal custody on May 17th.

Israeli Prime Ministers from Yitzchak Rabin to Netanyahu had unsuccessfully lobbied successive Republican and Democratic Presidents for Pollard’s release and permission to resettle in Israel.

Pollard is recently reported to have remarked:

“As much as Trump needs to be held to his promise to move the embassy, it is just as important that the prime minister keep his promise to bring an agent home”

President Obama’s precedent in freeing Manning whilst resisting similar overtures for Pollard’s release was reprehensible.

Commuting Pollard’s sentence at this particular moment in Trump’s presidency will help cement the blossoming post-Obama relationship between the United States and one of its staunchest allies - Israel.

Pollard’s move to Jerusalem as it celebrates the 50th anniversary of its liberation from 19 years of illegal occupation by Jordan would alleviate the disappointment of the Embassy not moving there.

That is what Trump-style dealmaking is all about.

United Nations web of deceit snares International Court of Justice

The United Nations publication “The Origins and Evolution of the Palestine Problem 1917-1988” (“Study”) has falsely misrepresented that the Mandate for Palestine was a class A Mandate — deceiving the International Court of Justice and many other reputable sources.

The Study has been published by the Division for Palestinian Rights of the United Nations Secretariat for, and under the guidance of, the Committee on the Exercise of the Inalienable Rights of the Palestinian People.

The Study falsely asserts without substantiation:

“All the mandates over Arab countries, including Palestine, were treated as class ‘A’ Mandates, applicable to territories whose independence had been provisionally recognized in the Covenant of the League of Nations”.

The Study then erroneously concludes:

“Only in the case of Palestine did the Mandate, with its inherent contradictions, lead not to the independence provisionally recognized in the Covenant, but towards conflict that was to continue six decades later.”

However the 1937 Peel Commission Report comprehensively debunks the Study’s concocted claims:

“The Mandate [for Palestine] is of a different type from the Mandate for Syria and the Lebanon and the draft Mandate for Iraq. These latter, which were called for convenience “A” Mandates, accorded with the fourth paragraph of Article 22. Thus the Syrian Mandate provided that the government should be based on an organic law which should take into account the rights, interests and wishes of all the inhabitants, and that measures should be enacted ‘to facilitate the progressive development of Syria and the Lebanon as independent States.’ The corresponding sentences of the draft Mandate for Iraq were the same. In compliance with them National Legislatures were established in due course on an elective basis. Article 1 of the Palestine Mandate, on the other hand, vests ‘full powers of legislation and of administration,’ within the limits of the Mandate, in the Mandatory.”

The Study for reasons unknown completely ignores this detailed Peel Commission rebuttal.

The Study’s unchallenged statements - seemingly authentic bearing United Nations imprimatur — appear on many websites including:

1. The Rights Forum — which claims to strive for a rights-based policy of the Netherlands and the European Union with regard to the Israeli-Palestinian conflict. On 10 December 2009, the International Day of Human Rights, The Rights Forum was launched by its Chairman former Dutch Prime Minister Andreas van Agt - assisted by an Advisory Council of former Ministers and Professors in International Law.

2. The Global Education Project — which states it adheres to rigorous standards and strives for an impartial and comprehensive presentation of the most relevant information necessary for both accurate and adequate education.

3. ProCon.org — which asserts it is America’s leading source for non-partisan information and civic education - serving more than 25 million people each year including teachers and students in more than 9000 schools in all 50 states and 90 foreign countries. It claims that 34 US state governments,17 US state Departments of Education, 23 foreign governments and 22 US federal agencies have cited ProCon.org materials.

4. A large number of anti-Israel sites and books have also embraced these Study’s false claims.

However the biggest fish snared in the Study’s web of deceit is the United Nations own primary judicial branch — the International Court of Justice — which In paragraph 70 of its Advisory Opinion of July 9, 2004 stated:

“Palestine was part of the Ottoman Empire. At the end of the First World War, a class ‘A’ Mandate for Palestine was entrusted to Great Britain by the League of Nations, pursuant to paragraph 4 of Article 22 of the Covenant. ...”

The Study’s fabricated narrative has certainly reaped — and continues to reap - huge dishonest dividends.

Trump and Putin must co-operate to defeat Islamic State

President Trump made his intention to destroy Islamic State crystal clear in his stirring address to the Congress on 28 February:

“As promised, I directed the Department of Defense to develop a plan to demolish and destroy ISIS — a network of lawless savages that have slaughtered Muslims and Christians, and men, women, and children of all faiths and beliefs. We will work with our allies, including our friends and allies in the Muslim world, to extinguish this vile enemy from our planet.”

The Department of Defense plan had already been delivered to members of the National Security Council’s Principals Committee - and Secretary of Defense Jim Mattis was due to brief the committee on 27 February.

Whether this plan recommends co-operation with Russia still remains under wraps.

Certainly President Obama’s decision in September 2014 to degrade and destroy Islamic State by forming a broad international coalition of 68 States without:

1. Including Russia and
2. first securing a Security Council resolution endorsing such action

has proved both catastrophic and very expensive.

The State Department trumpeted that the breadth and diversity of America’s coalition partners demonstrated the global and unified nature of Obama’s endeavour.

Yet Islamic State today remains undefeated in Syria and Iraq.

Support for — and pledges of allegiance to — Islamic State by over 30 radical Islamic terrorist groups world-wide are creating horrific humanitarian problems — some far removed from the Middle East.

Defeating Islamic State in Iraq and Syria will see these “lawless savages” joining such disparate groups in their drive to establish the restoration of the Caliphate and the implementation of Sharia law world-wide.

Members of the US-led Coalition have not been contributing their fair share towards dealing with Islamic State — leaving the burden to fall squarely on America.

Australian Prime Minister — Malcolm Turnbull — declared last week that Australia was in fact the second largest international contributor to the US led coalition after the United States — shaming NATO countries like Germany, France and the United Kingdom and Middle East members Saudi Arabia, Qatar and United Arab Emirates.

The remaining 125 UN member States have escaped sharing the cost and responsibility of confronting and defeating Islamic State.

Trump’s reprimand of NATO would indicate he considers the Obama-led coalition has been a very bad deal for America.

Trump can rectify this situation by jointly co-sponsoring with Putin a United Nations Security Council resolution authorising the use of force against Islamic State under Chapter V11 of the UN Charter.

Russia and America have previously expressed their willingness to involve the Security Council.

Russian Foreign Minister Sergei Lavrov made this clear on 18 November 2015:

“The Security Council needs to give preferential attention to the task of creating a solid legal foundation for the fight against this evil [Islamic State] and for the mobilization of an actual global coalition in response to this common uncompromising challenge for us all.”

President Obama preached a similar mantra in St Petersburg on 6 September 2013:

“And I respect those who are concerned about setting precedents of action outside of a U.N. Security Council resolution. I would greatly prefer working through multilateral channels and through the United Nations to get this done.”

Mentioning any relationship with Russia is a very sensitive issue in American politics today.

However Trump may well have had Russia in mind when he told Congress:

“America is willing to find new friends, and to forge new partnerships, where shared interests align. We want harmony and stability, not war and conflict.”

Defeating Islamic State is a shared interest of Trump and Putin.

Co-operation in the United Nations Security Council will materially advance that objective.

Palestine - Pope Forfeits Spiritual And Moral Authority

Pope Francis has suffered a serious blow to his spiritual and moral authority following the Vatican’s recognition of the “State of Palestine” in a new treaty announced on 13 May.

The Vatican’s latest slippery slide into political and legal chaos represents a clear breach of clause 11(2) of the 1993 Fundamental Agreement Between The Holy See And The State Of Israel which provides:

“The Holy See, while maintaining in every case the right to exercise its moral and spiritual teaching-office, deems it opportune to recall that owing to its own character, it is solemnly committed to remaining a stranger to all merely temporal conflicts, which principle applies specifically to disputed territories and unsettled borders.”

Vatican officials openly admitted that this new treaty did not constitute the Holy See’s first breach of the Fundamental Agreement - Vatican spokesman Father Federico Lombardi pointing out:

“We have recognized the State of Palestine ever since it was given recognition by the United Nations and it is already listed as the State of Palestine in our official yearbook,”

This latest challenge to the Pope’s spiritual and moral authority - first transgressed by his predecessor Pope Benedict - arises from the fact that the United Nations recognition of the State of Palestine on 29 November 2012 affirmed:

..."the right of the Palestinian people to self-determination and to independence in their State of Palestine on the Palestinian territory occupied since 1967…"

600,000 Jews presently live in this designated territory.

PLO Chairman - Mahmoud Abbas - warmly welcomed by Pope Francis this week as a potential “angel of peace” - has insisted upon their total displacement and removal as a condition of any peace agreement.

Abbas made his racist views very clear in Cairo on 28 July 2010 when he told Wafa - the official Palestinian news agency:

“I’m willing to agree to a third party that would supervise the agreement, such as Nato forces, but I would not agree to having Jews among the Nato forces, or that there will live among us even a single Israeli on Palestinian land.”

Abbas - Israel’s putative “partner for peace ” - leads an Organisation that claims the entire territory of former Palestine as another exclusive Arab fiefdom - denying the Jews any political rights in their biblical, ancestral and internationally sanctioned homeland.

Abbas’s continuing refusal to recognise Israel as the nation State of the Jewish people has been a major roadblock to the successful conclusion of negotiations between Israel and the PLO.

Pope Francis - like his predecessor Pope Benedict - is apparently prepared to ignore that Abbas and the PLO remain sworn enemies of the Jewish people - pursuing the total elimination of the Jewish State by armed struggle as documented in the 1968 PLO Charter.

The Pope has strayed from the eternal message of the Psalms - the key to the spirituality of the Old Testament and an essential and permanent part of Christian prayer.

Psalm 28 in the New Jerusalem Bible declares:

"Do not drag me away with the wicked, with evil-doers, who talk to their partners of peace with treachery in their hearts.

Repay them as their deeds deserve, as befits their treacherous actions; as befits their handiwork repay them, let their deserts fall back on themselves.

They do not comprehend the deeds of Yahweh, the work of his hands. May he pull them down and not rebuild them!"

Pope Francis - like Pope Benedict - has joined the evil-doers to the chagrin of the Jewish people.

Pope Benedict’s dessert - the birth of Islamic State in 2014 - has seen the willful killing, forced conversion and wholesale destruction of ancient Christian communities in Iraq and Syria.

Pope Francis’s dessert remains unrevealed.

Trump and Putin need Security Council Resolution to defeat Islamic State

The United States and Russia seem set to jointly confront their common enemy - Islamic State - once President-elect Donald Trump is sworn into office on 20 January 2017.

This possibility emerged after a telephone call between Trump and Vladimir Putin following Trump’s stunning presidential victory on 8 November.

President Obama’s failure to co-operate with Putin for the last two years in seeking to degrade and destroy Islamic State has resulted in hundreds of thousands of needless civilian deaths and injuries and the internal and external displacement of millions of Syrians and Iraqis.

Islamic State has been confronted in Mosul - Iraq’s second largest city - for the last three months without Security Council authority by a US-led coalition airborne force supporting 100000 Iraqi and Kurdish infantry against an estimated 7000 Islamic State fighters. Some territorial gains have been made but little progress in ending the 30 month rampage by Islamic State and the spawning of many offshoots in at least 25 other countries.

Identified as a threat to world peace and security in a number of Security Council resolutions - the UN’s resolve to defeat the Islamic State has stopped short of authorising military action.

An eye witness account published on 7 December in the Wall Street Journal says it all:

“Yet ISIS hangs on. Is it because it concentrated its most seasoned personnel in Mosul proper? Is it because the remaining fighters have their backs to the wall and battle here with furious desperation? Or is it that the coalition — with the cold weather setting in, with the rain and low, cloudy skies interfering with airstrikes — is getting weary?

Whatever the explanation, I return home with a deep sense of unease. Between Al-Zohur and Al-Qadisiyyah, a handful of fanatics manages to hold off an Iraqi counterterrorism unit. A little to the west, in Mishraq, a single sniper holed up alone in a mosque stalls the coalition’s advance. One senses that the battle for Mosul, which began with a flourish, could bog down.

Is it possible that we might become resigned to the idea of a strange war in which 4,000 cornered fighters stop an ultra-powerful coalition? For the children of Mosul, held hostage and on the verge of famine, that possibility would be catastrophic. And, in the capitals of the West where populations already live in fear of the next terrorist attack, it would be an admission of weakness that could only embolden aspiring jihadists whose hearts beat to the rhythm of the supposedly great feats of their big brothers in the “caliphate” of Iraq and Syria.

The fire must be stamped out. And very soon. To bring this about, one looks to Barack Obama, who might prove willing to quicken the pace so as to end his second term with a victory for civilization over the pseudo-state that presently threatens every real state in the world.”

The chances of President Obama rising to the occasion seem very remote.

Regrettably the conflict is set to escalate unless Trump and Putin can agree on joint action to defeat the Islamic State.

Their first step should involve obtaining a Security Council Resolution under Articles 42 and 43 of the UN Charter authorising the use of military force and obliging all member States to contribute such forces and resources as are necessary to defeat the Islamic State in Syria and Iraq.

A Security Council Resolution is vital - if the mistakes of America’s 2003 invasion of Iraq are not to be repeated.

Whilst Russia and America continue to fiddle - Syria and Iraq bleed and burn.

It is time to start getting serious.

Obama's Islamic State Policy Uncorks Shiite Genie In Iraq

President Obama’s decision 14 days ago to approve Iraqi and Peshmerga forces undertaking the liberation of Mosul has well and truly blown up in his face with the news that the Iran funded Shiite Popular Mobilization Units (PMU) have now joined in the attack.

Secretary of Defense Ash Carter certainly did not anticipate this development when announcing Obama’s decision:

“The United States and the rest of the international coalition stand ready to support Iraqi Security Forces, Peshmerga fighters and the people of Iraq in the difficult fight ahead.”

Neither did Operation Inherent Resolve Commander Lt. Gen. Stephen Townsend who stated:

“But to be clear, the thousands of ground combat forces who will liberate Mosul are all Iraqis,”

The involvement of 15,000 Shiite PMU militiamen — designated by the Iraqi Government as “an independent military formation” - could aggravate already existing sectarian divisions in Iraq.

This could eventually lead to a Shiite land grab of territory liberated by the PMU.

The retention of land conquered by the Peshmerga forces is also a realistic possibility.

Iraq as a distinct and separate territorial unit could be in real danger of being carved up.

Obama’s inability to remove Assad from power in Syria during the last five years has been a spectacular Presidential policy failure.

Obama must be reeling after further reading on that:

“Ahmed al-Assadi, a spokesman for the Iraq-sanctioned paramilitary known as Popular Mobilization Units (PMU), said on Saturday that they will fight alongside Syrian President Bashar Al-Assad’s forces in Syria after finishing their battle against ISIS in the northern Iraqi city of Mosul, Al Arabiya News Channel reported…"

Obama’s inability to remove Assad from power in Syria during the last five years has been a spectacular Presidential policy failure.

His justified hatred of Assad — propped up by Russia and Iran - has seen him refuse to accept Russia’s invitation to jointly seek a United Nations Security Council Resolution to first take military action against Islamic State in Syria and then try to resolve Syria’s future after Islamic State has been defeated there.

Obama could not fail to be also very worried about Al-Arabiya’s further report:

”... Jaafar al-Husseini, a spokesman for the Hezbollah Brigades, said they launched an offensive Saturday along with other large militias toward the town of Tal Afar, which had a Shiite majority before it fell to ISIS [Islamic State] in 2014. Iranian forces are advising the fighters and Iraqi aircraft are providing airstrikes”

Turkish President Tayyip Recep Erdogan said on 30 October that Ankara - which already has a military presence in Iraq — would act if forces from the PMU abuse civilians in their fight for the town of Tal Afar.

“Tal Afar is a very sensitive issue for us. We definitely do not regard it [Shia militia involvement] positively in Tal Afar and Sinjar,”

Tal Afar is a totally Turkmen city, with half Shia and half Sunni Muslims. We do not judge people by their religious affiliation, we regard them all as Muslims.

“But if Hashid Shaabi [PMU] terrorises the region, our response would be different.”

In other parts of Iraq retaken from Islamic State - such as Fallujah and Ramadi - there have been allegations of Shia fighters mistreating Sunni civilians.

Iraq is fast becoming a tinderbox containing different elements and interests that could set Iraq ablaze — should Islamic State eventually be defeated in Mosul.

Obama’s decision to commence the attack on Mosul appears to have been made without any real thought to the possible involvement of the PMU and Turkey.

Why Obama thought it that urgent to commence the battle for Mosul at this late stage of his Presidency is a question that will be increasingly asked over the coming week
— especially by Clinton and Trump.

Obama's Islamic State Policy Threatens Clinton Election Victory

President Obama’s decision to agree to Iraqi and Peshmerga forces attacking Mosul to degrade and destroy the Islamic State just three weeks before the US elections sounds alarm bells for the prospects of Hillary Clinton beating Donald Trump on 8 November.

Secretary of Defence Ash Carter confirmed Obama’s decision on 17 October.

The timing of the attack is very concerning.

Obama’s decision accords with his policy enunciated as far back as 10 September 2014:

“But this is not our fight alone. American power can make a decisive difference, but we cannot do for Iraqis what they must do for themselves, nor can we take the place of Arab partners in securing their region.”

Obama had then further elaborated:

”...we will increase our support to forces fighting these terrorists on the ground…

... As I have said before, these American forces will not have a combat mission — we will not get dragged into another ground war in Iraq. But they are needed to support Iraqi and Kurdish forces with training, intelligence and equipment.”

The same day as Carter issued his statement - General Stephen Townsend, Combined Joint Task Force - Operation Inherent Resolve - reportedly acknowledged the presence of
“forward air controllers” amongst the US “advisory” contributions to the battle.

Those American “advisory” contributions now appear to have included an explosive ordnance disposal technician - Jason Finan - working with a Navy SEAL team near Mosul who was killed by an Islamic State bomb on October 20.

Both Carter and Townsend were meeting together in Irbil on 23 October when Townsend stated:

“Our investigation is still underway, but as I understand the event right now, they had moved to a position on the battlefield behind the Iraqi front lines with a headquarters element….

...These guys said you know what, we probably need to move back a terrain and gain a little bit more stand-off. And they were in the process of that when they struck an IED.”

Such direct involvement of American troops on the ground - leading to the death of an American soldier - seems a distinct departure from Obama’s 2014 policy.

Entrusting Iraqi and Peshmerga troops to defeat the Islamic State - declared a threat to world peace and security by the United Nations Security Council - was always a high risk Obama policy.

Now that attack has started - Hillary Clinton has been effectively lumbered with Obama’s policy if she becomes America’s next President.

Any suggestion of abandoning Obama’s policy now would send a bad signal to American voters.

Clinton’s situation has been further complicated by Carter indicating at the same press conference:

”... we want to see isolation operations begin, oriented at Raqqa as soon as possible. We’re working with our partners there to do that. And so there will be some simultaneity to these two operations. We’ve long anticipated that.”

This contradicts what Clinton said in the third Presidential debate:

“The goal here is to take back Mosul. It’s going to be a hard fight. I’ve got no illusions about that. And then continue to press into Syria to begin to take back and move on Raqqa, which is the ISIS headquarters.”

The IBD/TIPP poll finds widespread dissatisfaction with America’s direction - 62% of the public saying it’s headed in the wrong direction.

Obama’s decision could not have come at a worse time for Clinton.

Joseph Chamberlain said in 1886:

“‘In politics, there is no use in looking beyond the next fortnight.'”

Pollsters beware.

Pictures of body bags returning dead American soldiers, never-ending TV reports of murdered and injured civilians and people fleeing Mosul could certainly cause a huge voter backlash.

Syria Hysteria Dooms Obama's Plan To Destroy ISIL

President Obama’s failed policies in Iraq, Libya, Syria, Afghanistan, Egypt and the West Bank do not bode well for the success of the President’s current plans to end the threat to world peace posed by the meteoric rise of both the Islamic State in Syria and the Levant (ISIL) and the Al-Nusrah Front (ANF).

That threat was articulated by UN Security Council Resolution 2701 - passed on 15 August - which expressed:

” its gravest concern that territory in parts of Iraq and Syria is under the control of Islamic State in Iraq and the Levant (ISIL) and Al Nusrah Front (ANF) “

Acting under Chapter VII of the UN Charter—the Security Council strongly condemned:

“the indiscriminate killing and deliberate targeting of civilians, numerous atrocities, mass executions and extrajudicial killings, including of soldiers, persecution of individuals and entire communities on the basis of their religion or belief, kidnapping of civilians, forced displacement of members of minority groups, killing and maiming of children, recruitment and use of children, rape and other forms of sexual violence, arbitrary detention, attacks on schools and hospitals, destruction of cultural and religious sites and obstructing the exercise of economic, social and cultural rights, including the right to education, especially in the Syrian governorates of Ar-Raqqah, Deir ez-Zor, Aleppo and Idlib, in northern Iraq, especially in Tamim, Salaheddine and Niniveh Provinces;”

America has subsequently acted as though Resolution 2701 had never been passed.

In his speech to the American nation on 11 September Obama declared:

“Now let’s make two things clear: ISIL is not “Islamic.” No religion condones the killing of innocents, and the vast majority of ISIL’s victims have been Muslim. And ISIL is certainly not a state… It is recognized by no government, nor the people it subjugates.”

The President is wrong on both counts.

Firstly — ISIL is Islamic — as its formal Declaration of Statehood on 29 June 2014 proclaims - and this following analysis asserts:

“The Islamic State is not only a terrorist group. It is an extremist, Islamist, political and military organization that holds a radical interpretation of Islam as a political philosophy and seeks to impose that worldview by force on Muslims and non-Muslims alike. Expelled from al-Qaeda for being too extreme, the Islamic State claims to be the legitimate ruler of all Sunni Muslims worldwide. They have established what they regard as a state which includes large swaths of territory in Syria and Iraq, governed from Raqqa in Syria.

It advances a number of theological opinions to support its claims. Its adherents hold that they are merely practicing Islam fully, pronouncing those who disagree with them takfir (heretics).

This designation is used as religious justification for killing the Islamic State’s opponents”

Secondly - ISIL is a State - meeting the legal requirements of Article 1 of the 1933 Montevideo Convention:

“The state as a person of international law should possess the following qualifications:
(a) a permanent population; (b) a defined territory; (c) government; and (d) capacity to enter into relations with the other states.”

Thirdly - Obama’s claim that ISIL is recognized by no other government is irrelevant — as article 3 of the Montevideo Convention makes indisputably clear:

“The political existence of the state is independent of recognition by the other states."

Obama’s false assumptions are a recipe for policy failure — as the goals enunciated by Obama in the same address clearly demonstrated:

“Our objective is clear: we will degrade, and ultimately destroy, ISIL through a comprehensive and sustained counter-terrorism strategy.”

Destroying the UN condemned Al Nusrah Front did not rate a mention. A lukewarm response from 57 Islamic States to help defeat ISIL’s declared world threat to peace was not factored into Obama’s thinking.

Four days later an international conference held in Paris made it clear that Syria was not even part of the battleground where ISIL was to be confronted, degraded and destroyed.

Mouram Daoud—a member of the National Coordination Committee for Democratic Change in Syria — an internal opposition coalition — opined that ISIL cannot be defeated militarily without Syria and Turkey’s backing:

“The US administration should first pressure the Turkish partner to stop the flow of jihadists through its airports and stop buying oil from IS. According to [United Nations] Resolution 2170, the US will not be able to strike IS sites in Syria without the approval of the Syrian government, which is eagerly awaiting this type of cooperation to restore its international legitimacy. But the US will not include the Syrian government in this war, and will not recognize the government either. This means that the US will stick to its decision to only provide weapons to the Syrian [rebel] factions.”

Obama’s mantra - first delivered in August 2011 - remains unchanged:

“The future of Syria must be determined by its people, but President Bashar al-Assad is standing in their way. For the sake of the Syrian people, the time has come for President Assad to step aside.”

Not even 200000 deaths and the creation of millions of Syrian civilian refugees since 2011 have produced any momentum for rapprochement between Obama and Assad that would enable Assad to extend - and Obama to accept - any invitation to confront ISIL in occupied Syria.

Any expectation that Assad and his backers — Russia, Iran and Hezbollah — will help Obama by destroying ISIL in Syria - is a pipe dream.

Syria - End The Diplomatic Doublespeak, Start Getting Serious

The deadline for a ceasefire in Syria by 19 February has passed with no indication that it will be achieved at any time in the foreseeable future.

Hopes for that ceasefire were high after the UN Security Council had unanimously passed Resolution 2254 on 18 December 2015 requesting:

“the Secretary-General to lead the effort, through the office of his Special Envoy and in consultation with relevant parties, to determine the modalities and requirements of a ceasefire as well as continue planning for the support of ceasefire implementation, and urges Member States, in particular members of the ISSG, to support and accelerate all efforts to achieve a ceasefire, including through pressing all relevant parties to agree and adhere to such a ceasefire;”

The ISSG mentioned in the Resolution is the International Syria Support Group – comprising the Arab League, China, Egypt, the EU, France, Germany, Iran, Iraq, Italy, Jordan, Lebanon, the Organisation of Islamic Cooperation, Oman, Qatar, Russia, Saudi Arabia, Turkey, United Arab Emirates, the United Kingdom, the United Nations, and the United States.

ISSG has proved totally ineffective in ending the five year conflict in Syria that has seen more than 300000 deaths and seven million Syrians internally displaced or fleeing to neighbouring States and swamping Europe to escape the horrific carnage unleashed in Syria during that time.

Islamic State was spawned in Syria and Iraq in July 2014 and now occupies more land than the area of Great Britain. Together with Al Nusra Front - a Syria-based Sunni extremist group that adheres to the global jihadist ideology of al-Qa’ida - both have been declared terrorist organisations by the UN Security Council.

Meeting in Munich on 12 and 13 February the ISSG members agreed that:

“The UN shall serve as the secretariat of the ceasefire task force. The cessation of hostilities will commence in one week, after confirmation by the Syrian government and opposition, following appropriate consultations in Syria.

During that week, the ISSG task force will develop modalities for the cessation of hostilities. The ISSG task force will, among other responsibilities continue to: a) delineate the territory held by Daesh [Islamic State], ANF [Al Nusra Front] and other groups designated as terrorist organisations by the United Nations Security Council; b) ensure effective communications among all parties to promote compliance and rapidly de-escalate tensions; c) resolve allegations of non-compliance; and d) refer persistent non-compliant behaviour by any of the parties to ISSG Ministers, or those designated by the Ministers, to determine appropriate action, including the exclusion of such parties from the arrangements for the cessation of hostilities and the protection it affords them.”

Meaningless gobbledygook.

The ISSG task force failed to meet once during that critical seven day period.

Whilst the UN and the ISSG task force mumbles, fumbles and stumbles – the carnage continues - as the ISSG members remain divided between those supporting Syria’s President Assad retaining power and those seeking his removal.

The ISSG is hopelessly conflicted and needs to adopt a different approach to begin ending the suffering of the Syrian people.

All ISSG members unanimously agree that Islamic State and Al Nusra Front represent a grave threat to world peace and security.

Russia, America, China, France and the United Kingdom – the five permanent members of the Security Council and all ISSG members - need to combine their diplomatic power to procure the passing of an unequivocal and unambiguous Security Council Resolution establishing a UN military force to confront and defeat Islamic State and Al Nusra Front.

Until these enemies are comprehensively defeated – all else is diplomatic doublespeak and a complete waste of time in ending the conflict in Syria.

European Union Becomes Irrelevant In Resolving The Jewish-Arab Conflict

The Council of the European Union (EU) has disqualified itself from influencing any resolution of the 100 years old Jewish-Arab conflict following the release of its “Council conclusions on the Middle East Peace Process” on 18 January.

Continuing its partisan support of Arab demands the EU has reaffirmed its July 2014 position:

“The EU recalls its willingness to engage further with regional partners on the basis of the Arab Peace Initiative which provides key elements for the settlement of the Arab-Israeli conflict as well as the opportunity for building a regional security framework.”

Key elements of the 2002 Arab Peace Initiative included:

1. “Full Israeli withdrawal from all the territories occupied since 1967, including the Syrian Golan Heights to the lines of June 4, 1967 as well as the remaining occupied Lebanese territories in the south of Lebanon.”

2. “The acceptance of the establishment of a Sovereign Independent Palestinian State on the Palestinian territories occupied since the 4th of June 1967 in the West Bank and Gaza strip, with east Jerusalem as its capital”

Israel’s agreement to negotiate with the PLO on the basis of the 2003 Bush Roadmap was contingent on the removal of all references to the Arab Peace Initiative from the Roadmap along with 13 other detailed reservations.

American Secretary of State Colin Powell and National Security Advisor Condoleezza Rice gave the following assurances to Israel on 23 May 2003:

“The roadmap was presented to the Government of Israel with a request from the President that it respond with contributions to this document to advance true peace. The United States Government received a response from the Government of Israel, explaining its significant concerns about the roadmap. The United States shares the view of the Government of Israel that these are real concerns and will address them fully and seriously in the implementation of the roadmap to fulfil the President’s vision of June 24, 2002.”

This fundamental disconnect between the EU and Israel over the Arab Peace Initiative continues to detrimentally impact on their relationship.

Full Israeli withdrawal from these territories - or even equivalent land swaps as suggested by the EU in its July 2014 manifesto - is a pipe dream - given that the creation of Islamic State since then has seen it:

1. conquer an area of Syria and Iraq larger than Great Britain - resulting in millions of Arabs being brutally slayed, injured, traumatised and physically displaced into Turkey, Jordan, Lebanon and even the EU.

2. become a distinct security threat to Israel and its Arab neighbours

The Arab Peace Initiative has been effectively consigned to the dustbin of history as a result.

Stubbornly continuing to support these key elements of the Arab Peace Initiative has led a clearly frustrated EU to take action to unilaterally end Israel’s total lawful control of Area “C” in Judea and Samaria (West Bank) by instigating the following intemperate actions:

1. Requiring Israel to specifically identify goods, products and services originating from Jewish settlements in Judea,Samaria,the Golan Heights and East Jerusalem

2. Funding and actively supporting illegal Arab housing construction in Area “C”

Israel reportedly considers that such actions by the EU give the Palestinian Arabs false hope that if they just hold out long enough - the EU will somehow be able to “deliver” Israel.

EU policy and its conduct since July 2014 has exacerbated the Jewish-Arab conflict rather than playing a constructive role in its resolution.

In reaffirming that policy in 2016 - despite total chaos occurring among Arab States in the region - the EU has clearly become irrelevant and can no longer have any meaningful role in resolving the Jewish-Arab conflict.

UN Security Council Must Get Serious On Destroying Islamic State

Brussels in lock-down, mayhem in Mali and the shooting down of a Russian war plane by Turkey have swiftly followed the unanimous passage on 20 November 2015 of an ineffectual French-sponsored Security Council Resolution 2249 (2015) in the record breaking time of just 34 minutes.

Resolution 2249 once again showed up the Security Council’s continuing reluctance to seriously deal with destroying Islamic State — even though the resolution itself determined that:

”the Islamic State in Iraq and the Levant (ISIL, also known as Da’esh), constitutes a global and unprecedented threat to international peace and security,”

Such an “unprecedented threat” only produced this limp-listed response calling:

“upon Member States that have the capacity to do so to take all necessary measures, in compliance with international law, in particular with the United Nations Charter, as well as international human rights, refugee and humanitarian law, on the territory under the control of ISIL also known as Da’esh, in Syria and Iraq, to redouble and coordinate their efforts to prevent and suppress terrorist acts committed specifically by ISIL also known as Da’esh as well as ANF, and all other individuals, groups, undertakings, and entities associated with Al-Qaida, and other terrorist groups, as designated by the United Nations Security Council, and as may further be agreed by the International Syria Support Group (ISSG) and endorsed by the UN Security Council, pursuant to the statement of the International Syria Support Group (ISSG) of 14 November, and to eradicate the safe haven they have established over significant parts of Iraq and Syria;”

The result:

1. Russia with Iran and Hezbollah

2. the 62 nation coalition led by America

3. France reeling from Islamic State atrocities committed in Paris

are now all conducting their own independent mini-wars on different terrorist groups and targets in Syria and Iraq — instead of focusing on their one common agreed enemy — Islamic State.

That a Russian fighter plane could be shot down by Turkey — both members of the ISSG — highlights the continuing folly of failing to have one military force under one military commander with the full support of all 193 United Nation member States.

Even more amazingly - Resolution 2249 was passed despite this warning from Russian Foreign Minister Sergei Lavrov on 18 November:

“The Security Council needs to give preferential attention to the task of creating a solid legal foundation for the fight against this evil [Islamic State] and for the mobilization of an actual global coalition in response to this common uncompromising challenge for us all”.

Russia must now be ruing its decision to support the passage of Resolution 2249 — rather than insisting on the Security Council passing a Resolution under article 42 of the UN Charter directed specifically at Islamic State to:

“take such action by air, sea, or land forces as may be necessary to maintain or restore international peace and security. Such action may include demonstrations, blockade, and other operations by air, sea, or land forces of Members of the United Nations.”

Article 43 of the Charter would then have obligated:

1. All Members of the United Nations to undertake to make available to the Security Council armed forces, assistance, and facilities, including rights of passage

2. Agreements being made governing the numbers and types of forces, their degree of readiness and general location, and the nature of the facilities and assistance to be provided—such agreements to be negotiated as soon as possible on the initiative of the Security Council.

How many more atrocities and military misadventures must occur before the Security Council gets really serious on destroying Islamic State with its own UN-authorized global military force?
