Jordan/West Bank reunification key to peace in Jerusalem

 

Separating Jews and Arabs in former Palestine – first decreed by the League of Nations 100 years ago under article 25 of the Mandate for Palestine and subsequently endorsed by the United Nations in its 1947 Partition Plan - has become even more urgent following:

• the outpouring of rabid Jew-hatred emanating from the Temple Mount in Jerusalem during Ramadan 
• three Jewish fathers being murdered - leaving 16 Jewish children fatherless - and seven more Jews being wounded - in an axe and knife wielding bloodbath perpetrated by two Arabs

Violent Arab riots against Jews first occurred in 1920 and 1921. Secretary of State for the Colonies -Winston Churchill - in his White Paper dated June 3, 1922 - had sought to allay Arab fears of a Jewish takeover of all of Palestine 

"Unauthorized statements have been made to the effect that the purpose in view is to create a wholly Jewish Palestine. Phrases have been used such as that Palestine is to become "as Jewish as England is English." His Majesty's Government regard any such expectation as impracticable and have no such aim in view. Nor have they at any time contemplated, as appears to be feared by the Arab delegation, the disappearance or the subordination of the Arabic population, language, or culture in Palestine. They would draw attention to the fact that the terms of the [Balfour -ed]Declaration referred to do not contemplate that Palestine as a whole should be converted into a Jewish National Home, but that such a Home should be founded 'in Palestine.'"

As a result - Article 25 was inserted in the Mandate adopted by the League of Nations on July 24, 1922: 

• Restricting the reconstitution of the Jewish National Home after 3000 years in just 22% of Palestine located west of the Jordan River - today called Israel, Judea and Samaria (West Bank) and Gaza 
• Granting Arab self-determination in the remaining 78% of Palestine located east of the Jordan River--today called Jordan. 

The Jews accepted - albeit reluctantly - article 25’s inclusion in the Mandate.  The Arabs never did -demanding 100% of Palestine - not the 78% they were allocated under article 25 

100 years later:

• Israel exercises sovereignty in 17% of former Palestine 
• Jordan exercises sovereignty in 78% of former Palestine
• Sovereignty in 5% of former Palestine west of the Jordan River - Judea and Samaria (West Bank) and Gaza - remains unallocated.

According to a recent poll conducted by the Palestinian Center for Policy and Survey Research:

• 32% of Palestinian Arabs living in Judea and Samaria (West Bank) and Gaza support one state west of the Jordan River with equal rights for Jews and Arabs 
• 44% think that armed struggle is the most effective means of ending the "Israeli occupation" 

This proposed one-state solution - bringing Arabs and Jews together - is only agreed to by 10% of Israelis. However an alternative one-state solution that separates Jews and Arabs - reducing conflict- is feasible and involves: Direct negotiations between Jordan and Israel - the two successor states to the Mandate for Palestine - to redraw their current international border - which would result in:

• Gaza plus the heavily-populated Arab areas of Judea and Samaria (West Bank) as existed between 1950 and 1967 - becoming part of Jordan 
• the heavily-populated Jewish areas of Judea and Samaria (West Bank) becoming part of Israel
• no Arab or Jew having to leave his current home
• Jordan being affirmed as Custodian of the Islamic Holy Shrines in Jerusalem
• Freedom of worship in Jerusalem for Jews, Christians and Moslems

The League of Nations and United Nations mutually-agreed destination - one Jewish State and one Arab state in former Palestine - will have finally been reached.

Jordan, Arab League and UN fuel Jew-hatred on Temple Mount

 

Jordan, the Arab League and the UN's failure to condemn the virulent Jew-hatred on public display during Ramadan at Islam's third holiest religious site – the Al-Aqsa Mosque – located on the Temple Mount in Jerusalem - is despicable. 

Thousands of rioters defiled what is venerated as a Muslim Holy Shrine - converting it into a rallying point for flag-waving slogan-shouting Palestinian Arabs armed with rocks and Molotov cocktails to vent their hatred against Jews pictured below:

Clauses 9.1 and 9.2 of the 1994 Israel-Jordan Peace Treaty state:

9.1. Each Party will provide freedom of access to places of religious and historical significance.  

9.2. In this regard, in accordance with the Washington Declaration, Israel respects the present special role of the Hashemite Kingdom of Jordan in Muslim Holy shrines in Jerusalem. When negotiations on the permanent status will take place, Israel will give high priority to the Jordanian historic role in these shrines.

The reaction in the Jordanian Parliament to the rioting - expressed by Jordan's Prime Minister - Bisher Al-Khasawneh - was incredulous:

"I salute every Palestinian, and all the employees of the Jordanian Islamic Waqf, who proudly stand like minarets, hurling their stones in a volley of clay at the Zionist sympathizers defiling the Al-Aqsa Mosque under the protection of the Israeli occupation government"

Instead of publicly condemning his Prime Minister's provocative and offensive remarks and pledging to uphold the terms of Jordan's Peace Treaty with Israel – Jordan's King Abdullah phoned Egyptian President Abdel-Fattah el-Sisi when they:

"stressed the need to cease all illegal and provocative Israeli measures in Al-Aqsa Mosque."

The Arab League called on Israel to end Jewish prayer on the Temple Mount - warning it was a flagrant affront to Muslim feelings that could trigger wider conflict. 

Jordanian Foreign Minister Ayman al Safadi - standing alongside Arab League chief Ahmed Aboul Gheit after an emergency Arab League meeting in Amman stated:

"Our demands are clear that Al-Aqsa and Haram al Sharif in all its area is a sole place of worship for Muslims,"

 Aboul Gheit reportedly said Israel was violating a centuries-old policy according to which non-Muslims may visit the Al-Aqsa compound, Islam's third most sacred site after Mecca and Medina, but not pray there. The briefing to the UN Security Council by Tor Wennesland Special Coordinator for the Middle East Peace Process was equally disturbing.

 "... on 21 April, Jordan convened a ministerial of the Arab League to discuss tensions at the Holy Sites. The Committee issued a statement following the meeting calling for "the respect of the legal and historic status quo."

The legal status quo grants freedom of access for Jews and Christians worldwide to the Temple Mount which the rioters were preventing. The historic status quo involves the continuation of Islam's centuries old practice - agreed to by Israel since 1967 in the hope of helping end the Arab-Israel conflict –that now requires Jews to not mutter one syllable in prayer silently whilst on the Temple Mount – Judaism's holiest site. 

Wennesland amazingly told the Security Council:

"I welcome statements by senior Israeli officials reiterating Israel's commitment to upholding the status quo and ensuring that only Muslims would be allowed to pray on the Holy Esplanade."

The UN's abject surrender in not specifically demanding that Jordan ensure freedom of access for all people to the Temple Mount under the Jordan-Israel Peace Treaty is deplorable 

That the UN should welcome the continuation of an ancient Islamic supremacist practice excluding non-Muslims praying on the Temple Mount represents the endorsement of a policy that in today's world smacks of racism and apartheid deserving of condemnation. 

Jew-hatred is a corrosive human condition that remains incurable.

Jordan and Israel need to act to end Jew-hatred in Jerusalem

 

Jordan’s failure to promote interfaith relations between Muslims and Jews has once again witnessed rioting on the Temple Mount in Jerusalem.  More than 400 Arabs were arrested and more than 150 wounded by Israeli police – with rocks and other objects being stockpiled inside the Mosque and stones being thrown at Jews worshipping below at Judaism’s holiest site – the Western Wall.

Jordan and Israel committed to undertake the following obligations under the terms of article 9 of their 1994 Peace Treaty: 

• Each Party will provide freedom of access to places of religious and historical significance
• In this regard, in accordance with the Washington Declaration, Israel respects the present special role of the Hashemite Kingdom of Jordan in Muslim Holy shrines in Jerusalem. When negotiations on the permanent status will take place, Israel will give high priority to the Jordanian historic role in these shrines.
• The Parties will act together to promote interfaith relations among the three monotheistic religions, with the aim of working towards religious understanding, moral commitment, freedom of religious worship, and tolerance and peace.

Jordan has done little to promote interfaith relations with Jews – whilst actively promoting interfaith relations with Christians. 

On 13 October 2007 a document titled "A Common Word " - was launched – authored by Jordan’s H.R.H. Prince Ghazi bin Muhammad and signed by 138 leading Muslims. 

The opening paragraphs state:

" Muslims and Christians together make up well over half of the world’s population. Without peace and justice between these two religious communities, there can be no meaningful peace in the world. The future of the world depends on peace between Muslims and Christians. The basis for this peace and understanding already exists. It is part of the very foundational principles of both faiths: love of the One God, and love of the neighbour. These principles are found over and over again in the sacred texts of Islam and Christianity. The Unity of God, the necessity of love for Him, and the necessity of love of the neighbour is thus the common ground between Islam and Christianity. "

Jordan’s ruling Hashemite family have used their symbolic status as Muhammad’s descendants to give weight to this Muslim-Christian interfaith message.

Jordan’s King Abdullah has reportedly carried this interfaith message to the UN General Assembly, the Vatican, and capitals across the West. Jordan’s Prince Hassan and Prince Ghazi crisscross the globe as ambassadors for this message.  Abdullah was awarded the prestigious 2018 Templeton Prize for doing:

"more to seek religious harmony within Islam and between Islam and other religions than any other living political leader".

Abdullah apparently overlooked promoting Muslim-Jewish interfaith relations as promised in the Peace Treaty during these important overseas trips. 

A Common Word explains why Jews have been excluded from Jordan’s interfaith program:

"Jewish scriptures are invoked repeatedly and respectfully in the document. It is quite normal for documents to be bilateral without implying the exclusion of others. Moreover, this is a Theological document and the problems between Jews and Muslims are essentially political and thus religious de facto and not Theological de jure, with both religions having essentially the same understanding of the Unity of the One God — as we see it at least. Also, Jewish Scholars and Rabbis have participated in the Common Word Conferences in Yale and Cambridge."

Abdullah has been remiss in not promoting this message out of respect for his blessed father King Hussein’s memory. 

28 years later – with relations between Jews and Muslims improving following the Abraham Accords - Jordan and Israel need to promote interfaith relations between Jews and Muslims in Jerusalem – sacred to Jews, Christians and Muslims - more than ever before.

Strong Israeli Government can curb domestic Arab Jew-hatred

 

The display of unadulterated Jew-hatred shown by a large number of Israel’s Arab residents during the past week – provoking equally-condemnatory retaliatory responses by Jewish individuals - can only be dealt with and eradicated by a strong Israeli Government.

Israel’s current caretaker Government headed by Likud’s leader - Prime Minister Benjamin Netanyahu - and Blue and White’s leader - Defence Minister Benny Gantz - has shown it is more than capable of dealing with its arch Jew-hating neighbour in Gaza - Hamas - which has fired more than 2000 rockets indiscriminately into Israel’s population centers in five days.

Yamina leader Naftali Bennett, Yisrael Beiteinu leader Avigdor Liberman and New Hope leader Gideon Sa’ar now need to put aside their personal aversion towards Netanyahu by joining forces with Netanyahu’s current coalition parties to secure an overwhelming majority of 72 of the 120 seats in the Knesset.

Gantz’s party could also be invited to join - giving Israel’s next Government 80 seats.

Either outcome would enable Israel to introduce urgent laws to regain control of the streets and begin ending the real threats posed to the lives and property of Jews - who comprise 80% of Israel’s population - and Arabs - who make up the remaining 20%.

Burning synagogues, attacking Jews and mass demonstrations of support for Hamas witnessed over the past week in the mixed Arab-Jewish population cities of Lod and Ramle and on the Temple Mount in Jerusalem cannot be allowed to continue.

Any inadequacies in Israel’s existing laws to end the current Arab riots needs to be rectified.

Any support for Hamas - as pictured below - must be made illegal. Such demonstrations are inflammatory and clearly designed to incite violence. Those identified at such gatherings need to be identified, tracked down and jailed.

Any Israeli political party supporting Hamas must be banned.

Hamas’s Charter makes no bones in declaring its intention to wipe out the Jewish State:

“Palestine is an Islamic Waqf throughout all generations and to the Day or Resurrection…”

“…When our enemies usurp some Islamic lands, Jihad becomes a duty binding on all Muslims. In order to face the usurpation of Palestine by the Jews, we have no escape from raising the banner of Jihad. This would require the propagation of Islamic consciousness among the masses on all local, Arab and Islamic levels. We must spread the spirit of Jihad among the [Islamic] Umma, clash with the enemies and join the ranks of the Jihad fighters.”

Laws necessary to achieve a quick end to similar future gatherings and street violence must be introduced. Heavy jail sentences and ordering restitution for injury to lives and damage to property must be introduced to encourage compliance. Freedom of speech and rights to demonstrate and assemble must be unreservedly limited under any declared state of emergency.

Laws to enable random police and army searches for persons carrying knives, guns and other dangerous articles must be unconditionally enforceable.

Israel is a country ruled by law – not by riots.

Laws considered unfair or unjust can only be changed through the ballot box or by reasoned and persuasive argument.

A disgruntled Arab-minority population cannot be allowed to turn into a Jew-hating rioting majority.

The personal rivalries, political ambitions and aspirations of Bennett, Liberman and Sa’ar need to be put on hold in the interests of the security and personal safety of all Israel’s population – both Jews and Arabs.

Israel’s threatened conversion to a domestic battle-field must be ended.

US and Israel quit over UNESCO's love affair with "Palestine"

UNESCO’s decision to admit “Palestine” as a member state in 2011 in breach of UNESCO’s own Constitution has come back to bite UNESCO with a vengeance — with America and Israel both quitting their membership of UNESCO on 31 December 2018.

America’s designated funding of 22% of UNESCO’s annual budget will now have to be met by other member states or UNESCO’s programs severely curtailed.

In October 2017, State Department spokesperson (now UN Ambassador-elect) Heather Nauert, clarified that America’s decision had not been taken lightly - citing continuing anti-Israel bias at UNESCO and the need for fundamental reform in the organization.

UNESCO anti-Israel decisions since “Palestine” was admitted to UNESCO membership have included:

1. 2012 — 8 resolutions condemning Israel, 1 condemning Syria and 0 other countries.

2. 2013 - 6 condemning Israel and 0 other countries

3. January 2014 — Cancelling an exhibition at UNESCO’s Paris headquarters on the Jewish presence in the land of Israel

4. October 2016 - Disregarding any Jewish ties to the Temple Mount - only referring to it by its Muslim names — then several weeks later - passing a softer version of the resolution that referred to the Western Wall by its Jewish name - though still ignoring Judaism’s ties to the site.

5. July 2017 - Designating Hebron and the two adjoined shrines at its heart — the Jewish Tomb of the Patriarchs and the Muslim Ibrahimi Mosque — as a “Palestinian World Heritage Site in Danger”.

UNESCO’s admission of “Palestine” to membership breached Article II (2) of UNESCO’s Constitution which only allows States to be admitted to UNESCO. “Palestine” was not a state under the criteria laid down under international law by the 1933 Montevideo Convention.

107 states voted to admit “Palestine” whilst the remaining 86 voted “No”, “abstained” or “did not vote”.

UNESCO’s legally questionable decision was never referred by UNESCO to the International Court of Justice or an arbitral tribunal for confirmation under Article XIV (2) of UNESCO’s Constitution.

Given what has transpired — such failure was a monumental misjudgment.

President Trump’s National Security Adviser - John Bolton - recently exposed the fiction that there is a legally-constituted entity called “Palestine”:

”[Palestine] is not a state… It does not meet the customary international law test of statehood. It doesn’t control defined boundaries. It doesn’t fulfill the normal functions of government…calling it the so-called ‘State of Palestine’ defines exactly what it has been —a position that the United States government has pursued uniformly since 1988 when the ‘Palestinian’ Authority declared itself to be the state of ‘Palestine.’ We don’t recognize it as the state of ‘Palestine.’ We have consistently across Democratic and Republican administrations opposed the admission of ‘Palestine’ to the United Nations as a state, because it’s not a state.”

Australia’s Head of Mission — Ms Gita Kamath — gave Australia’s reasons for its negative vote on admitting “Palestine” at the time of the 2011 UNESCO vote:

“Our decision to vote against reflects Australia’s strong concern that consideration of Palestinian membership in UNESCO is premature. The matter of Palestinian membership of the UN has recently been placed before the UN Security Council for its consideration. We should allow the United Nations Security Council process to run its course rather than seek first to address this question in different UN fora. Our decision also reflects our concerns with the possible implications of a successful vote on UNESCO funding.”

The Security Council course is still being run in 2019 with the finishing line nowhere in sight and UNESCO’s funding in tatters.

UNESCO’s credibility, integrity and self-created fantasy dream world has imploded.

UNESCO’s seven-year love affair with a non-existent “Palestine” has produced an international humanitarian crisis.

Jordan-Israel peace agenda trumps PLO-UN war agenda

Jordan and Israel are becoming enmeshed in a binational agenda requiring urgent direct negotiations - which if successfully concluded - could end the 100-years old Jewish-Arab conflict.

That agenda includes:

1. Redrawing the existing Jordan-Israel international boundary after allocating sovereignty in Judea and Samaria (West Bank) between their two respective States.

2. Clarifying the right of Jews to enter and pray at the Temple Mount in Jerusalem - currently controlled by Jordan as Custodian of the Islamic holy sites

3. Renewing 25 year leases of two areas leased by Jordan to Israel for agricultural use that expire next year.

4. Increasing the amount of water currently being supplied by Israel to Jordan

5. Progressing the feasibility of constructing the Mediterranean-Dead Sea Canal

6. Financing the Red Sea-Dead Sea Water Conveyance - a planned pipeline that runs from the coastal city of Aqaba to the Lisan area in the Dead Sea.

Jordan and Israel’s Peace Treaty - signed in 1994 - has successfully withstood serious pressures that could have seen it’s revocation in:

1. September 1997 — when an Israeli attempt to assassinate Hamas leader Khaled Meshall was botched

2. May 2014 — when Jordan recalled its ambassador from Israel “in protest at the increasing and unprecedented Israeli escalation in the Noble Sanctuary, and the repeated Israeli violations of Jerusalem,”

3. July 2017 — when an armed guard at the Israeli embassy in Amman opened fire after being attacked with a screw driver by a teenager who was delivering furniture to a home within the embassy compound—killing his attacker and the owner of the property.

However cool heads and common-sense prevailed on both sides on those occasions to prevent the Peace Treaty being trashed.

In contrast — the lack of any peace agreement with the Palestine Liberation Organisation (PLO) has caused negotiations between Israel and the PLO to be conducted over the last 25 years under an atmosphere of confrontation and mutual distrust.

Jerusalem-based journalist Khaled Abu Toameh has pointed out that PLO Chairman — Mahmoud Abbas — has vowed at least 15 times in recent months to thwart President Trump’s upcoming plan to end the Jewish-Arab conflict—even though Abbas hasn’t yet seen its contents.

Toameh continues:

“Abbas and his representatives in Ramallah have radicalized their people against the Israeli government to a point where meeting or doing business with any Israeli official is tantamount to treason. That is why Abbas does not and cannot return to the negotiating table with Israel and also why Abbas cannot change his Jorposition toward the Trump administration.”

Abbas has instead sought to advance the PLO’s stated aim to destroy both Israel and Jordan by using the United Nations as the Trojan horse to initially try to impose the creation of a second Arab state in former Palestine — in addition to Jordan — over Israel’s objections.

The UN General Assembly recognition of the fictitious and non-existent “State of Palestine” as Chair of the 144 nation G77 bloc at the United Nations for 2019 indicates the lack of credibility and integrity to which an acquiescent and fawning United Nations is prepared to sink in supporting the PLO’s agenda.

Trump’s plan could represent the last chance to resolve the Jewish-Arab conflict peacefully. Should Jordan and Israel simultaneously agree to negotiate on its final terms — then the prospect of Trump actually pulling off “the deal of the century” becomes realistically achievable.

Redefining the boundary between two countries sharing a signed peace treaty is infinitely easier to achieve than creating a potentially-hostile third state between them that seeks both their destruction.

Jordan-Israel negotiations offer hope for an enduring peace. The PLO-UN flight into fantasy promises war, chaos and upheaval.

Trump rejects UN and UNESCO's fictitious Palestinian State

President Trump’s National Security Adviser - John Bolton - has exposed the fiction that there is a legally-constituted “State of Palestine” — shredding United Nations Educational, Scientific and Cultural Organization (UNESCO) and United Nations (UN) resolutions misleadingly recognising such a state when none - in fact— exists.

Bolton was unequivocal in his statement:

“Palestine” is not a state… It’s not a state now. It does not meet the customary international law test of statehood. It doesn’t control defined boundaries. It doesn’t fulfill the normal functions of government. There are a whole host of reasons why it’s not a state.”

Article 1 of the 1934 Montevideo Convention completely substantiates Bolton’s claim.

Holding out the carrot after administering the stick — Bolton continued:

“It could become a state, as the president said, but that requires diplomatic negotiations with Israel and others… We have consistently, across Democratic and Republican administrations, opposed the admission of ‘Palestine’ to the UN as a state, because it’s not a state.”

Bolton’s tempting offer may have been made to try and get the PLO to negotiate with Israel on Trump’s soon to—be-released peace plan. It seems certain to fall on deaf ears as the PLO wants nothing to do with Trump’s plan.

The PLO will only be more infuriated at this latest Trump effort to engender some reality into the Arab-Jewish conflict — as happened when Trump recognised Jerusalem as Israel’s capital.

On 29 November 2012, the UN General Assembly granted Palestine “non-member observer state” status.

Pure fiction

The PLO hopped on the UN bandwagon - PLO Chairman Mahmoud Abbas decreeing on 3 January 2013:

“Official documents, seals, signs and letterheads of the Palestinian National Authority official and national institutions shall be amended by replacing the name ‘Palestinian National Authority’ whenever it appears by the name ‚'State of Palestine’ and by adopting the emblem of the State of Palestine.”

Pure fiction.

In November 2014 - Sweden became the 135th member of the UN to officially recognize Palestine as an independent state.

Pure fiction - 135 times over.

More truth-telling involving Jordan-Israel negotiations are on the Trump agenda — Bolton having signalled on 18 January:

“In fact, [Jordan’s] King Abdullah II should be preparing himself for a larger role in the West Bank. Before the 1967 war, Jordan had no hesitation asserting sovereignty over West Bank territory from Britain’s former Palestinian mandate, territory conquered by Jordan’s Arab Legion during the 1948 to 1949 war with Israel.

Once it becomes clear the two-state solution is finally dead, Jordan should again be asked to exercise control over suitably delineated portions of the West Bank and have the monarchy’s religious role for holy sites like the Temple Mount reaffirmed.”

Fact — not fiction — will resolve the Arab-Jewish conflict.

America and Israel quit UNESCO over “Palestine” fiasco

UNESCO’s decision to admit “Palestine” as a member state in 2011 in apparent breach of UNESCO’s own Constitution has come back to bite UNESCO with a vengeance – as America and Israel now give formal notice of their intention to quit UNESCO on 31 December 2018.

State Department Spokesperson Heather Nauert asserted America’s decision was not taken lightly and reflected U.S. concerns with mounting arrears at UNESCO, the need for fundamental reform in the organization, and continuing anti-Israel bias at UNESCO.

American arrears owing for UNESCO dues now total US$550 million.

UNESCO anti-Israel decisions since “Palestine” was admitted to UNESCO membership have included:

1. January 2014 – the cancellation of an exhibition at its Paris headquarters on the Jewish presence in the land of Israel

2. October 2016 - disregarding any Jewish ties to the Temple Mount - only referring to it by its Muslim names – then several weeks later - passing a softer version of the resolution that referred to the Western Wall by its Jewish name - though still ignoring Judaism’s ties to the site.

3. May 2017 – UNESCO’s executive committee passing a resolution critical of Israeli conduct in Jerusalem and Gaza.

4. July 2017 - designating Hebron and the two adjoined shrines at its heart — the Jewish Tomb of the Patriarchs and the Muslim Ibrahimi Mosque — as a “Palestinian World Heritage Site in Danger”.

UNESCO appears to have acted outside the terms of its own Constitution in admitting “Palestine” to membership.

That decision was open to possible legal challenge for two reasons:

1. Only states can be admitted to UNESCO under Article II (2) of UNESCO’s Constitution - and “Palestine” was not a state,

2. 129 votes from 193 members were required to admit “Palestine” – not the 107 votes received from those “present and voting”. 14 had voted against, 52 abstained and another 21 were absent from the vote.

UNESCO’s questionable and highly controversial decision should have been referred to the International Court of Justice under Article XIV (2) of UNESCO’s Constitution to determine whether:

1. “Palestine” was a “State” entitled to membership of UNESCO.

2. 129 votes or 107 votes were required for “Palestine’s” admission to UNESCO

UNESCO did not seek this judicial interpretation - which would have cost it US$100000 – even though I presented it with detailed reasons why it should.

Had the International Court ruled “Palestine’s” admission to UNESCO was unlawful – then the American funding tap would have been turned on again five years ago.

Instead UNESCO lobbied the Americans to cough up what amounted to 22% of UNESCO’s annual budget. That lobbying was never going to succeed – since the chances of Congress backing away from America’s domestic law mandating the suspension of funds to any United Nations Agency that accepted the PLO as a full member – outside of negotiations with Israel – was doomed to failure

Australia’s Head of Mission – Ms Gita Kamath – gave Australia’s reasons for its negative vote at the time:

“Our decision to vote against reflects Australia’s strong concern that consideration of Palestinian membership in UNESCO is premature. The matter of Palestinian membership of the UN has recently been placed before the UN Security Council for its consideration. We should allow the United Nations Security Council process to run its course rather than seek first to address this question in different UN fora.

Our decision also reflects our concerns with the possible implications of a successful vote on UNESCO funding.”

UNESCO would not be in the parlous financial straits and ignominious position it finds itself today had its member States heeded Australia’s sage advice.

UNESCO’s foray into the Arab-Jewish conflict has been an unmitigated disaster.
