Israel jettisons PLO as negotiating partner on Trump peace plan

Israel’s decision to withhold US$138 million dollars in tax revenues collected for the Palestine Liberation Organisation (PLO) - equaling the estimated annual payments made to Palestinian Arabs (or their families) carrying out random and indiscriminate attacks against Israeli civilians — marks a watershed in Israel-PLO relations.

Israel’s action will see the PLO being finally jettisoned as a possible negotiating partner on President Trump’s long-delayed peace plan — deferred yet again until after the Israeli elections in April.

The release of the Trump plan could now be further postponed as the President continues his so far unsuccessful search to find other Arab negotiators willing to replace the PLO — which had already rejected having anything to do with Trump’s plan well before Israel’s latest decision.

The law authorizing the freezing of these PLO funds was passed by the Israeli parliament in July 2018 — three months after similar legislation - the Taylor Force Act - passed by the US Congress - was signed into law by President Trump.

Israel’s Justice Minister Ayelet Shaked stressed the funds withheld would be used to pay“fat salaries to murderers who are in prison”. They would also be used to pay Palestinian Arabs imprisoned in Israeli jails for lesser crimes.

Israel’s action follows the discovery of the body of 19-year-old Ori Ansbacher in the Jerusalem Forest on February 7. Channel 12 news reported that investigators from the Shin Bet security service and Israel Police hoped to indict Arafat Irfaiya, a 29-year-old Hebron resident, for murder in the context of a terrorist act in addition to a charge of rape.

Israel is clearly not prepared to allow this continuing wave of terror to be condoned and rewarded financially by the PLO.

Al Jazeera reported the PLO took a very different view of Israel’s freeze:
“The Palestinians have accused the Israeli government of piracy, of coordinating this with the United States to add pressure ahead of the publication of the Trump peace plan.”
The PLO had, however, been unceremoniously consigned to the diplomatic scrap heap by Trump well before Israel’s tax-revenue freeze.

Trump had been given the thumbs down by the PLO after Trump had:
1. Recognized Jerusalem as Israel’s capital and moving the American Embassy from Tel Aviv to Jerusalem

2. Stopped America’s annual payment of US$350 million to the United Nations Relief and Works Agency

3. Shut down the PLO offices in Washington.

4. Cancelled more than $200m in aid for the Palestinians in the Gaza Strip and West Bank.
Chairman Mahmoud Abbas had already dismissed any further involvement with Trump on January 5, 2019:
“We are dealing with three issues that we can not accept: the situation with the US, the situation with Israel and the situation with Hamas. The doors are closed to the US. As long as it does not retract its decisions against the Palestinian people, no Palestinian should meet with the American leadership, no matter what their role is.”
Paying murderers and felons who kill and maim Jews has finally become the PLO’s political downfall.

Ori Ansbacher’s murder was the final tipping point for Israel to dump the PLO as a future negotiating partner after thousands of well documented random terror attacks on Israel’s civilian population over the last four years - perpetrated by individuals, many very young, inspired by vicious incitement in Palestinian social and traditional media and rewarded financially by the Palestinian leadership.

The days of “pay for slay” and fruitless negotiations with the PLO that have gone nowhere over the last 25 years are over.

Israel has well and truly closed the door on the PLO and it should remain locked and bolted.

Trump Or Clinton Victory Could Depend On Non-Voters

It would indeed be ironic if the next President of the United States was determined by the number of previous voters who this time did not exercise the most fundamental right bequeathed to them by their forefathers - the inalienable right to vote.

An increase in this class of non-voters has become more likely with the release of a Washington Post-ABC News poll - which found 46% of likely voters saying Trump is more honest and deserving of trust as against 38% for Clinton. That is seen as a wide lead for Trump since both he and Clinton were tied when the same question was asked by the Washington Post-ABC poll in September.

Clinton's decline comes amidst some extraordinary events:
1. the FBI reopening an investigation into Clinton’s private email server, having found more emails on the private computer of her senior aide Huma Abedin.

2.Interim Democratic National Committee Chairperson Donna Brazile being caught out - whilst a contributor at CNN - feeding two questions to the Clinton camp likely to be asked in a Democrat debate without the knowledge of her Presidential opponent Bernie Sanders.

3. An undercover video surfacing that tied Robert Creamer - a White House visitor on 340 occasions meeting with President Obama 45 times - to plans to incite brawls at Trump rallies and illegally bus voters to polling stations.
These latest developments could influence many previous voters - both democrats and disenchanted republicans intending to vote for Clinton - into not voting.

Bernie Sanders supporters are no doubt outraged by the treatment accorded to him by two Democratic National Committee Chairpersons.

Brazile's predecessor Senator Debbie Wasserman Schultz had been forced to resign that position after hacked emails revealed a plot to embarrass and undermine Sanders in the Democratic primaries as the Democratic Party nominee.

Brazile survives - defiant, unrepentant and unscathed.

Many other Democrats might not be prepared to vote for a candidate who could be embroiled in a lengthy FBI investigation extending well into her Presidency - that could both hamstring her administration and impact on her decision making capacity.

Republican voters - such as the Bush family - affronted and publicly distancing themselves from Trump's policies and his sometimes irrational and explosive behaviour not to mention his alleged sexual indiscretions - will now reflect on voting for Clinton in the face of these latest developments but decide they still cannot vote for Trump. They could opt to vote for neither.

The crowds flocking to Trump's rallies are far larger than Clinton's. One can reasonably conclude that the enthusiasm of Trumps's supporters far outweighs that of Clinton's - and that the likelihood of Trump voters turning out to vote will probably not diminish no matter what happens in the next few days.

Voter turnout dipped from 62.3% of eligible citizens voting in 2008 to an estimated 57.5% in 2012.

The low 2012 turnout could be explained by the fact that President Barack Obama was running for his second term whilst enjoying a high popularity rating.

It would therefore be more circumspect to accept the figure of 62.3% as setting the bar that both Trump and Clinton should be watching closely as the votes are being counted.

If the voter turnout is less than 62.3% - then Trump is more likely to win. If higher than 62.3% - then Clinton is more likely to win.

There is no doubt that this has been the most volatile Presidential election campaign ever and that the popularity of both Trump and Clinton is very low.

Hopefully dedicated past voters choosing to not vote in 2016 will never again be faced with this difficult choice of rejecting both the Republican and Democratic parties nominees.

Jordan baulks at replacing PLO in negotiations with Israel

President Trump’s long-awaited plan on ending the Arab-Israeli conflict will be further delayed following a flurry of diplomatic activity over the past week.

Critical to the success of Trump’s plan will involve replacing the Palestine Liberation Organisation (PLO) as Israel’s negotiating partner over the last 25 years. The PLO has cut its own throat by making it very clear it will have nothing to do with anything Trump proposes.

Trump’s Senior Advisor Jared Kushner and Special Representative for International Negotiations Jason Greenblatt met in New York City on 15 June with United States Ambassador to the United Nations Nikki Haley and United Nations Secretary-General Antonio Guterres. The White House reported they had a productive discussion about the efforts of the United States to promote peace in the Middle East and to meet humanitarian needs in Gaza.

This UN visit was followed by Israel’s Prime Minister Benjamin Netanyahu flying to Amman for a public meeting with Jordan’s King Abdullah on June 18 — their first since 2014. Jordan’s Foreign Minister Ayman Safadi, General Intelligence Department Director Maj. Gen. Adnan Jundi, Adviser to His Majesty and Director of the Office of His Majesty Manar Dabbas and Adviser to His Majesty for Economic Affairs Mohamad Al Ississ attended the meeting.

Communiques separately issued by Netanyahu and Abdullah following their meeting differ significantly.

Netanyahu’s communique was very brief stating they had discussed:
“regional developments and advancing the peace process, and bilateral relations. Prime Minister Netanyahu reiterated Israel’s commitment to maintaining the status quo at the holy sites in Jerusalem”
Abdullah’s communique was far more expansive and revealing:
“His Majesty King Abdullah, at a meeting on Monday with Israeli Prime Minister Benjamin Netanyahu who departed Jordan after a short visit, stressed the need to make progress in efforts to resolve the Palestinian-Israeli conflict on the basis of the two-state solution and in accordance with international law, relevant UN resolutions, and the Arab Peace Initiative.

King Abdullah reaffirmed that the only way to achieve peace and stability in the region is by reaching a two-state solution and the establishment of a Palestinian state on the 4 June 1967 lines with East Jerusalem as its capital, living side by side with Israel in peace and security.”
Abdullah was mouthing the mantra articulated by the PLO over the last 25 years during unsuccessful negotiations with Israel. Trump has little chance of seeing his own “ultimate deal“ come to fruition if Jordan replaces the PLO propagating this same failed objective.

Abdullah’s communique continued:
“The King affirmed that Jordan will continue upholding its historical role in safeguarding Islamic and Christian holy sites in Jerusalem, in accordance with the Hashemite Custodianship.”
The Washington Declaration signed by Israel and Jordan on 25 July 1994 respected:
“the present role of the Hashemite Kingdom of Jordan in the Muslim Holy Shrines in Jerusalem. When negotiations on the permanent status will take place, Israel will give high priority to the Jordanian historic role in these shrines.”
Extending Jordan’s custodianship to the Christian holy sites is presumptuous of Abdullah and flies in the face of the Washington Declaration.

Kushner and Greenblatt met Abdullah on 19 June — when the King stood his ground repeating almost verbatim the above statements made to Netanyahu just the day before.

Trump — the consummate deal maker - will probably delay releasing his plan until Abdullah agrees to negotiate with Israel on recovering land lost in the 1967 Six Day War by Jordan to Israel in Judea and Samaria (West Bank)

Abdullah would be a brave man continuing to defy Trump - as the PLO has already discovered to its chagrin.

PLO dumps Trump easing way for Jordan-Israel negotiations

President Trump’s soon-to-released proposal on resolving the Jewish-Arab conflict will be more readily achievable following the Palestine Liberation Organization (PLO) confirming it will not participate in implementing Trump’s peace plans.

Secretary General of the PLO Executive Committee Saeb Erekat led the charge:
“No one will deceive us and we will not fall into the illusion that the United States can have any balanced ideas that could lead to the achievement of a real and just peace. Washington has become part of the problem and not the solution”

PLO Chairman Mahmoud Abbas backed-up Erekat a few days later — censuring Trump’s recognition of Jerusalem as Israel’s capital and stating Palestinians believe the US can no longer be the sole mediator in the decades-long conflict with Israel due to America’s pro-Tel Aviv bias.

Abbas declared Trump’s plan would be:
“an end to the peace process in the Middle East.”

Erekat and Abbas’s acts of political hara-kiri coincided with Trump’s newly-appointed Secretary of State - Mike Pompeo - visiting Jordan

Jordanian Foreign Minister — Ayman Safadi — welcomed Pompeo with the decades-old Arab mantra:
”[The Palestinian -Israeli conflict] is, we believe, the main cause of instability in the region, and its resolution is the key to achieving the lasting and comprehensive peace that we want. The two-state solution remains the only path to that peace, as we believe in Jordan, and it is the solution that would allow for the emergence of an independent, sovereign Palestine state with East Jerusalem as its capital in the lines of June 4, 1967.

Yes, that the two-state solution is being challenged. Yes, there are many obstacles. But I think what is — what is the alternative? We cannot give up in our efforts to achieve peace, nor can we say that there is any viable alternative that we can sustain.”

Pompeo begged to disagree:
” We’re certainly open to a two-party solution. That’s a likely outcome.”

Another likely outcome will doubtless be revealed in Trump’s proposal.

Pompeo deferred answering whether the Israeli-Palestinian conflict was the most serious threat to stability in the region. He would have been derided had he agreed —given the conflicts in Syria, Iraq, Yemen, Lebanon and Libya.

On Trump’s "ultimate deal" — Pompeo asserted:
“We understand that ultimately this deal will be agreed to between the Israelis and the Palestinians, but certainly it’s the case that as America continues to be involved in facilitating such an arrangement, we’re doing so in close alignment with Jordan and the Jordanian people so that we’re working together ...”

Any PLO refusal to agree to the deal will receive the Trump treatment meted out to Trump-defiers - reduced funding and diplomatic downgrading. Jordan - working in close alignment with Trump - will reap substantial dividends.

Pompeo referred to the five-year Memorandum of Understanding signed by the United States and Jordan in February committing the US to provide over $6.3 billion in bilateral foreign assistance to Jordan over the next five years — a powerful incentive for Jordan to help Trump bring his proposals to fruition.

Pompeo — significantly — provided two additional substantial sweeteners:
“We’ll continue to work with Jordan to help the Kingdom defend its borders, always.”

Pompeo was signaling that any PLO attempt to overthrow 95 years of unbroken Hashemite rule in Jordan — unsuccessfully attempted by the PLO in September 1970 — would be rebuffed by American military force.

Protecting the Hashemite regime and Jordan’s borders — coupled with massive injections of American financial aid — could see Jordan replacing the PLO as Israel’s Arab partner in implementing Trump’s peace proposals.

Trump — the master deal-maker - may have just pulled another rabbit out of his magic hat.

Arab Summit helps Trump break Jordan-PLO-Israel impasse

The 29th Arab Summit - concluded in Dhahran on 15 April - has presented President Trump with a wonderful opportunity to circumvent the Palestine Liberation Organisation’s (PLO) refusal to consider Trump’s eagerly-awaited proposals to end the Arab-Jewish conflict.

Conflicts in Syria, Iraq, Yemen, Libya, Bahrain and Sudan received scant attention - the Summit’s final communique declaring::
“We reaffirm that the Palestine Cause is the entire Arab nation’s main priority, stressing the Arab identity of occupied East Al-Quds as the capital of the State of Palestine.”

Using the term “Palestine Cause” rather than “Palestinian cause” indicates the Arab world now intends focusing on recovering territory lost in the 1967 Six Day War without necessarily creating another Palestinian Arab state – in addition to Jordan - in former Palestine.

The communique further reinforced this interpretation when adding:
“The conflict could be ended through a two-state solution that guarantees the establishment of an independent Palestinian state on the borders of 4 July 1967 with East Al-Quds as its capital.”

Using the words “could be ended” rather than “can only be ended” is highly significant in the context of this long-running conflict where every word uttered is invariably scrutinised and analysed in great detail.

The Summit’s declared “two-state solution” - pressed for the last 25 years by the PLO and the Arab League and endorsed by the United Nations and the European Union as the only solution to end the Arab-Jewish conflict – is now being seen by the Arab world as just one possible solution.

The Dhahran Communique downgraded the PLO’s sole-spokesman status:
“We consider the Jordanian authorities as the only body in charge of the administration, maintenance and access to Al-Aqsa Mosque”.

This unequivocal Arab endorsement of Jordan challenges the PLO having any future control or influence in the most sensitive area of crucial concern to the Islamic world in Jerusalem - the Moslem holy sites.

Jordan has maintained its presence in Jerusalem as Islamic Holy Shrines Custodian for the last 24 years as a result of the 1994 Peace Agreement between Jordan and Israel – article 9 declaring:
"1.​ Each Party will provide freedom of access to places of religious and historical significance"
2.​ In this regard, in accordance with the Washington Declaration, Israel respects the present special role of the Hashemite Kingdom of Jordan in Muslim Holy shrines in Jerusalem. When negotiations on the permanent status will take place, Israel will give high priority to the Jordanian historic role in these shrines.
3.​ The Parties will act together to promote interfaith relations among the three monotheistic religions, with the aim of working towards religious understanding, moral commitment, freedom of religious worship, and tolerance and peace.”

The Washington Declaration - signed by His Majesty King Hussein and Israeli Prime Minister Yitzhak Rabin at the White House on July 25, 1994 in the presence of President Clinton - formally ended the 46-year state of war between Jordan and Israel.

The Washington Declaration is testament to America’s role as the only power possessing the prestige and clout to change Arab and Jewish perceptions on resolving their long-running conflict.

Jordan’s special role in Jerusalem recognised by the Summit closely follows PLO Chairman Mahmoud Abbas’s recent assertion that Jordanians and Palestinians are indeed one people.

Resolving the “Palestine Cause” remains more easily achievable in negotiations between Israel and Jordan within the framework of their existing peace treaty - rather than resuming fruitless negotiations pursued over the last 25 years between Israel and the PLO.

Ending the 100 years old “Palestine Curse” which has so terribly afflicted both Jews and Arabs could well be within Trump’s grasp thanks to the Dhahran Summit.

The Abdullah-Abbas Circus Comes To Washington

King Abdullah - the sovereign ruler of 77% of former Palestine (now called Jordan) - and Mahmoud Abbas - the touted President of another proposed Arab State in 6% of former Palestine (now called the West Bank and Gaza) - were both in Washington this week for talks with President Bush.

Their talks centred on the urgency of implementing Mr Bush’s Road Map calling for the creation of Abbas’s new State prior to the President’s departure from office in January 2009.

Their visit was in reality a complete waste of time.

The Road Map - conceived in 2002 - has already passed its 2005 “use by date” unimplemented in even the smallest detail. Events since then - especially Israel’s unilateral evacuation from Gaza, the war in Lebanon and the rise of Hamas to supreme power in Gaza - have rendered the Road Map totally obsolete and of no real consequence.

Yet the major players continue to cling to this lifeline as it rapidly frays into total disintegration.

Abdullah and Abbas held separate meetings - rather than a joint meeting - with President Bush. The reasons for this are unexplained. It certainly indicates the growing divergence of any common interests between Abdullah and Abbas as a result of the intransigent stance of Abbas on the Road map negotiations.

Both Abdullah and Abbas sought President Bush’s direct involvement in pressuring Israel to make a number of concessions. Yet the visitors were unable to let the President know what concessions they were prepared to support to end the current deadlock in relation to two crucial issues:

1. Renouncing the demand that millions of Arabs be allowed to emigrate to Israel.

2. Abandoning the claim that every square meter of the West Bank and Gaza be ceded by Israel in favour of the proposed Arab State.

President Bush has already made his position clear on both theses issues:

1. The Arabs must renounce their emigration demand.

2. The Arabs cannot realistically expect that Israel will cede all of the West Bank and Gaza to them.

Without any movement on these two issues by the Arabs, President Bush can say goodbye to his Road Map leading anywhere but to ignominy and humiliation.

Significantly neither Abdullah nor Abbas was able to advance any proposal to end the power struggle between the Palestine Liberation Organisation (PLO) and Hamas that has wreaked havoc on Abbas’ hold on Gaza, threatens to undermine his authority in the West Bank and stymied President Bush’s objectives under the Road Map.

Abbas - the head of the PLO - is walking a tightrope from which he threatens to topple when the Road Map is finally declared dead and buried. Hamas will certainly not be holding a safety net under it to break his fall. Hamas will be more than prepared to then take centre stage in the West Bank and perform acts that will blow away both Jews and Arabs without compunction.

Facing these developments in Gaza and the West Bank, King Abdullah continues performing his own dangerous trapeze act - swinging from rung to rung in a desperate effort to maintain the 88 years old rule of the Hashemite family in Jordan against possible efforts to topple it from power - as the PLO attempted to do in 1970.

King Abdullah’s subjects are all Palestinian Arabs - born either in eastern (Transjordan) or western (Cisjordan) Palestine. They far outnumber the Palestinian Arabs residing in the immediately adjacent West Bank. Culturally, socially and religiously there are no discernable differences between them that would justify the need for two adjoining States - rather than just one combined State - in which they could enjoy the right to self determination.

Jordan’s 1994 peace treaty with Israel is unlikely to ever be emulated by either the PLO or Hamas whose joint goal is the destruction of Israel as a Jewish State - only differing in the way it is to be achieved.

The Hashemites ( who originally came from what is now Saudi Arabia to Palestine in 1920) are entitled to be regarded as - and have earned the right to be - the legitimate source of authority for all the Arabs of former Palestine. They were responsible for securing all of former Palestine east of the Jordan River as an exclusively Arab State in 1946 to the total exclusion of the Jews to whom it had been promised initially by the League of Nations.

Abdullah knows that if Hamas seizes power in the West Bank it will spell serious trouble for the future role of the Hashemites in Jordan. “Liberating” the 77% of former Palestine that King Abdullah presently controls would certainly be high on Hamas’s agenda.

Abdullah therefore has no option but to support Abbas in the Road Map negotiating process even though it continues to go nowhere and even though he still remains suspicious of the PLO’s motives after its attempted 1970 coup.

When that process inevitably hits a brick wall Abdullah will need to turn to Israel to conserve his family’s rule in Jordan and keep Hamas out of his sphere of influence which still includes the West Bank - ruled by the self same Hashemites from 1948-1967 until it was lost to Israel in the Six Day War.

King Abdullah will have to maintain the struggle to free the Arab population of the West Bank from Israeli control. Arab unity will demand Abdullah do so. He will find Israel more than ready to accommodate him by the simple expedient of redrawing the international boundary between Jordan and Israel within the framework of the existing Israel-Jordan peace treaty.

More importantly for Abdullah it would see Hamas in control of no part of the West Bank.

In the meantime the current circus will continue on its merry way - playing to a large media entourage in a dazzling array of countries and exotic locations. Plenty of fairy floss will be sold for public consumption and many trial balloons floated over the next nine months.

One outcome is guaranteed - this is one circus that won’t be getting any rave reviews.
