Hashemite Kingdom of Palestine: Biden’s New Horizon for Peace?

The Aqaba Joint Communique issued by the US Department of State suggests that President Biden could be jettisoning his support for UN Security Council Resolution 2334 calling for the creation of a sovereign independent Palestinian Arab State between Israel and Jordan (two-State Solution).

Resolution 2334 was born in sin on December 23, 2016 when the Obama/Biden administration failed to veto its adoption as they were packing up and vacating the White House following their electoral defeat at the hands of Donald Trump.

The UN Security Council has totally failed to advance its two-State Solution in the last six years - as well-respected analyst Thomas Friedman - writing in the New York Times - makes clear:

"A week of reporting from Israel and the West Bank has left me feeling that the prospect for a two-state solution has all but vanished. But no one wants to formally declare it dead and buried--because categorically ruling it out would have enormous ramifications. So, diplomats, politicians and liberal Jewish organizations pretend that it still has a faint heartbeat. I do as well. But we all know that the two-state option is not in a hospital. It’s in hospice. Only a miracle cure could save it now."

US Secretary of State Blinken was still flogging this dead horse on 18 February - reiterating to Israeli Prime Minister Netanyahu America’s support for:

“a negotiated two-state solution and opposition to policies that endangered its viability.”

Blinken was closely followed on 20 February by UN Special Coordinator for the Middle East Peace Process - Tor Wennesland - pathetically repeating his monthly mantra to the Security Council:

“As we continue to work with the parties and with regional and international partners to calm tensions, we must identify and pursue every opportunity to advance our long-term goal: an end to the occupation and the establishment of two States, living side-by-side in peace and security, on the basis of the 1967 lines, in line with UN resolutions, international law and previous agreements.”

Biden’s position seemingly changed in the next seven days.

The Aqaba Joint Communique issued on February 26, 2023 following the meeting of senior officials from Israel, the Palestinian Authority, the US, Jordan and Egypt significantly omitted any reference to the two-State Solution--stating instead:

“The participants stressed the importance of the Aqaba meeting, the first of its kind in years. They agreed to continue meeting under this formula, maintain positive momentum and expand this agreement towards wider political process leading to a just and lasting peace...

..They also thanked the United States for its important role in efforts to reach understandings that led to this agreement today, emphasizing its indispensable role in efforts to prevent deterioration and find horizons for peace.”

Two senior officials present in Aqaba - Israel’s National Security Adviser Tzachi Hanegbi and PLO Executive Committee Secretary-General Hussein al-Sheikh - had been engaged in secret back-channel negotiations for the previous two months.

“Wider political process leading to a just and lasting peace” suggests they had already buried the UN two-State Solution.

Emphasizing America’s “indispensable role in efforts to prevent deterioration and find horizons for peace” suggests Biden had finally put aside his personal loathing for Saudi Crown Prince Mohammed Bin Salman and is looking at the only other solution presently on the horizon for ending the deteriorating political and security situation in Judea-Samaria (West Bank) and Gaza: The Saudi-based Hashemite Kingdom of Palestine solution published on June 8, 2022.

Meantime Biden’s lunchtime-confidant and disappointed-Saudi Whisperer Friedman sits weeping in the hospice - refusing to write one word about the Saudi plan in the ten months since its publication.

Another White House lunch with Friedman could prove to be historic...

Jordan PLO & Hamas revise Hashemite Kingdom of Palestine Plan

 

The Saudi-based Hashemite Kingdom of Palestine plan (Saudi Plan) - initially published in Al Arabiya News on 8 June 2022 - has been revised in a later document containing amendments that appear to have been made at the request of and agreed to by Jordan, the Palestine Liberation Organisation (PLO) and Hamas - the three parties most affected if the Saudi Plan is successfully implemented. 

The revised version has not been published in Al Arabiya News or on any other news site. It is written in Arabic - but an English translation - a copy of which is in the writer’s possession - is very informative in clarifying certain parts of the original version which were apparently vague or unacceptable to Jordan, the PLO and Hamas.

The Saudi Plan calls for Jordan, Gaza and part of Judea and Samaria (West Bank) to be merged into one territorial entity to be called the Hashemite Kingdom of Palestine. This plan trashes the creation of an independent Palestinian Arab State between Israel and Jordan - the solution proposed by:

• The 2002 Arab Peace Initiative, 
• The United Nations - after adopting Security Council Resolution 2334 in 2016, 
• The 2020 Trump Peace Plan - and 
• Jordan and the PLO since the signing of the 1993 Oslo Accords

The major changes to the published version of the Saudi Plan made in the revised version are:

• The area of Judea and Samaria (West Bank) to be included in the Hashemite Kingdom of Palestine - approximately 70% in the published version - has been reduced to about 30% in the revised version. 

This concession would purportedly weaken Israel’s claim to sovereignty in the Jordan Valley - 87% of which is situated in Area C - currently under Israel’s full administrative and security control.

The possibility that Israel could regain sovereignty in up to 90% of Judea and Samaria (West Bank) for the first time in 3000 years - with Jordan, PLO and Hamas consensus - is a potential game changer.

• The Hashemite Kingdom of Palestine - will be under Hashemite rule. The original version did not designate who would be its ruler. 

• Important changes have been made in relation to Jerusalem:

The original version states: 

"The formal relinquishment of any claims to Jerusalem (with an appropriate arrangement for the holy places)" will be "a key bargaining chip in Palestinian hands".

The revised version states:

"The formal renunciation of Jerusalem (while giving the Holy Places special status)" will be a major bargaining chip in the hands of the Palestinians."

Sole Israeli sovereignty in Jerusalem is now promised - if agreement on all other issues can be resolved. 

Under the radar contact already commenced between Israel and Saudi Arabia will certainly focus on implementing the revised version - not the published version. 

I reached out to the author of both the original and revised versions - Ali Shihabi - asking him to explain why his original published plan was substantially revised and not published. 

I offered to publish his reasons verbatim in an article which I would submit to him to approve before publication. Shihabi has not replied to my request. 

Shihabi might be more forthcoming if contacted by any of the following - who have not even acknowledged the existence of the Saudi Plan since its original publication:

• Joe Biden, 
• UN Secretary-General Antonio Guterres, 
• New York Times Op Ed writer Thomas Friedman 
• Any reporter with Shihabi’s cell phone number.
• Private think tanks, 
• Israeli Non-Government Organisations, 
• Investigative journalists 

The failure of Jordan, the PLO or Hamas to reject the Saudi Plan since its initial publication seven months ago is explained by their agreement to the changes made in the revised version.

Hashemite Kingdom of Palestine vote winner for Lapid, Gantz, Bibi

 

With Israeli elections due in October--the major players vying to become Israel's next Prime Minister--current caretaker PM -Yair Lapid, current Minister of Defence - Benny Gantz and current Opposition Leader - Bibi Netanyahu have yet to issue any statement on the Saudi plan released on June 8, 2022 to merge Jordan, Gaza and part of the West Bank into a single territorial entity to be called The Hashemite Kingdom of Palestine. 

The Plan's author - Ali Shihabi - is a confidante of Saudi Arabia's next King - Crown Prince Mohammed Bin Salman and a member of the Advisory Council appointed by Bin Salman advising him on his personally-driven initiative - a $500 billion development called NEOM - a megacity of the future like none other on this planet - to be built in Northern Saudi Arabia on an expanse of land equal to the size of Israel.

The Saudi Solution offers a lot to excite Lapid, Gantz, Netanyahu and their respective political parties with these game-changing features:

• The plan reverses two previous Saudi peace proposals in 1981 and 2002 calling for Israel to withdraw completely from the West Bank.
• The two-state solution - the creation of a separate Palestinian Arab State between Jordan and Israel - pushed unsuccessfully by the United Nations for the last 29 years and by the European Union since 1980- is consigned to the diplomatic graveyard
• Jerusalem will not be claimed as the capital of The Hashemite Kingdom of Palestine - whose capital would be Amman.
• The right of return to Israel is abandoned
• Citizenship would be offered in the Hashemite Kingdom of Palestine to Palestinian Arab refugees living outside the boundaries of the new entity.

Promising voters to negotiate with Jordan on implementing this Saudi Plan is an assured vote winner. 

The most contentious issues in such Israel-Jordan negotiations would be:

• Israel's security concerns in relation to the territory of the new entity West of the Jordan River -where demilitarization and responsibility for maintaining security control would be issues on the negotiating table 
• the carve up of the West Bank and Gaza - where Israel and Jordan would have a good map to focus on for starters: President Trump's 2020 Conceptual Maps "Vision for Peace" (See following diagrams)

The areas designated as "A future State of Palestine" would be the starting point for Jordan's negotiators. 

The areas designated as "The State of Israel" would be the starting point for Israel's negotiators. 

Armed only with sharp pencils, erasers and liquid paper - and motivated to emulate the 1994 Israel-Jordan Peace Treaty - these negotiators could agree on the new international border between Israel and the Hashemite Kingdom of Palestine in literally a matter of months as well as the terms of the new peace treaty that would replace the 1994 one. 

Netanyahu and Gantz have already agreed to Israel's starting point - having approved the Trump subdivision in 2020 and the formation of a joint Mapping Committee comprising three members each from Israel and America to define the new border with greater precision.  

One could reasonably assume this would also be Lapid's starting point.

 With Operation Breaking Dawn still fresh in their minds - Lapid, Gantz and Netanyahu need to get off their high horses and break their months-long silence by:

• commenting on the Saudi Plan 
• announcing without any further delay whether negotiations with Jordan on this Saudi plan will be part of each of their parties' election platforms.

Making the Saudi Plan an election issue should not be missed by Lapid, Gantz and Netanyahu. 

If they think otherwise - they risk seeing their party being thrashed at the polling booths. 

Israel's media army needs to confront them for their urgent response.

UN, EU, Jordan & USA keep mum on Hashemite Kingdom of Palestine

 

The United Nations (UN), European Union (EU) Jordan and America (USA) continue to keep mum by refusing to comment on the Saudi Arabian proposal to unify Jordan, Gaza and part of Judea and Samaria (West Bank) into one territorial entity to be named "The Hashemite Kingdom of Palestine"  

The detailed Saudi proposal was set out in an article published on 8 June written by Ali Shihabi – a confidante of Crown Prince Mohammed Bin Salman - designated to be Saudi Arabia's next King.

The Saudi plan directly challenges UN, EU, Jordan and US positions argued for decades that the only solution to ending the conflict between Arabs and Jews is the creation for the first time in history of a 23rd Arab State between Israel and Jordan.  

Despite their unrelenting and determined efforts to bring this solution to fruition since its adoption by the EU at the Venice Summit on 13 June 1980 – that goal has proved incapable of being achieved. 

On 31 July 1988 Jordan's King Hussein hopped on the EU bandwagon and:

• Terminated Jordanian citizenship enjoyed by all West Bank Arab residents for the previous 38 years. 
• Renounced all Jordanian claims to the West Bank annexed by Jordan between 1950 and 1967

• Dissolved the Jordanian parliament (half of whose members were West Bank representatives), 
• Ceased salary payments to 21,000 West Bank civil servants, and 
• Ordered that West Bank Palestinian passports be converted to two-year travel documents. 

Jordan left the fate of the West Bank and its abandoned Jordanian-citizen population in the hands of the Palestine Liberation Organisation (PLO). 

The PLO subsequently rejected offers of a separate state proposed by the: 

• 1993 Oslo Accords
• 2003 Bush Roadmap 
• 2020 Trump Plan and 
• Israel in July 2000, September 2008 and June 2009

The EU and Jordan push for this separate-state solution between Israel and Jordan was made as recently as 2 June 2022:

"[The EU and Jordan] reiterated that the only path to a just, lasting and comprehensive resolution of the Israeli-Palestinian conflict is the two-state solution that ends occupation and leads to the establishment, of an independent contiguous, sovereign and viable Palestinian State, on the lines of 4 June 1967, with East Jerusalem as its capital, living side by side with the State of Israel in peace, in accordance with international law and UN Security Council resolutions"

Their failure to address the Saudi initiative - made 6 days later - could see the Hashemite Kingdom of Palestine solution being renamed the State of Palestine solution – with the Hashemites possibly losing their custodianship of the Islamic Holy sites in Jerusalem. 

President Biden has followed the EU and Jordan - Deputy Ambassador Richard Mills telling the UN Security Council on 27 June 2022 – without mentioning the Saudi proposal: 

"The current U.S. administration continues to affirm its strong support for a two-state solution, which remains the best way to ensure Israel's future as a democratic and Jewish state alongside a sovereign, viable Palestinian state." 

The UN and its agencies repeat this failed mantra ad nauseum.

Not one of these four major players has yet uttered one word specifically addressing Shihabi's plan to unify Jordan, Gaza and part of the West Bank – which Shihabi justifies on one indisputable fact: 

"Jordanians and Palestinians are as similar as any people can be. They are Sunni Arabs from the same neighbourhood. Merging them will not create any long-term ethnic or sectarian fault lines." 

No groups were defined and identified as:

• "Jordanians": Before 1950.
• "Palestinians": Until 1964.

Two States – Israel and the Hashemite Kingdom of Palestine - not three states – is the Saudi key that can finally bring peace to the Middle East.

Guterres changes course on UN Israel-PLO two-state solution

 

United Nations (UN) Secretary-General Antonio Guterres has had an epiphany—just four days after declaring on February 8th that there was no plan B to replace the UN-endorsed Israel-PLO two-state solution: Creating a second Arab State – in addition to Jordan—in the territory comprised in the 1922 League of Nations Mandate for Palestine.

On February 12th Guterres spoke positively of a new grassroots Plan B - “The Holy Land Confederation” - creating an Israeli-Palestinian confederation - after meeting with its authors in New York.

Creation of The Holy Land Confederation involves:

• the Palestine Liberation Organisation leadership (PLO) and the Israeli government negotiating a confederal peace agreement within one year on the future borders of the two States and on a future confederation - including its potential evolution and further stages of liberalization over another four years
• If no confederal agreement is reached within one year then negotiations for a Peace Agreement will center on the two state solution only.

The authors of the confederation have conceded:

“No formal confederations exist today, and the few states that call themselves a “confederation” are in fact federations” (p.91)

Yet this pie in the sky, vague and nebulous confederation proposal has been deemed significant enough for Guterres to give it his endorsement.

Guterres’ spokesman Stephane Dujarric said after the February 12th meeting:

“The secretary-general received [former Israeli justice minister] Yossi Beilin and [former Palestinian negotiator] Hiba Husseini, who presented him with their report on the ‘Holy Land Confederation’ process ... He thanked them for their useful contribution to try and achieve a lasting solution to the conflict,”

The meeting with Guterres lasted just 40 minutes and included four of Guterres’ advisers. Guterres reportedly said the plan could perhaps help revive the peace process - expressing regret at the absence of negotiations.

Beilin reportedly said he asked Guterres if the confederation plan could be included in Guterres’ talking points with leaders in the region and if Guterres could help the group use the UN platform for debates and discourse on the confederation:

“He [Guterres] promised that in his talks with his interlocutors, as he said, he will raise this option of a confederation,” Beilin said, adding that separately, “for the first time after many years, [Guterres said] he can have a dialogue with the Israeli government.”

There is another – and far better - alternative plan waiting in the wings to revive the peace process and get negotiations started: The Trump-Israel-PLO-Jordan Initiative

1. Israel and the PLO negotiate for the creation of a two-state solution on the basis of President Trump’s 2020 Peace Plan – and in default of their agreeing to do so or failing to reach agreement
2. Israel and Jordan negotiate to redraw their current agreed international boundary designated under Clause 3(2) of the 1994 Jordan-Israel peace Treaty – based on Trump’s Plan
3. 100% of Gaza and about 70% of Judea and Samaria (West Bank) containing 95% of its Arab population will in either scenario be internationally-recognised as being under Arab sovereignty and control.
4. No Arab or Jew will have to leave his current home.

Israel has endorsed Trump’s Plan as a “historic opportunity” and “significant milestone” whilst the Arab League has rejected it.

The uncertainties and five year time frame involved in negotiations to establish The Holy Land Confederation stand in strong contrast to the immediate results that negotiations based on The Trump-Israel-PLO-Jordan Initiative could yield within months.

Guterres will be doing world peace a disservice if he ignores endorsing The Israel-PLO-Jordan Trump Initiative after endorsing The Holy Land Confederation proposal.

Guterres’ welcome change of course opens up a new horizon for finally resolving the 100 years old Arab-Jewish conflict.

UN: End the jaw-jaw - use Trump to redraw the Israel-Jordan border

 

United Nations (UN) Secretary-General Antonio Guterres demonstrated that the UN has learnt nothing about resolving the 100 years-old Arab-Jewish conflict when he addressed the gabfest held by the UN Committee on the Exercise of the Inalienable Rights of the Palestinian People (Inalienable Rights Committee) in New York on  February 8th.

Guterres could only repeat the failed UN mantra once again:  

“The goal remains two States—Israel and an independent, democratic, contiguous, viable and sovereign Palestinian State—living side by side in peace within secure and recognized borders, on the basis of the pre-1967 lines, with Jerusalem as the shared capital of both States.  There is no plan B.”

No plan B? Is Guterres that blinkered?

Guterres is ignoring the possibilities opened up by the most comprehensive plan ever presented for resolving this long-running conflict: President Trump’s January 28, 2020 Peace Plan (see following map) — released in the presence of Israel’s Prime Minister Netanyahu and the ambassadors from three Arab nations — Oman, the United Arab Emirates and Bahrain. 

Trump’s plan was openly embraced by Netanyahu:

“A great plan for Israel, a great plan for peace”

Palestine Liberation Organisation (PLO) leader Mahmoud Abbas refuses to negotiate with Israel on Trump’s Plan: 

“I say to Trump and Netanyahu: Jerusalem is not for sale, all our rights are not for sale and are not for bargain. And your deal, the conspiracy, will not pass,”

President Trump declared his plan: 

 “a win-win opportunity for both sides, a realistic two-state solution that resolves the risk of Palestinian statehood to Israel’s security.”

Guterres and the UN’s monolithic Jew-bashing Tower of Babble:

• The General Assembly
• The Security Council
• The UN Human Rights Committee 
• UNRWA
• UNESCO 
• The Inalienable Rights Committee 
• The Fourth Committee (Special Political and Decolonization) 
• United Nations Conciliation Commission for Palestine
• The Working Group on the Financing of the United Nations Relief and Works Agency for Palestine Refugees in the Near East
• Office of the United Nations Special Coordinator for the Middle East Peace Process
• Special Rapporteur on the situation of human rights in the Palestinian territories occupied since 1967
• Office of the United Nations High Commissioner for Human Rights 
• United Nations Office for the Coordination of Humanitarian Affairs
• Committee to Investigate Israeli Practices
• Department of Political and Peacebuilding Affairs 
• Special Committee to Investigate Israeli Practices Affecting Human Rights of Palestinian People and Other Arabs of Occupied Territories

have preferred to wring their collective hands, sit back and record the escalating violence between Arabs and Jews — issuing reams of reports condemning Israel for what is happening — yet taking no action to try and end that violence and eliminate the need for many of these voyeur groups to exist. 

The UN Security Council needs to urgently activate the following Plan B:

• Call on Israel and the PLO to negotiate on the basis of Trump’s Plan—and in default of their agreeing to do so
• Call on Israel and Jordan to redraw their current agreed international boundary — designated in the 1994 Jordan-Israel peace Treaty — by dividing sovereignty in Judea and Samaria (West Bank) and Gaza between their two States — based on Trump’s Plan 

About 70% of these territories will in either scenario be returned to Arab sovereignty after an absence of 55 years. No Arab or Jew will have to leave his current home.

The UN is charged under Article 1 of its own Charter: 

“To maintain international peace and security, and to that end: to take effective collective measures for the prevention and removal of threats to the peace”

Time for the UN to end the jaw-jaw and facilitate redrawing the Israel-Jordan border using Trump’s Plan.

UN Security Council incites Jew-hatred thanks to Obama & Biden

The Obama-Biden administration’s failure to veto UN Security Council Resolution 2334 on December 23, 2016 — as President Obama was vacating the White House to hand over the reins of power to President-elect Donald Trump — has seen that Resolution being weaponized for the last five years to incite Jew-hatred worldwide — with UN Secretary-General Antonio Guterres firing the bullets.

Guterres is required to report to the Security Council every three months on the implementation of Resolution 2334 and recently issued his 20th such report covering the period September 29 — December 9, 2021.

Guterres states:

“In its resolution 2334 (2016), the Security Council reaffirmed that the establishment by Israel of settlements in the Palestinian territory occupied since 1967, including East Jerusalem, had no legal validity and constituted a flagrant violation under international law and a major obstacle to the achievement of the two-State solution and a just, lasting and comprehensive peace. In the same resolution, the Council reiterated its demand that Israel immediately and completely cease all settlement activities in the occupied Palestinian territory, including East Jerusalem, and that it fully respect all of its legal obligations in that regard. No such steps were taken during the reporting period.”

This Security Council Resolution falsely accuses Jews of:

• Illegally settling in “the Palestinian territory occupied since 1967 including East Jerusalem” (“Territories”): 

These Territories have been designated for 3000 years as “Judea and Samaria” and “Jerusalem” — the ancient and biblical heartlands of the Jewish People — and were so designated in 1947 by the UN Special Commission Report on Palestine and UNGA Resolution 181 (II). 

• Having no right to live in these Territories: 

All Jews living there were ethnically cleansed in 1948 by six invading Arab armies and prevented from returning until 1967. 

• Acting in flagrant violation of international law

The right of Jews to live in these Territories is expressly authorized by articles 6 and 25 of the 1922 League of Nations Mandate for Palestine and preserved until today by article 80 of the United Nations Charter.

Resolution 2334 institutionalized Jew-hatred in the Security Council. 

Jew-hatred is now being preached and practiced under the cover of United Nations respectability.

Guterres further points out:

“In its resolution 2334 (2016), the Security Council called upon all States to distinguish, in their relevant dealings, between the territory of the State of Israel and the territories occupied since 1967.”

Dealing with Jews living in Israel differently from Jews living in the Territories:

• Violates anti-discrimination international humanitarian law 
• Disregards the UN Charter’s call “to practice tolerance”.
• Constitutes racial apartheid

An Obama-Biden veto would have consigned Resolution 2334 to the dustbin of history — like so many other similar Resolutions reeking of Jew-hatred vetoed by them. 

Then US Secretary of State—John Kerry—explained why America allowed this pernicious Resolution to pass:

”...the two-state solution is the only way to achieve a just and lasting peace between Israelis and Palestinians… the vote in the United Nations was about preserving the two-state solution”

Really?

A different solution worked successfully between 1948 and 1967: Unifying the two banks of the Jordan River to create one State replacing “Transjordan”  — re-named “Jordan” in 1950.

Why couldn’t a similar solution work again?

Obama and Biden’s abstention-decision on Resolution 2234 — as they were leaving office — to preserve the two-state solution by creating a second Arab state in former Palestine in addition to Jordan – has seen Jews paying the price — being increasingly exposed to targeted attacks worldwide fuelled by UN Secretary-General quarterly reports on the implementation of a Security Council Resolution that falsely demonises the Jewish People.

Jew-hatred has become firmly entrenched in the UN Security Council to its eternal shame.

Israel & Jordan need to negotiate on Trump 2020 Peace Plan

It is regrettable that Israeli Defence Minister Benny Gantz and Jordan’s King Abdullah did not discuss the possibility of Jordan-Israel negotiations on former US President Donald Trump’s 2020 Peace Plan for allocating sovereignty in Judea/Samaria (West Bank), Gaza and parts of Israel (Trump’s Plan) - when they met in Amman on January 5th.

Gantz enthusiastically supported Trump’s Plan (see image below) following its release on January 28 2020:

“The Trump administration’s peace plan is a significant and historic milestone indeed. Immediately after the elections, I will work toward implementing it from within a stable, functioning Israeli government, in tandem with the other countries in our region.”

Israel now has a stable functioning Government – so Gantz’s failure to raise Trump’s Plan with Abdullah when sitting face to face with the King runs counter to Israel’s national interest. 

This is especially so given Palestine Liberation Organisation (PLO) Chairman Mahmoud Abbas’s outright rejection of Trump’s Plan – reportedly telling an Arab League foreign ministers meeting on 1 February 2020: 

“They told me Trump wants to send me the deal of the century to read, I said I would not. 

Trump asked that I speak to him over the phone, so I said ‘no’, and that he wants to send me a letter, so I refused to receive it.”

Holding up a map that shows the gradual geographic reduction of Palestine through four stages from pre-1948 to Trump’s Middle East plan, Abbas said: “I challenge any of you, if you can even see us on the map. If you ask a child in first grade to draw Trump’s map he will never know how to.”

“This is a disgrace,” 

The map Abbas brandished (pictured below) was a phony map of “Historic Palestine” – dating from 1947 - not 1920.

Article 2 of the PLO Charter recognizes that Palestine between 1920 and 1946 included what is today called Jordan - 78% of the territory of Palestine under the League of Nations Mandate for Palestine:

“Palestine, with the boundaries it had during the British Mandate, is an indivisible territorial unit.”

Jordan was granted independence by Great Britain in 1946 - terminating its Mandate in the remaining 22% of Palestine in 1948. 

The PLO never claimed sovereignty in Judea/Samaria (West Bank) or Gaza on its establishment in 1964 – article 24 of its founding Charter declaring:

This Organization does not exercise any regional sovereignty over the West Bank in the Hashemite Kingdom of Jordan, on the Gaza Strip or the Himmah Area. Its activities will be on the national popular level in the liberational, organizational, political and financial fields.

Jordan occupied Judea/Samaria between 1948 and 1967.

Jordan’s history certainly qualifies it to replace the PLO as Israel’s negotiating partner to implement Trump’s Plan.

Abdullah stressed to Gantz the: 

“importance of maintaining calm in the Palestinian Territories and taking all measures to create the horizon needed to achieve just and comprehensive peace based on the two-state solution”

Jordan - stepping into the negotiating void created by Abbas’s continuing rejection of Trump’s Plan – would become a major driver in maintaining that calm. 

Israel-Jordan negotiations to redraw their currently-agreed existing international border - using Trump’s Plan - could result in the following two-state solution first contemplated by the 1922 Mandate for Palestine: 

1. Israel acquiring sovereignty in about 30% of Judea/Samaria (West Bank) 
2. Jordan acquiring sovereignty in about 70% of Judea/Samaria (West Bank), all of Gaza and parts of Israel’s existing sovereign territory.
3. No Arab or Jewish residents being forced to move from their current homes or business locations.

Trump’s Plan has now become the definitive blueprint for resolving the 100-years old Arab-Jewish conflict in former Palestine.

Trump-Netanyahu legacy eclipses rancour over phone call to Biden

 

Former US President Trump’s unforgiving anger with former Israeli Prime Minister Netanyahu over Netanyahu’s congratulatory call to President Biden following Biden’s election win in November 2020—must not be allowed to detract from or bury Trump’s self-styled Deal of The Century (“Vision”) released on 28 January 2020.

Trump stated at that time—with Netanyahu standing next to him in the White House:

“This vision for peace is fundamentally different from past proposals. In the past, even the most well-intentioned plans were light on factual details and heavy on conceptual frameworks. By contrast, our plan is 80 pages and is the most detailed proposal ever put forward by far. As I have seen throughout my long career as a deal-maker, complex problems require nuanced, fact-based remedies. That is why our proposal provides precise technical solutions to make Israelis, Palestinians, and the region safer and much more prosperous. My vision presents a win-win opportunity for both sides, a realistic two-state solution that resolves the risk of Palestinian statehood to Israel’s security.”

Trump continued:

“Today Israel has taken a giant step toward peace. Yesterday Prime Minister Netanyahu informed me that he is willing to endorse the vision as the basis for direct negotiations…

... This is the first time Israel has authorized the release of a conceptual map illustrating the territorial compromises it’s willing to make for the cause of peace and they’ve gone a long way. This is an unprecedented and highly significant development. Mr. Prime Minister, thank you for having the courage to take this bold step forward…

... Under this vision, Jerusalem will remain Israel’s undivided, very important, undivided capital”

Netanyahu’s concession was indeed historic.

The conceptual map (see below) shows the areas in which Israel was prepared to allow the creation of an additional Arab state in former Palestine—in addition to Jordan—for the first time ever in recorded history.

Netanyahu’s concession required him to put aside his own personal view held since at least 1978 which he expressed on December 11, 1984 to the United Nations General Assembly: 

“Clearly, in Eastern and Western Palestine, there are only two peoples, the Arabs and the Jews. Just as clearly, there are only two states in that area, Jordan and Israel. The Arab State of Jordan, containing some three million Arabs, does not allow a single Jew to live there. It also contains 4/5 of the territory originally allocated by this body’s predecessor, the League of Nations, for the Jewish National Home. The other State, Israel, has a population of over four million, of which one sixth is Arab. It contains less than 1/5 of the territory originally allocated to the Jews under the Mandate…. It cannot be said, therefore, that the Arabs of Palestine are lacking a state of their own. The demand for a second Palestinian Arab State in Western Palestine, and a 22nd Arab State in the world, is merely the latest attempt to push Israel back into the hopelessly vulnerable armistice lines of 1949.”

Trump’s Vision was—however—unequivocally rejected by the:

• Arab League

• Palestine Liberation Organisation President Mahmoud Abbas declaring the day it was released: 

 “After the nonsense that we heard today we say a thousand no’s to the Deal of The Century,” 

Biden — and the United Nations — need to endorse Trump’s Vision and persuade Abbas to discard his rejectionist stance by commencing negotiations with Israel on Trump’s conceptual map — the key to ending the 100 years-old Arab-Jewish conflict.

Trump and Netanyahu’s legacy in achieving agreement on Trump’s historic milestone will always eclipse any continuing rancour between Trump and Netanyahu over Netanyahu’s phone call to Biden.

UN action on Trump Peace Plan can deter Iran-Israel conflict

 

The United Nations Security Council needs to urgently adopt former US President Donald Trump’s 2020 Peace Plan to end the Jewish-Arab conflict and call on Israel, Jordan and the Palestine Liberation Organisation (PLO) to commence negotiations under Trump’s Plan to deter conflict between Iran and Israel.

Trump’s Plan (see maps following) – already endorsed by Israel - provides for:

• The creation of a future demilitarised State of Palestine in about 60% of Judea and Samaria (West Bank), Gaza, and parts of Israel and  

• The extension of Israeli sovereignty in the remaining 40% of Judea and Samaria (West Bank)

The territory involved is small - comprising the remaining  5% of former Palestine in which sovereignty remains unallocated between Arabs and Jews – approximating America’s third-smallest State  – Delaware.

Israel (17%) and Jordan (78%) currently exercise sovereignty in the other 95%.

The PLO has rejected Trump’s very detailed and comprehensive proposals. 

The UN continues to pursue a nebulous two-democratic-states solution based on Security Council Resolution 2334  -  achieving no progress since its adoption in 2016.

Emboldened by the Security Council’s failure to successfully implement Resolution 2334 and the antagonistic attitude towards Israel and the Jewish People expressed in a growing number of General Assembly resolutions – 17 in 2020 compared to 7 for  the rest of the world - Iran continues to demonise and threaten the elimination of Israel as Iran expands its nuclear weapons program. 

Iranian Armed Forces spokesman - Brig.-Gen. Abolfazl Shekarchi - recently told the Iranian Students News Agency:

“We will not back off from the annihilation of Israel, even one millimetre. We want to destroy Zionism in the world”

Rather than:

• condemning Iran’s threats to destroy another UN member state and 
•  defending Israel’s right to exist in secure and recognised boundaries as stipulated in UN Security Council Resolution 242 

The General Assembly has been engaging in its own demonisation of the Jewish People – recycling a Security Council Press Statement dated September 17, 2015 (Press Statement ) which only referred to the Temple Mount by its Arabic name “Haram al-Sharif” and not its Hebrew name  “Har HaBayit”.

General Assembly Resolution A/76/L.16 (Resolution) - passed on December 1 – repeated this highly-offensive canard:

“Recalling the Security Council press statement on Jerusalem of September 17, 2015, in which the Council called, inter alia, for the exercise of restraint, refraining from provocative actions and rhetoric and upholding unchanged the historic status quo at the Haram al-Sharif – in word and in practice, as well as for full respect for international law, including international human rights law and international humanitarian law, as may be applicable in Jerusalem”

The Press Statement and Resolution both failed to acknowledge the special role of Jordan – not Israel - as custodian of all the Muslim holy shrines in Jerusalem  - recognized in the 1994 Jordan-Israel  Washington Declaration and Jordan-Israel Peace Treaty.

If the Security Council and General Assembly can both brazenly ignore these two highly-significant binding international commitments whilst simultaneously denying the Jewish People’s connection with Judaism’s holiest religious site in Jerusalem – what message does this send to Israel, Jordan and Iran? 

Israel’s President Herzog has provided Israel’s response:

“Israel will welcome a comprehensive, diplomatic solution which permanently solves the Iranian nuclear threat.”

“In the case of a failure to achieve such a solution, Israel is keeping all options on the table and it must be said that if the international community does not take a vigorous stance on this issue — Israel will do so. Israel will protect itself”

 Overt UN bias against Israel and the Jewish People should not preclude the UN from embracing Trump’s Plan to end the 100 years-old Jewish-Arab conflict and avert conflict between Iran and Israel.

Biden backs UN racist plan to exclude Jews from East Jerusalem

Israel has a real fight on its hands in resisting President Biden’s push to re-open the US consulate in Jerusalem.

The consulate was closed on March 4, 2019 — after former President – Donald Trump—had issued a Presidential Proclamation on 6 December 2017 that saw the US Embassy moved from Tel Aviv to Jerusalem on 14 May 2018.

Trump’s Secretary of State – Mike Pompeo – has slammed Biden’s decision:

“I think it’s illegal. We don’t have consulates in the same city we have embassies anywhere in the world… It’s unnecessary and counterproductive, and I think, frankly, sends the wrong signal to the Palestinians as well. It signals to them back to business as usual, back to the kleptocracy, and ‘pay to slay’ and all the horrors that the Palestinian leadership and the West Bank imposed on its own people as well” 

Biden’s decision will certainly give added impetus to United Nations Security Council Resolution 2334 – passed on 23 December 2016 as then Vice President Biden was vacating his office in the White House prior to the handover of power from President Obama to President-elect Trump.

Security Council Resolution 2334:

1. Reaffirmed that the establishment by Israel of settlements in the Palestinian territory occupied since 1967, including East Jerusalem, had no legal validity and constituted a flagrant violation under international law and a major obstacle to the achievement of the two-State solution and a just, lasting and comprehensive peace; 

2. Reiterated its demand that Israel immediately and completely cease all settlement activities in the occupied Palestinian territory, including East Jerusalem, and that it fully respect all of its legal obligations in this regard; 

3. Underlined that it will not recognize any changes to the 4 June 1967 lines, including with regard to Jerusalem, other than those agreed by the parties through negotiations;

This racist resolution: 

• Ignored that all Jews living in East Jerusalem before 1948 had been ethnically cleansed from there following Jerusalem’s invasion and partial conquest by Transjordan in 1948.
• Denied Jews had any right to return or take up residence there after 1967
• Failed to acknowledge that Jews had lived there for 3000 years

The Obama-Biden administration failed to veto this overtly anti-Jewish Resolution to ensure it could never be weaponised to attack Israeli policies. 

The departing administration shamefully chose instead to only abstain — as then Secretary of State John Kerry — now currently serving as Biden’s United States Special Presidential Envoy for Climate — explained:

“.. . the vote in the United Nations was about preserving the two-state solution.  That’s what we were standing up for: Israel’s future as a Jewish and democratic state, living side by side in peace and security with its neighbors.  That’s what we are trying to preserve for our sake and for theirs.”

Preserving the two-state solution was more important for the Obama-Biden administration than denouncing the UN for denying Jews the right to live in East Jerusalem

President Trump’s closure of the US Consulate in Jerusalem helped neutralise this anti-Jewish parting shot fired by Obama and Biden.

Biden’s current Secretary of State – Antony Blinken – has announced that re-opening the US Consulate in Jerusalem will serve: 

“to underscore the commitment of the United States to rebuilding the relationship with the Palestinian Authority and the Palestinian people”

Why does rebuilding this relationship justify consular offices separate from the US Embassy in Jerusalem for those seeking to deny Jews the right to live in East Jerusalem alongside them? 

The US House of Representatives rejected Resolution 2334 by a vote of 342-80 on January 5, 2017. So should Biden – by keeping the former US Consulate doors in Jerusalem firmly and permanently closed.

Jew-hater joins Prince Harry & Meghan as Icons in TIME Top 100

 

TIME has made a laughing stock of itself - and its credibility - by including 23 year old rabid-Jew hating Palestinian Arab journalist Mohammed El-Kurd and his twin sister Mana El-Kurd among 16 persons listed as Icons in its 100 most influential people in 2021.

Other Icons include the Duke and Duchess of Sussex – Prince Harry and Meghan Markle, tennis player Naomi Osaka and entertainers Britney Spears and Dolly Parton.

Edward Felsenthal Editor-in-Chief and CEO of TIME – said of the magazine’s choices:

“At TIME, we see the TIME100 as far more than a list. It is a community of leaders whose energy and commitment we hope inspires others to spring into action as well.”

El-Kurd’s Jew-hating credentials were exposed in a May 2021 interview when making the following false claims:

“My entire neighbourhood is being stolen by Israeli settler organisations working with the Israeli government to ethnically cleanse us from Jerusalem, as they have been doing for 73 years”

Just four Arab families residing in El- Kurd’s neighbourhood of East Jerusalem – Sheikh Jarrah - are facing the risk of eviction due to a legal challenge by Jews claiming ownership of these four properties.

These Arab families have refused an offer that they remain in their properties as “protected tenants”, recognise ownership of their homes by their Jewish claimants and pay a symbolic annual rent.

Jordan occupied Sheikh Jarrah and East Jerusalem in 1948 and expelled every Jew living there. Jews were unable to return there until after the Six Day War in 1967 and subsequently begin the long legal process to reclaim their properties given to these four families by Jordan in conjunction with UNRWA.

The 1967 Israeli census showed 29904 Palestinian Arabs were then living in East Jerusalem. Today that population numbers 428304 according to World Population Review. El-Kurd’s accusation of ethnic cleansing is offensive, inflammatory and one big lie.

"[Sheikh Jarrah] is a microcosm of Israeli settler-colonialism in Palestine at large…it showcases, you know, the way they [Israel] forcibly take people’s homes and have taken people’s homes. But it also showcases a manipulation, or exploitation, of the law, that is basically about colonial supremacy, to produce a judicial system that legalises ethnic cleansing."

The claim of "Israeli settler-colonialism" denies that Israel is the national home of the Jewish people reconstituted after 3000 years with the approval of the League of Nations and the United Nations, that Jews are not colonisers but have been granted international recognition to resettle in, rebuild and restore their ancient and biblical homeland.

El-Kurd’s attack on Israel’s judicial system in a throwaway unsubstantiated sentence is reckless, provocative and amounts to a call on Palestinian Arabs to disrespect the law and to engage in violence against Jews – as they did in Jerusalem in 1920, 1929 and 1936.

“The fact that there’s a dominant narrative that stretches so far from the truth is so concerning. And the fact that the rebuttal to that narrative is seen as radical or extremist or courageous, is going to put me in danger is really concerning”

The dominant narrative El-Kurd seeks to rebut includes the Palestinian Arabs refusal to accept:

• Partition of Palestine between Jews and Arabs proposed by the Peel Commission in 1937 and the United Nations in 1947,
• offers made by Israel in 2000 and 2008 and
• proposals made by President Bush in 2003 and President Trump in 2020

El-Kurd’s denial of these truths signals continuing confrontation – not negotiations - to resolve the Jewish-Arab conflict.

TIME should be truly ashamed of its decision to recognise this Jew-hater and purveyor of false claims seeking to denigrate and incite violence against Jews.

Bennett kowtows to Biden and jettisons Trump

 

It has taken just two months for Israel’s Prime Minister – Naftali Bennett - to abandon implementing his 10 years old policy calling for Israel to unilaterally extend its sovereignty into 60% of Judea and Samaria (West Bank) - dubbed Area C under the Oslo Accords.

Bennett’s backdown was made in the New York Times on 24 August:

“This government will neither annex nor form a Palestinian state, everyone gets that”

Bennett told the Knesset exactly the opposite on the occasion of his swearing in as Prime Minister on 13 June:

“We will ensure Israel’s national interests in Area C – and we will increase standards to that end after much neglect in this area.”

Bennett articulated Israel’s national interests in Area C when presenting his comprehensive Israel Stability Initiative in February 2012:

• Israel unilaterally extending sovereignty over Area C:

“Through this initiative, Israel will secure vital interests: providing security to Jerusalem and the Gush Dan Region, protecting Israeli communities, and maintaining sovereignty over our National Heritage Sites. The world will not recognize our claim to sovereignty, as it does not recognize our sovereignty over the Western Wall, the Ramot and Gilo neighborhoods of Jerusalem, and the Golan Heights. Yet eventually the world will adjust to the de facto reality. Further, the areas coming under Israel’s sovereignty will create territorial contiguity and will include the Jordan Valley, the Dead Sea, Ariel, Maale Adumim, the mountains above Ben Gurion Airport, and all of the Israeli communities in Judea and Samaria. As a result, residents of Tel Aviv, the Gush Dan Region, Jerusalem, and Israel will live in full security, protected against threats from the east.”

• Full naturalization of the 50,000 Arabs living in Area C:

“This will counter any claims of apartheid. Currently there are 350,000 Jewish residents, and only 50,000 Arab residents of Area C. Irrespective of religion, all residents of the area will receive full citizenship. Based on this outline, no Arabs or Jews will be evicted or expelled from their properties.”

• A full Israeli security umbrella for all of Judea and Samaria:

“The success of the initiative is conditional on keeping the territories peaceful and quiet. Peace can only be achieved with the IDF [Israel Defense Forces] maintaining a strong presence in, and complete security control over, Judea and Samaria. If the IDF leaves, Hamas will rapidly infiltrate the area. This is how Hamas took control of Gaza, and how Hizballah took control of southern Lebanon”

Abandonment of these objectives by Israel’s present Government for the next four years can only be regarded as:

• an attempt to curry favour with Biden and his administration
• a missed opportunity to advance President Trump’s detailed peace plan to extend Israeli sovereignty into approximately 50% of Area C (see diagram following)

The mutual backslapping and expressions of self-admiration by Bennett and Biden for each other at their White House meeting on 27 August took place as the US was reeling from the deaths of 13 US military personnel, 18 more wounded and at least 169 Afghani citizens killed in two suicide-bombing attacks following Biden’s disastrous decision to unilaterally withdraw from Afghanistan.

Forgotten was Bennett’s own assessment of Trump in May 2020:

“Israel has never had a friend like Donald Trump. But it cannot guarantee that of his successors. His bold peace vision creates new possibilities that we believe should be pursued—but not at any price.”

Taking flight from – rather than fighting for – Bennett’s own and Trump’s carefully crafted proposals to provide Israel with secure, defensible and recognized borders – is not in Israel’s national interests.

Kowtowing to Biden and jettisoning Trump does not augur well for Bennett’s coalition Government or Israel.

Biden and Bennett need to jointly adopt or dump Trump Peace Plan

 

President Biden and Israel’s Prime Minister Naftali Bennett need to jointly decide on whether to adopt or dump President Trump’s Peace Plan (Trump’s Plan) during their White House meeting on 26 August.

Trump’s Plan (see diagrams following) provides a political and economic path to creating for the first time in recorded history “A Future State of Palestine” between Jordan, Israel and Egypt - or — if rejected — offers the tantalising possibility of extending Jordanian and Egyptian sovereignty - in:

• 70% of Judea and Samaria (West Bank),
• All of Gaza and
• Land currently located within the internationally-recognized boundaries of Israel

Trump summarised his vision:

“The plan designates defensible borders for the State of Israel and does not ask Israel to compromise on the safety of its people, affording them overriding security responsibility for land west of the Jordan River. For Palestinians, the Vision delivers significant territorial expansion, allocating land roughly comparable in size to the West Bank and Gaza for establishing a Palestinian State. Transportation links would allow efficient movement between Gaza and the West Bank, as well as throughout a future Palestine. The plan does not call for uprooting any Israelis or Palestinians from their homes.”

A joint US-Israeli Mapping Committee established in February 2020 to map the precise area of Judea and Samaria in which Israeli sovereignty was to be extended (approximately 30%) had apparently not concluded its deliberations when Trump left the White House in January 2021.

Israel’s then Prime Minister — Benjamin Netanyahu — endorsed Trump’s Plan.

The Palestine Liberation Organization and Hamas rejected Trump’s Plan outright but the United Arab Emirates, Bahrain, Sudan and Morocco seemingly accepted its political and economic goals when subsequently normalizing their relationships with Israel.

Biden’s seven months tenure as President has already seen unprecedented chaos and confusion in America’s internal and external relations following Biden’s unilateral dumping of three major Trump policies without consulting individuals, state or foreign Governments affected by such changes:

• Ceasing construction of Trump’s security fence on America’s southern border - facilitating increased unauthorised and illegal entry of aliens into the US.

CNN reported on this continuing crisis on August 13, 2021:

"The Biden administration is facing a “serious challenge” at the US southern border, Homeland Security Secretary Alejandro Mayorkas said Thursday, saying the US has encountered an “unprecedented” number of migrants illegally crossing the border.

During a news conference in Brownsville, Texas, Mayorkas stressed the sharp increase of migrants arriving at the US-Mexico border, many of whom are fleeing deteriorating conditions in their home countries.”

• Blocking completion of the Keystone XL pipeline (costing 11000 jobs) and reviewing oil-exploration leases granted by Trump in Alaska’s Arctic National Wildlife Refuge - reversing hallmark policies of Trump’s administration championing the oil industry by promoting oil-exploration projects in the interests of securing US energy independence. 

• Ditching Trump’s plans for a conditions-based orderly American withdrawal from Afghanistan and replacing it with an unconditional withdrawal - leaving behind billions of dollars of American sophisticated and highly-secret military equipment, up to 15000 American civilians, and thousands of Afghani civilians who helped the US military — and their families - at the mercy of the anti-US Taliban terrorist militants taking over Afghanistan.

Biden cannot — after these disastrous unilateral policy decisions — dump Trump’s Plan without Bennett’s approval.

Trump’s Plan - the most comprehensive and detailed plan ever prepared by an American President for dividing sovereignty in Judea and Samaria (West Bank) and Gaza between Arabs and Jews — remains the best way forward for ending the unresolved 100 years Jewish-Arab conflict.

Trump’s Plan — and his vision for peace - will surely be hovering over Biden and Bennett when they face-off in their White House meeting this week.

Lapid-Bennett consensus buries Biden's renewed two-state solution bid

 

The likelihood of President Biden being the American President finally overseeing an end to the 100 years old conflict between Arabs and Jews — promisingly advanced by President Trump’s Abraham Accords — was dashed this week when Israel’s Foreign Minister — and its next Prime Minister in 26 months’ time —Yair Lapid — told the EU Foreign Affairs Council:

“A future Palestinian state must be a democracy that seeks peace with Israel”

Israel's current Prime Minister - Naftali Bennett - shares Lapid's opinion:

“Self-determination also depends on democracy so that the people are able to determine what they want. Almost none of neighbours enjoy democracy and if they did they would cease to be.”

Bennett and Lapid’s consensus democracy-demand is also supported by two former American Presidents:

• President Bush on April 30, 2003:

“A two-state solution to the Israeli-Palestinian conflict will only be achieved through an end to violence and terrorism, when the Palestinian people have a leadership acting decisively against terror and willing and able to build a practicing democracy based on tolerance and liberty, and through Israel’s readiness to do what is necessary for a democratic Palestinian state to be established”

• President Trump in his 2020 Peace Plan:

“The following criteria are a predicate to the formation of a Palestinian State and must be determined to have occurred by the State of Israel and the United States, jointly, acting in good faith, after consultation with the Palestinian Authority:

The Palestinians shall have implemented a governing system with a constitution or another system for establishing the rule of law that provides for freedom of the press, free and fair elections, respect for human rights for its citizens, protection for religious freedom and for religious minorities to observe their faith, uniform and fair enforcement of law and contractual rights, due process under law, and an independent judiciary with appropriate legal consequences and punishment established for violations of the law.

The Palestinians shall have ended all programs, including curricula and textbooks, that serve to incite or promote hatred or antagonism against its neighbours, or which compensate or incentivize criminal or violent activity.

The Obama-Biden administration — between 2009 and 2017 — failed to achieve any two-state solution— the creation of a new Arab state between Jordan and Israel for the first time in recorded history —betraying Israel in the process on December 23, 2016 by failing to veto United Nations Security Council Resolution 2334 as the Obama-Biden administration was vacating the White House.

That UN decision — inimical to Israel’s interest — was described by Lapid as:

“dangerous and unfair, and Israel will not accept it”

Biden’s latest support for a two-state solution expressed in his telephone call with Jordan’s King Abdullah on April 7, 2021 — seems even further from being realised given Lapid’s four additional conditions for its creation — backed up by Bennett:

• “Israeli security should stay in Israeli hands” — enabling the army to enter Palestinian territory if they are aware of terrorists planning an attack on Israelis.
• The Jordan Valley remain in Israeli hands
• “There is no such thing as the right of return”—referring to the Palestinian demand to return to pre-1948 lands.
• Jerusalem remain undivided “because countries do not divide their own capitals.”

Bennet opposes any two-state solution – even one that is democratically-based:

“My option is that Palestinians have an ‘autonomy on steroids,’ and I’m open to ideas about how this materialises; it could be a confederation with Jordan, or local municipalities, or a central government.”

Biden’s renewed pursuit of the two-state solution — without stipulating there be a democratic outcome— is destined to end up in the garbage bin of history.

Two-state solution sinks as Biden tries to resurrect it

 

Postponement of the upcoming Palestinian elections on May 22nd for the 132 member Palestinian Legislative Council (PLC) seems virtually assured with the report from an “unnamed US source” that Washington would not object to any such postponement.

The potential boost to Hamas’s power in winning this election at the expense of the Palestine Liberation Organisation (PLO) would spell the death knell for the creation of an independent Palestinian State located in all of Gaza, Judea and Samaria (West Bank) and East Jerusalem (“target area”).

Amazingly this failed solution still continues to be pushed by the international community 40 years after the Venice Declaration first embraced it.

President Trump’s plan to create another Arab State in about 70%—rather than 100% — of the target area — was effectively discarded by President Biden from the day he became President — rewarding the PLO for its unequivocal rejection of Trump’s proposal by resuming much of America’s financial largesse to the PLO and international organisations withdrawn by Trump.

Particularly noteworthy has been Biden’s failure to demand that the PLO end its “pay for slay policy” that rewards the killing and maiming of Jews with substantial payments to the perpetrators or their families — currently running in excess of $300 million per annum.

In agreeing to postpone the May 22 PLC elections — Biden is trying to keep alive the failed 40 years-old “two-state solution” that realistically has never had any chance of succeeding.

The PLC first met on March 7, 1996. Under the 1995 Oslo II Accord, the powers and responsibilities of the PLC are restricted to civil matters and internal security in Area A of the West Bank and Gaza, while in Area B they are restricted to civil affairs with security matters being shared with Israel. In Area C, Israel has full control.

The 2006 election for the second PLC was the last PLC election held. Hamas and Hamas-affiliated members won 74 of the 132 seats — whilst its main rival — Fatah — the dominant faction in the PLO— won 43 of the remaining 58 seats.

There seems little prospect of Hamas being overhauled if the May elections are held.

The PLO refusal to accept the 2006 election result saw the bitter internecine Hamas–Fatah split in 2007 with the PLC ceasing to function ever since.

The logos adopted by both Hamas and Fatah for the upcoming PLC elections indicate Hamas and the PLO — and many others — are still not prepared to abandon their claims to wipe Israel off the map –Palestine Media Watch pointing out:.

“The logos that are being used by the 36 parties in the PA parliamentary elections are a window to aspects of Palestinian ideology and goals. 11 of the lists include in their logos the PA map of “Palestine” that erases all of the State of Israel and includes it in “Palestine.” The two dominant Palestinian political movements, Fatah of Mahmoud Abbas that is the major party ruling the Palestinian Authority, and Hamas, that rules the Gaza Strip, include the map of “Palestine” that erases Israel. Fatah’s logo also includes two rifles and a grenade, indicating that the goal of liberation of “Palestine,” i.e., the destruction of Israel, will be through military means. The Future party of Muhammad Dahlan — a Fatah breakaway — likewise uses the map.

Biden’s foray into resolving the 100-years old Arab-Jewish conflict has got off to a disastrous start.

End Netanyahu-hatred: Start advancing Israel's national interest

 

It is surely time for Netanyahu-haters — Naftali Bennet and Avigdor Liberman — to end their feuds with Prime Minister Benjamin Netanyahu by joining a national right-wing coalition Government —headed by Netanyahu — to advance Israel’s national interest in Judea and Samaria — with the backing of a comfortable parliamentary majority.

Three elections held on April 9 2019, September 7, 2019 and March 2, 2020 failed to achieve this objective — principally because Liberman’s hatred of Netanyahu saw him choosing to enter Opposition on all three occasions — and Bennett once — rather than joining Netanyahu’s Governments.

The financial cost of holding four elections in 2 years is estimated to be $4.24 billion — a massive waste of money.

This madness needs to end — as pundits ponder the possibility of a fifth election as the sun is still setting on the fourth — which at the time of writing does not appear to have given Netanyahu and his political allies the 61 votes needed to govern in their own right.

Liberman and Bennett — both leaders of right wing parties — with similar policies and politics to Netanyahu — need to pull their heads out of the sand and join a Netanyahu-led coalition to ensure no fifth election is going to happen.

Israel’s failure to act on President Trump’s Deal of the Century which would have seen the extension of Israeli sovereignty in about 30% of Judea and Samaria allocated to Israel — was a missed opportunity whilst Trump was President. However Trump’s plan still remains best the way forward — whether the Biden administration endorses it or not.

Netanyahu, Liberman and Bennet and the parties they head have a common shared interest in seeing this extension of Israeli sovereignty happen.

With the PLO having rejected Netanyahu’s offer of a demilitarised Arab State in Gaza, 70% of Judea and Samaria and additional areas of territory under Israeli sovereignty — the opportunity has now arisen for Israel to reserve this designated territory or part thereof for another Arab claimant — most likely Jordan.

Netanyahu articulated the Jordan solution when he told the United Nations on December 11, 1984: 

“Clearly, in Eastern and Western Palestine, there are only two peoples, the Arabs and the Jews. Just as clearly, there are only two states in that area, Jordan and Israel. The Arab State of Jordan… does not allow a single Jew to live there… It also contains 4/5 of the territory originally allocated by this body’s predecessor, the League of Nations, for the Jewish National Home. The other State, Israel … contains less than 1/5 of the territory originally allocated to the Jews under the Mandate…. It cannot be said, therefore, that the Arabs of Palestine are lacking a state of their own. The demand for a second Palestinian Arab State in Western Palestine, and a 22nd Arab State in the world, is merely the latest attempt to push Israel back into the hopelessly vulnerable armistice lines of 1949.”

Bennett’s opposition to an additional Arab State between Israel and Jordan was expressed in 2013:

“There is not going to be a Palestinian state within the tiny land of Israel. It’s just not going to happen. A Palestinian state would be a disaster for the next 200 years.”

Liberman’s support for a land-swap of Israeli Arab towns — including Umm al-Fahm — to a future Palestinian state — while Israel would keep major settlement blocs in Judea and Samaria — has been superseded by Trump’s proposals.

Liberman and Bennett — and possibly some defectors from other political parties — need to bury their hatchets and join a Netanyahu-led Government to advance the Trump blueprint and Israel’s national interest.
