UN hit list can bypass Congress and fund Trump border wall

21 Nations that received almost $14 billion in US foreign aid in 2017 could become the key to unlocking the White House confrontation between President Trump and Democrat leaders Nancy Pelosi and Chuck Schumer over their refusal to commit the Democrats to authorizing Congress to commit $5 billion immediately towards the construction of Trump’s border wall to prevent illegal immigration into America.

Trump’s threatened Government shutdown by 21 December seems increasingly likely as he seeks alternative sources of funding.

The following UN hit list of countries receiving US aid in 2017 offers a ready solution:

These 21 states were major players in humiliating Trump - when an American sponsored resolution in the United Nations General Assembly seeking to condemn Hamas and other militant groups for indiscriminately targeting Israel’s predominantly Jewish civilian population since 2007 failed to secure the required two-third’s majority earlier determined as necessary for its passage.

Trump has warned on many occasions that those who receive money from America — yet do not support America diplomatically — stand to lose financially as a result.

Trump has already well and truly practised what he preached:

1. Defunding the United Nations Relief and Works Agency (UNRWA) of $360 million annually

2.Withdrawing from UNESCO leaving it to fund the 22% of its budget lost as a result

3.Calling on NATO countries to meet their agreed share of the NATO budget

4.Cutting more than $200 million in funding the Palestine Liberation Organisation

Trump has already ominously warned those countries that humiliated him on the Hamas Resolution that they could be in the firing line for reductions in their annual foreign aid as a result of not voting with America.

This threat becomes increasingly more likely as the Democrats dig in their heels and refuse to give the President the $5 billion he needs to build the border wall — one of the President’s cardinal promises made in the 2016 election campaign that has been frustrated by the Democrats from the day Trump became President.

Trump should be readily able to determine how $5 billion of this $14 billion funding to these recalcitrant states can be redirected to building the border wall.

Trump can also look at defunding:

1. Another 54 recipients of US aid that supported a two-thirds majority vote being required on the Hamas resolution over America’s claim that a simple majority only was necessary and

2. An additional 36 similarly US-funded countries that voted against condemning Hamas on the actual motion

Jordan and Egypt — in addition to not voting with America — apparently continue to resist Trump’s efforts to replace the Palestine Liberation Organisation in negotiations with Israel on Trump’s peace proposals. Their aid could be substantially reduced by a clearly-piqued and very angered Trump.

The ball is now well and truly in the Democrats hands.

If the President does not secure the border wall funding from Congress — then those countries that humiliated Trump could well see their foreign aid in 2019 slashed from their 2017 levels.

Trump is determined to protect America against illegal immigration — and no one will be allowed to stand in his way of making America great again.

Trump exposes United Nations hypocrisy on PLO, Hamas and Israel

President Trump has challenged United Nations (UN) member States to put their money where their mouths are in a hard hitting speech delivered by US Permanent Representative to the UN - Ambassador Nikki Haley – at a UN Security Council Open Debate on the Middle East on 24 July.

Following Trump’s recent dressing down of NATO – Haley attacked UN member States who are full of words but short on money when it comes to supporting the Palestinian Arabs.

Haley did not mince her words:

"Here at the UN, thousands of miles away from Palestinians who do have real needs, there is no end to the speeches on their behalf. Country after country claims solidarity with the Palestinian people. If those words were useful in the schools, the hospitals, and the streets of their communities, the Palestinian people would not be facing the desperate conditions we are discussing here today. Talk is cheap.

No group of countries is more generous with their words than the Palestinians’ Arab neighbors, and other OIC [Organisation of Islamic Cooperation – ed.] member states. But all of the words spoken here in New York do not feed, clothe, or educate a single Palestinian child. All they do is get the international community riled up."

Haley used members’ contributions to UNRWA to prove her case:

Last year, Iran’s contribution to UNRWA was zero. Algeria’s contribution to UNRWA was zero. Tunisia’s contribution to UNRWA was zero.

Other countries did provide some funding. Pakistan gave $20,000. Egypt gave $20,000. Oman gave $668,000.

Haley did not spare non-Arab and non-Islamic countries from similar naming and shaming:

Other countries talk a big game about the Palestinian cause. In 2017, China provided 350,000 to UNRWA. Russia provided two million dollars to UNWRA.

Haley contrasted America’s generosity:

Last year … the United States gave 364 million dollars… And that’s on top of what the American people give annually to the Palestinians in bilateral assistance. That is another 300 million dollars just last year, and it averages to more than a quarter of a billion dollars every year since 1993.

Haley delivered this stern warning:

“But we are not fools. If we extend a hand in friendship and generosity, we do not expect our hand to be bitten. And as we extend our hand, we also expect others to extend their hands as well.”

Haley emphasised that Arab countries’ giving more money was not the only issue confronting them:

Too often, the Arab countries give just enough money and mouth just enough uncompromising words to stay out of the crosshairs of Palestinian representatives. But if they really cared about the Palestinian people, they would not do that. Instead, they would condemn extremism and they would put forth serious ideas for compromises that could end this struggle and lead to a better life for the Palestinian people. They would tell the Palestinian leadership how foolish they look for condemning a peace proposal [Trumps’ “ultimate deal” – ed.] they haven’t even seen yet.

Haley called out both the PLO and Hamas:

The Palestinian leadership has been allowed to live a false reality for too long because Arab leaders are afraid to tell them the truth… It is time for the regional states in particular to step up and really help the Palestinian people, instead of just making speeches thousands of miles away.

Those regional States - Egypt, Jordan Syria and Lebanon – can help by sitting down with Israel and negotiating an end to the 100-years old Arab-Jewish conflict as prescribed 51 years ago by UN Security Council Resolution 242.

Delivering this message to the UN has been long overdue.

Trump and Putin must co-operate to defeat Islamic State

President Trump made his intention to destroy Islamic State crystal clear in his stirring address to the Congress on 28 February:

“As promised, I directed the Department of Defense to develop a plan to demolish and destroy ISIS — a network of lawless savages that have slaughtered Muslims and Christians, and men, women, and children of all faiths and beliefs. We will work with our allies, including our friends and allies in the Muslim world, to extinguish this vile enemy from our planet.”

The Department of Defense plan had already been delivered to members of the National Security Council’s Principals Committee - and Secretary of Defense Jim Mattis was due to brief the committee on 27 February.

Whether this plan recommends co-operation with Russia still remains under wraps.

Certainly President Obama’s decision in September 2014 to degrade and destroy Islamic State by forming a broad international coalition of 68 States without:

1. Including Russia and
2. first securing a Security Council resolution endorsing such action

has proved both catastrophic and very expensive.

The State Department trumpeted that the breadth and diversity of America’s coalition partners demonstrated the global and unified nature of Obama’s endeavour.

Yet Islamic State today remains undefeated in Syria and Iraq.

Support for — and pledges of allegiance to — Islamic State by over 30 radical Islamic terrorist groups world-wide are creating horrific humanitarian problems — some far removed from the Middle East.

Defeating Islamic State in Iraq and Syria will see these “lawless savages” joining such disparate groups in their drive to establish the restoration of the Caliphate and the implementation of Sharia law world-wide.

Members of the US-led Coalition have not been contributing their fair share towards dealing with Islamic State — leaving the burden to fall squarely on America.

Australian Prime Minister — Malcolm Turnbull — declared last week that Australia was in fact the second largest international contributor to the US led coalition after the United States — shaming NATO countries like Germany, France and the United Kingdom and Middle East members Saudi Arabia, Qatar and United Arab Emirates.

The remaining 125 UN member States have escaped sharing the cost and responsibility of confronting and defeating Islamic State.

Trump’s reprimand of NATO would indicate he considers the Obama-led coalition has been a very bad deal for America.

Trump can rectify this situation by jointly co-sponsoring with Putin a United Nations Security Council resolution authorising the use of force against Islamic State under Chapter V11 of the UN Charter.

Russia and America have previously expressed their willingness to involve the Security Council.

Russian Foreign Minister Sergei Lavrov made this clear on 18 November 2015:

“The Security Council needs to give preferential attention to the task of creating a solid legal foundation for the fight against this evil [Islamic State] and for the mobilization of an actual global coalition in response to this common uncompromising challenge for us all.”

President Obama preached a similar mantra in St Petersburg on 6 September 2013:

“And I respect those who are concerned about setting precedents of action outside of a U.N. Security Council resolution. I would greatly prefer working through multilateral channels and through the United Nations to get this done.”

Mentioning any relationship with Russia is a very sensitive issue in American politics today.

However Trump may well have had Russia in mind when he told Congress:

“America is willing to find new friends, and to forge new partnerships, where shared interests align. We want harmony and stability, not war and conflict.”

Defeating Islamic State is a shared interest of Trump and Putin.

Co-operation in the United Nations Security Council will materially advance that objective.

Palestine - Pope Forfeits Spiritual And Moral Authority

Pope Francis has suffered a serious blow to his spiritual and moral authority following the Vatican’s recognition of the “State of Palestine” in a new treaty announced on 13 May.

The Vatican’s latest slippery slide into political and legal chaos represents a clear breach of clause 11(2) of the 1993 Fundamental Agreement Between The Holy See And The State Of Israel which provides:

“The Holy See, while maintaining in every case the right to exercise its moral and spiritual teaching-office, deems it opportune to recall that owing to its own character, it is solemnly committed to remaining a stranger to all merely temporal conflicts, which principle applies specifically to disputed territories and unsettled borders.”

Vatican officials openly admitted that this new treaty did not constitute the Holy See’s first breach of the Fundamental Agreement - Vatican spokesman Father Federico Lombardi pointing out:

“We have recognized the State of Palestine ever since it was given recognition by the United Nations and it is already listed as the State of Palestine in our official yearbook,”

This latest challenge to the Pope’s spiritual and moral authority - first transgressed by his predecessor Pope Benedict - arises from the fact that the United Nations recognition of the State of Palestine on 29 November 2012 affirmed:

..."the right of the Palestinian people to self-determination and to independence in their State of Palestine on the Palestinian territory occupied since 1967…"

600,000 Jews presently live in this designated territory.

PLO Chairman - Mahmoud Abbas - warmly welcomed by Pope Francis this week as a potential “angel of peace” - has insisted upon their total displacement and removal as a condition of any peace agreement.

Abbas made his racist views very clear in Cairo on 28 July 2010 when he told Wafa - the official Palestinian news agency:

“I’m willing to agree to a third party that would supervise the agreement, such as Nato forces, but I would not agree to having Jews among the Nato forces, or that there will live among us even a single Israeli on Palestinian land.”

Abbas - Israel’s putative “partner for peace ” - leads an Organisation that claims the entire territory of former Palestine as another exclusive Arab fiefdom - denying the Jews any political rights in their biblical, ancestral and internationally sanctioned homeland.

Abbas’s continuing refusal to recognise Israel as the nation State of the Jewish people has been a major roadblock to the successful conclusion of negotiations between Israel and the PLO.

Pope Francis - like his predecessor Pope Benedict - is apparently prepared to ignore that Abbas and the PLO remain sworn enemies of the Jewish people - pursuing the total elimination of the Jewish State by armed struggle as documented in the 1968 PLO Charter.

The Pope has strayed from the eternal message of the Psalms - the key to the spirituality of the Old Testament and an essential and permanent part of Christian prayer.

Psalm 28 in the New Jerusalem Bible declares:

"Do not drag me away with the wicked, with evil-doers, who talk to their partners of peace with treachery in their hearts.

Repay them as their deeds deserve, as befits their treacherous actions; as befits their handiwork repay them, let their deserts fall back on themselves.

They do not comprehend the deeds of Yahweh, the work of his hands. May he pull them down and not rebuild them!"

Pope Francis - like Pope Benedict - has joined the evil-doers to the chagrin of the Jewish people.

Pope Benedict’s dessert - the birth of Islamic State in 2014 - has seen the willful killing, forced conversion and wholesale destruction of ancient Christian communities in Iraq and Syria.

Pope Francis’s dessert remains unrevealed.

Syrian Free Army Signing Own Death Warrant

The swift agreement between Russia and America to collect and destroy Syria’s chemical weapons has been an impressive diplomatic achievement - marred only by the fact that it has taken three weeks longer to reach this point because of their joint failure to focus on ending the use of chemical weapons in Syria - rather than focusing on who was responsible for the atrocity that caused the deaths of 1429 Syrians on 21 August.

Speculation is rife that Syria may have spirited away some part of its chemical weapons arsenal to Iraq and Lebanon in those lost crucial three weeks. Hopefully further joint action by America and Russia in conjunction with UN inspectors can establish the truth or otherwise of this claim.

Equally impressive is the news is that Syria has met its obligations in applying for membership in the Organisation for the Prohibition of Chemical Weapons (OPCW) - as advised by UN spokesperson Martin Nesirky.

“The secretary-general, in his capacity of the depositary of the 1992 Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on their Destruction, has received the formal instrument of accession to the convention by the Syrian Arab Republic… The convention will enter into force for the Syrian Arab Republic on the 30th day following the date of deposit of this instrument of accession, namely on October 14 2013.”

Remarkably - the rebel forces fighting the Assad regime for the last 30 months seem to have set the stage for their demise - by indicating they will not accept the terms of the agreement reached between America and Russia - that should be translated into a binding Security Council Resolution within the next seven days calling for the collection and destruction of all chemical weapons in Syria.

The Kuwaiti News Agency has reported:

"The flagship accord was also applauded by several nations including Arab states namely Egypt and Algeria, but in Istanbul, the Syrian Free Army commander Major-General Saleem Idrees rejected the US-Russian agreement, saying it “will not solve the crisis” in Syria.” He added that the opposition Syrian Free Army would not implement any part of the accord.

“Me and my brother fighters will continue fighting until the removal of the regime. We can’t approve” this agreement, he said and criticized the deal which did not mention a single word on Al-Assad.”

This report - if accurate - could well signal the end of armaments supplies, funding and promised diplomatic support from America and the West for the Syrian Free Army.

It is clear that Russia has fairly and squarely attached the blame for the 21 August atrocity on the rebels - whilst America has been blaming the Assad regime.

Now America and Russia have procured Syria to come to the party and agree to destroy its chemical weapons - the suspicion must still exist - certainly according to Russia - that the rebels are also still in possession of such weapons.

Refusing to surrender any chemical weapons the Syrian Free Army has - or in case of denying it has any such weapons then allowing UN inspectors to verify this fact - will lead to the swift withdrawal of some of the the lifelines that has given the Syrian Free Army the ability to wage the civil war for the last 30 months.

In a roundup of statements supporting the historic agreement reached between America and Russia - the Kuwaiti news agency reported:

“The use of chemical weapons anywhere in the world is an affront to human dignity and a threat to the security of people everywhere,” the President (Obama) said. “We have a duty to preserve a world free from the fear of chemical weapons for our children. Today marks an important step toward achieving this goal.” UN Secretary General Ban Ki-moon welcomed understanding reached by Lavrov and Kerry regarding the safeguarding and destruction of Syria’s chemical weapons stockpiles. “The Secretary General looks forward to learning more of this framework agreement and pledges the support of the United Nations in its implementation,” a UN statement said.

The agreement was applauded by NATO Secretary General Anders Fogh Rasmussen. “This is an important step towards the goal of ensuring the swift, secure and verifiable elimination of Syria’s stocks of chemical weapons. Full and unreserved Syrian compliance is now key,” he said in a statement tonight.

He stressed that the international community has a responsibility to make sure that the long-standing norm and practice against the use of chemical weapons is maintained, and violators are held accountable.”

It is inconceivable that the Syrian Free Army will be able to escape full compliance with the obligation to surrender all chemical weapons in its possession without paying a heavy price politically for continuing support in its civil war against the Assad regime.

America and Russia must now both remain focused on collecting and destroying all chemical weapons in Syria - in whoever’s possession they happen to be.

Continuing failure by the Syrian Free Army to co-operate in achieving this objective could lead to a swift collapse of the uprising and leave Assad in charge - vindicating the political support given to him unswervingly by Russia, China and Iran.

This may be an unpalatable result for the West to swallow - but it’s inevitability now seems to be well on the cards.

In failing to co-operate with the America-Russia initiative - the Syrian Free Army may well be signing its own death warrant.

Palestine - Violating Vatican Vows

Diplomatic relations between Israel and the Vatican are set to considerably cool following the Pope granting a private audience to Mahmoud Abbas on 17 December.

Their meeting came at a time of growing political crisis engendered by the passage of the UN General Assembly resolution on 29 November that reaffirmed

“the right of the Palestinian people to self-determination and to independence in their State of Palestine on the Palestinian territory occupied since 1967;"

The Pope seemingly overlooked any discussion of the implications of this integral part of the resolution that also recognised the State of Palestine as a non-member observer state in the General Assembly - a view confirmed by the following communique issued by the Vatican

“The cordial discussions made reference to the recent Resolution approved by the General Assembly of the United Nations by which Palestine was recognised as a Non-member Observer State of the aforementioned Organisation. It is hoped that this initiative will encourage the commitment of the international community to finding a fair and lasting solution to the Israeli-Palestinian conflict, which may be reached only by resuming the negotiations between the Parties, in good faith and according due respect to the rights of both.”

The Pope was apparently unaware that the only matter left to be negotiated between the parties as a result of “this initiative ” was the timing of the eviction of 600000 Jews currently living in this ” State of Palestine” as defined by the General Assembly.

Abbas had made this racist view very clear on 28 July 2010 when Wafa - the official Palestinian news agency - reported the following remark by Abbas in Cairo:

“I’m willing to agree to a third party that would supervise the agreement, such as Nato forces, but I would not agree to having Jews among the Nato forces, or that there will live among us even a single Israeli on Palestinian land.”

Could the Pope have failed to understand that the Resolution also left no room for negotiating the boundaries of this “State of Palestine” - that the General Assembly had preemptively determined that it should comprise 100% of the territory won from Jordan by Israel in the 1967 Six Day War?

Would cordial discussions have occurred had the Pope taken the opportunity to urge Abbas to recognise Israel as the Jewish National Home and offer Palestinian citizenship to those Jews who did not want to leave their current homes?

Resumption of negotiations by “the Parties in good faith and according due respect to the rights of both” in such circumstances is a pure pipe dream.

The Abbas audience was a papal faux pas for several reasons.

Firstly - the Pope should not have blessed the audience with overt political significance by accepting from Abbas the gift of a mosaic of the Church of the Holy Sepulchre in Jerusalem bearing the inscription that it was presented to him by “the President of the State of Palestine” - a farcical nomenclature that had only been sanctioned that very day by the Chief of Protocol at the UN - Yeocheol Yoon.

Secondly - the Pope was clearly violating clause 11(2) of the 1993 Fundamental Agreement Between The Holy See And The State Of Israel which provides:

“The Holy See, while maintaining in every case the right to exercise its moral and spiritual teaching-office, deems it opportune to recall that owing to its own character, it is solemnly committed to remaining a stranger to all merely temporal conflicts, which principle applies specifically to disputed territories and unsettled borders.”

Remaining a stranger to this temporal conflict would have allowed the Pope to escape any criticism as a result of this inappropriate audience.

Thirdly - Article 2.2 of the Fundamental Agreement further avers:

“The Holy See takes this occasion to reiterate its condemnation of hatred, persecution and all other manifestations of antisemitism directed against the Jewish people and individual Jews anywhere, at any time and by anyone”

Failing to condemn the “President of the State of Palestine” during the audience for his known manifestations of anti-semitism makes a mockery of the Fundamental Agreement.

Fourthly - The Pope’s political foray no doubt inspired his own appointed nominee as the top Roman Catholic cleric in the Holy Land - the Latin Patriarch Fouad Twal - to also make a political statement in his annual pre-Christmas homily.

Archbishop Twal told his followers at his headquarters in Jerusalem’s Old City that this year’s festivities were doubly joyful, celebrating:

“the birth of Christ our Lord and the birth of the state of Palestine. The path (to statehood) remains long, and will require a united effort,”

Archbishop Twal - who was born in Jordan - had told Vatican Radio on 21 June 2008:

“The majority of our priests, nuns, schools families are in Jordan. We need a link to Jordan…,”

That link will certainly not come from the State of Palestine designated by the UN General Assembly - since its realisation is simply not going to eventuate.

Archbishop Twal also told www.custodia.org in an interview on 22 June 2008:

“If you want to touch Jews, Muslims, Christians, Jordanians, Palestinians, Cypriots, Europeans all together ..then you have to consider every comma”

The Archbishop would have done well to have remembered this sage advice before uttering his Christmas Eve message - understanding that what he said would not touch at least 600000 Jews - but cause them immeasurable hurt.

Indeed those who are playing charades with the newly crowned President of the State of Palestine are engaging in a world of make believe - where the words and commas in the Mandate for Palestine, the Montevideo Convention, Article 80 of the United Nations Charter, Security Council Resolution 242, the Oslo Accords and the Bush Roadmap - are apparently no longer worth the paper they are written on.

One can now add the Fundamental Agreement between the Holy See and the State of Israel to these discarded international agreements.

This does not bode well for any possible peaceful resolution of the long running conflict between Jews and Arabs.

The last Pope to bear Pope Benedict’s name - Benedict XV - enthusiastically endorsed the Jews’ right to reconstitute their national home in what was then Palestine when he told Zionist leader Nahum Sokolov at an audience in 1917 :

“Nineteen hundred years ago Rome destroyed your homeland and when you seek to rebuild it, you seek a path which leads via Rome…Yes this is the will of Divine Providence, this is what the Almighty desires.”

Violating Vatican vows this time round is certainly not going to entice Israel to beat a path to Rome as it continues to reconstitute the Jewish National Home in its ancient, biblical and internationally sanctioned homeland.
