UN: End the jaw-jaw - use Trump to redraw the Israel-Jordan border

 

United Nations (UN) Secretary-General Antonio Guterres demonstrated that the UN has learnt nothing about resolving the 100 years-old Arab-Jewish conflict when he addressed the gabfest held by the UN Committee on the Exercise of the Inalienable Rights of the Palestinian People (Inalienable Rights Committee) in New York on  February 8th.

Guterres could only repeat the failed UN mantra once again:  

“The goal remains two States—Israel and an independent, democratic, contiguous, viable and sovereign Palestinian State—living side by side in peace within secure and recognized borders, on the basis of the pre-1967 lines, with Jerusalem as the shared capital of both States.  There is no plan B.”

No plan B? Is Guterres that blinkered?

Guterres is ignoring the possibilities opened up by the most comprehensive plan ever presented for resolving this long-running conflict: President Trump’s January 28, 2020 Peace Plan (see following map) — released in the presence of Israel’s Prime Minister Netanyahu and the ambassadors from three Arab nations — Oman, the United Arab Emirates and Bahrain. 

Trump’s plan was openly embraced by Netanyahu:

“A great plan for Israel, a great plan for peace”

Palestine Liberation Organisation (PLO) leader Mahmoud Abbas refuses to negotiate with Israel on Trump’s Plan: 

“I say to Trump and Netanyahu: Jerusalem is not for sale, all our rights are not for sale and are not for bargain. And your deal, the conspiracy, will not pass,”

President Trump declared his plan: 

 “a win-win opportunity for both sides, a realistic two-state solution that resolves the risk of Palestinian statehood to Israel’s security.”

Guterres and the UN’s monolithic Jew-bashing Tower of Babble:

have preferred to wring their collective hands, sit back and record the escalating violence between Arabs and Jews — issuing reams of reports condemning Israel for what is happening — yet taking no action to try and end that violence and eliminate the need for many of these voyeur groups to exist. 

The UN Security Council needs to urgently activate the following Plan B:

• Call on Israel and the PLO to negotiate on the basis of Trump’s Plan—and in default of their agreeing to do so
• Call on Israel and Jordan to redraw their current agreed international boundary — designated in the 1994 Jordan-Israel peace Treaty — by dividing sovereignty in Judea and Samaria (West Bank) and Gaza between their two States — based on Trump’s Plan 

About 70% of these territories will in either scenario be returned to Arab sovereignty after an absence of 55 years. No Arab or Jew will have to leave his current home.

The UN is charged under Article 1 of its own Charter: 

“To maintain international peace and security, and to that end: to take effective collective measures for the prevention and removal of threats to the peace”

Time for the UN to end the jaw-jaw and facilitate redrawing the Israel-Jordan border using Trump’s Plan.

EU will defund UNWRA for using PA textbooks inciting Jew-hatred

 

The European Parliament has threatened to block €20 million in aid to the UN Relief and Works Agency for Palestine Refugees (UNRWA) — unless “substantive positive” changes are made by the next academic school year to Palestinian Authority (PA) textbooks used in UNWRA schools.

EU funding will instead go to organisations that “have a proven track record of promoting educational initiatives in school settings for children designed to foster tolerance, coexistence and respect towards the Jewish-Israeli ‘other’.”

Many PA textbooks currently:

• incite Jew-hatred, 
• prefer Jihad to peaceful resolution of the Jewish-Arab conflict and 
• do not recognize Israel on any of their maps 

The May 2021 Report of the Institute for Monitoring Peace and Cultural Tolerance in School Education (IMPACT-se) has highlighted hundreds of examples of intolerance and hatred in current PA textbooks—pointing out:  

“Schools are one of the most powerful tools to mitigate extremist influences. They are key to achieving the tolerant and open-minded societies of the future. But they can also be where negative influences—skewed historical narratives, hatred of others, gender inequalities and even political violence–can take root.” 

The Report looked at 222 textbooks used in the 2021 Palestinian School Curriculum Grades 1-12. Of those—105 textbooks had not changed at all and remained as they were in 2019—finding: 

• there were no substantive positive changes made to the current Palestinian curriculum
• the curriculum had moved further from meeting UNESCO standards and 
• newly published textbooks were more radical than those previously published 

The Report concluded:

“There is a systematic insertion of violence, martyrdom and jihad across all grades and subjects. Extreme nationalism and Islamist ideologies are widespread throughout the curriculum, including science and math textbooks. The possibility of peace with Israel is rejected. Any historical Jewish presence in the modern-day territories of Israel and the Palestinian Authority is entirely omitted from the textbooks.”

Specific examples provided in the IMPACT-se Report substantiate:

Jew-hatred

•  An eleventh-grade Palestinian history textbook implies that Jews control the world, using imagery of an arm with a Star of David holding a globe 
• Grade 10 students are taught that Jews control money, the media, and politics and use them for their own benefit 
• Jews are characterized in a Grade 5 textbook as sinful liars and fraudsters for turning their backs on the Prophet in early Islam 

Rejection of Peace and the two-state solution 

• All peace agreements, summits and proposals with Israel post-1993 Oslo Accords — previously included in PA textbooks — have been completely removed from the curriculum. 
• Peace advocacy as a universal ideal appearing in a 2018 social studies fifth grade textbook was deleted from the 2019 edition and not reintroduced for 2020. 
• The peace treaty with Jordan is absent after appearing in pre-2016 editions of a Grade 12 textbook.

Encouragement of martyrdom and Jihad

• A fifth grade textbook chapter glorifying Palestinian martyrs describes dying as better than living
• A tenth grade textbook presents Jihad “for the liberation of Palestine” as a “private obligation for every Muslim”

Absence of Israel on maps

• Out of more than two hundred maps across the PA textbook curriculum — not one mentions the name “Israel”.
• Most maps illustrating Palestine’s current borders show the word “Palestine” written across the entire territory — without demarcation lines — entirely disregarding Israel’s existence. 
• Palestine’s territory is mostly described as from "the river to the sea”

Jerusalem

Third-graders learn that Jerusalem is an Arab city holy to Muslims and Christians alone — without learning about its historical connection to Jews or Judaism

Any peaceful resolution of the 100-years old Jewish-Arab conflict seems further away than ever whilst PA textbooks inciting Jewish-Israeli hatred continue to poison young peoples’ minds.

Israel's voting system needs urgent reform

 

A million or more Israelis did not vote in each of the four indecisive elections held in the last two years – costing Israel an estimated $4.24 billion - whilst causing political upheaval and electoral instability as a result.

The Central Elections Committee (CEC) sets out how Israel’s electoral system works:

“Israel has an electoral system based on nation-wide proportional representation. In other words, the number of seats that each list receives in the Knesset - the House of Representatives - is proportional to the number of votes it received…

... the only limitation placed on a list which participated in the elections that can keep it from being elected is that it must pass the qualifying threshold, which is currently 3.25%.”

The CEC explains the historical background for this unique voting system:

“The State of Israel inherited the rigid system of proportional representation from the political system of the yishuv (the organized Jewish community) in mandatory times. This system was based on the zeal with which the various political parties - in which ideology and personalities played a major role - fought to preserve their independence. The justification given for the large number of parties resulting from the system was, that in a period in which major, far-reaching and rapid changes were still taking place in the population make-up as a result of immigration, it was important to enable maximal representation for various groups and opinions.”

What was appropriate during the Mandate for Palestine (1920 – 1948) is clearly not working now.

1. The threshold of 3.25% has enabled 13 lists securing more than 144182 votes each to be allocated the 120 seats in this current election. 
2. If the threshold had been 5% - 221818 votes - 9 lists only would have passed the threshold and been allocated the 22 seats awarded to those 4 extra lists.
3. Non-voter turnout this election will be less than the difference of 2,141,719 shown between Eligible Voters and Valid Votes Cast - since Eligible Voters living abroad or temporarily overseas on business or vacation cannot vote.
4. Non-voters this election who also voted in March 2020 are considerably greater than the 116796 decrease in Valid Votes Cast in this election given:
• Eligible Voters increased by 124819
• The Arab Lists vote collapsed from 581507 votes in March 2020 to 379647 this election – a difference of 201860 votes

The large number of Israelis who failed to vote in the last four elections should sound alarm bells for Israel.

The threats to Israel’s very existence posed by Iran, the Palestine Liberation Organisation, Hamas and Hezbollah – and overtly-hostile international organisations such as the United Nations, the United Nations Human Rights Council, UNESCO and the International Criminal Court – makes it essential that Israel has a politically-stable and unified Government not beholden to kingmakers from small parties who end up exercising inordinate power in deciding the format and composition of the next Government – including the allocation of ministerial portfolios.

Electoral reform could include:

• Allowing absentee voting outside Israel
• Raising the qualifying threshold from 3.25%
• Making voting compulsory
• Adopting school programs emphasising the importance of voting in Knesset elections

Israel’s election train needs to be righted before it completely runs off the rails.

PLO and Hamas must hold elections or let their citizens emigrate

The PLO’s continuing refusal to negotiate with Israel on President Trump’s Peace Plan — whilst also denouncing the peace treaties signed by the United Arab Emirates (UAE) and Bahrain with Israel —sees West Bank and Gazan Arabs remaining captive to accepting these disastrous PLO decisions without any rights to vote or emigrate.

These disenfranchised, beleaguered and long-suffering populations have seen the PLO reject proposals for peace flowing from:

1. 1993 Oslo Accords,  

2. 2000 Camp David Summit,  

3. 2003 Bush Road Map,  

4. Israel’s unilateral disengagement from Gaza 2005 

5. 2007 Annapolis Conference, 

6. 2014 Kerry negotiations and  

7. Trump’s 2020 deal of the century — reportedly endorsed by Qatar

Financial assistance to improve their miserable lives has been lost—including:

1. $750 million annually from direct American aid 

2. $360 million per annum in American aid to UNRWA  

3. America terminating its payment of 22% of UNESCO’s annual budget following UNESCO’s admission of the “State of Palestine” as a member contrary to American domestic law and in contravention of UNESCO’s own constitution 

4. $28.5 billion that would have flown from international donors at the Manama Conference held on June 25/26, 2019 if the Trump Peace Plan was implemented

The UAE voiced its support for the Manama Conference and what it hoped would be achieved:

“The UAE supports all international efforts aimed at supporting economic progress and increasing opportunities in the region, and alleviating the suffering of people in the region, particularly our brothers in Palestine… It (the Conference) aims to lift the Palestinian people out of misery and to enable them for a stable and prosperous future,”

Hamas and the PLO violently opposed and boycotted the Manama Conference.

Hamas — which turned Gaza into a hell hole following Israel’s unilateral disengagement in 2005 — had the gall to warn the Manama Conference Arab attendees:

“We warn Arab states against the malicious activities aimed to pave the way for normalisation with the Israeli occupation and involvement in the deal of the century,”

The UAE and Bahrain wisely rejected this advice at the White House last week.

PLO spokesman Saeb Erekat—expressed his opposition to the Manama Conference claiming:

“there will be no economic prosperity in Palestine without the end of the occupation.”

Tens of millions of desperate people have fled their birthplaces for economic reasons in recent years seeking to enter other countries illegally.

Policies espoused by both Hamas and the PLO in relation to Israel have wrought disaster:

1. Materially affecting West Bank and Gazan Arabs’ personal lives and

2. Wrecking hopes for peace and a brighter future for themselves and their families.

Many West Bank and Gazan Arabs would want to emigrate after Erekat’s depressing prediction —especially to Arab countries prepared to accept them legally.

Employment, economic prosperity and better lives tantalisingly beckon West Bank and Gazan Arabs in:

1. Saudi Arabia’s NEOM project—a planned US$500 billion mega city. 

The project includes a bridge spanning the Red Sea, connecting the proposed city to Africa.

Some 25,900 square kilometers — the size of Israel — has been allocated for the project — which will be close to the borders of Jordan and Egypt.

2. The planned relocation of the Egyptian Government offices from Cairo to a new $58 billion administrative capital city 45 km east of Cairo covering an area of 741 square km.

West Bank and Gazan Arabs — caught up in three decades of disastrous decisions and continuing internecine in-fighting between their corrupt governments — should be allowed to vote with their feet and move — with international financial assistance — to other countries willing to accept them.

The PLO and Hamas should be spurned world-wide until they let their citizens emigrate.

Knifing Netanyahu could sink release of Trump peace plan

From most reports Israel’s Prime Minister Benjamin Netanyahu will soon be finished politically — forced to resign as Israel’s longest serving Prime Minister to defend three indictments levelled against him by Attorney General Avichai Mandelblit.

The first indictment involves bribery, fraud and breach of trust in Case 4000 — the Bezeq-Walla Affair; the second — fraud and breach of trust in Case 1000 — the Illegal Gifts Affair; and the third for fraud and breach of trust in Case 2000 — the Yediot Ahronot-Israel Hayom Affair.

One consequence of Netanyahu’s exit from politics — if it does happen — could see President Trump having second thoughts about releasing his long-awaited and eagerly-anticipated deal of the century to end the 100 years old Arab-Jewish conflict (deal) - which Trump had already promised to release after Israel’s next Government is formed.

A government without Netanyahu at the helm would pose a serious problem for Trump, who has forged a unique relationship of respect and mutual trust with Netanyahu that no other Israeli politician enjoys.

Trump is not in the business of seeing anything he proposes fail — especially this deal.

Trump does not want to join former Presidents Reagan, Carter, Clinton, Bush and Obama – whose well-intentioned proposals to resolve the long-running Arab-Jewish conflict have ended up in the garbage bin of history.

Trump has carefully crafted the drip release of his deal over the last two years — possibly in close consultation with Netanyahu — to give Israel the best hope it has ever had of finally reaching agreement with purposeful Arab negotiators. Trump’s failure so far to find such Arab negotiators has been a major factor in delaying the deal’s release.

The Palestine Liberation Organisation (PLO) has made it abundantly clear that it will not negotiate with Israel on Trump’s deal under any circumstances.

Egypt and Jordan — the only two Arab states to have signed peace treaties with Israel in 1979 and 1994 — and the last two Arab States to have occupied Gaza and Judea and Samaria between 1948 and 1967 — still seem to be bucking at announcing their readiness to negotiate with Israel on Trump’s deal.

Trump will seemingly not release the final details of his deal unless he first has Arab assurances to bona fide negotiate with Israel in translating those details into binding commitments to end the long-running conflict.

Trump will not release his deal only to find it is dead in the water because no Arab negotiators will sit down with Israel.

Trump is interested in winning — not losing before he even jumps out of the starting gate.

Trump will need to now be satisfied that any new Israeli Prime Minister possesses the same views as Netanyahu on the issues Trump has already identified as integral elements of his deal:

1. extending Israeli sovereignty to Jewish towns and villages in Judea and Samaria,

2. declaring Jerusalem to be Israel’s eternal capital

3. recognising Israeli sovereignty in the Golan Heights

Trump will now also need to be assured that any new Israeli Prime Minister will not call on Trump to renew America’s payments to UNRWA and UNESCO, to reopen the PLO Embassy in Washington or resume funding to the PLO.

Netanyahu’s uncertain political future — and the absence of Arab negotiators ready to stand up and be counted — could see Trump’s deal being put on the political backburner until Trump’s bid for re-election for another four years is known on November 3, 2020.

Knifing Netanyahu introduces yet another wild card that could delay peace between Arabs and Jews — leaving the failed leadership of the PLO cheering and heaving huge sighs of relief.

Trump consigning Russia-PLO collusion to dustbin of history

President Trump’s inexorable march towards releasing his “deal of the century” has seen his decisions on Jerusalem, the Golan Heights and the PLO undermining 55 years of Russia-PLO collusion aimed at eliminating the State of Israel and establishing Russian supremacy in the Middle East.

Russia-PLO collusion has caused the deaths of millions of Jews and Arabs, leaving millions more with permanent and debilitating injuries deeply impacting their lives and the lives of their families.

Front-line states seeking Israel’s elimination - Lebanon, Egypt, Syria Jordan, Libya and Iraq - have seen their societies and public assets adversely affected by war and civil insurrection.

Claire Berlinski has detailed how Russia-PLO collusion began:

“Following the defeat of the Egyptians in the Six Day War, the Soviets came to a second realization: A conventional military confrontation with Israel, and by extension the West, carried too great a risk of escalating into nuclear war. A change of tactics was required. Gen. Alexander Sakharovsky, then head of the KGB’s intelligence arm, explained this to his East European colleagues: “[T]errorism should become our main weapon.” Sakharovsky boasted that airplane hijackings were his own invention; he decorated his office with a world map, covered in flags, each marking a successful hijacking. Though the PLO managed to unite various terrorist organizations, “the supreme headquarters of the whole network was, of course, the Kremlin,” Stroilov writes, and “the evidence accumulated at this point leaves no doubt that the whole system was invented by Moscow as a weapon against the West, and the PLO was a jewel in their crown.”

The PLO – born in 1964 – expressly disavowed any separate claims to sovereignty in Judea, Samaria, East Jerusalem and Gaza. In 1968 the PLO reversed its position – claiming statehood in these very same areas that had been unified with TransJordan in 1950 and renamed Jordan - remaining part of Jordan until their loss to Israel in the 1967 Six Day War.

Jordan and Israel were identified by the PLO in 1964 as one indivisible territorial unit to be liberated by the PLO. The PLO unsuccessfully tried to takeover Jordan in September 1970.

Terrorist attacks by the PLO against Israel included:

1. November 1969 - armed attack on the El Al office in Athens, leaving 1 dead and 14 wounded;

2. May 1972 - Ben Gurion Airport attack, leaving 22 dead and 76 wounded;

3. December 1974 - Tel Aviv movie theatre bomb, leaving 2 dead and 66 wounded;

4. March 1975 - Tel Aviv hotel attack leaving 25 dead and 6 wounded;

5. May 1975 - Jerusalem bomb, leaving 1 dead and 3 wounded;

6. July 1975 - bomb in Zion Square, Jerusalem, leaving 15 dead and 62 wounded;

Berlinski explains:

“The code-name for this operation against Israel, according to Gen. Ion Mihai Pacepa, the highest-ranking defector from the Soviet Bloc, was “SIG” — Sionistskiye Gosudarstva, or “Zionist Governments.” In a National Review article, Pacepa recalls a conversation he had with KGB chairman Yuri Andropov, who envisioned fomenting “a Nazi-style hatred for the Jews throughout the Islamic world. … We had only to keep repeating our themes — that the United States and Israel were ‘fascist, imperial-Zionist countries’ bankrolled by rich Jews.”

The Jew-hating PLO has forced itself undemocratically on the Palestinian Arabs for five decades except for one vote in 2006 – which the PLO refused to accept.

International support and recognition afforded the PLO by the United Nations and UNESCO has exacerbated the 100 years old Jewish-Arab conflict – not help resolve it.

President Trump will be doing the cause of world peace a great service if his peace proposals finally consign this demonic Russia-PLO cabal to the dustbin of history.

Trump exposes United Nations as world’s epicenter for Jew-hatred

President Trump’s Proclamation recognizing Israel’s sovereignty in the Golan Heights — and the condemnation issued by the United Nations Security Council in response - has exposed the United Nations (UN) as the world’s epicenter for rabid Jew-hatred.

Jews do have ancient, historic and legal claims to sovereignty in the Golan Heights that cannot simply continue to be dismissed by a UN media release headed “Security Council Members Regret Decision by United States to Recognize Israel’s Sovereignty over Occupied Syrian Golan”.

The “Occupied Syrian Golan” is UN diplomatic doublespeak contrived after Israel:

1. Captured the Golan Heights in the 1967 Six Day War from Syria,

2. Passed an Act in 1981 declaring that the law, jurisdiction and administration of Israel applied to the Golan Heights - which was immediately rejected by Security Council Resolution 497.

Circumstances have since changed as Israel now faces Syria and its “invitees” Russia, Iran and Hezbollah across this very strategic piece of territory — whilst the UN remains powerless to end the carnage and displacement of Syria’s citizens by its ruler Bashir Assad during the past eight years.

Thirty-eight years of unbroken UN refusal to recognise Jewish sovereignty in the 1150 square kilometers Golan Heights has finally been called out and trashed by Trump.

The UN’s continuing anti-Israel and pro-Syrian bias in 2019 is the product of a structured regional-representation system which has seen decisions of its 193 member states impacted for decades by:

1. 16 member States that have never recognized Israel

2. 11 member States that have had no diplomatic relations with Israel for decades

3. 30 member States (in addition to those in 1 and 2) that are members of the Organisation of Islamic Cooperation (OIC) — hardly a Jewish fan club

4. 77 member States that fraternize and associate with the above 57 Jew-hating States in a 134 member voting bloc at the UN called the G77 — guaranteeing an automatic majority for any resolution in the UN General Assembly — no matter how dismissive or contemptuous of Jewish rights and claims.

The Security Council’s current 10 non-permanent members include 3 OIC members — 2 of whom — Indonesia and Kuwait — have never recognized Israel.

The Commission on the Status of Women currently includes among its 45 members: 6 that have never recognised Israel — Algeria, Iran, Iraq, Kuwait, Qatar, and Saudi Arabia.

The current 49 members of the Human Rights Council include: 9 States that do not recognise Israel — Afghanistan, Bahrain, Bangladesh, Iraq, Pakistan, Qatar, Saudi Arabia, Somalia and Tunisia — and another 19 who are both OIC and G77 members or only G77 members.

These States regularly denigrate and delegitimise the Jewish people under the guise of civilized debate and constructive discussion on solving the worlds’ problem — most of which are remarkably sheeted home to the actions of the Jewish State of Israel and its Jewish majority population.

This toxic hate-filled potpourri has created a climate of unbridled UN-sponsored Jew-hatred that has permeated through other UN agencies including UNESCO and UNRWA.

A UN Committee on the Exercise of the Inalienable Rights of the Palestinian People exists — but no similar UN Committee for the Jewish People.

UN Jew-hatred will be re-ignited when Trump inevitably focuses his attention on Judea and Samaria — the UN’s falsely-designated “Occupied Palestinian Territories” — where the UN still misleadingly claims that Jews have no vested legal rights to reconstitute their biblical and ancient national home there as recognised by:

1. Article 6 of the League of Nations Mandate for Palestine and

2. Article 80 of the United Nations own Charter.

Endemic Jew-hatred throughout the UN must be eradicated if the UN is to regain any credibility or relevance.

Trump could replicate Golan Heights decision in Judea and Samaria

President Trump’s Proclamation on Recognizing the Golan Heights as Part of the State of Israel (Proclamation) could have important implications for America’s future policy regarding territorial claims by the Jewish people in Judea and Samaria (West Bank).

Trump first signalled America was voting against the United Nations long-held position on the Golan Heights — when US Ambassador to the United Nations — Nikki Haley —declared on 15 November 2018:

“The annual United Nations resolution entitled “The Occupied Syrian Golan” is scheduled for a vote on Friday, November 16. In previous years, the United States has abstained from voting on this resolution. However, given the resolution’s anti-Israel bias, as well as the militarization of the Syrian Golan border, and a worsening humanitarian crisis, this year the United States has decided to vote no on the resolution.

The United States will no longer abstain when the United Nations engages in its useless annual vote on the Golan Heights. If this resolution ever made sense, it surely does not today. The resolution is plainly biased against Israel. Further, the atrocities the Syrian regime continues to commit prove its lack of fitness to govern anyone. The destructive influence of the Iranian regime inside Syria presents major threats to international security. ISIS and other terrorist groups remain in Syria. And this resolution does nothing to bring any parties closer to a peace agreement. The United States will vote no.”

The United Nations designation of the Golan Heights as “The Occupied Syrian Golan” clearly signalled the UN’s total rejection of any Jewish biblical, historic and legal claims in the Golan Heights.

Part of the Golan Heights had been originally included in the territory of the Mandate for Palestine in the 1920 “Franco-British Convention on Certain Points Connected with the Mandates for Syria and the Lebanon, Palestine and Mesopotamia”. This Convention established a joint commission to settle the precise details of the border and mark it on the ground. The Commission submitted its final report on 3 February 1922 — reducing the area of Palestine by placing all of the Golan Heights within the Mandate for Syria and Lebanon. The 1923 Paulet–Newcombe Agreement was subsequently signed by the British and French Governments confirming this and other boundary adjustments.

Trump could well turn his attention now to recognising the legal right of Jews to live in Judea and Samaria.

The United Nations:

1. designation of Judea and Samaria as “The Occupied Palestinian Territories” and

2. retention of the term “West Bank” — first used in 1950 — rather than “Judea and Samaria” — used since biblical times

has similarly signalled the UN’s rejection of the Jewish peoples’ right to “close settlement” in Judea and Samaria — expressly recognized in article 6 of the League of Nations Mandate for Palestine and preserved until today by article 80 of the United Nations Charter.

Another Trump proclamation acknowledging the right of Jews to live in Judea and Samaria could happen at any time — irrespective of whether Israel has passed any law similar to that passed on 14 December 1981 which declared that ’‘the law, jurisdiction and administration of the state shall apply to the Golan Heights.’‘

Such a Trump proclamation would blunt the rising tide of rabid Jew-hatred within the United Nations, UNESCO, the United Nations Human Rights Council and the European Union resulting from these institutions having failed to acknowledge such vested Jewish rights under international law.

The Jewish people world-wide owe President Trump a huge debt of gratitude for championing and defending their right to reconstitute the Jewish National Home in the Golan Heights — and hopefully soon - in Judea and Samaria.

US and Israel quit over UNESCO's love affair with "Palestine"

UNESCO’s decision to admit “Palestine” as a member state in 2011 in breach of UNESCO’s own Constitution has come back to bite UNESCO with a vengeance — with America and Israel both quitting their membership of UNESCO on 31 December 2018.

America’s designated funding of 22% of UNESCO’s annual budget will now have to be met by other member states or UNESCO’s programs severely curtailed.

In October 2017, State Department spokesperson (now UN Ambassador-elect) Heather Nauert, clarified that America’s decision had not been taken lightly - citing continuing anti-Israel bias at UNESCO and the need for fundamental reform in the organization.

UNESCO anti-Israel decisions since “Palestine” was admitted to UNESCO membership have included:

1. 2012 — 8 resolutions condemning Israel, 1 condemning Syria and 0 other countries.

2. 2013 - 6 condemning Israel and 0 other countries

3. January 2014 — Cancelling an exhibition at UNESCO’s Paris headquarters on the Jewish presence in the land of Israel

4. October 2016 - Disregarding any Jewish ties to the Temple Mount - only referring to it by its Muslim names — then several weeks later - passing a softer version of the resolution that referred to the Western Wall by its Jewish name - though still ignoring Judaism’s ties to the site.

5. July 2017 - Designating Hebron and the two adjoined shrines at its heart — the Jewish Tomb of the Patriarchs and the Muslim Ibrahimi Mosque — as a “Palestinian World Heritage Site in Danger”.

UNESCO’s admission of “Palestine” to membership breached Article II (2) of UNESCO’s Constitution which only allows States to be admitted to UNESCO. “Palestine” was not a state under the criteria laid down under international law by the 1933 Montevideo Convention.

107 states voted to admit “Palestine” whilst the remaining 86 voted “No”, “abstained” or “did not vote”.

UNESCO’s legally questionable decision was never referred by UNESCO to the International Court of Justice or an arbitral tribunal for confirmation under Article XIV (2) of UNESCO’s Constitution.

Given what has transpired — such failure was a monumental misjudgment.

President Trump’s National Security Adviser - John Bolton - recently exposed the fiction that there is a legally-constituted entity called “Palestine”:

”[Palestine] is not a state… It does not meet the customary international law test of statehood. It doesn’t control defined boundaries. It doesn’t fulfill the normal functions of government…calling it the so-called ‘State of Palestine’ defines exactly what it has been —a position that the United States government has pursued uniformly since 1988 when the ‘Palestinian’ Authority declared itself to be the state of ‘Palestine.’ We don’t recognize it as the state of ‘Palestine.’ We have consistently across Democratic and Republican administrations opposed the admission of ‘Palestine’ to the United Nations as a state, because it’s not a state.”

Australia’s Head of Mission — Ms Gita Kamath — gave Australia’s reasons for its negative vote on admitting “Palestine” at the time of the 2011 UNESCO vote:

“Our decision to vote against reflects Australia’s strong concern that consideration of Palestinian membership in UNESCO is premature. The matter of Palestinian membership of the UN has recently been placed before the UN Security Council for its consideration. We should allow the United Nations Security Council process to run its course rather than seek first to address this question in different UN fora. Our decision also reflects our concerns with the possible implications of a successful vote on UNESCO funding.”

The Security Council course is still being run in 2019 with the finishing line nowhere in sight and UNESCO’s funding in tatters.

UNESCO’s credibility, integrity and self-created fantasy dream world has imploded.

UNESCO’s seven-year love affair with a non-existent “Palestine” has produced an international humanitarian crisis.

UN hit list can bypass Congress and fund Trump border wall

21 Nations that received almost $14 billion in US foreign aid in 2017 could become the key to unlocking the White House confrontation between President Trump and Democrat leaders Nancy Pelosi and Chuck Schumer over their refusal to commit the Democrats to authorizing Congress to commit $5 billion immediately towards the construction of Trump’s border wall to prevent illegal immigration into America.

Trump’s threatened Government shutdown by 21 December seems increasingly likely as he seeks alternative sources of funding.

The following UN hit list of countries receiving US aid in 2017 offers a ready solution:

These 21 states were major players in humiliating Trump - when an American sponsored resolution in the United Nations General Assembly seeking to condemn Hamas and other militant groups for indiscriminately targeting Israel’s predominantly Jewish civilian population since 2007 failed to secure the required two-third’s majority earlier determined as necessary for its passage.

Trump has warned on many occasions that those who receive money from America — yet do not support America diplomatically — stand to lose financially as a result.

Trump has already well and truly practised what he preached:

1. Defunding the United Nations Relief and Works Agency (UNRWA) of $360 million annually

2.Withdrawing from UNESCO leaving it to fund the 22% of its budget lost as a result

3.Calling on NATO countries to meet their agreed share of the NATO budget

4.Cutting more than $200 million in funding the Palestine Liberation Organisation

Trump has already ominously warned those countries that humiliated him on the Hamas Resolution that they could be in the firing line for reductions in their annual foreign aid as a result of not voting with America.

This threat becomes increasingly more likely as the Democrats dig in their heels and refuse to give the President the $5 billion he needs to build the border wall — one of the President’s cardinal promises made in the 2016 election campaign that has been frustrated by the Democrats from the day Trump became President.

Trump should be readily able to determine how $5 billion of this $14 billion funding to these recalcitrant states can be redirected to building the border wall.

Trump can also look at defunding:

1. Another 54 recipients of US aid that supported a two-thirds majority vote being required on the Hamas resolution over America’s claim that a simple majority only was necessary and

2. An additional 36 similarly US-funded countries that voted against condemning Hamas on the actual motion

Jordan and Egypt — in addition to not voting with America — apparently continue to resist Trump’s efforts to replace the Palestine Liberation Organisation in negotiations with Israel on Trump’s peace proposals. Their aid could be substantially reduced by a clearly-piqued and very angered Trump.

The ball is now well and truly in the Democrats hands.

If the President does not secure the border wall funding from Congress — then those countries that humiliated Trump could well see their foreign aid in 2019 slashed from their 2017 levels.

Trump is determined to protect America against illegal immigration — and no one will be allowed to stand in his way of making America great again.

Trump rejects UN and UNESCO's fictitious Palestinian State

President Trump’s National Security Adviser - John Bolton - has exposed the fiction that there is a legally-constituted “State of Palestine” — shredding United Nations Educational, Scientific and Cultural Organization (UNESCO) and United Nations (UN) resolutions misleadingly recognising such a state when none - in fact— exists.

Bolton was unequivocal in his statement:

“Palestine” is not a state… It’s not a state now. It does not meet the customary international law test of statehood. It doesn’t control defined boundaries. It doesn’t fulfill the normal functions of government. There are a whole host of reasons why it’s not a state.”

Article 1 of the 1934 Montevideo Convention completely substantiates Bolton’s claim.

Holding out the carrot after administering the stick — Bolton continued:

“It could become a state, as the president said, but that requires diplomatic negotiations with Israel and others… We have consistently, across Democratic and Republican administrations, opposed the admission of ‘Palestine’ to the UN as a state, because it’s not a state.”

Bolton’s tempting offer may have been made to try and get the PLO to negotiate with Israel on Trump’s soon to—be-released peace plan. It seems certain to fall on deaf ears as the PLO wants nothing to do with Trump’s plan.

The PLO will only be more infuriated at this latest Trump effort to engender some reality into the Arab-Jewish conflict — as happened when Trump recognised Jerusalem as Israel’s capital.

On 29 November 2012, the UN General Assembly granted Palestine “non-member observer state” status.

The PLO hopped on the UN bandwagon - PLO Chairman Mahmoud Abbas decreeing on 3 January 2013:

“Official documents, seals, signs and letterheads of the Palestinian National Authority official and national institutions shall be amended by replacing the name ‘Palestinian National Authority’ whenever it appears by the name ‚'State of Palestine’ and by adopting the emblem of the State of Palestine.”

Pure fiction.

In November 2014 - Sweden became the 135th member of the UN to officially recognize Palestine as an independent state.

Pure fiction - 135 times over.

More truth-telling involving Jordan-Israel negotiations are on the Trump agenda — Bolton having signalled on 18 January:

“In fact, [Jordan’s] King Abdullah II should be preparing himself for a larger role in the West Bank. Before the 1967 war, Jordan had no hesitation asserting sovereignty over West Bank territory from Britain’s former Palestinian mandate, territory conquered by Jordan’s Arab Legion during the 1948 to 1949 war with Israel.

Once it becomes clear the two-state solution is finally dead, Jordan should again be asked to exercise control over suitably delineated portions of the West Bank and have the monarchy’s religious role for holy sites like the Temple Mount reaffirmed.”

Fact — not fiction — will resolve the Arab-Jewish conflict.

Israel-Jordan negotiations could follow PLO threat to boycott Trump

The Palestine Liberation Organisation (PLO) threat to refuse to negotiate with Israel unless President Trump withdraws his recognition of Jerusalem as the capital of Israel could see Jordan replacing the PLO as Israel’s negotiating partner to end the 100 years-old Arab-Jewish conflict.

This threat — unless unconditionally revoked — would give Trump the opportunity to consign the PLO to the political wilderness by inviting Jordan to step in and negotiate with Israel over Trump’s eagerly-anticipated “ultimate deal‚”.

Jordan-Israel negotiations would offer Jordan the opportunity to recover a substantial part of Judea and Samaria (“West Bank‚”) annexed by Jordan in 1950 — albeit illegally — but subsequently lost to Israel in the 1967 Six Day War (“disputed territory‚”).

Should Jordan buck at entering into such negotiations — some 60% of the disputed territory - under Israel’s full administrative and security control since the 1995 Oslo Accords and containing just 5% of the West Bank’s entire Arab population (“Area C‚”) - could be annexed by Israel.

PLO-Israel negotiations over the last twenty-five years — with United Nations, UNESCO and European Union backing — aimed at creating a 22nd Arab state in the disputed territory for the first time ever in recorded history - have failed abysmally.

Such a State was an artificially-contrived creation that could never be justified on historic, geographic or demographic grounds. It had actually been rejected by successive Arab leaderships on many occasions since first being proposed by the 1937 Peel Commission.

Joint 1994 Nobel Peace Prize winners — Israeli leaders Shimon Peres and Yitzchak Rabin and PLO Chairman Yasser Arafat — all understood Jordan’s pivotal role in ending the Jewish-Arab conflict:

1. Jordan is the major part (78%) of the Palestinian Arabs’ homeland according to article 2 of the PLO Charter.

Farouk Kadoumi - Head of the Political Department of the PLO — reinforced this reality - telling Newsweek on 14 March 1977:

“Jordanians and Palestinians are considered by the PLO as one people.”

2. Peres declared on 31 August 1978:

“Jordan is also Palestine… I’m against two Arab countries and against another Palestinian country, against an Arafat state. Today 50 percent of the inhabitants of Jordan are Palestinians and that is the Palestinian state…

Peres backed this up - telling the Jewish Telegraph on April 19, 1991:

“It is not obstinacy to regard the populations of Jordan, the West Bank and Gaza as having greater similarities than differences. The Jordan River is not deep enough to turn into a knife blade serving to cut one piece of territory into three slices. Most of Jordan’s population are Palestinians: the residents of the West Bank are Jordanian citizens and Jordan has distributed tens of thousands of passports to residents in the Gaza Strip. Jordan is therefore an existing State. It has an army. There is therefore no need to set up another State, another army."

3. Yitzchak Rabin told The Australian newspaper on May 27, 1985:

“One tiny State between Israel and Jordan will solve nothing. It will be a time bomb.”

Rabin’s solution to end the conflict:

”... the Palestinians should have a sovereign State which includes most of the Palestinians. It should be Jordan with a considerable part of the West Bank and Gaza. East of the Jordan River there is enough room to settle the Palestinian refugees.”

Jordan-Israel negotiations on the political future of the disputed territory open up options to resolve the Arab-Jewish conflict never before considered. If Trump’s Jerusalem Declaration helps bring such negotiations about - then Trump could well succeed where all other American Presidents before him have failed.

Taking on Trump could herald the PLO’s political demise after 54 years of failed leadership.

UN, OIC, EU and PLO invite Trump retaliation

Humiliating President Trump by declaring his decision recognising Jerusalem as the capital of Israel as being “null and void and must be rescinded” - spells financial and political trouble for the United Nations (UN), the Organisation of Islamic Cooperation (OIC), the European Union (EU) and the Palestine Liberation Organisation (PLO).

The timing of Trump’s decision can certainly be criticised — but questioning Trump’s sovereign right to make that decision constitutes a flagrant attempt to undermine the offices of the democratically-elected US President and Congress.

Trump’s decision was made in accordance with international law and American domestic law — making a mockery of those who have claimed otherwise.

The first two casualties of this unprecedented political and legal attack on America’s governing institutions could be:

1. the United Nations Relief and Works Agency for Palestinian Refugees (“UNRWA”) and

2. the two-state solution proposed by the 1993 Oslo Accords and President Bush’s 2003 Roadmap - as endorsed by the UN, the EU and Russia (“two-state solution”)

US Ambassador to the UN—Nikki Hale — put UNWRA clearly in President Trump’s sights for retaliatory action when she declared:

“The United States has done more than any other country to assist the Palestinian people. By far. Since 1994, we have given over $5 billion to the Palestinians in bilateral economic assistance, security assistance, and humanitarian assistance.

The United Nations Relief and Works Agency for Palestinian Refugees operates schools and medical facilities throughout the region. It is funded almost entirely by voluntary contributions. Last year, the United States voluntarily funded almost 30 percent of UNRWA’s budget. That’s more than the next two largest donors combined. And it’s vastly more than some of the members of this Council that have considerable financial resources of their own.

I’ll be blunt: When the American people see a group of countries whose total contributions to the Palestinian people is less than one percent of UNRWA’s budget — when they see these countries accuse the United States of being insufficiently committed to peace — the American people lose their patience.”

UNRWA is facing the grim prospect of having to find up to US$400 million annually from other UN member States if Trump cuts America’s current voluntary contribution to UNWRA.

President Trump has already announced America will withdraw from UNESCO in 2018 — attributed in part to “anti-Israel bias” - which will require another US$143 million - 22% of UNESCO’s annual budget - to be found from other member states.

Biting the hand that feeds you does have consequences.

The catastrophic decisions made by the UN, OIC, EU and PLO over the past two weeks following Trump’s Jerusalem Declaration could seriously impact any “ultimate deal”Trump has been putting together to end the Jewish-Arab conflict.

The two-state solution — which envisages a second (democratic) Arab state — in addition to (undemocratic) Jordan — on the land comprised in the 1922 Mandate for Palestine - remains in limbo since the suspension of negotiations between Israel and the PLO in April 2014..

Trump can now justifiably jettison the two state solution — including Abbas and the PLO - from his ultimate deal — after Abbas defiantly declared on 22 December:

“The United States has proven to be a dishonest mediator in the peace process and we will no longer accept any plan from the United States,”

Abbas’s outburst has effectively consigned the two-state solution to the dustbin of history.

Abbas has once again demonstrated the unerring ability of the Palestinian Arabs to snatch defeat from the jaws of victory — as happened in 1922, 1937, 1947, between 1948 and 1967, 2000-2001 and 2008.

Trump’s ultimate deal must now be seriously struggling to see the light of day.

America and Israel quit UNESCO over “Palestine” fiasco

UNESCO’s decision to admit “Palestine” as a member state in 2011 in apparent breach of UNESCO’s own Constitution has come back to bite UNESCO with a vengeance – as America and Israel now give formal notice of their intention to quit UNESCO on 31 December 2018.

State Department Spokesperson Heather Nauert asserted America’s decision was not taken lightly and reflected U.S. concerns with mounting arrears at UNESCO, the need for fundamental reform in the organization, and continuing anti-Israel bias at UNESCO.

American arrears owing for UNESCO dues now total US$550 million.

UNESCO anti-Israel decisions since “Palestine” was admitted to UNESCO membership have included:

1. January 2014 – the cancellation of an exhibition at its Paris headquarters on the Jewish presence in the land of Israel

2. October 2016 - disregarding any Jewish ties to the Temple Mount - only referring to it by its Muslim names – then several weeks later - passing a softer version of the resolution that referred to the Western Wall by its Jewish name - though still ignoring Judaism’s ties to the site.

3. May 2017 – UNESCO’s executive committee passing a resolution critical of Israeli conduct in Jerusalem and Gaza.

4. July 2017 - designating Hebron and the two adjoined shrines at its heart — the Jewish Tomb of the Patriarchs and the Muslim Ibrahimi Mosque — as a “Palestinian World Heritage Site in Danger”.

UNESCO appears to have acted outside the terms of its own Constitution in admitting “Palestine” to membership.

That decision was open to possible legal challenge for two reasons:

1. Only states can be admitted to UNESCO under Article II (2) of UNESCO’s Constitution - and “Palestine” was not a state,

2. 129 votes from 193 members were required to admit “Palestine” – not the 107 votes received from those “present and voting”. 14 had voted against, 52 abstained and another 21 were absent from the vote.

UNESCO’s questionable and highly controversial decision should have been referred to the International Court of Justice under Article XIV (2) of UNESCO’s Constitution to determine whether:

1. “Palestine” was a “State” entitled to membership of UNESCO.

2. 129 votes or 107 votes were required for “Palestine’s” admission to UNESCO

UNESCO did not seek this judicial interpretation - which would have cost it US$100000 – even though I presented it with detailed reasons why it should.

Had the International Court ruled “Palestine’s” admission to UNESCO was unlawful – then the American funding tap would have been turned on again five years ago.

Instead UNESCO lobbied the Americans to cough up what amounted to 22% of UNESCO’s annual budget. That lobbying was never going to succeed – since the chances of Congress backing away from America’s domestic law mandating the suspension of funds to any United Nations Agency that accepted the PLO as a full member – outside of negotiations with Israel – was doomed to failure

Australia’s Head of Mission – Ms Gita Kamath – gave Australia’s reasons for its negative vote at the time:

“Our decision to vote against reflects Australia’s strong concern that consideration of Palestinian membership in UNESCO is premature. UNESCO would not be in the parlous financial straits and ignominious position it finds itself today had its member States heeded Australia’s sage advice.

UNESCO’s foray into the Arab-Jewish conflict has been an unmitigated disaster.

Trump can end Israel-PLO impasse using India’s Vedanta Solution

The first state visit ever to Israel by an Indian prime minister — Narendra Modi— could generate the impetus President Trump needs to end the diplomatic void caused by the breakdown in negotiations between Israel and the PLO since 2014.

The obvious warmth, mutual admiration and friendship shared by Modi and Israel’s Prime Minister Benjamin Netanyahu was clearly evident — contrasting with the hostility, acrimony and venom shown to Israel that has become the norm at the United Nations, UNESCO and UNHCR.

Israel has historically had a long love affair with India’s Vedanta Movement (also known as the Ramakrishna movement) — a worldwide spiritual movement headquartered near Kolkota in West Bengal.

Vedanta wishes and prays for the well-being, happiness and enlightenment of all the people of the world.

Writing on Modi’s visit - Khinvraj Jangid pointed out that Israel’s first Prime Minister David Ben-Gurion:

”... wrote, in September 1957, to Dr. Indra Sen (of the Aurobindo Ashram) praising the distinctive Indian approach to religion: “From Buddhism I have learned much about the history of religion and philosophy in India in general—and after I was enchanted by the Vedanta I began the study of the schools of Sankhya and Yoga.” In his bedroom in the Negev kibbutz of Sde Boker, there was only one leader’s portrait: Gandhi’s.”

Modi himself reportedly attended a comprehensive course studying Vedanta.

Vedanta’s views on peace in the Middle East (“the Vedanta Solution”) were published in the Times of London on 16 March 1982 by Vedanta’s British Chairman Swami Avyaktananda:

“It is generally not known that the East Bank [of the Jordan River — ed] was a part of ancient Palestine and when Britain obtained the Mandate for Palestine, the League of Nations included it in Palestine”

The Swami continued:

“The major portion of Jordan today is really East Palestine, the country on the other side of the Jordan being West Palestine. The handing-over of the territory east of the Jordan River to the Emir Abdullah was, to all intents and purposes, the first partition of Palestine [in 1946 — ed.]through which a large portion of Palestine [78% - ed.] went to Arab hands. This partition was not considered when the United Nations framed the Plan of partition of Palestine into Jewish Palestine and Arab Palestine [in 1947 — ed.].

If the Palestine Liberation Organisation accepts the historical facts presented here, considers sympathetically the Jewish aspirations and struggle for the National Home, National Language and National Culture for about 2000 years, and agrees to rethink the problems of the Middle East with goodwill and understanding then the problem of the Middle East will be solved without difficulty. The whole of ancient Palestine will be shared by Jews and Arabs through an amicable settlement if the Palestinian National Home is established in the East Bank of the Jordan. It can be called “New Palestine” and this naming will be quite correct.”

The PLO, Jordan and Israel can cooperatively implement the Vedanta Solution - extended to incorporate the allocation of sovereignty in Judea and Samaria (West Bank) between Jordan and Israel — or Jordan and Israel can so act jointly if the PLO refuses to participate.

Embracing the two-State Vedanta Solution — with Modi as a possible interlocutor — could be the Trojan Horse President Trump needs to broker a deal to end the Arab-Jewish conflict.

Palestine - Quartet and Two-State Solution Sink into Political Oblivion

The Quartet — America, Russia, the European Union and the United Nations — has effectively consigned any negotiated two-state solution to political oblivion with its latest Report.

Two statements in the Report stymie any resumption of negotiations — stalled since April 2014.

1. “The Quartet reiterates that unilateral actions by either party cannot prejudge the outcome of final status negotiations and will not be recognized by the international community.”

Unilateral actions by the Palestinian Authority - disbanded in January 2013 - have already seen the international community:

(i) Admit “Palestine” as a member State of UNESCO on 29 October 2011 in contravention of UNESCO’s own constitution

(ii) Accord “Palestine” non-member observer State status in the United Nations on 29 November 2012

Such acts of recognition by the international community — over Israel’s strident objections — have hardened Palestinian demands and expectations that their goals can be achieved without negotiations requiring any concessions to Israel.

Reversing these decisions is a Quartet pipe dream.

2. “Gaza and the West Bank should be reunified under a single, legitimate and democratic Palestinian authority on the basis of the PLO platform and Quartet principles and the rule of law, including control over all armed personnel and weapons in accordance with existing agreements.

Reunification under the “PLO platform” sounds the death knell for the Quartet’s mediating role and the two-state solution.

Hamas will certainly not become a willing player in its own extinction.

The Quartet obviously has not considered how such reunification could be achieved whilst Hamas’s own Covenant declares:

“Secularism completely contradicts religious ideology. Attitudes, conduct and decisions stem from ideologies.

That is why, with all our appreciation for The Palestinian Liberation Organization — and what it can develop into - and without belittling its role in the Arab-Israeli conflict, we are unable to exchange the present or future Islamic Palestine with the secular idea. The Islamic nature of Palestine is part of our religion and whoever takes his religion lightly is a loser.

“Who will be adverse to the religion of Abraham, but he whose mind is infatuated? (The Cow - verse 130).

The day The Palestinian Liberation Organization adopts Islam as its way of life, we will become its soldiers, and fuel for its fire that will burn the enemies.

Until such a day, and we pray to Allah that it will be soon, the Islamic Resistance Movement’s stand towards the PLO is that of the son towards his father, the brother towards his brother, and the relative to relative, suffers his pain and supports him in confronting the enemies, wishing him to be wise and well-guided.”

Replacing “secular-democratic Palestine” with “Islamic-autocratic Palestine” is certainly not the Quartet’s prescription for achieving any realistic two-state solution — but this is what Hamas demands and will never abandon.

The Quartet is living in fantasy land if it believes otherwise.

“Democratic Palestinian authority” involves free and fair elections that Hamas and the PLO have both been unwilling to entertain since 2006. Given the rivalries between the PLO and Hamas such elections remain a figment of the Quartet’s imagination.

The Quartet — the most powerful and influential mediator in history — became totally irrelevant after it was restructured in July 2015. This latest Report will become yet another historical document attesting to the failure to achieve the two-state solution as envisaged by the Oslo Accords and the Bush Roadmap.

The time has surely arrived for trilateral negotiations to be commenced between Israel, Jordan and Egypt to allocate sovereignty in Judea and Samaria (West Bank) and Gaza between their respective sovereign States.

Time for the out-of-tune Quartet to bow out and give this Trio the world stage.

Palestine - Chickens Coming Home To Roost For Turkey

Turkey’s championing of the Palestinian Arabs in their quest for an independent State has come back to bite Turkey with a vengeance - as Kurdish Statehood is once again firmly placed on the political agenda.

Turkey became the first country in the world with an ambassador to “Palestine” - after its envoy in Ramallah, ≈ûakir √ñzkan Torunlar, presented his Letter of Credence to “State of Palestine” President Mahmoud Abbas on 14 April 2013.

Incredibly this self-declared “State of Palestine” - admitted as a member State of UNESCO on 31 October 2011 and as a non-State observer to the United Nations on 29 November 2012 with Turkey’s active support — lacks the four following criteria required by the 1933 Montevideo Convention to qualify as a State:

1. a permanent population;

2. a defined territory;

3. a government; and

4. capacity to enter into relations with the other states.

Turkey’s swift recognition of this illegally constituted state for the “Palestinians” — a people only created for the first time in 1964 by the PLO Charter — starkly contrasts with Turkey’s consistent refusal to grant its 15 million ancient Kurdish community — part of the largest stateless minority group in the world - the identical right to their own State in Northern Turkey for the last 90 years.

Tim Arango sums up the current situation:

"The Kurds - a population of roughly 30 million spread across Turkey, Iraq, Iran and Syria - have historically been treated as second-class citizens by autocratic governments and have long dreamed of their own state. Their aspirations were thwarted by Western powers after World War I, when new borders were drawn that carved up the Kurdish communities. But slowly, during the upheaval of the Middle East, the Kurds are now reaching for self-determination.

The battle for Kobani last year in Syria, which ended in victory for the Kurds after a month long American-led air campaign, drew Kurdish fighters from around the world and fanned the flames of pan-Kurdish nationalism.

In Iraq, after the Islamic State swept across the north of the country last year and captured Mosul, Kurdish forces took charge of Kirkuk, a city long contested between Kurds and Arabs that sits on a sea of oil and is considered something of a spiritual homeland for the Kurds."

Gains by the pro-Kurdish Peoples Democratic Party (HDP) in the last Turkish elections at the expense of Turkey’s President Erdogan and his Islamist Justice and Development Party (A.K.P) have put added pressure on Kurdish demands for their own State.

Barham Salih - former prime minister of Iraq’s autonomous Kurdish region — has stated:

“I think this is a milestone for Kurdish people and for Turkish politics. Not long ago, Kurds were officially non-existent, at best identified as mountain Turks. After decades of denial and persecution, the time for the Kurds has arrived.”

Elif Safak - one of Turkey’s most famous novelists - wrote in Time magazine:

“It is one of the biggest ironies of Turkish political history that the Kurds — once belittled by the elites as a ‘backward culture’ — have become the major progressive force in the country.”

Turkey and the Kurds now appear to be hurtling toward renewing the all-out conflict that plagued Kurdish Statehood demands for decades - following a suicide attack that killed 32 people in the town of Suruc along the Syrian border.

Erdogan — robbed of his parliamentary majority by the Kurds - is in no mood to support Kurdish Statehood — a position he so enthusiastically embraced for the Palestinians.

Turkey seems set to pay a huge price for Erdogan’s hypocritical double standards.

The chickens are indeed coming home to roost.

State Of Palestine And Islamic State Highlight International Double Standards

UNESCO, the United Nations and just this week - the Vatican - have recognised that the “State of Palestine” exists — despite the fact that it lacks all four basic requirements laid down in Article 1 of the Montevideo Convention 1933:

“The state as a person of international law should possess the following qualifications:

a) a permanent population;
b) a defined territory;
c) government; and
d) capacity to enter into relations with the other states.”

Reverend Federico Lombardi — the Vatican spokesman — confirmed the Holy See’s stance:

“Yes, it’s a recognition that the state exists”

The Vatican is justifiably concerned to protect Christian communities in the Middle East against further ongoing death, dispersion and destruction of their churches as has occurred to Christian communities in Syria and Iraq during the last twelve months.

Easing the concerns of Christians in the West Bank would have certainly played a part in the Vatican’s decision.

Bethlehem’s Christian population has been reduced from 60% in the 1990’s - prior to coming under Palestinian Authority control in 1995 - to 15% Christian by 2013 - whilst 1,000 Christians are reported to be leaving every year.

However Christian population growth in Israel last year stood at 1.3%.

Risking a rift in its relations with Israel displays poor judgement by the Vatican given these realities.

Those 107 member States voting for Palestine’s admission to UNESCO on 31 October 2011 did so in direct contravention of Article II (2) of the UNESCO Constitution which provides:

”...states not members of the United Nations Organization may be admitted to membership of the Organization….”

Voting to admit an entity into UNESCO that is not a lawful state is beyond understanding.

The UN General Assembly compounded UNESCO’s amazing decision when 138 UN member States voted to recognize Palestine as a “non-member observer state” on 29 November 2012.

The rule of law was thrown out the window with these UNESCO and UN decisions.

The international response to Islamic State has been markedly different since its declaration on 29 June 2014.

In just one year Islamic State has pillaged, plundered, beheaded and murdered its way through Syria and Iraq - now governing the population and controlling state assets in an area larger than Great Britain. Pledges of allegiance have come from many terrorist groups including Boko Haram and Sinai Province.

Islamic State meets all four Montevideo Convention criteria.

Yet British Prime Minister David Cameron urges Islamic State’s existence not be recognised by simply not using its self-declared name — reportedly telling BBC Radio 4’s Today programme:

“I wish the BBC would stop calling it ‘Islamic State’ because it is not an Islamic State. What it is, is an appalling barbarous regime ...it is a perversion of the religion of Islam and many Muslims listening to this programme will recoil every time they hear the words.”

French Foreign Minister Laurent Fabius has an even whackier view:

“This is a terrorist group and not a state. I do not recommend using the term Islamic State because it blurs the lines between Islam, Muslims and Islamists. The Arabs call it ‘Daesh’ and I will be calling them the ‘Daesh cutthroats’.”

Australian Prime Minister Tony Abbott has reportedly used the term “death cult” 346 times since last September.

The Pope too seems reluctant to use the term “Islamic State”.

President Obama uses the acronym “ISIL” to deny it is Islamic or a State.

“Palestine” — not a State — is recognised as a State. “Islamic State” — a State —is not recognised as a State.

No wonder the world is in such a state of turmoil and confusion.

Palestine - Kerry Confronts Ghosts In State Of Confusion

The semantic circus that first created a people known as the “Palestinians” in 1964 - who now claim an entitlement to their own independent State in ” the occupied Palestinian Territories” - reached absurd heights with the following bizarre news item this week:

“The Israeli authorities have blocked 70 patients from Gaza from entering Israel to receive medical treatment because their transfer documents were marked “State of Palestine,” officials told AFP on Wednesday

Until recently, official stationery has used the term “Palestinian territories.”

But the logo was changed in mid-December, a year after the Palestinians won recognition as a UN observer state, despite fierce Israeli opposition.”

This “War of the Letterheads” adds a new dimension to the conflict between Israel and the Palestine Liberation Organisation (PLO).

The “State of Palestine” was admitted as a member State of UNESCO on 31 October 2011 by a vote of 107/14 and as a non-observer State at the United Nations (UN) on 29 November 2012 by a vote of 138/9.

Those States voting in favour ignored the legal requirements of article 1 of the Montevideo Convention 1933 which declares:

“The state as a person of international law should possess the following qualifications:
(a) a permanent population;
(b) a defined territory;
(c) government; and
(d) capacity to enter into relations with the other states”

Those States dissenting or abstaining took the view that any State of Palestine to be created for the first time ever in recorded history could only arise as a result of negotiations conducted under the 1993 Oslo Accords, the 2003 Bush Roadmap and the 2007 Annapolis conference between the designated parties - Israel and the Palestinian Authority - (“the agreed negotiating framework”)

John V Whitbeck - an international lawyer and advisor to the Palestinian team negotiating with Israel - had flagged the likelihood of this latest War of the Letterheads in an article written in the Cyprus Mail on 13 January 2013.

Whitbeck revealed that the Palestinian Authority “had been absorbed and replaced by the “State of Palestine” in a decree issued by Mahmoud Abbas on 3 January 2013 and signed by him acting in his capacities as president of the State of Palestine and chairman of the Executive Committee of the PLO.

Whitbeck’s confirmation of the demise of the “Palestinian Authority” with the newly declared “State of Palestine” should surely have signalled the end of further negotiations under the agreed negotiating framework - specifically designed to achieve the birth of that very State.

How could further negotiations on creating the State of Palestine be necessary once that State had been declared by the party demanding its creation?

To make sure the message was fully understood - Whitbeck stated unequivocally:

“The Trojan horse called the “Palestinian Authority” in accordance with the Oslo interim agreements and the “Palestinian National Authority” by Palestinians, having served its purpose by introducing the institutions of the State of Palestine on the soil of Palestine, has now ceased to exist.”

Whitbeck left no room for doubt:

“In his correspondence, Yasser Arafat used to list all three of his titles under his signature - president of the State of Palestine, chairman of the executive committee of the Palestine Liberation Organisation and president of the Palestinian National Authority (in that order of precedence). It is both legally and politically noteworthy that, in signing this decree, Mahmoud Abbas has listed only the first two titles… There is no further need for a Palestinian leader to be three-headed or three-hatted.”

US Secretary of State John Kerry and the US State Department apparently missed - or deliberately ignored - the demise of the Palestinian Authority.

A meeting held by Kerry on 4 January 2014 is headlined on the State Department web site:

“Remarks with lead negotiator for the Palestinian Authority Saeb Erekat after meeting with Palestinian Authority President Abbas”

Kerry obviously believes he has been involved in negotiations under the agreed negotiating framework with a Palestinian Authority President, a Palestinian Authority negotiator and a Palestinian Authority - that clearly no longer exist.

The War of the Letterheads should serve as a clear signal to Kerry that he is negotiating with ghosts - not a legally constituted and accountable entity under the agreed negotiating framework.

Kerry - in preparing his own eagerly awaited framework agreement - needs to take notice of this fundamental change wrought by Abbas - who no longer wears a hat or name tag designated “Palestinian Authority”.

If Abbas is to be believed - there are now three existing states in former Palestine - Israel, Jordan and Palestine - who need to define their final borders and resolve any other contentious issues they might want to raise.

Erekat himself added another semantic whopper recently with this classic statement:

“I am the son of Jericho. I am 10,000 years old … I am the proud son of the Netufians and the Canaanites. I’ve been there for 5,500 years before Joshua Bin Nun came and burned my hometown Jericho. I’m not going to change my narrative,”

Yet under the PLO charter:

“Palestine is the homeland of the Arab Palestinian people; it is an indivisible part of the Arab homeland, and the Palestinian people are an integral part of the Arab nation.”

Shock horror - Erekat and all other descendants of the non-Arab Netufians and Canaanites aren’t “Palestinians”.

Kerry needs to sort out this confusing claptrap if he wants to make any headway in resolving a conflict that keeps being continually punctuated by Arab fiction on Arab fiction.
